INFORMATION: Anomaly 713 is to be placed in a plastic bag and placed in a storage crate. Don't mix the bag with the dice of Anomaly 316 "An Immersive Game".
Anomaly 713 or Lucky Dice are a pair of dice that generate luck to the roller, allowing him or her to be lucky in all things they do. This doesn't mean that that the Anomaly creates luck out of thin air.
What it does is absorb the luck from all those in close proximity to the roller. Testing shows that this field of effect is limited to at least 10 feet all around. After absorbing the luck, the Anomaly will distribute the luck to the roller and allow him or her to do feats that would be impossible in probability. From winning the lottery to simply throwing a pen at someone wielding a gun and having said pen jam the barrel of the gun.
To those whose luck has been absorbed, will suffer absurdly terrible luck which has the potential to be lethal.
