The news of Danzo taking Menma's bounty has spread everywhere. When the news reached the bounty office, the workers there came to demand their money back. Danzo immediately denied these accusations.
Even Hiruzen threw all the responsibility to the Danzo to handle. He didn't want to have anything to do with it. As Menma was also from Konoha.
