The mountain... was a long rectangle... a perfect rectangle, as if evenly cut out of the ground. The flat surface was an impressive 100 square miles, while it stood 10 miles high.

The mountain was a fusion of different environments. As it was made up of dozens of Estates, from all over the world. All Cuts of land, were the exact same size. 1000 acres across.

Which Doctor Manhattan locked the weather patterns, to preserve the natural environments. So there were 1000 acres of snow, next to 1000 acres of rain forest, next to 1000 acres of sunny beach, next to a collection of salt water lakes, which bled into each other. While these lakes had bubble vents, to circulate the water.

Manhattan even reconnected all the plumbing and pipes, to the underground bodies of fresh water. Which ran inside the mountain, through their own self cycling streams, all connected to each other. With Doctor Manhattan creating tunnels of pressure, to get the streams to move both up and down.


From there, the Walmart estate of Kaguya's, separated the magicals territory, from the Supers'. With this shopping center, having been expanded, to fit perfectly in between the territories. With more shopping centers added, as well as the shipping crates for the walls.

This gave, both the Supers and Magicals, a communal area. As well as many comforts of their old time period.

It had been infested with mindless zombies. Which Doctor Manhattan, the world's first god-like hero, had proceeded to vaporize. In order to stop Isshiki's backup plan, of having the Zombie's break their own seal that trapped them.

For some reason, many of the other heroes were upset over this. As they didn't know of Isshiki's plan, which Manhattan chose to keep to himself. So, as far as they knew, The god like being, had decided to play god, by destroying helpless lifeforms... such poor, helpless, flesh eating zombies.


As For the Magicals' half of the mountain; It was made up of all their major trade post, their largest villages, the 11 wizarding schools, the capital cities of several magical beings... and one fusion of all the government buildings.

All 11 of the government buildings, had each been torn apart, then reassembled as one building. This hadn't happened to any other buildings, nor the Supers' bases.

It was a pretty big coincidence, it happened to the government buildings... almost like it was intentional. As if this was supposed to stop them from fighting about which Ministry Building to use.

In reality, Isshiki had, in fact, planned for this, but Manhattan killing the Zombies, slowed his plans for escape... but didn't stop them, as Manhattan could see.

As the mismatched building was a fusion of the 11 wizarding capital buildings, the architecture was a mix of all magical nations... yet somehow still looked grand.

Isshiki had sent all the Wizarding powers here. Of the 11 most powerful, and influential, magical countries.

As without these key areas, the magical world of the past, fell into anarchy.

The rest of wizarding-kind, whom were left behind, were scattered in remote locations. With their homes being the only thing around for miles.

So without their community areas, the wizards were forced to move into the mutants' city states, and took over. Some peacefully... Others not so much...

This shaped how the current evolution of humans, perceived the world... as their former saviors became conquerors.

As for the Wizards trapped in the future, they now only had a population of 17 thousand. A little smaller then your average Konoha clan. As each clan was big enough to be their own small town.

While the Wizards were made up of mostly school children. Given the majority of what was taken, were trading outposts. So the highest populations were the schools.

Not forgetting the capitals, of the magical beings, there were quite a few races.

Such as: the Vampires, the Werewolves, the Goblins, the House Elves, the High Elves, the Wood Elves, the Dark Elves, the Dwarves, the Hobbits, the Qunari, the Centaurs, the merfolk, the Acromantulas, the Orcs, the Argonians, and the Khajiits.

The Dragon Reservation of Romania, had been brought as well. Which may only be 1000 acres, from the outside, but inside the territory was the size of Australia. As with most of the magical beings capitals. Giving each of their populations, an average of 20,000 citizens, with much room to grow.

Regardless, while most dragons were non-sapient beast, the "True Dragons" were classified as beings, as were the Kobolds that served them. Both True Dragons, and Kobolds, could speak English, and to the beast dragons through their instinctive language.

Unfortunately, only one Elder "True Dragon", per species, was on the reservation... and there was no word if others had survived the passage of time. But thankfully the True Dragons of the reservation, each had a nest with them, of adults to eggs of their species.

And while the Draconic Sorcerers didn't live on the reservation, their own Cities were now right next to it. These humans had a distant dragon ancestry. Which gave them the ability to turn into their dragon ancestor.


Then there were the Supers' bases/estates/hideouts. Including the larger ones of: Titans Tower, the Hall of Justice, Avenger's Tower, Wayne Manor and it's underground "Bat Cave", The Arrow Cave, Superman's "Fortress of Solitude", Atlantis, Themyscira, and even the Watch Tower itself (now land bound), all had been transported here.

They, and more, were all on this new "Super estate", on the West side of the mountain... as were the super villain prisons and hide outs. Since Kaguya didn't want competition for conquering the world.

Atlantis was located in a new salt water lake. With Titans Tower being in the center of it's own lake, right next to Atlantis. With Mount Justice on it's shoreline. And finally, Themyscira had more of a mote due to it's sheer size.

Meanwhile, The Watch Tower was turned into an Underground base. With the Shuttle bay, peeking out of the ground. Where the entrance was perfectly even with the ground. This was on the property line of the Hall of Justice, near to Mount Justice, and the Avengers Tower.

Finally, with a great deal of relief, the various muggle heroes, and unfortunately the muggle Villains, had survived the purge from Cerebro. Due to their bases being protected from psychic invasions, or attacks. They all had defenses, to shield from such things. But there was no defense from temporal seals.


Super Heroes in Konoha, same day as they arrived.

Right now, all the leaders of the heroes, were in the Hall of Justice, in a Congress like room, with Superman standing on the podium, acting as Chairmen.

"Sooooooooo," Flash looked his usual awkward self. Despite being one of the 7 leaders of the Justice League. "We're screwed. Anyone for Chinese?" The 50 year old, still acting as if he was 20.

That was a side effect of their suits. As Wizarding enchanters, as a PR campaign, made all the heroes a wide variety of magical suits.

They had the basic charms, to withstand the heroes powers. With the suits cleaning and repairing themselves. With no danger of the fabric stretching or fading.

There was a different suit, enchanted to survive each type of environment. From volcanoes, to the vacuum of space. Well some suits, even offered additional powers or enhancements to existing abilities.

But all suits, made the heroes more durable. And even gave them a limited healing factor. So that wounds, to broken bones, healed in hours, as opposed to weeks or months.

The real kicker, however, was the suit temporarily gave the wearer a more youthful body. Letting them be a predetermined age, that the suit was enchanted for.

With many of the side kicks, getting outfits that kept them as kids. But once their real selves grew to adulthood, and they wanted a new super hero identity, they were allowed to upgrade...

At least, that was the plan, but unfortunately, all the enchanters who knew how to make these suits, were left behind.

Regardless, the heroes could still die of old age. The suit just made it so their body couldn't feel any deteriorating effects, from growing old... but only while wearing the suit.

Unfortunately, the suit also affected their brain chemistry. While they maintained all their memories, they thought like the age their body was regressed to.

It added an extra layer to their secret identity, while letting them still fight crime, well into their last years of life.

The heroes could also change into their suit, through a magical watch they wore. With the watch having a dial, which changed the image of which suit they wanted to wear. That they only needed to press down.

This idea was gotten from the Omnitrix, worn by the young hero, Ben Tennyson. The wizard built watch, couldn't transform their species. Just store the enchanted suits. With it being a powerful piece of techno magic.

The Watch had a "Notice Me Not" charm. that prevented anyone but the wearer from seeing it... or even feeling it.

Unfortunately, many super villains also got their hands on their own watches... as they had posed as heroes, and the wizards had been so isolated, they didn't know better.

"Alright," Superman got the heroes attention. "We've taken an inventory, and gotten a head count of everyone with us. These Shinobi are debating what to do with us... but I think it's just as important we discuss what we want to do.

"We're trapped here," Explained Doctor Manhattan.

They were all just casually talking into their microphones, waiting patiently for someone to finish, before commenting... they weren't as formal, nor as disfunctional as the real Congress. Given all the heroes had respect for each other.

Manhattan went on, with everyone paying close attention. "Whatever we want, is a bit irrelevant at this time. A better question is... How well will we adapt? Our arrival destroyed a major food source. But if we start sharing our less dangerous technologies, such as the food generator." Which converted energy into matter to make food. "This city state will rejoice, and welcome us with open arms."

Batman gave a hesitant nod, "Another question is, do we want them to welcome us? With the number of super humans here, we could move the mountain outside of the... village." he hesitated to say the cities proper title, given it was far too big to be a village.

The entire city was bigger then London and New York combined. Although it seemed most of the countries population, lived here. With only a few dozen, true villages, scattered throughout the country.

"If we leave now," Doctor Manhattan warned. "There will be war... a war we will lose. If we attempt to act as neutral defenders, as we always have, the various Shinobi countries will grow fearful. They will join forces and attack. There would be no avoiding it."

"Why would they fear us?" Asked Captain America.

Manhattan explained, "They will see our involvement in their own villages as an attempt at conquest. We will be seen as too powerful, too uncontrollable, without an allegiance to a single village. So that will make us seem untrustworthy. Even dangerous. We can't progress as usual. We will have to join a village, and Konoha is the most benevolent."

Doctor Manhattan looked into the endless possible futures. He'd been future blind, since the psychic attack from Cerebro. But, this far out from the damage that cause to the world. He could see again... but his sight... had changed. Due to his millenniums outside of time, he could now see all the possible paths of the future. It wasn't fixed to him any more.

Manhattan went on. "If we stay here, allow them to fold us into their Shinobi system, the other Nations will grow a reluctant respect for us, as a powerful clan... and we can stop many tragedies for the world as a whole."

"Like what?" Flash asked.

"There are a new race of lifeforms, much like myself, with powers that match my own, although not as varied. They are energy constructs, which the Shinobi call 'Demons'... a man seeks to use us to conquer the world. And he will succeed, unless we play by the villages rules. He wouldn't have won before, but our arrival gives him that edge... specifically, now that he has access to me."

The heroes froze.

Batman demanded. "What do you mean by that?"

"The Uchiha clan..." Manhattan reluctantly admitted. "One of their mutations, allows them to control the minds of energy constructs... like myself... a rogue agent, from that clan, will try to gain control of me... if they succeed, they will reshape the world as they see fit."

The heroes gulped.

"In order to prevent this, I intend to request the villagers seal me... but not until after I contain another demon, this Uchiha will attempt to control."


Meanwhile, with the Wizards.

Harry walked through Hogsmeade, getting a nice view of Konoha, from his own medieval village.

Harry forced his eyes away from the stunning view. From the sight of another mountain in the village... this one with faces carved into it... very mount Rushmore.

Looking back at Hermione, Harry accused, "You want ME, to be on some council of wizards?" but it came out like a question.

Hermione sighed. "You already have a seat on the Wizengamot. Apparently, most of the magical world's governments were sent here with us."

Hermione sighed, "The Confederation, Wizengamot, and Ministers are all meeting. To discuss how to consolidate the three factions into one government.

"I'm hoping we dissolve all other factions, and just keep the Confederation as our council."

Harry blinked, "You wanna give up being Minister of magic?"

Hermione was easily the best Minister, magical Britain ever had. And was the first to offer aid to the mutants.

Hermione sighed, "It be the easiest thing to do. We can't exactly have such a large council, nothing would ever get done."

"I don't know if I trust the Confederation not to let the power go to their heads," Harry confessed.

"That's why we'll let the Goblet of Fire do the choosing. I just need your help getting it's use approved."


Back with the Supers' Council.

After a couple hours of discussion, and coming up with a suitable plan to stop the Kyubi from unwillingly killing anyone, the heroes moved on.

Batman informed, "The Satellite network, Wayne enterprises set up with the Magi's Techno-mancers, is still up. Not that the Shinobi are aware of it."

The Satellites kept the weather from growing too dangerous. So no more hurricanes, tornados, floods, or even earthquakes.

As well as offered free, and infinite, power. Collected from the Sun, and transmitted down to the planet.

It even offered free wi-fi access, across the whole planet... which the Shinobi appeared to have lost the knowledge of computers, so that was moot.

And most importantly, protected the planet, and her moon, from asteroids.

The heroes discussed the satellite network for a bit. Deciding to reintroduce Phones.


Back with the Wizards.

The Wizards sat around the council chambers, within the fused Ministry buildings...

3 officials, from each nation, had been chosen by the Goblet. With an additional 9 chairs, belonging to the new heads of departments.

Then an additional 42 chairs, going to each of the following Magical beings, whom where transported here, with the Wizards. Their governments were lost, but the wizards had learned from their mistakes, and wouldn't reduce these Beings to second class citizens.

Especially given, they learned all other magical beings, had gone extinct, due to plagues, famine, wars, or Interbreeding with humans. They were only Legends now.

So the newly appointed Council, invited the magical beings to add their own members to the council. Only needing to use the Goblet of Fire for a few of these races, that weren't as organized.

The Council agreed on titles the Shinobi could relate to. So all Council members were called "Elders", regardless of their age. With their new Minister, called the "Clan Head", or "Lord of Magic".

Having spent most of the day, simultaneously as they organized themselves, learning what this Time Period was like.

Harry... shouldn't be surprised, as the Goblet chose Hermione as the Head of the Wizarding Clan...

Although he was surprised when Draco Malfoy's name came out of the goblet. Then Relieved to see Neville... and all kinds of irritated to see his own name leave the goblet... that was just his luck.

The young men, by wizard standards anyway (as they really were the equivalent of 25 year old muggles... despite being a century old), took their seats, and got to work reorganizing their government.


Back with the Heroes.

Finally they got to the most blatant issue. What to do with Magneto, who had decided not to come to this meeting... after not being invited.

The Green Lantern spoke up... although being displaced in history, made them wonder if they still held their rank.

There were several Green Lanterns assigned to Earth, as it had been considered a planet of interest, due to all the races living there.

Alan Scott, Hal Jordan, Guy Gardner, John Stewart, and Kyle Rayner. All of whom were here.

Green Lantern, Hal Jordan, was their official leader, and so was the only one of them, invited to this meeting.

Hal argued, "At best, he's a global war criminal. At worse a terrorist. The Guardians would probably like a word with him."

Aquaman brought in some sense. "He's also the leader of the Brotherhood, which is by far, the largest faction of super humans, that came with us. Seriously, their are thousands of them."

Martian Manhunter brought up, "I've seen into his mind, when he isn't wearing his helmet. He wants only to repent for his crime."

Wonder Woman scoffed, "Being sorry hardly dissolves him of the genocide."

"If we attempt to imprison him." Doctor Manhattan informed. "The mutants will riot, the Shinobi will get startled, and war will break out."

The heroes, who wanted Magneto to pay, groaned.

Iron Man ventured, "So we do nothing? Is that what you're saying?"

Doctor Manhattan sighed, "We do worse then nothing... in order to ensure a safer future, we must absolve him of his crimes, and give him a seat on this council."

That got the heroes raging.


"That was EXHAUSTING!!!" Harry exclaimed, finally leaving the Ministry.

Draco scoffed, "Honestly Potter, you'd think you'd be better suited for politics. What with Uncle Sev's lessons."

"Your face is better suited!!!" Harry childishly snapped, at his former Hogwarts Rival... who was currently one of his best friends. Ron had not been happy, but he understood eventually. Draco had changed... ever since he got turned into a werewolf.

Which was why Draco was one of the Werewolves' "Elders". While Percy Weasley was the third, English Wizard, Council Member.

It happened in third year. Draco... while trying to get Harry in trouble, was bitten by Remus.

Later that year, Dumbledore had Snape start Harry's Occlumency and defense lessons... and discovered not only Harry's abuse, but the fact it was Draco who was the bully, and not Harry, as Draco had claimed...

Snape took the news well enough. He proceeded to murder the grown Dursleys, in very painful ways. Then obliviate Dudley, of all his personal memories. And lastly adopt Harry...

Dumbledore, upon learning what Sev had done... more importantly why, covered the whole thing up... and speedline the Adoption process, by encouraging Snape to "Blood Adopt" Harry. That way the Ministry couldn't dispute it.

Snape then insisted Harry call him "Father", as demanded by proper wizarding etiquette. So Harry called him "Pop", mostly to piss him off, but it was eventually understood by both, as a proper term of endearment.

Pop was always strict, but Harry came to appreciate that... as the man also learned how to be nurturing and caring... as he always was. It just wasn't a side of himself, he liked to show to anyone but his Slytherin students.

Due to Draco's connection to Remus, as pack member, and Pop, as godson, Harry was forced to interact more with the boy... and slowly became friends.

Draco may still be a bit pompous, with a Stick up his arse, but he really loosened up after getting disowned by his father... to which his mother promptly divorced the Death Eater. Not something typically done, in the Wizarding World.

From there, Draco grew up in the house of Black. And his mom was even able to get Sirius cleared of all charges. Who promptly took "Lord Malfoy's" throne away from him.

Draco's father was the proxy to the House of Black, only due to the fact Sirius was in prison. Once the man was proven innocent, he reclaimed his Lordship, sued the ministry for false imprisonment and not giving him a trial, then reinstated his Cousin, Draco's aunt, into the House of Black... she got kicked out for marrying a muggle born.

Sirius gave her, Draco, and Draco's mom, a nice sized stipend, and trust fund.

Then Sirius proceeded to call in various debts, that many Death Eaters had taken from the Black family. However, most agreed to take vows, to not give aid to Voldemort or his followers. In exchange for the debt being forgiven.

Basically, they gave a magical promise, to stay neutral if the war started up again... which they didn't believe it ever would...

They learned Harry was a Horcrux, and had the Goblins destroy the fragment, which caused Harry to absorb it's raw power.

Yes, all that happened before school ended, in 3rd year. That summer, Sirius taught Harry how to become an Animagus. Which was a complicated ritual / potion. The type of animal you wanted, determined how horrible the ritual was.

So, after two months of horror, Harry unlocked his Animal form... a Pegasus.

Snape went through it as well, as a type of bonding experience... and Sirius' own attempt to heal the past... as he used to bully Snape something fierce.

Pop's ritual was actually much worse then Harry's, although the man found it as little more then a discomfort, after his life. He was a winged serpent, called a Couatl. So they both enjoyed a good bit of flying. But he could also use Wandless magic, while in the form. Which is why the ritual was so terrible.

Peter Pettigrew, was apparently a rat, because it was one of the least bothersome rituals... some Gryffindor.

Meanwhile Pop, in true Snape fashion, had Harry register his Animagus form. As the man, did himself. Sirius had already been forced to register, as it was revealed he was an unregistered Animagus, during his trial.

The Ministry decided to forgo the fine, as that would just add insult to injury, given... everything. Being unregistered was little more then a wrist slap, anyway.

Into their adulthood, after Dumbledore's death and Voldemort's defeat, Harry and Snape followed the Lupin Pack to America. Where Remus ran into muggle werewolves, who taught him and Draco how to control their shifts... and keep their minds, without need of the poison of Wolfsbane.

Harry was never turned himself, and couldn't be thanks to the animagus ritual, but the Lupin Pack still instinctively recognized him as Pack.

Harry later married Luna. While Draco... married Hermione...


1 Month Later.

Konoha was still getting used to the arrival of the ancient Magi and Supers. It was... kinda like meeting a more polite neanderthal. Beings clearly not as Evolved as modern day humans... but also much stronger.

Minato had decided to let them stay, given they couldn't exactly move a mountain. Even if the less evolved humans claimed they could...

They might be "less evolved" but if the legends were true, The Magi and mutants, before their genes were blended together, into the Shinobi race... well... they were quite fearsome creatures.

While the Supers had no Chakra, their more specialized abilities, made their weakest members B Rank threats. However, their strongest members were Tailed beast level. They had no civilian level members, in their entire clan.

Meanwhile, the Magi had only one S rank individual. That "Harry Potter" kid, that had spotted the Shinobi investigating the new mountain. He might very well be Tailed Beast Level, himself. He certainly had enough Chakra running through him.

The other wizards might not reach such levels... nor even have as much Chakra as a Genin. But their "Wands" gave them beyond perfect Chakra control. With as little Chakra they needed to use, thanks to the wands, They could use their "Spell" Jutsus, near infinitely.

Even with no "Bloodline Traits", and far weaker bodies, that alone made them all "A" level threats.


Then the Magi had the Legendary "Lost Magical Schools". All 11 of them, as well as many of the small villages they sustained.

The council had encouraged Minato to give each of the Superheroes, and the Magi, their own clan seats. Right on the Konoha council. In exchange for sharing the lost secrets of the past. Although they all knew, these ancient humans were picking and choosing what to hand over, but all clans were entitled to their secrets.

The Supers proved they actually could move mountains, lifting the magical schools, and placing them into different sectors, all over Konoha. Fusing them into the very ground, as if they were always there.


The famous Hogwarts, stayed in the Wizarding Estate. As it was big enough to give all the, now orphaned, children a place to live and learn. With most teachers, of all the other schools, moving into the castle. And now acting as both guardians and professors, to the thousands of orphans.

The other 10 schools, were currently being reorganized. So that any willing resident could study there. These 10 schools would only teach magical crafts.

Such as: Enchantments, Runes, Potions, Alchemy, and Seals.

But that was far more then most other clans were freely willing to share, even if they kept wand based Jutsus to themselves.

The Wizards were actually willing to teach all these secrets, to everyone of Konoha. Solely in exchange for monetary gain. No trading Jutsus, or pledges of loyalty. And it wasn't even that expensive to enroll, no more then an apprenticeship under a master of a trade.

These schools would open after Public Schools, late in the afternoon. So more children could attend them, and learn at least one magical craft.

The Wizarding clan, was willing to weaken themselves... in order to secure their place in the village...

Minato, feeling guilty at accepting such an offer, explained he would be happy if they just pledged to use their clan secrets, for his Village...

Their newly appointed Clan Head, a Lady Granger, just said magic was the "God given right of all Sapient life."

She went on to claim she was actually disappointed, her council wouldn't let her teach wand crafting, nor "spell casting"... she wanted to just hand over all her clans Jutsus... She was even upset by the few enchantments the council refused to let be taught outside Hogwarts... such as something called a "Time Turner".

How could someone this trusting, dare he say "Naive", be chosen as clan head!?!

His guilt only grew, at accepting this offer. These primitive wizards... were far too pure. He felt a need to protect them from the world. As he felt for all clans of his village... amazing how he felt that already, for a clan that's only been part of his village for a month.

In exchange for setting up their schools, and too ease his conscience, he had Jiraiya teach how to put their "wands" in a seal on their wrist, and summon it with a drop of blood,

The wand would go back into the seal, automatically, if they let go of it... as well as the seal repairing any damage, and preserving the existing enchantments on it.

A Seal master didn't need to know how an enchanted artifact worked, to keep it in repair.

Minato even kept Jiraiya from returning to the field, in order to teach the Wizards, his own knowledge of sealing. Even though the Wizards insisted they would teach the seals in their schools.

If they were going to teach it anyway, Minato figured they may as well have access to modern advancements, on the subject.

They already had a primitive knowledge of sealing, enough to get them in trouble. So Jiraiya was told to teach them the basics, and nothing potentially too harmful, to let out into the village.

Jiraiya said he could teach the current sealing professors, everything they could risk becoming public, in three years. And asked them not to start enrollment in their classes, until after they finished his own course.

The Wizards were reluctant, but agreed, as they would still start teaching the other magical crafts, next school year... in 5 more months. They said that should give them time to get the materials together, allow for enrollment, and get over any culture shock.

After learning about The Shinobi Academy, and several of their orphans wanting to join... the Wizards decided to have Hogwarts teach later in the day, with fewer classes... as well as opened Hogwarts to their magical beings.


As for the Supers... the supers were assisting the Uchiha Clan, as the villages Police force. The Uchiha had been complaining about needing more help, for years. But the Village just didn't have the means to assign another willing clan to help.

The other clans were asking for far too much money... and kept trying to play politics.

The Supers didn't mind answering to the Uchiha. And in fact prefered it, as they said they didn't understand this times laws well enough to take the lead, and were used to bending to local law enforcement.

The Supers didn't even want that much money. Negotiating for the cost of living, plus enough to buy themselves a few treats. The exact amount of extra treats, depending on their rank in the police force.

Wayne enterprises was how the supers intended to make money for their clan, as a whole. As they had begun to sell lost technology, all over the village.

The most popular item being their Holo Watches. Which could bend light, to create an interactive "Computer" and video phone. You could even read digital comics and books, or listen to audio plays.

The Supers had to reprogram the watches, to make them more limited, after the Hokage explained "Television Shows" were illegal, and movies outside the theater, were illegal.

As were motor based vehicles, and most Pre-Village weapons.

This was something the wizards, of the past, had instilled into all city states. And The rulers of the modern Shinobi villages, maintained agreements against them. Due to the damage these things could cause, to both the environment and the body.

They even started selling enough food, to make up for destroying a good chunk of farm land.

They also promised to contribute relief funds, for Shinobi based damage to property, or buildings.

At which point, the Supers offer to put some of their other clan members, to work in that department. For the same pay as their police.

That was quite the relief, as the work was considered tedious to most clans, as it mostly focused on assisting civilians.

In addition, many of the Supers, specifically from the "Brotherhood" branch house, offered to work as more traditional Shinobi. They might not have Chakra, but their specialized abilities could come in handy. Both for domestic D rank missions, and S rank assassinations.

Most on the Supers' Council, disapproved of killing. Which made them good police. But unfortunately, death was a necessary part of a Shinobi's World. It was good some of the branch houses, of the Supers, were willing to help.
