George Mason is speaking with president Keaton on the phone, trying to persuade him to agree to Gaines' request.

Keaton: Do you trust Jack Bauer mr Mason?
Mason: I'm not the biggest fan of Jack Bauer, but I think he wants to stop this attack.
Keaton: What about Gaines?
Gaines: I think Gaines can be trusted to act in his own best interest, and he knows if he screws us on this intel he doesn't get protection.
Keaton: But once he gets put in the system it becomes almost impossible to find him again.
Mason: I think it's our best play to stop the next attack.
Keaton: Very well, I'll authorize his entry into the Skeleton Key program.
Mason: Thank you mr president.

Mason goes to see Ryan Chapelle. Alberta allows this, provided there are guards to prevent Mason from physically harming Chapelle.

Chapelle: I'm not speaking until I get full immunity.
Mason: You ever hear of the prisoner's dilemma? It means that if a group of criminals gets arrested, it's better for the group as a whole for everyone to keep their mouth shut, but the first one who talks gets the most leniency. It worked for Albert Speer at the Nuremburg trials, despite being convicted of both war crimes and crimes against humanity he escaped the death penalty.
Chapelle: What's your point?
Mason: Your friend, Ira Gaines, he turned himself in, he's trying to negotiate the best deal for himself right now. The question is, who talks first, which of you is going to get the most leniency?

Chapelle knew he was screwed, his only hope now was to avoid the death penalty, so he immediately began talking about John Walker, Dimitri Utkin, Qadir G'ulom. Unfortunately Chapelle did not know the specific targets for the final attacks, so they still needed Gaines and his computer chip.

Carl Web drives to Dave's house. He wondered what other secrets he had on president Keaton. But Carl knew that Dave was desperate, and desperate men were dangerous, so he still had to take precautions.

Tony arrives near the location, ready to provide backup if he could.

Jack finishes a call with president Keaton.

Jack: The president has authorized your admission into the Skeleton Key. Go to this address and they'll take care of you.
Gaines: Once I'm safe I'll send you the location of the chip.
Jack: You better, or I will find you. Don't forget, Tony Almeida found me and Audrey when we were in hiding. You break your word, he'll help me find you.
Gaines: Understood.

Split screens show Jack and Gaines leaving the abandoned office building, Carl Webb driving to Dave's house, Mason silently gloating over Chapelle's cracking, Kim and Mary silently sitting in the hospital.

Just as Jack and Gaines leave the office building they are fired upon. Somehow his mercenary friends found them again. This time they are led by Nina Myers.
