Summary: Harry Potter is a fifth-ranked hero in the world who was ordered to work in Japan by the International Heroes Federation, can he resist seeing the stupidity of heroes and the ongoing quirk discrimination in Japan?
CHAPTER 1
An 19-year-old teenager is staring at a villain who is arrogantly attacking schools and other public facilities.
'Ahh... This is why heroes from Japan are unreliable' thought the teenager. He was Hadrian Potter, he received orders from the International Federation of Heroes to guard Japan which annoyed the teenager who had just graduated from Hogwarts Academy, which incidentally was the best heroic school in England.
Besides, he had been waiting for five minutes, but not a single hero appeared to neutralize the villain, no, actually there were, they just stared without doing anything.
Hadrian, who was usually called Harry, sighed in annoyance.
'How could they make me work when I've just arrived in this country' Harry thought. The owner of the Viridios quirk immediately used his quirk to neutralize the villain, surprising everyone in that place, including the students, school staff, heroes, and villains who attacked the school.
"WHO ARE YOU?" The scream of the villain in the form of a monster frightened many people.
"My name is Hadrian Potter, oh, because Japan uses family in the first place, so I think my name will be Hadrian Potter... I was sent by the International Federation of Heroes to work in Japan... Nice to meet you and goodbye," said Harry. He manipulated the vines to wrap around the big, monster-like villain.
"Ugh... AAAAA"
The villain screamed in pain when he felt his arms and legs being broken.
"Japanese heroes are truly pathetic... You just shut up like bitches, you useless bastards" Harry snorted at the pro heroes who were blushing with shame and anger.
Harry headed towards the red and white-haired child who was almost attacked by the villain. "Are you okay, little one?" Harry asked, he gently patted the child's head and stroked it, and his other hand stroked the child's shaking back.
The boy nodded his head against Harry's broad chest which made Harry smile.
"What's your name, little one?" Harry asked the boy.
"Shouto, Todoroki Shouto" the nine-year-old answered.
"Shouto, huh? Nice name," said Harry.
"My name is Hadrian Potter, you can call me Harry or Rian, my hero's name is Viridios," said Harry introducing himself which made Shouto's eyes widen.
"Viridios? Nature's hero, the world's fifth-ranked hero?" Shouto asked to which Harry nodded.
"Correct."
Shouto's eyes lit up when he heard this, no wonder the person who had saved him was so strong, it turned out he was an international class hero.
The pro heroes, students, civilians, and school staff who heard this were shocked, they didn't expect an international hero to be here, especially since he was still so young.
"By the way, how long are you going to show your uselessness? The villain has been caught, you should restrain this villain with quirk restraints" said Harry looking at the pro heroes who were still stunned.
"SHOUTO" shouted a teenager Harry's age. The girl immediately hugged Shouto who was still in Harry's arms.
"Fuyumi-nee" Shouto said quietly.
"Are you okay?" Fuyumi asked. Yes, she is Shouto's older sister who is ten years older than him.
"Yes, Fuyumi-nee, Viridios has saved me," Shouto said quietly which made Fuyumi look at the handsome teenager who had saved his little brother.
"Thank you for saving my little brother, sir hero," said Fuyumi which made Harry shake his head.
"Don't thank me, Todoroki-san. It's my job to save people from villains," said Harry, he then walked away from that place.
His cell phone rang, forcing him to answer the call. People could still hear the conversation Viridios was having because of the silence in that place.
"Ugh... Isn't it normal for me to just live in an apartment instead of an official residence?" Harry asked he rolled his eyes when he heard the answer on the other end of the phone.
"Haah... OK"
Suddenly, lots of leaves flew around them, surprising everyone in that place, the leaves gathered and formed a vortex around Harry which then disappeared along with the leaves.
"He can also teleport?" asked one of the pro heroes in surprise.
"He is Viridios, one of the strongest pro heroes in the world. Even though he is only 19 years old, there is no doubt that he is the strongest hero in Japan right now if he was sent here by the International Heroes Federation."
"Troublesome"
Everyone dispersed, including Shouto and Fuyumi.
"Viridios is cool, Fuyumi-nee," Shouto said addressing his older sister.
"Really? Which is cooler, All Might or Viridios?" said Fuyumi teasing her little brother.
"Ugh... Viridios is a cool young hero, while All Might is a cool old hero" answered Shouto which made Fuyumi chuckle a little. He kissed Shouto's chubby cheek and lifted him which made Shouto pout.
"Fuyumi-nee, I'm not a child anymore."
"I am your older sister, young man, I have more than the right to embarrass you," said Fuyumi tickling little Shouto which made the nine-year-old child giggle in amusement.
Harry went to the official residence given by the International Federation of Heroes which was located in Musutafu City, more precisely on the outskirts of the city which was located on the edge of a hill, a suitable location for Harry who had a nature-type quirk.
He glanced at the empty house, then at his wallet, this process he did repeatedly until finally, he nodded. It would be better for him to lose a little money than to feel uncomfortable in his own home.
He also spent the rest of the day filling his empty house.
The next day
News about Viridios being in Japan on orders from the International Federation of Heroes has circulated on social media, moreover, some people also recorded the black-haired hero in action yesterday.
The presence of the fifth-ranked hero in the world surprised all the heroes and villains in Japan, civilians increasingly felt safe but different from heroes and villains who felt threatened by the presence of Viridios in their midst. Heroes are afraid of their rankings dropping and their salaries being reduced, while villains are afraid of committing crimes because they are afraid they will end up being arrested.
'Damn... Why is one of those monsters here?' asked All for One in his heart. He may consider himself strong, stronger than other people, but he is not stupid enough to think that the 19-year-old hero is weak, even though he is still young, he knows that Viridios can crush him easily.
All for One, whose real name is Shigaraki Tomura, has faced world-class pro heroes before, more precisely, Aphrodite, the love hero. He of course kept quiet about this, he would be embarrassed if his subordinates found out he was defeated by a girl.
'Maybe I should postpone my plan' thought All for One, maybe I could use poison to finish off All Might, he then chuckled as if agreeing with the plan in his mind.
Elsewhere, Harry stared with satisfaction at the agency formation permit he had just obtained. He immediately bought a two-story building which he would use as his agency. The building was quite spacious, there were five rooms on the top floor and three rooms on the bottom floor.
'Maybe I should just make the downstairs a waiting room' thought Harry, he already had an idea of the agency he would form.
Harry did not lack money, after all his family, the Potter family, was a duke-ranked noble family in Great Britain, even though he was the only one left because the villain named Voldemort had killed his parents when he was little.
'Yeah... This place still needs a lot of improvement' Harry thought, maybe next week he can open his agency.
Todoroki Family Residence
"WHY AREN'T YOU GOING TO SCHOOL, SHOUTO?" shouted Endeavor angrily, he was upset because of the news he had just received, because of the presence of the world's fifth ranked hero, the hero ranking dropped, as a result, Endeavor who was ranked second has now dropped to third place.
"School was closed because of the villain's attack yesterday," Shouto said flatly, but because he was still young, his expression was not as flat as he wanted, he was still shaking a little with fear when he heard Endeavor's shout which made the red-haired man angry.
"Dad... You're going to be late, don't you have an important meeting today?" said Fuyumi gently shooing Endeavor away, Endeavor who was angry couldn't think properly so he immediately left without understanding Fuyumi's words first.
"Shouto... I happen to be on holiday today, let's go for a walk" said Fuyumi surprising Shouto.
"Is it true?" asked Shouto to which Fuyumi nodded, Shouto immediately stood up and changed into nicer clothes, it had been a long time since he had gone for a walk with his older sister, more precisely since five years ago, after his quirk awakened, he rarely hung out with his siblings anymore.
Fuyumi took Shouto on a trip to the amusement park because Natsuo was having a camping trip with his friends in Gunma, so he could spend time with his little brother all day because their father would spend a lot of time at his agency.
They finally arrived at the amusement park located in the center of Musutafu City. Shouto stared at the many games in this place with his heterochromatic eyes sparkling with happiness, which made Fuyumi feel sad, Shouto should have filled his childhood with fun, not with torturous training.
'If only Touya was still alive' thought Fuyumi. She knew that her twin would be able to do something.
"I'm surprised you're here, Viridios," someone said surprising Fuyumi and Shouto who were walking towards the cafe. They immediately hid so as not to be discovered.
"I also didn't expect that a villain like you would be here, would you like to die in my hands?" Harry asked making Fuyumi and Shouto pale.
"In the middle of this crowd? Are you sure?" asked the villain Harry said.
"Ara... Are you looking down on me? Even if you were on the other side of Japan, I could still finish you off," Harry answered casually as if the villain in front of him didn't pose the slightest danger.
"Tch... For now, I will leave Japan," said the villain who disappeared with his quirk. Harry breathed a sigh of relief, he knew that he would be able to defeat the villain just now, but there would be civilian casualties which of course he wanted to avoid.
"By the way, it's not good to eavesdrop on other people's conversations," said Harry who suddenly appeared in front of Fuyumi and Shouto who widened their eyes. Harry was also surprised when he saw two people he knew eavesdropping on his conversation.
"Ara... little Shouto, are you okay?" Harry asked crouching down to Shouto's level which only reached his stomach.
"Hmm" replied Shouto nodding which made Harry smile, he stroked Shouto's red and white mane gently.
"That's good... Then, I'll go first, Todoroki-san, I have other duties," said Harry who immediately disappeared with the leaves.
Fuyumi looked down, she didn't expect to witness this secret.
"Does that mean villains can come and go freely to and from Japan, Fuyumi-nee?" Shouto asked curiously. Fuyumi just kept quiet and nodded, she still couldn't believe that there was a villain who could easily leave the clutches of the world's fifth-ranked hero, even though it was clear to her that Viridios had deliberately let him go so as not to become an unwanted victim, but this was still a scary thing, a villain can get in and out easily.
"Let's have lunch, Shouto," said Fuyumi inviting Shouto, he pretended to smile so that his little brother wouldn't be worried and afraid. As he expected, Shouto innocently nodded, which made him relieved, behind the mature attitude that Shouto showed, there was still the innocence of a child.
In another place, Harry carried out a patrol, he spread leaves throughout the city of Musutafu which was his domain, the villains who were causing trouble were immediately arrested by the leaves that Harry manipulated.
'How annoying' Harry thought, he would rather fight an S-class villain than this scum. He longed for international missions, missions where he could fight as he pleased, missions where he didn't have to hold back.
The leaves spread by Harry continued to patrol until Harry's patrol schedule was finished, of course, everyone was surprised by the abilities shown by the world's fifth-ranked hero. They knew that international heroes were very strong, but they didn't know beforehand so they just took them for granted, but they didn't expect that Harry would be able to defeat the villains who had defeated pro heroes with just leaves.
A week later, the Viridios Agency stood proudly in Musutafu City, Harry of course immediately opened up job opportunities, be it as a sidekick or OB.
"Okay... Let's start the interview," said Harry looking at the job applicants in front of him. There were quite a lot of people who applied, Harry himself didn't care whether they were pro-heroes or vigilantes, as long as he obeyed him, he would still hire them.
Of course, this decision received criticism from the hero commission as well as the top-ranking pro heroes, but he silenced them all, he defeated all the top pro heroes without moving from his standing position which confirmed who was at the top of the food chain.
Three days ago
"HAAA? YOU ALSO WANT TO RAISE A VIGILANTE TO BE YOUR SIDEKICK AND YOU WANT TO GIVE THEM A HERO ID CARD?" shouted the chairman of the Japanese Heroes Commission, not believing what the black-haired teenager said in front of him.
"Right," said Harry, unaffected by the woman's words in front of him.
"Don't joke, even though you are the fifth-ranked hero in the world, you can't just elevate a vigilante to become a pro hero," argued the leader of the Japanese Hero Commission.
"My decision cannot be contested," said Harry, starting to leave.
"Don't be so reckless, brat," said Endeavor angrily, the fire started to spread everywhere, only to be stared at coldly by Harry, which made Endeavor shiver in fear.
"You want to stop me? Fine, I will cancel my decision if you are all able to defeat me... Unite to defeat me" said Harry arrogantly which made Endeavor angry, not only him, but the other pro heroes who were among the top ten heroes too.
"Okay... You will all work together to defeat him," said the chairman of the Japanese Heroes Commission sharply. Endeavor immediately refused.
"SHUT UP... IF YOU REFUSE, YOUR HERO STATUS WILL BE SUSPENDED" shouted the woman glaring at Endeavor, Endeavor was indeed a useful tool for them, but they could eliminate Endeavor if they wanted when the fire hero no longer listened to them.
The match between Viridios who was a fifth-ranked world hero against the top ten pro heroes including Ryukyu who was once a tenth-ranked hero and is now eleven due to Harry's presence, was broadcast live on national television, their fight was held in a stadium and guarded by construction quirk users to prevent attacks they came out of the stadium and injured civilians.
"The battle between Viridios and the top ten pro heroes begins," said Present Mic, who hosted this match.
All Might immediately moved quickly behind Harry who just stared at him boredly.
CRACK
From the ground, a plant suddenly appeared which broke All Might's leg and made the once second-ranked hero scream in pain. The other pro heroes were shocked, but they immediately attacked Harry who once again just stared bored at their attacks, every attack from them could be easily blocked by Harry who didn't even move an inch from where he was standing.
Harry just stayed there, he had an amused expression on his face seeing the futile struggles of the top pro heroes.
"How sad, Of course, you guys can't beat me, right?" Harry asked casually. Harry's casualness made all the pro heroes, civilians, and villains watching the match swallow hard.
'Is this the level of an international hero?' thought Midoriya Izuku in awe, Izuku himself was a quirkless person who was often bullied for not having a quirk at school, one of the people who bullied him the most was his childhood friend, Bakugou Katsuki.
He wasn't the only one who was amazed, the other spectators were amazed until they saw the roots wrapped around the bodies and necks of the pro heroes.
"Weak," said Harry ending this match by throwing all the pro heroes to the floor causing them to faint.
The match ended with an absolute victory in Harry's hands.
Harry just grinned remembering the faces full of despair and anger of the pro-Japanese heroes who thought they were strong but lost against him even though they had combined their strengths.
Today, there are dozens of people who have registered at the agency he just founded. He of course doesn't intend to take just anyone to work for him. The evening was approaching, and finally, the crowd dispersed, but there was a child who remained in front of him.
"Are you lost, little one?" Harry asked the green-haired boy in front of him.
"Anoo... I want to register to be your OB," said the green-haired boy which made Harry raise his eyebrows.
"Hmmm... Sign up to be my OB. What's your name little one and where are your parents?" Harry asked.
"My name is Midoriya Izuku, my mother died two weeks ago, killed by a villain... I want to get money," said the boy who turned out to be Izuku. Izuku's mother, Inko, was killed two weeks ago in a battle between villains and heroes.
Izuku's answer made Harry speechless.
"Are you sure you want to work with me, little one? How about your school?" Harry asked finally.
"I've stopped going to school, my friends don't like me because I'm quirkless," said Izuku which made Harry furious.
'Damn quirk discrimination' Harry thought, oh how he hated quirk discrimination.
"Okay... You can start working tomorrow" said Harry to Izuku who rolled his eyes and nodded gratefully to Harry who had accepted.
Izuku returned to his house with a cheerful heart.
'How disgusting this country is' Harry thought, he had started to hate Japan which was full of quirk discrimination, from Midoriya's actions, it was clear to him that the boy was also being bullied.
'I think I need Hermione's help this time' thought Harry. He then called his friend and asked him to go to Japan, he could take Ron with him to Japan to help him.
Today it is closed, the agency will open tomorrow.
CHAPTER END
I plan to give Izuku a quirk, unlike in canon which is quirkless, this will have something to do with the development of the story. There are five choices that the author has made, namely:
