Silence is Golden.

"According to our recent studies, records on the Doctor are much easier to come across," the acolyte swiped on her linked data pad, and images of a man with a slightly hawk-like face and dark hair wearing a dark jacket and shirt, standing in the background behind Winston Churchill, while another showed a temporal photograph showing the same man, wearing the spacesuit of a 21st-century astronaut waving to the crowd, a smile on his face, among others.

An older woman with an eyepatch covering her left eye, her hair in an updo, and a haughty expression like she was perpetually trying to hold back a leer of superiority, leaned forward. This was Madam Kovarian. She was the leader of a sect of the Church of the Silence, which had once been a part of the Papal Mainframe, one of the most major religious orders in the universe.

"What is the Doctor doing?" She demanded.

"Our agents have found he is meddling in history," the acolyte's expression became pinched. "But that's all he's doing. This version of him has not yet travelled to Skaro, and encountered the Daleks."

"Could we take advantage of that?" A male priest of the order asked.

"How do you mean?" Kovarian was intrigued.

"We could prevent a great deal of damage if we kill him before he meets the Daleks. For all we know it was the Doctor's first visit to Skaro which alerted the Daleks to the universe anyway."

The acolyte shook her head. "We thought of that, sir. Unfortunately, it's not that simple. From what we can tell, the Doctor never met the Daleks on Skaro. The Daleks left Skaro in order to explore the universe, and then they discovered the existence of other species. Then they began waging war."

Madam Kovarian narrowed her eyes, although one of them was covered by her eye drive. "Where is he now?"

"We don't know. It's impossible to tell since we don't have access to the Doctor's biodata to give us a linear order of his voyages," the acolyte said.

"I could order members of the Silence to attack him," a member suggested.

Kovarian gave the matter some thought. But she shook her head. "No. Have our agents and spies travel to those locations, and keep watch on him for now."

"Why aren't we going to kill him?" The priest who'd suggested taking advantage of the Doctor travelling to Skaro asked curiously.

"I want to know more about him," Kovarian said, "and then we can act later."
