Zemo is in Siberia, on the phone with his hotels room service lady.
"He's already there." Steve said.
The two of them greet each other. The woman, in German, asks if he wants bacon and black coffee again.
Zemo, in German, says she knows him so well.
In the hotel, the woman knocks on the door before letting herself in. She sets his breakfast on the table and looks for Zemo. In the bathroom, there is a dead person in the tub.
"Oh god." Everyone gasped.
Steve and Bucky are in the Quinjet. Bucky asks Steve what's going to happen to his friends.
Steve says he'll deal with it whatever it is.
Bucky says he doesn't know if he's worth all of this.
"You are worth it, Bucky." Steve reassured.
Steve tells Bucky that what he did all those years wasn't him. Bucky says he knows that but he was the one who did it.
"Whether it was my choice or not, my body did those things and I have to deal with the aftermath of it all." Bucky said. "I don't really see what good reminding me that it wasn't my fault will do if I still have to deal with what I did."
Rhodey is being given a CT scan. Tony and Vision watch. Tony asks how it happened.
Vision says he was distracted.
"Distracted enough to use a kill shot?" Steve asked.
Tony says he didn't think that was possible.
Vision says he didn't either.
Tony leaves, Natasha finds him. They go outside. Tony says that Rhodey shattered L4 through S1 and there's extreme laceration in his spinal cord and he could be paralyzed.
Rhodey closed his eyes and looked down.
Natasha says Steve isn't going to stop and Rhodey will be a best-case scenario if he doesn't either.
Tony tells her that she let them go.
Natasha says that they played this wrong.
"We all did." Steve said.
Tony tells her that it must be hard to shake the double agent thing.
Natasha asks him if he's incapable of letting go of his ego.
Tony and Natasha both cringed, they knew exactly what to say to hurt one another.
Tony says that T'Challa told Ross what she did so they're coming for her.
Natasha says she isn't the one who needs to watch their back and she leaves.
Tony's watch beeps, he asks FRIDAY what he's looking at.
FRIDAY says it's a priority upload from Berlin Police.
"Berlin was where Zemo was staying wasn't it? He was at a hotel in Berlin?" Peter asked.
Tony says to fire up the chopper.
Tony is in a helicopter. FRIDAY says that The Task Force called for a psychiatrist when Bucky was captured and the UN dispatched Dr. Theo Broussard from Geneva and he was met by Zemo.
Tony asks if she ran facial recognition.
FRIDAY sarcastically asks what she looks like.
"Another Sassy AI." Rhodey said.
Tony says he's picturing a redhead.
FRIDAY says he must be thinking of someone else. Tony agrees.
"Okay, but she does seem like she'd be a redhead though." Clint said.
FRIDAY says the fake doctor is Zemo and says that he ran Echo Skorpion which was a Sokovian covert kill squad. Tony asks what happened to the real Broussard. FRIDAY says he was found dead in a Berlin hotel room.
"The person the room service lady found in the tub." Sam realized.
She says that the police also found a wig and facial prosthesis that approximated the appearance of James Barnes.
Tony tells her to get this to Ross.
"He went through a lot of effort just to frame you for murder." Steve told Bucky.
Zemo arrives at the Hydra bunker in Siberia. He puts in the passcode and gets inside and starts looking through files. He pulls out a box marked 1991. He finds 5 super soldiers in cryo tanks.
"Son of a bitch."
Tony is still in the helicopter, Raft Prison Control says he's clear to land. The building comes up from the water.
"It's an underwater prison." Scott said.
Tony, now inside, gets out of the helicopter and meets Ross and asks if he got the files and says they should start looking for Zemo.
Ross asks If Tony thinks he's going to listen to him and tells him that he's lucky he's not in one of these cells after the Leipzig fiasco.
"Asshole." Tony muttered.
They walks further into the building, Tony glances at security footage and sees Wanda in a straight jacket.
Wanda gasped.
Tony walks into the room where the rest of them are. Clint starts clapping and says that the futurist is there and says he knows what's best for them whether they like it or not.
Tony tells Clint to give him a break and says that he didn't know they would put them in there.
"Maybe not but you knew they would do something to us." Clint said.
"This must be the 'something worse' you were talking about." Steve guessed
Clint says he knew they would put them somewhere.
Tony agrees and says he didn't think it would be some super-max floating ocean pokey and says that it's a place for maniacs and a place for-
"Criminals." Everyone finished.
Clint says it's a place for criminals and tells Tony that that's the word he's looking for. He says that it didn't used to mean him or sam or Wanda but they're there.
Tony tells him they broke the law and he didn't make do that.
Clint starts saying 'la la la .' to drown him out.
"Stop being childish, Clint." Natasha said.
Tony says Clint is grown up and he has a wife an kids. He asks why he didn't think of them when he chose the wrong side.
"The whole point of this is that there is no wrong or right side to this argument. So you can point fingers all you want but in the end it boils down to the choice that you made and why you thought it was the right one, that goes for all of you." Loraine said.
Clint says they need to watch their back around Tony because there's a chance he'll break it. Scott says that Hank said that Starks can't be trusted.
"You've never met me and neither has Hank Pym." Tony said.
Tony asks Scott who he is.
Scott sighed.
Tony walks up to Sam. Sam asks how Rhodey is.
Tony says that he's being flown to columbia tomorrow so his fingers are crossed and asks Sam if they fed them yet.
Sam asks if he's the good cop now.
"I was doing my job, the same as everyone else was doing." Tony said.
Tony says he's the guy who needs to know where Steve went.
Sam tells him that he should get a bad cop because he'll need to go Mark Fuhrman on him to get that information.
Tony takes out the audio of the security footage and says he knocked the A out of the AV and they have 30 seconds before they realize it isn't their equipment.
"Back to hacking people's tech directly in front of them?" Happy asked.
He shows Sam a picture and tells him that that was the man who was supposed to interrogate Bucky. He says he made a mistake and says he was wrong.
Sam says that's a first.
"Contrary to popular belief, I can admit when I make a mistake." Tony said.
Tony says that Steve is off the reservation but he's going to need all the help he can get. He says they don't know each other very well then tells Sam that he doesn't have to.
Sam tells him it's alright and says he'll tell him if he promises he'll go as a friend.
Tony says 'easy.'
Bucky cringed remembering what Steve and Tony said to each other in Siberia.
'He's my friend... so was I.'
Tony walks back to the helicopter. Ross asks him if Sam said anything about Steve.
Tony says no and says Sam told him to go to hell and says that he's going back to the compound and tells Ross that he can call him. He says that he'll put him on hold because he likes watch the light blink.
Everyone laughed at that. "You're sarcasm will get you in trouble one of these days.
Tony flies off in the helicopter, and takes his sling. He presses a button on and the suit forms around him. He flies off, T'Challa follows him.
"Shit." Sam sighed.
Steve and Bucky arrive in Siberia. Bucky takes one of Natasha's guns. Steve asks Bucky if he remembers the time they had to ride back from Rockaway Beach in the back of a freezer truck.
"What?"
Bucky asks if that was the time they used their train money for hot dogs.
Steve says Bucky blew 3 dollars trying to win a stuffed bear for a redhead.
"Really?" Sam asked.
Bucky asks what her name was.
Steve says her name was Dolores and Bucky called her Dot.
"Cute." Natasha commented.
Bucky says that she must be 100 years old.
Steve says they are too.
"Well, mentally you are 100 but you're both physically still in your prime." Howard said.
They walk up to the bunker and notice the open doors. Steve says that Zemo couldn't have been there for more than a few hours.
Bucky says that it's long enough to wake them up.
"Here we go..." Steve said.
They walk inside and ride the elevator down, they walk out with their weapons ready, they hear a door open and prepare for an attack.
Tony opens the door and walks in and says Steve seems defensive.
Steve says it's been a long day.
"That it has." Tony agreed.
Tony tells Bucky to be at ease because he isn't after him.
Steve asks why he's there.
Tony says Steve's story isn't so crazy and says Ross doesn't know he's there and he'd like to keep it that way because otherwise he'd need to arrest himself.
"Sounds complicated." Rocket said.
Steve says that it sounds like a lot of paperwork and tells Tony that it's good to see him. Tony agrees and tells Bucky that they've reached a truce and he can put the gun down and calls him Manchurian Candidate.
"I don't understand that reference." Bucky said.
Bucky lowers his weapon after Steve gives him the signal. The three of them walk further into the building. T'Challa follows them.
"I won't lie, you're being creepy." Shuri told her brother.
They walk into the room where the cryo tanks are. Tony says he's got heat signatures.
Steve asks how many.
Tony says there's one.
"What, that doesn't make sense." Steve said.
Zemo, on a radio, says that the super soldiers died in their sleep if it's any comfort. They notice the super soldiers have all been shot in the head.
"Execution style. Why would Zemo kill them?" Natasha asked. "I thought he planned to use them."
Zemo asks if they really thought he wanted more of them. He says that he's grateful to the super soldiers because they brought them there.
"Okay, but why?" Tony asked.
Zemo is in a control room, Steve throws the shield at it but it bounces back. Zemo says that the room is built to to withstand the launch blast of UR-100 rockets.
Tony says he bets he could beat that.
Zemo says he doesn't doubt that but then they'd never known why they came.
"I don't like this." Steve said.
Steve says Zemo killed innocent people in Vienna and asks if it was just to bring them there.
Zemo says that he's thought of nothing else for over a year. He says he's studied him and followed him
"Creepy." Peggy said.
He says now that Steve's in front of him he notices a bit of green in his blue eyes and says it's nice to find a flaw.
"Well nobody's perfect."
Steve realizes that Zemo is Sokovian and asks if that's what this is about.
Zemo tells him that Sokovia was a failed state before they blew it up. He says he's here because he made a promise.
Steve asks if he lost someone.
Zemo says he lost everyone.
Despite everything that Zemo has already put them through, everyone couldn't help but feel a small pang of sympathy for the man.
He tells Steve that he will too. A video starts playing. Zemo says that an empire that's been toppled over by it's enemies can rise again, but one that crumbles from an inside is dead.
"To see an empire fall." Steve repeated Zemo's words from earlier.
Tony looks at the footage and says he knows the road and aks Zemo what this is. Howard's car crashes.
Tony flinched.
Bucky looked away from the screen, not wanting to watch anymore.
The Winter Soldier gets off his motorcycle and walks up to Howard. Howard says to help Maria.
Howard spared a glance at Bucky.
The Winter Soldier grabs Howard by the hair. Howard recognizes him and calls him Sergeant Barnes.
Bucky turned around to look at Howard, face full of remorse then mouthed the words 'I'm sorry.'
The Winter Soldier punches Howard in the face twice, killing him.
Everyone flinched in time with the punches.
Maria calls Howard's name. The Winter Soldier drops Howard and drags him back into the car then walks over to the other side and chokes Maria to death with a blank look on his face. The Winter Soldier shoots out the security camera.
Tony wasn't even looking at the screen anymore. Bucky looked at him. "I'm sorry, I'm so sorry-" He apologized.
Tony held his hand up. "I- I don't blame you... I can't... not after- not after what they did to you." tony said.
Tony goes to attack Bucky, Steve holds him back. Tony turns to Steve and asks if he knew.
Steve says he didn't know it was Bucky.
Tony tells Steve not to bullshit him and asks if he knew.
Steve says he did. Tony backs away, betrayed.
Tony stared at Steve. "You knew... you knew and you didn't tell me. You were the one said that 'sometimes my teammates keep secrets from me' all while you were keeping this from me." Tony said bitterly. "I cannot believe you right now, Rogers."
Tony punches Steve away Bucky goes to shoot Tony. Bucky and Tony start fighting. Zemo walks away.
"That smug son of a bitch." Sam said.
Tony grabs Bucky's throat and slams him into the ground then steps on his arm. Steve throws the shield at Tony. Tony shoots something at Steve's feet that tie them together Tony slams Bucky into the wall and tries to shoot him, Bucky moves Tony's arm to deflect the shot. Parts of the building start falling.
"Oh no."
Steve frees himself. Tony lets go of Bucky and they both fall. Bucky gets up, Steve tells him to get out of there. Bucky starts running, and opens a hatch.
Tony flies up. Steve tells Tony that it wasn't him and tells him that Hydra had control of his mind.
Tony tells Steve to move.
"Tony..." Pepper said.
Tony goes to fly away, Steve grabs his leg. Tony gets away and shoots a laser, causing rubble to cover his path. Tony flies up to where Bucky is and kicks him in the chest. Steve jumps in front of Bucky and blocks a repulsor beam with his shield, causing it to deflect. Steve tells Bucky that Tony isn't going to stop
Tony winced, knowing that his future self indeed was not going to stop and he was after the wrong person.
Steve shoots a wire at Tony that wraps around his neck then yanks him down. Bucky is almost out of the bunker.
"So close."
Tony aims at Bucky, Steve throws his shield at Tony, who shoots it away. Tony tries to shoot but his targeting is messed up, the helmet retracts and he eyeballs the shot. He shoots at the latch on the door, causing it to close.
"Damn."
Bucky falls. Tony flies to him, Bucky hits him with a pole.
Tony puts him in a chokehold and asks Bucky if he remembers them.
Bucky says he remembers all of them.
"You do?" Everyone asked, sympathy in their voices.
Bucky kicks the wall, causing them to fall, Steve grabs onto them. All 3 of them fall.
Tony gets up. Steve tells him that it won't change what happened.
Tony says he doesn't care because Bucky killed his mom.
"I know, that you're angry at Barnes but let me tell you that trying to kill him will do nothing for you, I know I've been there." Wanda told Tony.
Tony and Steve start fighting. Steve puts him in a chokehold, Tony uses a repulsor to send them back and causes Steve to let him go. Bucky grabs the shield and hits Tony with it and throws it to Steve. They start fighting Tony.
Bucky, Steve and tony looked everywhere but on screen.
Tony shoots Steve into a wall. Bucky fights Tony. Tony tries to hit him with a repulsor, Bucky shoves his hand away, then shoves Ton against the wall and grabs onto the arc reactor.
Tony's eyes widened.
Tony uses his chest beam and blasts Bucky's prosthetic off. Steve runs toward Tony. Tony shoots him with a repulsor which he deflects with the shield.
"I wish we never followed Zemo to Siberia." Steve said.
"You and me both." Tony muttered.
Outside, Zemo is listening to an old voicemail. T'Challa walks up to him and sets his helmet in the show. He says he almost killed the wrong man. Zemo says Bucky is hardly innocent.
"Maybe not, but no one should be punished for a crime that they did not commit." T'Challa said.
T'Challa asks if he wanted to see them rip each other says his father lived outside the city and he thought they'd be safe there. He says his son was excited because he could see Iron Man from the car window.
Tony sighed, guiltily. He wished that Sokovia would never happen.
He says he told his wife not to worry because they're fighting in the city and they're miles from harm. Zemo says that when the dust cleared and the screaming stopped it took him 3 days to find their bodies. He says his father was still holding his wife and son in his arms.
Everyone now had tears in their eyes.
He says that the Avengers just went home. He says he knew he couldn't kill them because more powerful men than him have tried but he could get them to kill each other.
"And he's getting exactly what he wants." Steve sighed.
Zemo tells T'Challa that he's sorry about T'Chaka and says that he seemed like a good man with a dutiful son.
T'Challa says that vengeance has consumed him and it's consuming the others. He says he's done letting it consume him.
"Vengeance does terrible things to good people." T'Challa said.
He retracts the claws and says that justice will come soon enough.
Zemo tell him to say that to the dead then tries to shoot himself.
T'Challa stops him and tells him that the living aren't don with him yet.
"Damn right we aren't." Fury said.
FRIDAY tells Tony that he can't beat Steve hand to hand.
Tony tells her to analyze Steve's fight pattern.
Steve continues punching Tony in the face. Tony grabs the shield and hits it away, then shoots a repulsor at his stomach.
Steve says Bucky's his friend.
Tony says he was too.
Steve and Tony both flinched at that. 'why did it have to come to this?' They thought.
Tony punches Steve in the face, then throws him into the wall and tells him to stand down.
Steve stands up and says he could do this all day.
Steve looked down. That was something that he'd usually say to a bully or even a villain, hearing himself say it to Tony, who would become his friend in the future, hurt.
Tony goes to shoot him, Bucky grabs his foot, Tony kicks Bucky in the face. Steve picks Tony up and throws him on the ground then starts punching him in the face. Steve grabs his shield and rips Tony's mask off then raises his arms. Tony covers his neck.
Tony tensed, partially convinced that Steve would kill him.
Steve slams the shield into the arc reactor and kills the suit. Steve gets off of him and picks the shield up then helps Bucky up.
Tony tells Steve that the shield doesn't belong to him. He says that Howard made the shield and he doesn't deserve it. Steve drops the shield, he and Bucky leave.
Steve and Tony glanced at each other, wanting to say something but not actually saying it.
"Vengeance does terrible things to good people." T'Challa repeated.
Zemo is in a holding cell.
Everyone would be lying if they said they weren't pleased to see Zemo locked up.
Everett walks up to him and says that mealtimes are 8 and 5 and he gets toilet privileges twice a day.
"That's rough."
He says he'll get zapped if he raises his voice or touches the glass and tells Zemo that he'll deal with him if he steps out of line. He asks him to please step out of line.
"He seems very eager to show Zemo what's coming to him." Clint said.
He asks how it feels to have put in all that effort and see it fail spectacularly. Zemo asks him if it failed.
"It didn't." Steve and Tony said, regret plain as day in their voices.
Tony pulls up to the compound. Vision is inside sitting alone at a couch fiddling with a chess piece.
Vision looked away, sadly.
Tony is helping Rhodey walk with his crutches.
Tony and Rhodey smiled a bit.
Tony tells Rhodey to give him some feedback. He says anything he can think of and lists a few things including: Shock absorption, lateral movement and a cup holder.
"A cup holder?" Pepper asked.
Rhodey suggests AC.
Everyone laughed.
Rhodey falls. Tony tries to help him up. Rhodey tells him not to then moves to sit on the floor. He says he's flown 138 combat missions and every one of them could've been his last but he flew them because the fight needed to be fought.
Everyone in the room agreed with what Rhodey was saying. They all knew the risks of the job but they kept doing it because it's the right thing to do.
Rhodey says it's the same with the Accords. He says he signed because it was the right thing to do. He says that this sucks but it hasn't changed his mind. Tony helps him up.
A delivery driver (Stan Lee) knocks on the window.
"There he is again." Rhodey said.
The delivery driver asks Tony if he's Tony Stank.
Everyone laughed. Tony rolled his eyes and sighed, that was probably never going away.
Rhodey says he is Tony Stank and he's in the right place. He thanks the man for that and tells Tony that he's never dropping it.
"I never thought you would." Tony said.
Rhodey says table for one Mr. Stank and says it's by the bathrooms. Tony laughs.
Everyone else laughed too.
Tony opens the package and reads the letter. Steve's voice narrates, he tells Tony that he's glad he's at the compound because he doesn't like the idea of him roaming around a mansion by himself.
"As much as I hate to agree, he is right about that. I don't like that idea either." Rhodey said.
Steve says that they all need family and the Avengers are Tony's maybe more so than his.
"I don't see how that's true." Tony said.
He says he's been on his own since he was 18 and he never fit in anywhere even in the army. He says his faith is in people and he's happy to say that they haven't let him down so he can't let them down either. The others are shown in the raft prison.
"Are you breaking us out?" Clint asked.
He tells Tony that he knows he hurt him and says that he thought by not telling him about his parents he was sparring him but he was only sparring himself and says he hopes he can understand one day.
"I wouldn't count on it." Tony said.
He says he wishes they agreed on the Accords and says he knows Tony is doing what he believes in and that's all any of them can do and it's all any of them should.
FRIDAY tells him that he has a call from Ross and says that there's been a breach at the Raft.
"Something tells me Ross isn't happy about that." Natasha said.
Tony tells her to put Ross through.
Ross tells him that they have a problem.
Tony tells him to hold.
"You're a menace." Rhodey said.
Steve's voiceover continues. He tells Tony that if he needs them or if he needs him, he promises he'll be there. Steve is at the Raft.
"You are getting us out." Sam said.
Steve and Bucky are in a medical facility in Wakanda. Steve asks Bucky if he's sure about this.
"Sure about what?" Thor asked.
Bucky says he can't trust his own mind. He says that he thinks going under is the best option for everyone until they can figure out how to get that stuff out of his head. Bucky is in a cryo tank.
"Going under. You're going back on ice?" Steve asked.
Steve walks up to T'Challa who's looking out a window. Steve thanks him.
T'Challa says Bucky and his father were both victims and says if he can help one of them find peace-
Steve says they'll come for Bucky if they found out he's there.
T'Challa says to let them try. A panther statue is shown.
"They won't find him in Wakanda." Okoye said.
Peter is in his poom messing with a piece of tech. May, from the other room, asks who hit him.
Peter says that some guy did.
"Well that narrows it down." MJ said.
May asks for 'some guy's' name.
Peter says it was Steve.
May asks if it was Steve with the overbite.
Peter says she wouldn't know him because he's from Brooklyn.
"Not a lie, not the whole truth. Nice." Loki said.
May walks in and Peter covers his eye. She tells him that she hope he got some good hits in.
Peter says he did and tells her that Steve's friend was huge.
"I'll say."
Peter thanks her for the towel.
May calls him 'tough guy' and leaves.
Peter asks if she can shut the door. He uncovers his wrist and the spider-man logo is projected on the ceiling.
'Spider-man will return' appears on the screen.
