AN: It seems like I misplaced part of my outline. Looks like it will be added as a part two if I ever find it. Eh, could be worse. Right?

Regardless of the drama stuff, I planned a second Crossover One Shot. Looks like now you get three instead of two, two of the three belonging together.

I just realized I got Cathleen's Hero name wrong. I added a few useless 's's.

Ciao for now,

Kim Possible was probably the most well known heroics student per-graduation to ever live. Despite that, her quirk is not known. People know it is some type of energy manipulation that allows her to emulate a lot of other quirks. The truth is, Kim can do the impossible. Creating quirks.

But her parents made her hide that, for good reasons! None the less her brothers convinced her to make them quirks after they got diagnosed as Quirkless. Knowing Ron Stoppable, Kim knows how much the Quirkless suffer, she couldn't let her brothers feel the same, so when the twins turned six, they each got a quirk! Two years, they turned out to be False Negatives, late bloomers, whatever you call it. In other words, they now have two quirks each and are real double troubles.

Ron Stoppable is still Quirkless as he rejected Kim's offer for a quirk.

Another well known US based Heroine is Stars and Stripes, Cathleen Bate. Despite being the pinnacle of heroism for the US, she sees herself under the Japanese Nr. One, All Might. He is her idol and she tries not to act like a fan girl a when she was asked to meet him. When she got that e-mail, she dropped everything and flew to Japan instantly.

The blonde heroine -her hair is definitively not dyed to emulate her idol- sat in the office of UA's principal, Nezu. All Might, his old Sidekick Sir Nighteye and a detective called Naomasa Tsukauchi. The principal began to speak, "Welcome to UA, Stars and Stripes. We are glad you could come so fast. Now, All Might, could you explain to her why she is here?"

"Why do you even want to include her? She is an outsider!", said Sir Nighteye in English. He could have spoken in Japanese to exclude Cathleen, but she had a hunch he wanted her to know what he said.

"That's why we tell her, because she is an outsider.", muttered the detective, also in English. "Or is your racism kicking in? Ignore him, Stars and Stripes."

"Mirai! We can't only focus on Japan for this! I told you that!", said All Might. He stepped in front of her, then he was surrounded by mist. His muscular form was replaced by a man, not too far from being a skeleton. Cathleen had now no idea what is going on. "I... call me Toshinori Yagi when I am in this form, Mrs. Bate. I... it is complicated. Please listen."

"Of course, All... Yagi.", she answered.

"My quirk... isn't mine per se. One for All can be passed on, I am the eighth holder.", he explained. "It is my time to find a successor, but I struggle to find one. I thought I have found a boy who matches my requirements, but he, um, committed suicide... I need your help to find a new successor."

"All Might! I told you I found-"

"I know, Mirai, but the boy isn't right!", interrupted him Yagi.

"But his quirk, he-"

"That is the problem!", yelled Yagi.

"How is the quirk the problem?", asked Sir Nighteye.

Yagi sighed. "Naomasa... could you explain? You researched this with Chiyo's help after all.", he requested.

The detective took a deep breath. "Yagi asked me to research the past holders. While the first ones were hard to find anything about, I noted something. All users died pretty soon. But Yagi lived the longest by a long shot.", explained Naomasa. "Based on the fact that this stockpiling quirk gets more powerful with every user, Chiyo and I theorize that the quirk kills all quirked users in a way. It overpowers them, even stronger with each generation."

Cathleen stared in shock. "But you..."

"I... before my mentor gave me One for All, I used to be Quirkless. The boy I found was Quirkless.", said Yagi, "I lived the longest of all holders despite One for All being the strongest it ever was... we assume it doesn't kill me as I have no quirk."

Sir Nighteye took a step back. "That's why you rejected Togata... It would kill him!"

"Yes! Now, Cathleen. Not only does the number of Quirkless lower with each generation but... Japan has one of the highest suicide rates, especially under the Quirkless.", he explained saddened. "Hence the boy I found... I want to ask you for a favor. Would you keep an eye open in the US for a potential candidate? Please without telling many people my secret."

"I... of course!"

For weeks now, Cathleen had been looking though American cities for a teen who fulfills All Might's requirements. She hit a roadblock. That was when she read about Kim Possible. She knew about the girl, who doesn't, but no one knows much about her quirk. Cathleen read a few theories. "Pliable energy... maybe..."

Yagi said Quirked users get killed by One for All... but Kim's quirk sounds like something that could act as a valve for the excess energy of One for All. From how she understood the quirk, the Quirk produces energy, the excess taking the 'space' of a quirk. Maybe Kim's quirk can discharge the excess, or control it. Then she read her slogan, 'I can do everything.'

"Let's test that, Mrs. Possible."

"For the fifth time! No!", yelled Kim at her brothers, as they walked into the kitchen. Their father looked up from his news papers, curious what the siblings were arguing about early in the morning. "I'm not making you two new quirks!"

He got his answer and said, "You already have two quirks each, more would risk to blow your sister's cover."

"Exactly!", agreed Kim.

"Albeit she could upgrade your quirks?", he proposed.

His wife came in and said, "She already did that. Another upgrade to their powers would be suspicious. No new quirks, boys. Now stop bothering your sister."

"Finally!" There is nothing more annoying for Kim than to have her brothers ask for quirks. She shouldn't have made quirks for the twins when they were five, they turned out to be false negatives, ate Bloomers, anyways.

Then someone knocked at their door. Kim was the one to open it. In front of the Possible's house stood a tall, muscular blonde woman. One Kim recognized instantly. "Stars and Stripes..."

"Yes! You're Kim Possible, right? We need to talk, well, I have an offer for you.", explained the Number One heroine. "Could we talk indoors?"

"O-Of course!", agreed Kim, letting her idol in. "Mom! Dad! Come!"

Her parents instantly appeared, both shocked to see Stars and Stripes in their house. Even in civilian, Cathleen Bate was recognizable. "May I talk to Kim in private?", she requested.

Ann Possible crossed her arms, "Not to be rude, but we would like to know what heroes discuss with our daughter."

Cathleen sighed and accepted. She knows better than to argue with caring parents. She then spotted the twins. "But the boys can't listen. What I want to tell Kim is somewhat classified."

"Jim! Tim! To your room, now!", demanded Ann. The boys didn't argue, even though they really want to talk to Stars and Stripes themselves. Who wouldn't want that?

James Possible guided them to his office. "Classified, you said? You realize Kim only has a limited hero license?"

"I am well aware, but what I want to share does not relate to the Government anyway.", she said, "And please, cal me Cathleen. I... what do you know about the Japanese hero All Might?"

With that, Cathleen told them what Yagi told her. About One for All, Yagi's need for a successor. James realized, "Are you telling us this because you want to propose Kim as All Might's successor? I don't think this is a good idea. From what you said, it sounds like the quirk requires Quirkless hosts."

"A Quirkless who lacks the quirk factor could handle the excess power of One for All, as there is no quirk to take up space, be powered up and grind the user's body and use up the user's power stamina...", said Ann Possible, switching into her doctor mind. "But Kim has a quirk."

"I know.", said Cathleen.

"Mm, could a quirk work if it has a feature to utilize the excess energy?", asked Kim.

"That's what I thought, that's why I am here!", answered Cathleen, "Your quirk, Pliable Energy-" "That is not my quirk." Cathleen looked to her, "What?"

"It is complicated. My quirk is, on paper, Pliable Energy, but that is a lie.", revealed Kim, "I can create quirks."

Now Cathleen crossed her arms. "Prove it. That is quite the claim."

Kim interlocked her hands as if she would pray. Something started to glow in her hands. She then held a glowing orb of energy in her hands. Kim pushed the ball to her mom. As she touched it, Ann grew cat features. Kim made a cat quirk. She then took it from her.

Cathleen was impressed. "Okay, I believe you. Wow... wait, could you make a quirk that can make you handle One for All?" Even if not, Kim could be quite an asset against this All for One.

"I suppose."

With that, it was decided Cathleen and Kim would go to Japan, to meet Yagi and discuss One for All. James and Ann Possible were a bit skeptical, but then accepted when Cathleen promised to protect Kim. Not that the teen would need that.

A week later, Cathleen was back in Nezu's office, this time with Kim. Yagi, in his skeleton form, started the talk, "Cathleen, she's quirked."

"I know! But! She can create quirks!", explained Cathleen, "Kim could make a quirk that lets her handle One for All's excess! And if she won't get the quirk, she still can help us against All for One! She'll be an endless asset, Yagi!"

"This may work.", was Nighteye's input. He was still salty Mirio wasn't an option.

"We... we need to test if her utility quirk can counter One for All's effects.", stated Yagi. "Mrs. Possible, are you aware that transferring the quirk may backfire if your quirk fails?"

"I am aware and willing to take the risk, All Might."

Then eat this!", he yelled, offering her a strain of her.

Nezu added, "The quirk requires a DNA transfer."

"Doesn't that mean we could use a syringe with blood?", asked Kim, eyeing the blond hair with disgust.

"That... couldn't work, too.", muttered Sir Nighteye.

A week later, she quirk was transferred. Kim was also being transferred to a new hero school. Originally they wanted that Kim goes to Japan and attends UA, but from the short meeting Cathleen had with the parents, Cathleen offered to train Kim in All Might's place, so that she can stay in the US.

Kim is still moving schools. From her minor heroics school in Colorado, to one of the top heroics schools in Washington DC, where Cathleen lives. Which means she had to clean out her locker and break the news to Ron and Monique.

While Monique – who attends the Suit course, which is essentially a sub-department of the support course – was excited for her to attend the US Nr. 1 heroics school, Ron was saddened that she won't be with them in Middleton anymore.

"I mean, Colorado and DC are so far apart! And training under Stars and Stripes, will you even have time for us?" That Stars and Stripes takes her on as a personal apprentice was a little lie for the public. Stars and Stripes claimed she was impressed by Kim's actions and wants to support her.

The only one who was happy that Kim leaves was Bonnie Rockwaller, but who cares about Bonnie?
