Kurogiri was behind the bar wiping down a glass. He didn't have any current orders and none of the patrons needed anything, so he was just keeping busy until he heard the door opened. He watched as skinny blond haired white male walked in and took a seat at the bar. Kurogiri took notice of the thin lines running down his mouth to his chin and the end of his jaw on both sides.
"I'll take 3 bottles of your cheapest vodka, lemon, grapefruit, and surprise me, it takes a lot for me to get drunk but this will chill me out, I dislike parties with no booze" laughed the man.
Kurogiri was a little surprised by the request but he obliged the man and handed him the three bottles. He watched as the man opened his mouth, the lines were reveled to be more of his mouth opening up so he could pour the lemon vodka down his throat followed by the bottle.
"Impressive, I take you it you have a elongated jaw quirk?" asked Kurogiri.
"Nah that's a piece of my whole quirk" said the man.
Kurogiri could sense a verbal trap and decided against taking the bait as he didn't know if this man might try and leave without paying.
"What kind of party?" asked Kurogiri.
"A funeral/ family reunion, although it's not complete without great great great great great grandfather...I might be missing a great" said the man.
"You might have a hard time looking for someone that old especially if you are holding a funreal " said Kuroriri.
"Not for him, there was 6 of us but now we are only 2, as for the great old man we know he was alive recently, the problem is my cousin needed a name in order to find him, that's how his quirk worked, he knew their name, he knew where to find them, he found me by searching a quirk registry and a hunch based off one of my ancestors" laughed the man.
"What is your name?" asked Kurogiri hoping to collect that information in case this man wasn't as jolly as he seemed.
"Oh right you didn't even ask for my ID, then again as a villain bar I doubt you care about that, Otto Hans from Germany, yes I know that sounds like a made up name but it's my actual name" said the man.
Shigaraki who had been playing video games snorted with laughter.
"Funny huh?" asked Otto.
"For a loser NPC yeah it is, now get out before I kill you" sneered Shigaraki.
Shigaraki stood up and stared at the blond man with intent to kill. Otto got up as well with just a smirk on his face.
"Otto you might be resistant to our quirks but whatever he has could kill you"
"Relax friend, I'm a villain from Germany, I typically do the clean up, but I'm no stranger to bashing skulls or eating them" laughed Otto.
"I'm not your friend" hissed Shigaraki.
"Bartender stop your kid now"
"Master Shigaraki please settle down, Master Hans was just being friendly" said Kurogiri.
"Useless"
"Then he can take his friendly ass out of here" demanded Shigaraki.
"Ok, I'll leave, let me pay for my drinks and I'll be out, I'll leave my number if you decide you want my help cleaning up something you need a specialized NPC for" said Otto with a wink.
"Thanks for being the bigger man, I'll keep track of Shigaraki, don't want him using his decay quirk on us...wait a minute...you bring the file with you?"
"I always come prepared you never know when you need a job or a dozen drinks" laughed Otto.
"Don't care" said Shigaraki.
"Otto leave the file, he's not close but he is at the same time"
"Oh and before I forget, say hi to great whatever grandfather for me, it's been a long time" said Otto.
Otto made a show of setting down money, a card and a large file then left. Shigaraki waited until Otto left and grabbed the file.
"The hell is Project Rhea" demanded Shigaraki as he read the name written on it.
"That would be an experiment that I left to run on its own, bring it to me Kurogiri, Tomura this will be your inheritance so make sure you understand it" said a voice from a tv.
"Yes sensei" Shigaraki with a smile.
Kurogiri opened a portal for his young master and waited a minute longer than normal to enter to enter as well. They found themselves in a dark room filled with monitors. One of them was paused on Otto as he swallowed a bottle. Shigaraki sneered seeing him on the camera.
"If I am correct then he is going to be your loyal servant" laughed All for One.
Shigaraki smiled. He could live with that. He handed his master the file but didn't want to wait.
"What is Project Rhea?" asked Shigaraki.
"An inside joke between me and the doctor who invented the first man made quirk, the joke was based off the fact that anything named after Prometheus, Atlas or Zeus in movies, comics and games ended in the creators death" explained All for One.
"Um ok" said Shigaraki confused.
All for One opened the large file to find 6 smaller files. He smiled at first then began to frown. Shigaraki did not like it when his Sensei wasn't happy.
"What's the matter sensei?" asked Shigaraki.
"Only 2 of my original 6 quirks are in usable condition, Experiments 1,3, and 6 was terminated and experiment 2 was neutralized, why the specification?" mused All for One.
"What were the quirks and the idea behind them?" asked Shigaraki.
"Some time ago as quirks become more mainstream, a child was born quirkless, he begged his father to help him so he could be like his friends, his father was a smart man, nearly as smart as his father who had been a geneticist, with the books of his father, some understanding and the help of his quirk, the ability to command small objects a mostly useless quirk before that, he was able to create a quirk for his son, it was a simple hair color quirk but it was a quirk and it caught my attention, the father was fascinated by my proposal and agreed, although he was running another experiment which gave me the idea to create super quirks which led to nomu recently" explained All for One.
"He still around?" asked Shigaraki.
"No he died 130 years ago, but he did get to see the first result of his experiment, his son's quirk had been commanded to seek out a complementary quirk, that being a minor hydrokinesis quirk which resulted in a child with a quirk called rainbow finger gun, together we created 6 quirks that were commanded to seek out quirks that would make them stronger and then I placed them in 6 of my most loyal soldiers and sent out into the world, of course I had the Dr overwrite their brains so they would brainwash their offspring to be loyal to me, record their evolution, and dispose of any unnecessary offspring or former hosts, also referred to as protocol A,B, and C" explained All for One.
"Cool" said Shigaraki.
The quirks we created were Find Objects, Minor mind reading, poison resistance, chameleon, minor energy absorption and perfect memory, now that last one was just a more advanced version of photographic memory, something that while rare did exist before quirks" explained All for One.
"Can I see the files, I want to read them" said Shigaraki.
"You wish to understand my work?" asked All for One with humor on his voice.
"Of course, I would like to know who I will be adding to my party, Otto Hans might have a stupid name but his skill set might be useful" said Shigaraki.
"Good thinking" said All for One.
If All for One had eyes he would be rolling but his student understood the hero and villain thing as game and the complete lack of empathy towards people who weren't going to be helpful to him would make ruling from the shadows quite easy.
"Which one will you read first Master Shigaraki?" asked Kurogiri.
"Minor energy absorption"
"I want to know why it says neutralized, so number 2, the energy absorber" said Shigaraki.
All for One held up his hand inviting his pupil to read.
Project Rhea Experiment #2 Base Quirk Minor Energy Absorption.
Upon release the M.E.A sought out a quirk called Shadow Invisibility.
Shadow invisibility only granted the user invisibility while standing in the shadows. It did not work at night and the lighter the shadow the more visible the subject was.
The subject produced had a quirk that still absorbed energy but now worked faster in the dark. Increased Nocturnal Energy Absorption.
Protocol A was successful, Protocol B was successful, Protocol C was successful. It was unknown why but Subject left for America.
The I.N.E.A sought out a quirk called Energy Conversion.
Energy Conversion aloud the user to change the types of energy around the user. The user worked for Fire Rescue. The subject produced a Quirk called Quirk Pause.
This Quirk aloud the user to stop quirks for long as they could hold their breath. Subject cold hold breath for 3 minutes and 42 seconds. Protocol A was interrupted, Protocol B was Successful, Protocol C unknown.
Subject sought out a quirk called Inedible.
This quirk aloud the user to consume nonorganic material.
Subject produced had a quirk called Quirk freeze as well as a minor energy absorption field, Quirk freeze was similar to Quirk Pause but differed in activation, Quirk freeze worked when the user whistled, due to the absorption field subject did not need to consume food for up to 14 days, however given that the user was a police officer the absorption field changed from electrical energy to quirk energy. Protocol A N/A, Protocol B successful, Protocol C N/A
Subject sought out a quirk known as Heliophobia. Under direct sunlight user appeared quirkless but at night the user was able to lift up 1000 pounds and run at speeds of 25 miles per hour.
Subject produced now had a stronger quirk absorption field which meant subject did not need to eat or sleep for up to 14 weeks if need be, Main Quirk was Typhokinesis, the ability to control smoke. Subject became hero known as Smokewall. Subject died before reproducing.
When Hero Smokewall was confronted by the other subjects about his continued loyalty, he attacked and killed subject 1 and 3 quickly, subject 6 sustained heavy injuries and died shortly after. Subject 4 and 5 worked together to subdue Subject 2 before Subject 5 consumed him.
"Master there is an obituary included for subject 2" said Shigaraki handing it to All for One.
"Interesting" said All for One reading it.
