Isamu couldn't believe his eyes when he saw the plans prepped inside the board, out for the wandering eyes to see. He was a prodigy, so he was able to bypass the encrypted code and break into the HQ's confidential planning board.

Records of Monster Trafficking, Exploitation of the UA students...This is just...

Isamu curled the paper in his hand into a shredded ball, before tossing it into the trashcan, "This is what they've been up to since they forced Sitch out of his office?"

He could hear something knocking from the back of the room, followed by what sounded like a...plea?

He steadily walked towards the source, his feet touching the ground tenderly. As he closed the distance between him and the door at the back, there was a code input screen placed above the doorknob. Dread filled him with anticipation of what could be lying ahead of that door. Perhaps, someone being held against their will? But that doesn't make sense. Why would the Commission do something as heinous as abducting an unwilling person to one of their basements? Unless they were going to follow through with that plan, with which, he couldn't STILL wrap his mind around. The untold corruption that the Commission is going through, it was almost incomprehensible.

As he plugged a cable that stretches from his bag, he managed to bypass the security system installed into the door, before slowly twisting the handle, pushing it lightly..

And...

Something barreled into his chest, wrapping their arms around him. It was a boy, maybe a year or two older than him.

Isamu quickly returned the gesture, pulling him into his side tighter, "What happened here? Who brought you here?"

"It's..." The child stammered, "I- I.."

"Breathe," Child Emperor brought him on his knees, stroking his back, "Take it easy, then, you can run it by me. Take your time."

"I am a..a student, f- from Ketsubutsu Academy.." The kid uttered, "My friends, m- my friends..!"

"Where are they?" Isamu asked, "Please, tell me. I can try to help them."

"I don't know!" The kid with the curly hair said, "They just came, we..we were just holding our ground against them when they..we couldn't hold them back, and they took us.."

"Who?"

"The Hero Commission." He uttered.

Isamu's heart froze, his mind spiraling into a downwards descent into disbelief. Of course, he'd already seen the plans iterated in front of him, but to witness it with his own eyes...

"What's your name?" Child Emperor asked.

"Rengoku," He replied, "Just...Rengoku."

"It's gonna be alright, Rengoku." Child Emperor soothed, "I'm gonna get you out of here."

"You...you will?"

"I will." Child Emperor smiled, "Promise."

"They're too strong for you," Rengoku warned, "You won't be able to stand a chance. Even the best of my classmates couldn't.."

"I'm a pro-hero for a reason," Child Emperor said, "Now relax."

"You're -?"

"Yeah, I know, the age gap between me and an average hero is quite baffling, but I assure you, I know what I'm doing." Child Emperor said, "I know I'm going against the wishes of my superiors, but can you even call them my superiors if they're deviating from their supposed function as an organisation?" He chuckled, as he held the teen by his armpits, "C'mon, we gotta slip through their defenses unnoticed."

As they walked through the corridor of the now ghastly, unorthodox headquarters, one realisation dawned on him, and that realisation wasn't quite pleasant.

They were most likely targetting the UA Faculty next.

"Shit," Child Emperor muttered obscenities under his breath. He gently pulled Rengoku with him, hiding behind a curved end of a wall to try to scout for possible adversaries awaiting on the other end, only to find none. He could feel the hair on Rengoku's skin standing on it's end. He tried to calm his uneasiness, only for it to work just a little.

"Say," Child Emperor inquired him, "What kind of quirk do you have? Is it the emitter type? Mutant? Transformation?"

"I..." Rengoku looked like he was scrambling for the best way to answer that question.

Child Emperor gave his back a tender rub, "Don't worry, I won't judge." He reassured.

Rengoku gulped, before opening his mouth to respond, "I'm quirk- quirkless."

Oh.

Rengoku, knowing that it was for the best to clear the situation with full clarity, cleared the lump in his throat and said, "A- are you-"

"No." Child Emperor chuckled, "You're killing me, dude. Did you really think I was gonna leave you behind over something trivial like that?"

"W- well, I heard most of the heroes we have hates quirkless people."

"I mean, you're probably right on that one, but I'm not one of those people." Child Emperor affirmed, "I'm assuming you enlisted in the support course?"

"Yeah," Rengoku said.

Isamu gave him a pat in the back, encouraging him, "Keep that spirit up, it'll get you somewhere."

"T- thanks.."

"No problem. I mean, you got a living example in front of you." Isamu pointed at himself, "If someone like me can, there's no doubt that you will be able to achieve the same thing as I did."

"You mean to tell me.."

"Yeah, heh, I'm quirkless." Isamu said, "But I got my own wits to accomodate for it." He added, pointing at his own head.

"Right." Rengoku nodded, "By any chance, were you..."

"Hm?"

"Were you forced to chalk this life up?" Rengoku asked.

Isamu hummed, "Kind of, but at the sane time, kind of not? They're covert about it back then. They only offered me a place in the hero rankings, and of course, a provisional license along with it. It doesn't come off as a surprise for them to do this, knowing how desperate they are."

"Ah, right."

"I didn't know they were going to take this to the extreme, though." Isamu sighed, "I mean, abducting kids and authorising their status as a hero without further additional educational process? It's sort of like tossing a baby eagle away from it's nestle without even properly nurturing it."

Isamu smiled a little, "You don't have to worry about that, by the way."

Rengoku could only nod.

As they walked, suddenly, Isamu could feel the vibration from his bag.

Warning. Life energy elevating. Please proceed with discretion. Isamu could hear the voice from his earplug.

He stood sturdily, keeping Rengoku close to him, "Shh, be quiet, something is following us."

Four pairs of mechanical arms sprung forward from his bag, supporting him in the air as he whipped his head around to look for any potential assailants.

"Whoa..." Rengoku bemused, but kept it to himself down the line.

Suddenly, a hand reached out to grab Rengoku from behind, but Isamu's quickly reacted and used his mechanical arms to grab the mystery man by the neck, "Seizing the opportunity to snatch the boy away while my back was turned isn't at all a cool move."

The man tried to pull away, only to find that the mechanical arms's iron grip were impossible to escape from.

Isamu approached the boy, before putting a device that sprung forward a defensive spherical barrier around him.

Four men in the same attire as the previous assailant came from every direction, emerging from the mist. He threw the man he gripped into one of them, only for them to evade it.

Isamu stood firmly in front of the barrier. His mechanical arms reached for the roof, before ripping it apart. Grabbing the boy with the mechanical arms, he made an escape through the ceiling, not willing to engage in further conflict with any of these phonies.

"So much for slipping through them unnoticed." Isamu sighed, as he leaped forward, emerging out of the gap he created from below.

Landing neatly on the ground, he could see multiple man in an attire similarly to that of a character from those hitmen movies.

One of his mechanical arms separated the men standing in front of him, forcing them individually into either side of the walls, as he began to make a run for it with the kid still residing inside of the spherical barrier.

At this point, he should just break through the ceilings and exit through the top. He has a plane waiting up there anyway.

He tossed a couple of ovular-shaped device into the ground, as it morphed into an animatronic animals, he used a remote device to program them to keep their chasers busy as they escape.

Unfortunate enough, the energy contained inside of the barrier device began to wear out, gradually dissipating.

"Shit!" Isamu cursed under his breath, as he used his mechanical arms to hold the kid, "Brace yourself, we're going in for a ride to the roof."

"The- Whoa!" The boy didn't have time to question Isamu's action as he was instantly propelled upwards along with him.

A blazing flame bursted downward from the bottom of his bag, keeping him and the boy suspended in the air, giving them enough momentum to reach the designated area.

Should've stayed at cram school.

He plunged himself into the upper flank, before eventually emerging out of the gap he created beforehand by shooting missile at the ceiling.

When he landed on the roof, he could finally feel the heat of the sun radiating from above.

This was his cue to get the kid to safety, but the Hero Commission had other plans...

He could feel a life energy elevating from his rear side. He whipped his head to his back, only to see a figure with a large of muscles protruding from every side of his body. His blond, spiky hair is his most prominent feature.

He sported a simple attire that consists of only a red tank-top and a dark green pants, as well as a pair of black boots extending to his calf.

"Yo, you the one who's been causing all that commotion downstairs?" The man asked with an eerie smirk, "Gotta hand it to you buddy, you're a tough one, even for a kid."

No.

That can't be.

"THAT'S HIM!" The boy residing inside the spherical barrier exclaimed, "H- he was there!"

"Seems like the kid remembered. I'm flattered. Was I really that noteworthy?" The man chuckled, "Then again, I'm not really gentle with my victims, so it's only natural if he remembers."

Child Emperor gave the boy a gesture that said, 'Calm down', and walked forward, "You're not exactly unpopular, Muscular."

This man was a villain, a villain with a track record of a hundred murders, some of which, consisted of multiple ranked heroes, the Water Hose's heroes were one of them, and to think that he is affiliated with the Commission...

This...

This is insanity.

"Another one that knows me." Muscular's eyes flickered with a glee of sadistic tendencies.

Child Emperor, with a firm look, inquired him just a little, "Why are you here?"

"Isn't it obvious? Those tiny corporate fucks were despondent enough that they resorted to hiring depraved criminals like me into their ranks!" Muscular laughed.

"Into their- You mean to tell me-"

"I'm a fuckin' pro-hero, baby!" Muscular guffawed maniacally, "Oh my, you shouldda seen that look on your face. Shocked? Appalled? Revolted? I expected that from you!"

"They released you from your incarceration only to give you a position so crucial-" Child Emperor was so caught on with his rant, that he didn't notice the opposing figure sprinting straight towards him with his fist cocked back.

"Shit!" Child Emperor evaded the attack by using his mechanical arms to propel himself to the side, albeit barely, "Surprise attacks, really?!"

"Prattlin' and rantin' ain't the way to win a match, kiddo." Muscular grabbed the floor and mashed it into a singular rubble, "If ya got the right backbone to confront me in a fight, then get on with it and stop talkin'!"

"Fine," Child Emperor took a giant, metallic blade from his bag, swiping it to the left as he took a stance, "I'll wring those informations out of you once we're over this."

"Atta boy." Muscular launched the rock in his hand into the hero's direction, who in response, sliced the projectile upwards, splitting it in half.

Muscular charged forward, simultaneously throwing some of the rocks he ripped out of the floor at the teen, "Let's see if ya got enough reaction time to dodge all of this!"

Child Emperor ducked under one of the hurling rocks, before using his blade to slice some of the incoming ones, although one of them managed to slip from his guard..

And hit him straight in the ribs.

He could hear the curdling rattle as the pain that comes with it shot to an unreasonable degree. He suppressed the urge to scream.

Holding his injured area, he kept his grip tight on the blade, "Fuck..!"

He gotta push through the pain, and gain the upper hand. The life of that kid is at stake here. He's gotta...

Then, without even the chance to react, Muscular was already in front of him.

Isamu quickly reacted by deploying a couple of circle-shaped grenades into his direction, causing it to erupt and engulfing the villain in question with a large amount of smoke.

Landing on the side, Child Emperor clutched onto his injury. Picking a fight with a villain as strong as he is wasn't the best decision that he made, but he needed that information.

As the smoke subsided, there were no sign of Muscular, or even a slight movement that swayed the air.

But abruptly, he could feel something moving from his back side.

"GOTCHA!" Muscular announced from behind without warning, slamming both of his hands downward, walloping the ground where the hero stood vehemently, "Huh?"

As it turns out, his hands landed on something solid. Not the ground, but something that felt even more resilient.

A delicate, yet sturdy hand intercepted his attack. He peeked to the left, only to see a man with a light blue hair extending into his shoulder using only one hand to hold him back, "My, my, quite the occasion you've gotten yourself into, Isamu-san."

"Amai Mask..?" Child Emperor uttered with a raspy voice.

"Speaking of peculiar occasions..." Amai Mask's eyes landed on the villain, fully with the intent to incapacitate, possibly even man slaughter, "What brings a villain of your caliber into the grounds of this headquarters?"

"Hah, wouldn't you like to know!" Muscular recoiled his arm, attempting to hit Amai Mask while enhancing his muscles, "DIE, PRETTY BOY!"

Amai Mask, without so much as a movement, simply swiped his hand upwards, cutting most of the muscles, spluttering them in the air.

Muscular jumped at the sudden pain jolting in his arms, "ARGH...!"

"I inquired you about your business in here," Amai Mask, "Retaliation isn't the appropriate response to a question, Muscular. Or is that all that you're good at?"

"Now you're gettin' real interestin, pretty boy.." Muscular gritted his teeth, "I'll fucking wipe that smug look off your face, then I'll mangle that kid and spread his remains-"

Amai Mask quickly shut his vacant threats down by elbowing him in the guts, causing blood to seep out of his mouth, before doing a spinning kick into his jaw, hurling him into the air, "You should really pick your fights better, Muscular." He leaped into the air, right to where the villain was suspended, "You may think of yourself as a monster, but alas, that line of thought is rendered obsolete when faced with the real deal." He followed with a downward slam from the tip of his foot, sending the villain tumbling into the ground, ramming straight through the concrete floor.

As the fog swirled above the man-sized gap, Amai Mask landed on the ground nearly, tentatively turning his attention back to Isamu, "You have a lot of explaining to do once we get out of here. You and that boy."

"Err, thanks?" Isamu scratched his hair. He could still feel the pain in his ribs.

"Save the gratitude for later." Amai Mask said, "That brute is incapacitated for the time being, but it won't be for long."

"Shouldn't we take him with us?"

"And risk another confrontation with him?" Amai Mask raised his brow.

"I thought you have that part under control."

"Do not underestimate our enemies, especially not those who are as strong as he is." Amai Mask lightly scolded, before taking ahold of the spherical barrier containing the child inside above his head, "Let's go."

"Right." And with that, they took their leave, as multiple men from behind chased after them.

Ramming his hand straight through the garage gates, he hastily scurried over to his vehicle, deactivating the barrier that encapsulated the child, before escorting him inside.

He turned around, "Get in!" Amai Mask said to Child Emperor, but he fell over, the pain finally taking a toll on his body.

Amai Mask let out a frustrated sigh, "Tch.." Before rushing to Isamu's side, letting his arm rest on his shoulder as he helped him walk to the car, "You should've told me that you were injured, imbecile."

"Y- yeah, for some reason, it slipped my mind."

"That level of tardiness won't do you any favor." Amai Mask said as he escorted him to the child, helping him board the car, "Next time, communicate better."

He looked behind, and saw that the men were already there.

He hurried over to the driver's seat, twisting the key beneath the steer, before stepping on the pedal, the tire screeching against the floor, as the car propelled itself forward into the exit gate.

Disregarding the men in front of him, Amai Mask kept the acceleration fluctating as the car ran them over, though, it wasn't enough to kill them.

"That was unnecessary." Child Emperor remarked, to which, Amai Mask replied with a simple scoff.

"They had it coming for chasing after us."

"To be fair, I did pry on their personal stuff."

"'Stuff' that shouldn't have been hidden in the first place." Amai Mask hissed, "I'll have to ask you on that later, by the way."

"Yeah, yeah, I know." Child Emperor huffed, as he turned his head around to see the trembling Rengoku.

"Hey, it's okay. I got you out, as promised." Isamu shifted closer to the terrified boy.

Rengoku looked at him momentarily, smiling slightly despite his tear stained eyes, "...thanks."

Child Emperor only nodded.

"Just a little correction, WE got you out." Amai Mask interjected.

Child Emperor gave him a piercing glare, "Don't ruin the moment."

"I only wanted to clarify." Amai Mask simply said.

"Stop being cryptic and tell the kid to thank you, for crying out loud."

"I don't need his gratitude." Amai Mask replied.

"Fine, be that way. Brooding jerk." Child Emperor rolled his eyes. Amai Mask remained silent.

As the car passed through the bridge connecting the headquarters with the nearby city, the vast ocean could be seen on either side of the bridge with the surrounding small islands.

"It seems that they're not as persistent as I thought they are, judging by the lack of immediate response." Amai Mask said, looking to the rearview mirror which shows no visible cars tailing after them, "Shows their level of incompetency."

"Uh-huh, they're only in it to fill in their pockets anyway." Child Emperor chimed in.

Amai Mask looked at the mirror in the middle, his eyes glued to Child Emperor, "So. About the information that you gathered."

"It's insane. Plans of mass abductions being conducted on various hero schools, using monsters as a way to preserve themselves financially," Child Emperor shook his head in disbelief, "I'd say that they're past the point of being a hero organisation. Fell into the usual rabid hole of 'greedy corporates'."

Amai Mask's mouth were left agape momentarily, though, it didn't last as long, before maintaining his composure, "Are you sure you got that right?"

"I am. I even took some evidence." Child Emperor pulled a note that shows the plans that the Commission had been hoarding. Those are...!

"They're targetting UA?!" Amai Mask's arms trembled, making it hard for him to maneuver the caf.

"They're planning to do it by the end of the day, and I quote, 'Where they least expect it'."

"This will not stand!" Amai Mask gripped the steer enough to make a slight dent on the sides, "We're heading to UA."

"That's what I was thinking anyway, but what about the kid?"

"... he's coming with us." Amai Mask replied, "At this rate, no place is safe enough for us to leave him."

"Sounds like a plan." Isamu nodded. Then, one question remained in his mind, "Hey, I gotta ask..didn't you said you were going to resign? Why did you come back?"

"The same reason why you were in that place." Amai Mask replied, "To gather some intel regarding their nefarious schemes."

"Ah, right." Child Emperor said, "In other words, you're not really a pro-hero anymore."

"Not quite." Amai Mask corrected, "I still am, by all means."

Now Child Emperor was confused. A pro-hero but not affiliated with the Hero Commission anymore? How is that even remotely possible?

"I'm transferring over to a new organisation." Amai Mask explained, "It's fairly new, and it's existence is still concealed from the public eye. It's still up for revision, but they told me that I can invite someone that I'm acquainted with to join them."

"Oh?" Child Emperor's brow raised, "Intriguing. I mean, once all of this settles down, I might consider. What's the name, by the way?"

He took a deep breath, before revealing the name, "The Neo-Heroes."
