All Might's pov

After the events of yesterday's massacre, Principal Nezu immediately called for an emergency meeting to no doubt discuss this new threat. "I believe you all know why you're here, correct?" Nezu asks us. "Kinda hard not to, thanks to all the news surrounding it." Present Mic says (Quirk: Voice). "So many heroes are in critical condition because of Garou. He will pay for this." Hounddog says, angrily (Quirk: Sense of Smell). "I know you are angry with what has happened, but we must stay focused if we are to capture this villain." I say to try and calm him down. Though I do feel the same way. However, I mustn't let it make me do something reckless.

"Thank you All Might, now let's start with what we know of Garou." Nezu says. "From the footage we've seen, he appears to have some kind of physical enchantment quirk." Vlad King says (Quirk: Blood Control). "That would explain why he was able to break the bones of those with super strength and move faster than the eye can see." Midnight says, confirming Vlad's observation (Quirk: Somnambulist). "He also appears to be well trained in combat." EraserHead says (Quirk: Eraser).

"That's about it. We don't know his quirk entirely, we don't know where his base is, heck we don't even know his real name is—", "His name is actually Garou." Someone interrupts Hounddog as we turn to see my old friend, Detective Tsukauchi (Quirk: Lie Detector) walking through the door. "Wait, his real name is actually Garou?" Midnight asks. "Indeed, it appears that Garou doesn't fear using his real name." Tsukauchi confirms.

"What have you gathered from your investigation, Tsukauchi?" I ask him. "From what I could gather, Garou apparently got into a lot of fights as a kid and was claimed by the teachers to have always started them." Tsukauchi explains Garou's background. "Why did he get into so many fights?" Mic asks. "From what his old teachers said, he just started fights for no reason apparently." Tsukauchi answers. "The perfect recipe for a villain." Hounddog says. It's true, many villains just start out as bullies that eventually become psychopaths. If what Tsukauchi is true, then we may have a psycho on the loose.

"What do you think we should do, Nezu?" EraserHead asks. "I believe we should simply send All Might." Nezu says with a smile. "Are you sure Nezu?" Midnight asks, worried. "Certainly. Garou is just a petty criminal with a bit of overconfidence." He answers. "And that confidence will be his downfall. It will also ensure that no more heroes will be harmed by Garou." Nezu says. "But, sir—" I cutoff Mic. "No, Mic he is right." I say. "It's my job as the Symbol of Peace to defeat any and all evil that threatens this world." I say as I transform into my buff form. "No more heroes will fall to the Hero Hunter. Why? Because I am here." I say my catchphrase with full confidence. "Then it's decided, All Might will take down Garou and if anyone finds Garou, contact All Might immediately." Nezu informed the rest. "Any other questions?" Nezu asked as no one said anything. "Then this meeting is over." He says as everyone leaves. Your time is over Garou. I will make sure of it.

Eraserheads pov

Right when the meeting ends, my mind starts to swirl with questions. Can All Might really beat Garou? Maybe I'm paranoid or maybe it's Nezu who is being too overconfident in All Might. Only time will tell. "Now to go start the first day of school with the new students." I say to myself as I make my way to my classroom.

Tomura Shigiraki's pov

I am sitting in the bar with Kurogiri (Quirk: WarpGate) playing a videogame when the T.V. turns on. "Good morning Tomura." My master greets me in an unusual tone. "I assume you saw yesterday's news, right?" He asks me. Of course I did, it was all over the place.

"Yes master, I saw the news." I answer. "So, what do you think of this Garou character?" Master asks me. Truth is I was impressed. He showed no mercy to any of the heroes and left them broken and beaten. However there was one issue that I didn't like. "He was pretty cool, but there is one issue I have." I say, scratching my neck. "Oh, and what's that?" He asks. "He didn't finish them off." I answer. "He had them right there and he didn't kill them when he had the chance, now they'll just come back later." I said, now irritated.

"I see where you're coming from, but even the most violent of villains were scared to take a life in the beginning." He says. "I'm sure Garou will overcome this eventually." He says as I finally got curious. "Why are you asking me about what I think of Garou?" I asks

A moment of silence passes before he finally answered, "I want you to recruit him into your League of Villains." He answers. "But Master, I don't want a guy, who's afraid to get his hands dirty, to join my League!" I complain to my master. "I know it's something you don't like, but he is incredibly powerful and could assist you in your upcoming attack on UA" He tries to explain to me. "Ugh. Fine, but if he screws up the plan I will turn him into dust without a second thought." I say as I scratch my neck hard.

"A wise choice Tomura, but if he does refuse I would like to take his quirk first, then you can kill him." He says as the T.V. turns off. "Kurugiri, begin the search for Garou and inform me when you find him." I ordered. "As you wish, Young Master." He says. You better be worth the trouble Garou.

Garou's pov

"AAAAAAAAAHHHHHHHHHHH!", "Damn. I think even the Astronauts can hear you." I say, mocking the broken body of Fourth Kind. "P…Pl…Please stop." Fourth Kind barely says. "Hm, what's that I can't hear you. Must be after I hit you with your own arms before stomping on lungs." I say, recalling what I did to him.

"Alright, I'm bored." I say walking away. "See you later Fourth Kind, or not." I say as I leave him. He'll probably retire after he recovers, so I probably won't see him again.

As I begin to walk into the streets, I put on a black hoodie and cap to hide in the crowd. Nowadays, my face is everywhere now thanks to my debut. Not that I'm complaining. It's exactly what I want and it gets me closer to my goal.

Bump!

"Ow! What the?!" I look down to see a kid with green hair on the ground and, just as fast, got up. "I'm so sorry sir. I didn't see you and—", "It's alright, I should've been paying attention too." I cut him off so I can move on. "Oh…well sorry again sir." The kid says as he runs off. "*Sigh*… Kids these days." I say to myself.

Then I notice something on the ground. A journal of sorts. Must belong to the kid. I pick up the book and look in it and read through it. "Holy shit." I say to myself quietly. That kid has an impressive mind. This journal is filled to the brim hero info. Their patrol routes, their quirk's strengths and weaknesses, and some useful info on All Might.

His attack patterns, his exact strength and speed, and an apparent weakness. All Might lost a part of his stomach to a high ranking villain and thus, only has three hours of being a hero before apparently running out of energy. All of this info will be useful for our eventual encounter. Hopefully, even with this injury, you won't disappoint me.

I look in the direction the kid ran off too. "Kid, you just caught my interest." I say before walking off to find my next victim.

A few hours later in UA

Izuku Midoriya's pov

Today was something for the first day at UA High. Our teacher, or EraserHead, was not holding back on us. We took a quirk apprehension test to see how strong our quirks are so far and what we can do to improve it. If we didn't show much potential, we would be expelled. I was last in the test, but I showed much potential to grow in the future.

Shortly after classes ended, All Might requested me in his office. I walk along the hallways alone and arrive at All Might's office. "Ah…Young Midoriya, I'm glad you could make it." He greets me. "It's no problem, so what did you want to talk about?" I ask. "Well, I just want to know how your first day went." He answers.

We sat and I talked about my day and the test. "Sigh…Of course Aizawa would do something like this. Though to tell you the truth, he would have expelled you if you didn't show potential." He tells me. "Wait for real?!" I ask. "Yep, why don't you think there isn't a class 2-A this year?" He asks. I am confuse for a little bit before it dawns on me that Mr. Aizawa expelled a whole class before mine. "Your face tells me that you realize what I'm telling you." He says as I nod my head.

"But, be glad that he saw potential. Now you're on his good side." He cheers me up. "So, what about your new classmates?" He asks. "Oh, They have cool quirks and…" I stop before realizing, "Oh Crap! I need to take notes on them!" I yell. I went to find my notebook in my backpack, but I can't find it. "Is something wrong?" All Might asks. "I think my journal fell out of my bag when I ran into a bystander today." I say.

"Don't worry I'll find it, besides I'm going to be out on patrol more often." All Might tells me. "Huh…Why?" I ask. "I've been tasked with bringing Garou in." All Might answers. "Really?" I say, shocked. "Yep, I'll start tomorrow." He confirms. "Garou took on multiple heroes at once, are you sure?" I ask with concern. "Don't worry, soon Garou will be behind bars and everything will be back to normal." He reassures me.

"Anyway, you should be heading home." He says. "Oh…Right." I say. "See you tomorrow All Might." I say. "Farewell Young Midoriya." He too says goodbye before I leave.

On the way to the exit, I wonder if Garou can stand a chance against All Might, but immediately shook that thought out of my mind. It's All Might for crying out loud. He'll beat Garou and we will all be safe. I eventually walk out of UA and I see my new friends, Ochako Uraraka and Tenya Iida, waiting for me and we walked together back home.
