Tyler informs president Allen how this will go, and hands her a written statement. His men prepare the cameras.

Tyler: You will read this statement before the cameras, live before the whole world.
Allen: I'm ordering the withdrawel of all American forces from the Ukraine, denouncing president Zelensky and praising Vladimer Putin.
Tyler: Yes.
Allen: This has no legal merit, Keaton is already acting president and he won't do this.
Tyler: Maybe, but it will demonstrate that we have brought you to your knees before we execute you. I have no delusions about leaving this building alive, but whether or not we execute your daughter is entirely up to you.

President Allen knows she has little choice in this matter. Unless Keaton orders the rescue she will die here, but she can at least protect her daughter before she dies. And if she can't, at least Rebecca will know that her mother did all she could to protect her. She begins the statement, which is broadcast live.

Allen: I, president Mackensie Allen, do hereby confess to violating international law by aiding Ukraine in its border dispute with Russia. President Vladimer Putin has only done what was neccessary to complete the de-nazification of Ukraine. For this effort, president Zelensky continues to support the fascist occupation...

Among those watching this broadcast are Putin in Moscow. He knows this could be bad, whoever is the American president in the next few hours, they might retaliate against Russia. Acting president Keaton is also watching this forced broadcast. Thomas Locke is recommending that they siege the White House.

Locke: We need to move now, before they kill the president.
Keaton: We go in now they kill the president.
Locke: They will kill her if we don't.
Keaton: I'm not willing to take that chance.

As the president continues this statement Aron Pierce covertly talks with Rebecca Allen.

Aron: I heard their leader on the phone. He was speaking with someone named Gaines.
Rebecca: Who's Gaines?
Aron: I don't know, but it's all I have.
Rebecca: Why are you telling me this?
Aron: Because someone needs to tell CTU.
.
Before Rebecca or anyone else can stop him, Pierce rushes into the next room, grabs one of the terrorist's side arms, and shoots. The gas he smelled earlier now explodes, killing Pierce and this terrorist. The explosion disrupts the broadcast, and is seen by Thomas Locke. Keaton fears that the president is dead and orders the siege. The siege is quick and brutal, Tyler and the remaining terrorists are killed, the president and her daughter are secured. Aron Pierce's sacrifice is not in vain, his president has survived.
