Eric Carter arrives at the White House, ready to help with the siege as soon as acting president Keaton gives the order. Thomas Locke is in charge of this operation, he seems to be efficient, and ready for action.

Horace sits on the street corner, he thinks it's all his fault. Karen is dead, terrorists are holding the rest of his family hostage, and these evil people might very well control of him for the rest of his life. He wonders, how expendable is Carl Webb to his people. If he were to murder him right now, would they still control him? Horace decided, what did he have to lose. Horace attacked Carl, even got a few punches in, before Carl thrashed him. Horace was bleeding in the street.

Carl: I understand that you're angry, so I'll let that slide. It happens again, you'll be asking my permission to die.

The terrorists gather hostages outside the Panic Room. So far the first family has escaped detection, and Tyler knows the president won't open the door for any of these twelve employees. Aron Pierce smells something, gas. He estimates that it's coming from the next room. Meanwhile Tyler calls Gaines, and Aron Pierce listens as covertly as possible.

Gaines: Why are you breaking radio silence?

Tyler: The president is in the Panic Room, we can't get to her.

Gaines: Unfortunate, just kill some other hostages.

Tyler: This isn't about some random hostages, we need to get to her.

Gaines: That's not possible, and you knew this was a suicide mission.

Tyler: Do not test me Gaines, it was always about revenge for me.

Gaines: I don't know what to tell you, the Panic Room was designed to stop exactly what you're trying to do. Goodbye.

Gaines feared that the authorities would trace Tyler's phone later, so he destroyed his phone.

Tyler knew he was all alone. Maybe killing a few more hostages was all he could do. But then, the terrorists brought Rebecca Allen, the president's daughter, and their most valuable hostage.

Split screens show acting president Keaton reviewing the plans for the retaking of the White House, Eric Carter and Thomas Locke's team preparing for the assault, Jack Bauer and Nina Myers flying home from Cuba, Horace sitting on the street in despair.

Tyler holds a gun on Rebecca Allen, making certain that president Allen could see this through the security cameras. The president can see how terrified her daughter is, and is torn. As president she has a duty to not give in to terrorist demands. But as a mother, she has a duty to protect her child.

Tyler: Madam president, you will open the door and surrender to me, or I will kill your daughter. You have ten seconds. Ten, nine, eight, seven, six, five...

.

Before the countdown is complete the doors open, and preisdent Allen emerges with her hands above her head.

Tyler: Good choice.

Allen: You have what you want. Now let my daughter and the other hostages go.

.

Tyler responded with the only kind of rebuttal his kind truley understood, violence. He slapped the president across the face.

Tyler: You no longer give me orders. You will make this statement in front of the camera. And then I will execute you.
