Chapter 1 "Through Heaven and Earth"
Hiruzen for the first time in a long time felt out of place. This was not how he expected to pass his golden years. The desk, the robes, the office, the hat all of this were meant for younger men, not for an old wretched soldier like him.
It had been just a couple days since what have been one of the biggest tragedies in all Konoha history. The Kyuubi a Nine-Tailed fox demon razed large parts of the village to the ground and killed countless shinobi. Among those was Minato Namikaze, his successor "the Yellow Flash", who sacrificed his own life to stop the rampage of the furious beast.
Sadly, as a tailed beast the Kyuubi can't be killed, the only way to stop it was to create a Jinchuriki. The Power of Human Sacrifice and probably the most important person on the village second only to the Kage, a Jinchuriki was a person that have a demon sealed inside of them and can use the beast power during combat.
However, to many people the life of a Jinchuriki is a fate worse than death, the majority of people have trouble seeing the difference between the inmate and the warden forcing the Jinchuriki to live as pariah feared and hated by society.
Minato was a noble man and a dedicated leader one who will never ask any subordinate to do what he wouldn't do, so to not force any child to be used as a Jinchuriki he used his own son as a recipient of the beast power.
Poor newborn Naruto
With the help of his wife Kushina the previous host of the Kyuubi and a powerful seal master together they used a technique known as Reaper Death Seal Minato could seal the demon inside of his young son, sadly the price to such powerful ability was the own soul of the caster, leaving the Village defenseless without his leader and forcing Hiruzen to take charge once again.
But that is not the worst part of the problem when just a day after the attack Naruto was kidnapped from his nursery was no one aside from the corpses of the nurses in charge of taking care of the boy.
A Jinchuriki works as war deterrent their presence is a kunai against their enemy's throat, if any of his enemies discover the village lacks one, he shuddered just from the thought of it, without Minato and the great amount of his forces that was cut down from the beast rampage it may as well be the end of Konoha.
Suddenly the war inside of his head was interrupted by his secretary.
"Hokage-sama, the council has arrived for their meeting of 19:40".
Of course, the meeting, with all stress he been through he totally forgot it, after taking a long puff from his pipe to prepare himself he nodded to his secretary to let them come through.
After that a group of three old men passed through the door,
The first one was a grey-haired man with bread and glasses. He was easily the tallest out of the trio and had a particular strong jawline. His name was Homura Mitokado
Next was a shorter woman who had her hair pulled back in a twin bun, locked by a traditional hair pin with pearls on one side and tassels on the other. She wore a simple kimono paired with a jacket and sash. Her name was Koharu Utatane.
The last person was by far the most interesting. At first glance one could see a pretty short and frail man walking with a cane. He had black hair, conspicuous bandages over his right eye as well as an x-shaped scar on his chin. His body was covered up from the feet to his shoulders by a dark robe. The man really didn't look very impressive but in reality, he was a mastermind when it came down to eliminating potential threats for the village. His name was Danzō Shimura.
They were the council of Konoha who were in charge of advising and help the Hokage lead Konoha.
Hiruzen glanced at the people who are his oldest friends, people which who he laughed, fought, bleed and much more for decades. The stone-cold look on their eyes was all he needed to know.
" I think there haven't been any advances in the search of Naruto kidnapper, right?" Hiruzen sighed while asking them. Sadly, for him the three just shook their heads in negation.
"Tsume's men and the ANBU have been searching for the kidnapper for the whole week and they haven't found a single thing, not footprints, not a smell, not even a drop of blood" Homura replied in a tired tone to his old teammate. "Is like the man disappeared from the face of the earth whoever he was all indicate he was a professional."
"The worst part is that considering the time and lack of clues we have to assume the possibility that he left the Land of Fire" Koharu explained her own theory.
Hiruzen sighed again he knew his advisors were right considering the time they spent chasing this mystery man the possibility of him leaving the country was almost a 90%, if not even Tsume Inuzuka and her hunters could find him he doubts anyone in konoha could. To resume this was bad, really bad.
"Is there any suspect we can search or any name that come to your mind." Hiruzen replied in the search of any usefull information sadly Koharu only shook her head again.
"Whoever he was, we can assume that he didn't belong to a village, a man with that level of expertise tend to leave a lead but this person travelled alone. No team, no provisions, nothing. This was a one-man operation without support".Koharu replied coldly about her theory.
Hiruzen nodded Koharu theory made sense an operation like this needed a team, but a drawback of using is a team was that they were much easier to track.
"So, nothing. We have been running like chickens for a week and we have nothing" Danzo cut in. Interrupting the thoughts of everyone present and gaining their attention. "The answer to all of this is obvious."
"We need to remilitarize."
"Good Homura is the first smart thing that ever come out of your mouth during these meetings."
"Danzo is right, at this point we need to think about our next move carefully we can't risk looking weak right now" Koharu started "If we tone down the difficulty of the academy program, we could easily double the number of graduates per year. The average skill level may temporary decrease, but more real-life experience for our Genin combined with the sheer increase in numbers would allow us to restock our military forces quite efficiently."
"That just a patchwork solution, that doesn't attack the root of the problem, we lack muscle." Proclaimed Danzo in a calm but cold tone that obviously hide his anger about all of this. "There are two things we need take care.First we need to drag that embarrassment back to the village before she end up sulling more her family name"
" You mean Tsunade, she was granted leave for me a year ago to help deal with her troubles. Minato agreed that someone with her sacrifices deserve to rest from the village. And you want me to drag her back like if she was a petulant child!?" Exclaimed Hiruzen with outrage at his comrade ideas
"Yes" was Danzo simple response. "She swore an oath to this village and right now she is wasting her talents by drinking and losing her family fortune. We need medics and her skills are second to none "
"The presence of a S-rank would help your image against the other villages and with the Kyuubi attack we have the perfect excuse to why she was brought back"- declared Homura after thinking it through they do need Tsunade back in the village.
"Is not that simple. Tsunade is stubborn much more than Jiraiya or Orochimaru she wouldn't make it easy to just come and get he if she doesn't want to do something she will fight to the teeth for it.
"Is that simple. If she want to act like a child and turn her back to her own home that her own family founded then she would be treated accordingly" Koharu declared while directing an icy glare to Hiruzen
"You don't mean?"
"Yes. Make her a missing-nin"
"Wait Koharu don't you think that is a little extreme she hasn't done anything to the village. She is just grieving" exclaimed Homura he was just as surprised as the other men in the room about Koharu idea
"Exactly. She hasn't done anything for this village ,even we asked her to help with Kushina delivery she refused, if she helped like we asked her maybe the Kyuubi attack wouldn't have happened". Declare Koharu knowing that the misterious Uchiha would have much more trouble unleashing the Kyuubi if he had two fight two S-rank at the same time.
"Ahhh…." Sighed Hiruzen. ". I guess you have a point however the one that should talk to Tsunade should be me. I know the will of fire burns within her heart she just has much pain surrounded it to see it however I doubt anyone else in this village is capable to reach it". Hiruzen said that however he himself has his doubts if he is really is capable to reach Tsunade
BAHMMMM
It was Danzo who used his cane against the floor and unleashed a minor chakra pulse to gain the others attention after that the pressure of the room aumentes in such a degree that the council were reminded of the old days when they followed the Nidaime during the Great Ninja Wars
"Even if we get Tsunade back still have to solve our main issue" after Danzo proclaimed that the pressure of the room aumentes drastically and Homura and Koharu could see both of the old rivals glare each other in such a degree they could swear they were sparks between them.
"We need a jinchuriki" Danzo replied while ignoring the glare from Hiruzen.
"Jiraiya is the boy godfather and with his spy network we can search for the boy in every corner of the world"
"But what if is there is no boy". And then the question nobody dared to ask was thrown. All of them thought the worst case scenario that whoever he was decided to just kill the boy. With the boy death the Kyuubi will respawn in just a few years there and this time Konoha chances are much more slim sadly all three of them know of multiple enemies whom will rejoice to that opportunity to destroy the village.
"The only good thing to come out of all this, is that we had the chance to be witness of a full Biju power. During decades Kushina couldn't put her power to good use. imagine how the third Ninja war would have been if we had that kind of firepower" Danzo claimed with a sinister smile that was pretty uncomfortable at the eyes of his once close companions
"Wait are you say….."
"All I'm saying is that we were witness to something amazing and we have 8 choices to replace what we lost"
Both Danzo and Hiruzen were caught in a ínstense showdown both Koharu and Homura were expecting any of them to jump at each other luckily they decided to end the discussion
" Is obvious we are not going to reach an agreement today. I think we need to reschedule to when we cool of our head we all have been with an incredible amount of stress " said Koharu interrupting the pair of old rivals before any of them decided to do something stupid
" I can see your point Koharu, we also don't want to take more of Hokage-sama time"
"Good you agree Danzo. So unless is there any development we should leave" said Homura happy that Koharu quick thinking saved them from a really troublesome situation
After that the council were leaving Hiruzen on his office however when Danzo was about to touch the doorknob
"Hiruzen , I just need you to remember that as Kage you need to think in the greater good of the leaf before you reach any decision. I hope you have a nice day"
Once again the Sandaime Hokage was left alone in his office everyday more like a relic than the last. Now in solitude he reached one of the drawers of his desk, there he took out the picture of a brown haired woman on a ponytail dressed in a white robe
"Oh…Biwako I don't know what I'm going to do without you"
Hiruzen touched the picture with his left hand remembering the happier time with who have been the love of his life and mother of his children her face , her hands, her beautiful smile .he started to feel the water trying to escape his eyes however in the last second he fight back. He knows was right Konoha need him and he has to think on the greater good of Konoha not matter how much he doesn't want to.
As Onoki entered the arranged meeting spot inside one of the secluded caves at the outskirts of Earth Country, he was surprised that his newest negotiation partner was already there. It seemed that this deal might be more interesting than he first thought. But you could never know. He was dealing with an S-Rank missing-nin right now. First rule: Never trust them – never!
Onoki might appear like a very short and old man on the outside, but he held great power and wisdom as the Third Tsuchikage of Iwagakure and was currently the only living user of the Kekkei Tōta Jinton. His most prominent facial features were the triangular beard, moustache and his big red nose. He wore a long green coat with yellow outlines and red collar, a typical outfit for high-ranked Iwagakure shinobi. The top of his head was completely bold, but that didn't mean anything as Onoki was quite famous in the ninja world for his stubbornness.
"Took you long enough you brat". Sitting on a rock was a really macabrem men. Incredibly tall with dark skin and with dark green eyes he was wearing a half mask that only showed his nose and eyes with a black cloak that covered his entire body. This men was Kakuzu "The Zombi" one of the few ninja that could be said are older than Onoki himself
Both ninja have a history , they have been allies and enemies depending of the situation, after all Kakuzu was an opportunist friend or enemy to him labels don't matter he could be your best friend if you pay him well and if you don't he will be your worst enemy. In the actuality Kakuzu and Onoki have a mutual relationship Onoki gave him missions that he couldn't afford to send his own men while Kakuzu get jobs that he couldn't normally get thank you his status of a missing nin.
Stil is really out of character for Kakuzu to contact him and if a trap of some kind his Dust release is one of the few weakness Kakuzu has it don't matter how much hearts you have if your body is reduced to dust.
"What do you want Kakuzu?" Questioned Onoki who didn't want to deal with the renegade more that he has to
"You never change,Onoki . Always hard as a rock, completely focused on the gain for Iwagakure and nothing else."
"I'm a Kage after all that is the job description." Onoki said with pride as a Tsuchikage he always looked after his village prosperity, and he would do anything to do it even if he had to be a monster to keep it that way.
"Such dedication" replied Kakuzu is a humorous tone. "Yet your village was slaughtered for the Yellow Flash.
After sayin that Onoki propelled himself to the air like a furious bird and created a small white cube between his hands. Ryotenbin no Onoki will not be mocked for a two-bit criminal.
" Always so quick to anger Onoki-Chan even if you are wrinkled you are still a little boy"- said Kakuzu without a pick of fear in his voice. " You may regret it later. After all whatI'm offering you is the ultimate revenge" – Said Kakuzu without blinking
"You have 5 minutes."
" I only need one" said Kakuzu finding some humor in all of this. "Let me present you my new best friend" after saying that he opened his cloak showing a small blond baby that was sleeping in one of his cloak pockets."
" A baby?". From all the things Kakuzu could offer Onoki never expected that.
"Not a normal baby. A jinchuriki of the Kyuubi to be specific."
"This is not a prank right, if is a prank you wish you are dead for the time, I'm done with you" threatened Onoki to the zombi who just glared completely devoid of emotion in his eyes.
"I never joke with business. This baby is not just the Jinchuriki of the Nine Tailed Fox. He is also the son of the last Uzumaki of Konoha and the Yondaime Hokage" Onoki knew that Kakuzu was smirking from behind his mask but who could blame Onoki face passed from arrogant to meek with just a simple sentence.
"How?"
"I saw the sealing process with my own eyes" Kakuzu started to explain. "I was bounty hunting in the surrounding area as the Kyuubi appeared out of thin air and decimated most of the village. The Forth Hokage used a very advanced Fuinjutsu to seal said Bijuu into his newborn son, sacrificing his own flesh and blood to save Konoha. Additionally, his wife died too in the process leaving this child without any parents at all. After that I stayed hidden with a henge in the village until I found the perfect opportunity when a stupid nurse tried to stab him with a Kunai there in the chaos, I killed all of his caretakers and escaped to the night."
Onoki eyes widened after hearing the story, the sheer potential his heritage gave the boy. Iwa could have one of the strongest shinobi in history. He must have him he couldn't risk any other Kage having the chance of use him against Iwa.
Onoki could see it a shinobi with the strength of an army unleashed against Iwa enemies leading his forces to a new age in which the will of stone reign supreme. Unmatched through heaven and earth the strongest."
After that the decision was obvious
How much?"
"So you do want to buy him… Thought so."
"How much?" Ōnoki repeated impatient. Kakuzu only grinned even more sinister. His plan had worked out perfectly. Now it was time to collect the money.
"I already have a number in my head. But I don't want to come off short. Why don't you tell me how much you are willing to pay first?"
And then between two old men who had been since the beginning of the villages era started the negotiations that changed the history of the ninja world changed completely
This history is based on RemusFawkes the next tsuchikage I Really liked that history but it never passed the 3 chapter so I decided to do my own take of it. Also now a poll

PD warning because Iwa is the less focused village in canon there are going to be OC in relatively major roles while personally I like the use of OC when done right i will try not use Gary Stu like OC like Tobirama secret son or things like that
