Gaia, the will of the the Planet.
Gaia's will consists of the whole of Earth, and all creatures in it.
On the other hand, Alaya, the will of Mankind. Alaya consists of the collective unconscious of humanity, and all things we believe in.
These two wills don't come to terms often, so they act together in a system called the Counter Force.
The Counter Force, also called the detterent force, works to eliminate all threats to the world.
Now, counter guardians are agents of the force, deployed to say, destroy a threat. Counter Guardians can be heroic spirits simply deployed to do a job, or even Phantasmal Species'.
Now, these 'Spirits', a third party power that were not natural. And they were dangerous enough to be considered a threat, the spacequakes they caused, the first one especially, made Gaia go a little uhh... angry.
And so, the unnamed Counter Guardian was sent to this world. Opening his eyes, he looked around to find himself in Tengu City.
He had only one objective in mind: Eliminate all spirits, and eliminate everyone related to them.
It was an easy task when the forces governing the world themselves were by his side... Right?
