Gaines is on the phone with John Walker, discussing the situation with Laura.

Walker: This man, Jack Bauer, would he hurt my daughter?
Gaines: I've looked at his profile, he has a history of threatening civilians, but it's always been a bluff.
Walker: Because the other guy always backed down. If I don't...
Gaines: I doubt that Jack Bauer would hurt an innocent like Laura.
Walker: I can't take that chance, she's all I have left. I'll give Bauer false intel, it will lead nowhere. If questioned later I can still claim to be innocent, that I made it all up to save my child.
Gaines: That could work. Good luck.

Gaines thought about this, giving Jack Bauer false intel could hamper their investigation. On the other hand, Walker might panic, might give Bauer useful intel. This left Gaines uncertain about his next step.
