Tony drove right past the urgent care center. Gaines could clearly see it.

Jack: You want Tony to make an illegal U-turn right now you tell me where the chip is.
Gaines: You won't let me die.
Jack: If you kill thousands of innocent people, yes I will.
Gaines: But I'm your best chance of stopping it. It's a question of who blinks first. Keep this in mind, I have nothing to lose.

Jack knew Gaines was right, Gaines didn't care about innocent people dying. He also had no religious beliefs Jack could exploit, and therefore no fear of punishment in the next life. Jack told Tony to go back to the urgent care center. They rushed Gaines inside and the doctors began working on him. He even tried to hit on a nurse. Gaines said to her "Don't worry beautiful, I've been hurt worse than this." Jack and Tony feared that if he died, thousands of innocent men, women, and children were going to die very soon. Jack calls George Mason to let him know of the situation.

Dave continues trying to speak with Carl Webb, trying to get him to confess to involvement in Horace Allen's death. Webb maintains his poker face, he is too experienced to reveal too much. Dave is becoming more agitated, and then he sees Carl's gun. Dave panicks and tries to grab his gun. The two men begin fighting. Rebecca Allen hears the comotion and runs into the room. She sees the gun on the floor and shoots Carl Webb. Carl Webb dies instantly. This was the man responsible for her brother's death, but still, to take a life, even his, Rebecca panicked and dropped the gun on the floor. The gunshot brings in the Secret Service agent from outside. Rebecca is in shock.

Agent: What happenned?
Dave: This man attacked me, I killed him in self-defense.

Rebecca was in shock, she barely heard what they were saying. But it soon became apparent that Dave was protecting her. He knew that when all this was over he was going to prison, but wanted some form of redemption. So Dave would go to prison for life to protect this girl.

President Keaton is speaking with president Daoud of Afghanistan regarding the operation.

Daoud: You are certain that this intel you are about to obtain is reliable?
Keaton: We cannot be certain just yet. We will ofcourse turn this intel over to your people. If it turns out that G'ulom is involved...
Daoud: Then we will take appropriate measures. I still expect you to complete the evacuation by midnight tonight.
Keaton: The evacuation will be complete, as long as we are certain that Afghanistan is relatively secure. That there are no major elements of your government who support terrorism against my country.
Daoud: I understand.

Daoud looked at the clock on his office wall. It was 8:48 pm Kabul time. The Americans would need evidence that he had taken appropriate measures against G'ulom soon in order to complete the withdrawel. Daoud would wait for verification, but he had to begin preperations now, there was no more time to delay.
