Arthur gave Tommy an empty gun, he gave Lizzie a handful of bullets that were supposed to be in that gun. What Arthur didn't know, what that Tommy had a bullet in his pocket, when he walked away and out into the field. And yet, despite it all, Tommy Shelby still manages to survive.
