Author's Note:

The Following was inspired by my Reader, "Jostanos". Who pointed out how overpowered Konoha is, thanks to absorbing the mist Clans.

In 10,000 years, the Earth had moved a bit. In part due to the Satellites limiting Earthquakes. As most of the 7 continents had squished together, excluding Antarctica and Australia.

The main continent, renamed "The Elemental Nations", shaped themselves into 9 distinct habitats. With each Environment called a separate "Nation", despite being made up of rival city states, that held few alliances.

These territories were notable for their "Shinobi Villages", also called "Hidden Villages". Which were 42 city states, that specialized in training Ninja. Whom served as the bulk of the military. With "Samurai" being a smaller faction of "foot soldiers".

Between these "Hidden Villages" was a treaty like doctrine, to prevent the use of certain technologies, and establish the definition of "War Crimes". Which the Villages agreed to at hear to, as well as enforce, even for the smaller villages of their continent. Which hadn't been asked to sign the Doctrine.

Not much is known about the remaining continents, of Antarctica and Australia. As, while the other 5 continents squished together, these ones were pushed away.

The only thing really understood is;

Antarctica was colonized by Technomancers, that wanted to continue advanceing all technologies, especially those forbidden by the doctrine.

While Australia became home to most energy constructs, now called "Demons".

Summoning contracts, allowed for long distance Teleportation of these constructs. Made by the Constructs, and given to Shinobi they deemed worthy of their aid.

Author's Note:

My version of "The Shinobi's Earth," is different then Naruto's version. As my world is made up of City States, with no uniting governments across the countries. That means no "Daimyo". Rather each village is a self contained mix of a monarchy, and a military junta between that village's clans.

Soon after Doctor Manhattan was sealed, reports poured in that the other Hidden Villages were preparing a preemptive strike, against Konoha.

To preserve the peace, Minato ordered the Supers to sell genetically engineered clones, to the other Hidden Villages... much too the horror of the Heroes, but the Supers' scientist complied.

The Supers held superior cloning techniques. Able to take a sample of a single person, and scramble their DNA into thousands of different patterns. This allowed for greater diversity, from a single donor, in order to allow the clones to breed with each other, without risk of Inbreeding. This is actually how the Genomorphs were created...

An unfortunate side effect was the clans wouldn't look human, despite being genetically human. But the scientists were able to shape their genes to look more aesthetically pleasing, then the original Genomorphs.

From there, the Supers' Scientists were able to artificially age the clones to adulthood.

As well as program them with all Necessary knowledge. From academics, to cultural norms. They could even program in behavioral conditioning... but refrained from informing the Hokage about that ability.

These clones were further modified. Granting them custom designed Bloodlimits, based on the Metahuman's powers. As mutant powers were too random, and alien powers were too complicated too add Chakra.

While the Metahuman's powers were already grafted on, through science gone wrong. So the scientists could replicate it into the DNA of their clones, even modify the abilities.

The Scientists mass produced these clones into clans. Providing 20,000 of each. With the Wizards building each clan a single house, as large as Australia on the inside.

Once all clans fulfilled their orders of new clans, the Hidden Villages gathered together, and agreed to add a new rule to the Doctrine. Making this level of genetic engineering, illegal. As well as all forms of cloning, and especially the artificial aging process. This way Konoha could infinitely manufacture soldiers, during any future wars.

The Villages made it clear, while they appreciated the new clans, this was a one time thing.

The Clans are based on alien franchises, And Seperated into Villages.

Shinobi already knew of cloning, and even genetic engineering, but not enough too make it practical. As their clones would have to grow up naturally, from embryos, and then be educated, like regular children. This prevented them from being Mass Produced... until the Supers arrived.

The only ones who didn't take this offer, was the Mist Village. As they were still disgusted by bloodline traits, and were adamantly against clans that didn't look human. Although the official reason, was they claimed they weren't willing to risk Konoha, using the clones, to sabotage their Village.

Now, Minato didn't go that far, but he did program in a cultural norm, of no violence against Konoha. It wasn't as powerful as a behavioral trigger, but it did make them less inclined to attack Konoha. While not removing their free will to do so.

Minato did tell, the other Hidden villages, about this, but most agreed it was an acceptable condition.

Another condition, Konoha insisted on, was that each village give the clones full rights as a clan. That included a seat on the Council.

Konoha took little risk, in selling clones to the other villages. As many clans as they could afford... given the seats on the councils, insured the other villages wouldn't act against Konoha.

Konoha even agreed to open trade, with all other Hidden Villages. Specifically, selling the formerly lost tech of the Supers, and the magical crafts of the Wizards.

In addition, each of the 42 villages, now had "Floo Hubs", including Konoha. These were large gazebos, with Fireplaces built into the 7 Pillars. With a vendor, in the center of the gazebo, selling a pinch of "Floo Powder", needed to activate the enchanted fireplace.

The combined powder, and enchanted fireplace, allowed for near instantaneous travel, to any Floo Hub in the village.

And while they could connect all the villages together... this new world was too violent to trust the other city states, with instant access to each other. So any Village that installed a Floo, had them as a purely internal network.

Konoha didn't bother making the deal with the Mist. As they were already making their own Tech, which they had reverse engineered. But to appease them, as Konoha selling the tech made their earlier appeasement moot, Konoha gave The Mist instructions on how to make most, harmless, magical crafts.

Rasa, the 4th Kazekage of Sunagakure, as in the leader of the Sand Village, was pleased with the progress, his Alliance with Konoha, had allowed. They had developed close ties with Konoha. Ever since the arrival of the Proto-Shinobi.

This was largely thanks to the Supers Clan. As almost immediately after hearing the plight of the Sand Village, being in a desert with limited resources, the Supers gifted them with a number of Matter Converters. Both the model to convert energy into food, as well as another that could create raw resources. Such as bricks of metals, and other building materials.

The Suna clan felt so grateful, they had even been the ones to tell Minato about the other villages preparing for war, and pledged to side with them... although they had been less then pleased when Konoha decided to appease the other villages, rather then going to war.

Konoha was so soft, more then willing to weaken their position, if it meant they could avoid a conflict between the villages. They were always doing that, despite being one of the most powerful city states.

But Suna, to, was appeased. As Konoha gifted them 42 custom clans, free of charge, as a reward.

Such as the Hutts, The Krogan, the Sand People, and many other races suited to desert life.

Even grafting Earth Bender powers to an existing Clan. As well as more specialized Sand bending to another. At the request of those Clans. The Supers also uploaded knowledge on how to use the Powers.

Then uploaded how to make their magical crafts, to all Seal Masters, of every village. Even gifting all Villages with magical green houses, to grow the magical plants needed for potions.

This only tightened the bond between their villages. However, after it was all said and done, the Uploading Procedure was also made illegal, after the other villages finished taking advantage of it.

The Mist Village had responded to the increase in bloodlines... by upping the intensity of their own training, becoming even more savage and brutal...

According to Rasa's spies, Kiri had even taken to Summoning demons, in order to seal them. Creating more Jinchuriki, while betraying the trust the demons showed them, by giving them those contracts.

They were turning on their own allies, so if war did break out, it would likely be against The Mist village of Kiri.

Reports even said Madera had taken refuge in the Hidden Mist. Giving them an army of mindless plant zombies, for Canon fodder.

It was debated, by the Hidden Villages, if these mindless plant Samurai, should be banned as well. But it was decided to allow Kiri to keep them. Given they took 10 months to grow, were weaker then your average Academy Graduate, and were The only equalizer for Kiri.

The manufacturing of Plant Zombies, was declared a "Village Secret", something that could result in war if the other villages tried to duplicate.

Again, this was tolerated, as a means of appeasing The Mist.

Kiri obviously wasn't preparing for war. As they were just gathering resources, too compete with the other villages.

The fact they were willing to work with a missing nin, with a bloodline trait, spoke volumes of their desperation. Maybe even more then sealing their demon allies.

So the other villages agreed not to push them too much.
