Military Forces of the Colonial Systems From 1990 to 1999

The fourth decade after the end of the Cylon War was one of the most turbulent for the Colonial Navy since the Cimtar Peace Accords. President Adar initially ran on a program of giving the Twelve Colonies more autonomy in regards to their System Defense Forces which had found themselves overstretched supporting the expansion of their Territories after the Cylon War with the hopeful side effect of lowering the Colonial Government's spending on what many considered the overly large and bloated Colonial Navy.

The Colonial Navy during this time sold of many of it's Reserve ships to the various System Defense Forces with the "Rover" class Missilestar being one of the most popular. The Rover class was a simplified version of the Ranger but being "shorter legged" and with less armor was less expensive while using the same parts and ammunition as the Ranger. The Rover found itself a popular ship for the SDFs as the lack of range was a manageable issue and the lack of armor was considered to be acceptable for it's intended purpose.

However the ongoing issues with the Battlestar Vindicator design with planned total of 20 and an initial goal of 5 has ran into many issues with multiple cost overruns and delays with as of the end of the decade only the Vindicator being operational and with the other 4 being delayed at least 24 months past their initial projected completion date. The Vindicator's original mission goal was to replace the few remaining Warstars and to also serve as replacements for the remaining Jupiters and some of the older Mercury class Battlestars. The Battlestar Odin design was the other major Battlestar design plan. The Odins were to have started production in 1999 which now face a delay of over 5 years and were to be the eventual replacement for the Valkyries (many of which were reaching the end of their original planned service life) was delayed due to the JAG investigations (for more detail check the Shevat/Grayson Inc. Scandals) along with political decisions caused a refit schedule of current Colonial Navy ships to be implemented.

After the Aerilion Mining Crisis and due to the ongoing conflict between the Canceron Independence Front (commonly referred to as the CIF) and Canceron SDF early in President Adar's first term in office caused another major shift of policy. The perceived inability of the Deltan SDFs to deal with their own issues caused President Adar to instead of decreasing the size of the Colonial Navy to actually come up with a plan to increase spending (if not to the degree of President Shevat had previously suggested). One cost saving measure was to expedite the retiring of many of the older Cylon War designs (see the Jupiter Class with the Battlestar Galactica's upcoming retirement next year). Other ships of limited numbers (see Manticore, Bezerk, Centaur, and Osiris class for more details) are in "discussion" to remove them from active service or sell them to the SDFs.

At the same time the attack on the Naya Kor Correction Institute by the CIF (see Greer's Raid for more details) though showed that the lighter Escortstars commonly used by various SDFs were vulnerable to missile strikes so the "Aegis Class" Escortstar was ordered by the 3 Deltan SDFs from Deltan Defense Conglomerate. This was met with claims of malfeasance (which while possible after the issues with the Vindicators and Odins seems to be hypocritical) and while the Aegis class has only had 8 completed so far they have shown to be a good addition to a Battlestar or Missilestar's complement with their outsized point defense systems and along with the reported costs had at the same time caused another shock to the major ship building corporations like Grayson Inc. or Erato Shipping. The Aegis was not only inexpensive (by military standards) but also rugged while having relatively light crew needs. This design while light on heavy weaponry has shown potential with the Helios Gamma SDF and Colonial Guard ordering some to see if they would be a replacement for their Escortstars and Patrolstars (respectively).

President Adar seeing a looming potential economic crisis in the Helios Alpha and Helios Beta System announced his "Bigger and Better" plan. This plan has involved having many of the newer Battlestar Valkyrie designs be scheduled to increase their number of launch tubes and also add the Command Navigational Program along with major upgrades to the Dradis systems. These should increase the capability of the naval ships while at the same time reducing the number of crew.

However the delay of replacing the Valkyries has caused issues for the individual SDFs. The SDFs have a total of 27 Battlestars (not every Colony has 1). The initial plan was for the Colonies to help pay for the cost of the Odin Class Battlestar in exchange for being able to purchase the soon to be retiring Valkyries at a lower cost. With the Valkyrie having a large number of ship hulls along with being a single ship design the savings (along with the large amount of parts available) of no longer having to keep Adamants, Artemis, and Minervas operational along with the increase in capabilities were a big part of the defensive plans for the next round of Territorial Expansion. This has caused many of the SDFs to go with ground or space based Vipers (often Mk Vs due to their longer range) to protect their Territories. Space based static defenses are often considered overly expensive and limiting with only the Tauron's being the major proponent of them. However with the recent uptick in piracy (and continued CIF and SFM attacks) there has been talk of revisiting this concept.
