The Targaryen dynasty had successfully quelled the rebellion of Robert Baratheon. Lyanna Stark bore Prince Vaelar (Jon Snow) to prince Rhaegar. Rhaegar's firstborn, Prince Aegon, was sent to foster with Tywin Lannister, while Vaelar grew up, at court, as Rhaegar's second son.

According to the Maesters, Rhaegar Targaryen defeated Roberts Rebellion. "Defeated" is a strong word. "Held off" or "kept at bay" may be more apt descriptions. Robert was sent into exile but the Baratheons still ruled in the Stormlands. The Riverlands and Vale both lost land to their western and southern neighbors, now their lords drink and whisper and grind their teeth in anger.
