T'Challa is sitting on on a bench. Natasha walks up to him and says she's sorry for his loss.
T'Challa says that in his culture death is not the end but more of a stepping off point. He says that they reach out with both hands and Bast and Sekhmet lead them to a green veldt where they can run forever.
"Sounds peaceful." May said.
Natasha says that it sounds peaceful.
T'Challa says his father thought so and says that he isn't his father.
"You're gonna go after him." Sam said.
Natasha tells him that the task force will decide who brings Bucky in.
T'Challa tells her not to bother and says that he'll Bucky himself. He walks off.
"I am sorry for what I caused you." T'Challa said to Bucky, still feeling guilty for trying to kill an innocent man.
"I can't exactly blame you... Zemo was good at covering his tracks." Bucky said.
"Almost too good." T'Challa agreed.
Natasha gets a call from Steve. Steve asks her if she's alright.
Natasha says she got lucky.
"I'm glad you made it out okay." Steve said.
Natasha tells him that she knows how much Bucky means to him then she tells him to stay home because he'll only make it worse for all of them.
Steve asks if she's saying she'll arrest him.
"Someone's going to, you know that." Natasha said.
Natasha says that someone will if he interferes because that's how it works.
Steve says he should be the one to bring Bucky in if he's this far gone.
"And get yourself arrested in the process." Maria said.
Natasha asks why.
Steve says he's the one who's least likely to die trying.
"Well... I hate to say it, but he's not wrong about that." Sam said.
Steve walks into a coffee shop and sits next to Sam. Sam asks if Natasha told him to stay out of it then says that she might have a point.
"Thank you, Sam." Natasha said.
Steve says Bucky would do it for him.
Sam says he would in 1945 maybe then says that he wants to make sure that they've considered all of their options.
"Wise decision." Fury said.
Sam says that the people who shoot at Steve wind up shooting at him too.
Sharon enters and says that tips have been pouring in ever since the footage was released. She says that everyone thinks that the Winter Soldier gord to their gym.
"'Course they do." Bucky said.
Sharon sets down a file. She says that her boss is expecting a briefing and tells them that the file is their only head start.
Steve thanks her.
Sharon tells them to hurry because they have orders to shoot on sight.
Steve sighed. How did it come to this?
Zemo is in his hotel room, the news is on. He's rehearsing the trigger words in Russian.
Bucky tensed. Steve's eyes widened and his breath hitched.
Someone knocks on the door, he puts the book away and grabs a gun, then walks to the door.
Now, everyone was tense.
The woman, in German, tells him that she has his breakfast. He opens the door. The Woman, in German, says it's a side of bacon with black coffee but she can get him something else if he wants.
Zemo, in German, says that this is okay.
The woman tries to get inside and says, in German, that she'll put it on the table.
Zemo, in German, says he can manage then he thanks her. A bomb is shown.
Everyone gasped.
"You were framed." Tony stated. Bucky nodded wordlessly.
Bucky is at a farmers market buying plums. He says something in Romanian.
"All I wanted was some plums." Bucky said sadly.
'Bucharest' appears on the screen. Bucky walks up to newsstand and picks up the paper.
"Shit."
Steve walks into Bucky's apartment.
"Nice place." Sam commented, Bucky glared at him.
He picks up a black notebook and sees a picture of himself. Sam, over comms, gives Steve a heads up and says that German special forces are approaching from the south. Bucky is standing behind Steve.
"Jesus." A few people exclaimed, his sudden appearance startled them.
Steve asks Bucky if he knows him.
Bucky tells him that he's Steve and says he read about him in a museum.
Steve smiled a little.
Sam says that the German cops have set a perimeter.
Steve says he knows Bucky's nervous and he has every reason to be. He tells Bucky he's lying.
Bucky says he wasn't in Vienna and says he doesn't do that anymore.
"We know."
Sam tells Steve that the German cops are entering the building.
Steve tells Bucky that the people who think he did it are coming and they aren't planning on taking him alive.
Bucky says that' smart and it's a good strategy.
A few people now had grim looks on their faces.
Sam tells Steve the German Cops are on the roof and says he's compromised.
"Oh no."
Steve tells Bucky that it doesn't have to end in a fight. A cop sets up a battering Ram outside the door.
"You might wanna think about running now." Sam said.
Bucky says it always ends in a fight then he pulls his glove off.
Everyone sighed sadly.
Steve asks Bucky why he pulled him out of the river.
Bucky says he doesn't know.
Steve says he does.
"I didn't know why when I did it, I do now." Bucky said.
Sam says the German cops have breached. A grenade is thrown through the window, Bucky kicks it to Steve, who contains it with his shield.
"Smart."
Bucky throws the table at the door, to stop it from opening. A few officers crash through the windows and start shooting, Steve kicks one outside then tells Bucky to stop because he's going to kill someone. Bucky slams Steve into the ground.
Everyone leaned forward, apprehensively.
Bucky punches a hole in the floor and says he isn't going to kill anyone and he picks up his backpack and throws it out the window.
"Why did you do that?" Scott asked.
More cops enter and start shooting at them. Bucky hits one with a cinderblock.
"Whoa!" Everyone exclaimed.
Another cop shoots the hinges off the door. Bucky emerges and starts fighting the cops. One crashes through the ceiling, he continues fighting the cops, the tackles one into the wall, moving down the stairs.
"Damn! How many are there?" Rocket asked.
Steve leaves the apartment. A cop,over a radio, says Bucky has broken containment and he's headed down the stairs. Steve grabs the radio and breaks it, then grabs an officer before he falls. Bucky breaks the railing and swings onto the lower floor. Steve starts fighting the officers.
"This- this right here is making things worse." Natasha said.
Bucky jumps through the middle of the stairwell, and grabs onto one of the railings, he leaves the building and jumps onto the roof of the next one, and grabs his backpack.
"Smart."
Black Panther jumps down and starts fighting him.
"Now there's this guy." Sam said.
Black Panther kicks Bucky into the wall. Steve watches the fight and tells Sam that they're on the roof.
Sam asks who the other guy is.
Steve says they're about to find out. Steve jumps onto the roof. A helicopter starts shooting. Sam kicks the helicopter.
"Okay then."
Bucky starts running, Black Panther chases him, Steve follows. The helicopter continues shooting. Bucky jumps into the street, Black Panther and Steve follow.
Cops start chasing them. Steve jumps onto a car, throws the driver out and gets in.
"Steve." Everyone sighed.
Black Panther jumps onto Steve's car. Steve tells Sam that he can't shake him. Officers make a blockade at the end of the tunnel, Steve swerves to avoid it. Bucky grabs a motorcycle and gets on it.
"That was pretty badass, not gonna lie." Peter said.
Steve continues chasing him. Black Panther leaps at Bucky, Who grabs his throat and drags him on the ground, eventually letting go. Black Panther grabs onto Sam's leg. Bucky shoots an explosive at the top of the bridge.
Everyone tensed.
Steve exits the car before it crashes and tackles Black Panther. The cops catch up to them.
Rhodey lands and tells them to stand down. Steve puts his shield away and puts his hands up. Rhodey congratulated Steve and says he's a criminal.
Steve looks down, and closes his eyes.
Officers start to detain them. Black Panther takes his mask off, revealing himself to be T'Challa. Rhodey greets him by calling him 'your highness.'
Everyone's eyes widened. "That was you!?" They exclaimed.
Vision is cooking. He adds a pinch a paprika to the dish. Wanda walks in and asks if he's making paprikash.
"I don't know what that is, but it sounds good." Maria said.
Vision says he thought it would lift her spirits.
"That's nice of you." Peggy said.
Wanda tries some and says her spirits are lifted.
Vision says in his defense he's never actually eaten.
A few people chuckled.
Wanda takes over the cooking. Vision tells Wanda that no one dislikes her.
Wanda thanks him.
"This is awkward." Sam said.
"When will you stop pointing out when things are awkward?" Bucky asked.
Vision says that it's an involuntary response in their amygdala and they can't help but be afraid of her.
"I think, naturally, people are afraid of what they don't understand." Vision said.
Wanda asks if he is.
Vision says his amygdala is synthetic.
Wanda says she used to think of herself as one way but after she got her powers she's something else. She says that she still thinks that she's herself but that isn't what everyone else sees.
"You are still you Wanda, what happened to you doesn't change that." Steve said.
Vision touches the mind stone and says that he doesn't know what it is.
"I really don't think anyone knows what it is... at least not completely." Wanda said.
He says he knows that it's not of Earth and that it powered Loki's staff and gave her her abilities but it's true nature is a mystery but it's still part of him.
Wanda asks if he's afraid of it.
Vision says he wants to understand it and the more he does the less it controls him and maybe one say he can control it.
"An interesting day that would be." Clint said.
Wanda says she doesn't know what he put in the dish but it isn't paprika. She says she's going to the store and says she'll be back in 20 minutes.
Vision says they could order a pizza.
Wanda looked at Vision, confused.
Wanda asks Vision if he's not letting her leave.
Vision says it's a question of safety.
Wanda says she can handle herself.
Vision says Tony would like to avoid the possibility of another public incident until the accords are a more secured foundation.
"As much as I hate to say it, it does make some sense that he would want to avoid that. Especially after what Steve just did in Romania." Natasha said.
"You know you're not a threat, but the civilians don't because of what the news has apparently been saying about you." Vision said to Wanda.
Wanda had nothing to say to that. She understood the decision and the reasons behind it, sure but that didn't mean that she had to agree with it.
Wanda asks him what he wants.
Vision says he wants people to see her as he does.
"And how do you see me?" Wanda asked.
"I'm not sure just yet." Was the only answer Vision gave. In his time he had only known her for a short time, scarcely a month, that wasn't much time to form an opinion about her.
'Berlin' appears on the screen. T'Challa, Steve and Sam are in the back of a police car. Sam asks T'Challa if he likes cats.
"Really, Sam?" Natasha asked.
Steve sighs. Sam says that he showed up dressed like a cat and asks Steve if he doesn't want to know more.
Steve asks T'Challa if his suit is made of vibranium.
T'Challa says that the Black Panther has been the protector of Wakanda for generations and it is a mantle passed from warrior to warrior.
"That's interesting."
He says that he also wears the mantle of king because Bucky murdered T'Chaka. He asks Steve how long he thinks he can keep Bucky safe from him.
T'Challa glanced at Bucky apologetically.
Steve, Sam and T'Challa walk up to Everett Ross. Steve asks Everett what's going to happen to Bucky.
Everett says that it's the same thing that should happen to them which is a psychological evaluation and extradition.
Steve sighed.
Sharon introduces Everett and says that he is the Debut task force commander.
Steve asks about a lawyer.
Everett says that's funny.
"How is that funny?" Steve asked.
"Because at this moment in time all of the evidence they think they have points to me." Bucky said. "That and you two should never have been in Bucharest in the first place and you knew that."
Everett says to lock up the weapons and write a receipt.
Sam says he doesn't want to look out a window and see someone with his wings.
"What would you do if you did?" Quill asked.
Everett tells them that they'll be in an office instead of a cell and tells them to stay in it.
T'Challa says he doesn't plan on going anywhere.
Natasha walks up to Steve and tells him that this is what making things worse looks like.
"I deserve that." Steve said.
Steve says Bucky's alive.
"He wouldn't be if I wasn't there." Steve said.
Tony is on the phone. He says that Romania wasn't accords sanctioned and Rhodey is supervising cleanup.
Natasha tells Steve not to break anything while they fix this.
Steve cringed at her tone.
Tony, on the phone, says that there will be consequences and says that he can be quoted on that because he said it.
Steve asks about the consequences.
Tony tells Steve and Sam that Ross wants them prosecuted and he had to give him something.
Steve asks if he isn't getting the shield back.
"Wouldn't bet on it." Tony said.
Natasha says that it and the wings are technically the government's property.
Sam says that's cold.
"Poor Sam."
Tony says it's warmer than jail and he walks away.
"Which is where you very well could be at the moment." Strange said.
A delivery man pulls up outside.
A few people looked at him warily and untrusting.
Tony walks into the room Steve's in and tells Steve that he pulled something from Howards archives. He pulls out two fountain pens and says that FDR signed the Lend-Lease bill with then in 1941.
"Cool."
Tony says that it provided support to the allies when they needed it most.
Steve says that some people would say that it brought their country closer to war.
"And are you one who believes that?" Tony asked.
"No, but I knew some people who did." Steve answered.
Tony says Steve wouldn't be there of it wasn't for the pens. He says he's trying to- he pauses and asks Steve if it's called an olive branch.
"What?" Bruce asked.
Steve asks if Pepper is there and says he didn't see her.
Tony struggles to explain their situation to Steve. Steve asks if she's pregnant.
Tiny says she isn't and tells Steve that they're on a break and says that it's no one's fault.
Tony and Pepper glanced at each other.
Steve apologizes and says he didn't know.
Tony says he almost lost her a few years ago so he trashed the suits, then they had to mop up Hydra and then there was Ultron. He says Ultron was his fault.
"Tony... the blame doesn't only fall on you, you know that right?" Bruce asked. "It lies with me too, I helped you."
"And me." Wanda said, surprising Tony. "I put the vision in your head, if I hadn't then maybe..."
Tony says he never stopped because he doesn't want to stop because he doesn't want to lose her. He says he thought the accords could split the difference.
"Tony." Pepper sighed.
Tony says in Pepper's defence he's a handful. He says that Howard was a pain in the ass but Maria always made it work.
Howard cringed slightly.
Steve says he's glad Howard got married and says he only knew him when he was single.
Tony asks if they knew each other then says Howard never mentioned it before backtracking and saying that he mentioned it a thousand times and tells Steve that he hated him.
Steve winced, he hadn't known that.
Steve says he doesn't want to make things difficult.
Tony says he knows because Steve is a polite person.
Steve says he can't ignore it when he sees a situation headed south. He says that he sometimes wishes he could.
"We all know that's not true." Clint said.
Tony says he doesn't.
Steve agrees.
Tony tells Steve that he sometimes wants to punch him in his perfect teeth.
"That came out of nowhere." Sam said.
He tells Steve that he doesn't want to see him gone because they need him. He says that nothing has happened that can't be undone. He says if Steve signs they can make the last 24 hours legit and Bucky could get transferred to an American Psych-center and not a Wakandan prison.
"You would help him?" Steve asked.
Steve says he isn't saying that it's impossible but there would need to be safeguards.
Tony agrees and says that the documents can be amended.
"They can be, to be what we need them to be, rather than what everyone else wants them to be." Tony said.
Tony says he
'll file a motion to have him and Wanda reinstated.
Steve asks about Wanda.
Tony says she's fine and she's confined to the compound with Vision.
Steve says that everytime he thinks that Tony starts to see things the right way-
"And what exactly is the right way, Rogers?" Tony asked.
"Not locking her up for one, even if it is in the name of protection." Steve said.
Tony says that there are worse ways to protect people.
Steve asks Tony if that's how he sees it and says that it's internment.
"Is it... is it really. I mean we all saw what the press was saying about her, what do you think would happen of she went into public before everything dialed down?" Tony asked.
"While that may be true, it should be my choice to leave or to stay, and from what I gather it wasn't." Wanda said.
Tony says Wanda isn't a US citizen and they don't grant green cards to weapons of mass destruction.
Wanda flinched. "What?" She asked, hurt and angry that Stark would call her that.
Steve says she's a kid.
Tony says to give him a break because he's trying to do what needs to be done to starve of something worse.
Steve tells him to keep telling himself that. He sets the pen down and says he'd hate to break the set up.
