Konoha
Nothing had changed. The atmosphere was still the same, though the clouds born out of the demise of the Military Police Force still hung over the village.
Shisui would have loved to return to the clan grounds to let everyone know they had returned in one piece. The life of a shinobi was riddled with dangers, both common and unforeseen. Death was an accepted consequence. But for the Uchiha, any more deaths would be crippling.
It was almost like a hero's welcome on the streets. Their departure had been secret, but their absence was always felt. It didn't take long for the streets to fill up with young women. They were compelled to flee to the rooftops to avoid the ambush.
"It sucks being popular."
Shisui and Itachi both turned around to face the person who had spoken.
"Kakashi-senpai," Itachi said, noting the man without his Anbu mask.
"Yoh…" the Sharingan user said with an eye smile.
"You don't know the half of it," Shisui said with a smile.
He wished they were as popular with the Village Council. The Uchiha's power would continue to protect Konoha. At least on this fundamental fact, they did not differ from Naruto. For his clan head, it wasn't born out of loyalty or anything; rather, it was the realization that a safer and stronger Konoha meant the safety of the Uchiha.
Kakashi drew his eyebrows together as he thought. "Well," he said, "I think I have a pretty good idea."
Shisui laughed. "Your father was as famous as the Sannin, if not more famous. There isn't anyone who doesn't know Sharingan no Kakashi."
"I'm not as famous here."
"So it seems. He holds a special place among the villagers." Shisui said, pointing at Itachi.
Itachi entered the chat. "So it is true, you're leaving Anbu."
Kakashi replied in a lazy tone, "I'm joining you."
"I'm returning to Anbu," Itachi replied. "Anbu will be weaker without you. But, considering the circumstances, the village needs your skills out there handling the dangerous missions."
"I'm not looking forward to that," Kakashi admitted. There were other skilled shinobi, but not many could handle S-rank missions. "Well, if Itachi is returning, Anbu will be better off," he said. "Didn't you leave with your clan head?"
"He took a detour on a return…" Itachi said. "You wanted to see him?" So it was true, Naruto had made contact with Kakashi.
"He wanted to see me." Kakashi replied and then stared between the two. "Know why?"
Shisui shook his head. "But you don't have to worry," he said. "It's probably because of your Sharingan." Even so, Naruto respected Kakashi for his use of the Doujutsu, and it was the Jonin who had introduced him to Gai.
"I see..." Kakashi sighed. "Well, then..." The Jonin disappeared in a puff of smoke.
The two Uchiha didn't linger about; they immediately departed to the Hokage office. The tower was busy as usual. Shinobi were coming in and out. They came across teams led by Jonin coming back from their missions. The Sandaime wasn't in his office, but he was in the mission room.
They were told to head there. Three other Genin teams received their missions from the Sandaime, who explained the importance of D-rank missions. Itachi had never complained or found them boring; mission was a mission, and they all played an important role in the functioning of the Leaf.
The Third Hokage dealt with everyone and then dismissed his assistants.
He gestured for the two to move closer.
"Naruto?"
"He took a detour to our previous base of operations."
Hiruzen just nodded and didn't think anything of it. "Since you've come back, everything has worked out well," he said, sounding relieved.
He truly was. If things had not worked out, he would have been forced to exile the three from the village. But there had been little chance of that ever happening. The possibility for the success of the mission were twofold. Only an act of God could have prevented them from succeeding. It wasn't just the physical power he had confidence in; it was Shisui's special power. With that power at work, success was guaranteed.
Shisui took out a scroll containing the mission report. He walked over to the Sandaime and handed it to him before returning to stand with Itachi.
Hiruzen accepted the scroll and slipped it into his robe.
"Danzo's information was useful. They were just waiting for a push. Our appearance just made things roll into one place," Shisui said with a smile. "We managed to pull through with few causalities. The Mizukage and three members of the Swordsmen were the only casualties."
For now, Hiruzen could sleep with few worries. He didn't want Kirigakure to become their satellite. None of the other Great Nations would even permit it. This was even a risk—but the benefits outweighed the negatives.
If Konoha could build a strong relationship with Kirigakure, then they would have an ally, and a helping hand should the need arise.
"Anything else?"
"No."
Hiruzen nodded and turned to the silent Itachi. "Anything you would like to add about your experience?"
Itachi shook his head.
"Do you think Kirigakure will work with us?"
Itachi replied, "That is something I cannot answer." He continued, "Shisui is the one who spoke with the person who would become the Godaime Mizukage. My role only extended to killing the Mizukage."
"Given the nature of the mission, was that information included in the report?"
"Yes." Shisui said. "To answer your question; we can work with them. Mei-san even wanted to sens someone with us. We suggested she gain control over everything before coming to Konoha."
"Good," Hiruzen said. "Once we have established contact with the Mizukage, I'll have Jiraiya spread rumors about your actions. Konoha will not know you as people who tried to take control of Kiri; they'll think you were just hired by the Water Lord to get rid of a corrupted Mizukage.
"This will help us against any threats from outside and it helps Kirigakure's image as well. If the new Mizukage manages to work well with the Water Lord, he won't have to deny it. If it works well for his country, he'll turn a blind eye. It also leaves Kiri in a much stronger position and with less pressure to do something.
"If things are left as they are. There will be bounties on your heads. There are powerful mercenaries and bounty hunters out there. I don't you under any threat when it can be avoided."
"We understand."
"Go and rest. I want to see you tomorrow morning, Shisui. Please come to my office at 9 am."
"Hai."
A week later
As they hopped through trees, rushing toward home, Ao held up his right hand to halt the movements of his men. He dropped to the ground, and the three men with him stayed hidden in the trees.
He called out, "Come out."
They'd just left a town where they'd been resting. If it was anything good, this person would have spoken to them in town. The egdy feeling he had didn't go away as someone appeared from the shadows.
It was no doubt an Uchiha, and he didn't look to be over fourteen years old. He'd met Shisui in battle. Underestimating the Uchiha was a fatal blunder he would never make.
"You're Ao, right?"
"Who is asking?"
"Naruto."
"Why do you ask?"
"The Byakugan."
"I'm not him." Ao replied in a flat tone. His face was devoid of any emotion. He wasn't about to fight when he could lie his way out of this.
"I see. Well, if you're not him, you'll have to apologize to your ancestors in the afterlife." Naruto said, taking out his gunbai, and then placing it against the trunk of a tree.
Ao exclaimed in a panicked tone, "Konoha and Kirigakure aren't fighting! Why are you doing this?"
"You have something that belongs to Konoha."
"This is a spoil of war. I didn't do anything wrong."
"I know. The Hyuga are possessive about their Doujutsu. And I'm here to collect it." Naruto said with an air of indifference. "It would be boring if you didn't fight back. So, give it your all."
Naruto darted toward Ao after saying those words, and Ao activated his Byakugan, watching the Uchiha. As the Uchiha was a foot away from him, he suddenly burst into flames, vanishing before his very eyes.
Ao glanced up, following the Uchiha.
He was welcomed by a bisected body of his colleague, falling down the ground. Immediately, he knew, the situation was dangerous. His Byakugan was useful to Kirigakure, and he couldn't lose it like that.
He took a step back and then twisted around to flee from the scene. He thought, his colleagues would at least hold back the Uchiha long enough for him to create a distance and lose him.
But, as soon as he leaped into the air, the Uchiha blocked his path in a burst of flames. He realized, this was Shunshin, just like Shisui. He frowned deeply, realizing he had to fight.
"The other two are not dead yet. They are just caught in a Genjutsu." Naruto said casually. "That patch on your eye must be a seal to protect your Byakugan from being taken. But it matters not, I'll just have to remove your head and destroy the rest of your body." he said, taking a Taijutsu stance.
Narrowing his eyes, Ao studied the surroundings carefully.
"You could try something better. You don't seem to have any appetite to use Ninjutsu or use your weapon."
"I want to dance with you for a while. I won't use Genjutsu."
"I'm immune to Genjutsu."
"Nobody is immune to Genjutsu. Not even with the Sharingan; I can be caught in one. The Byakugan just gives you an extra edge in being able to identify Genjutsu. I would show you, but I've already said I won't use Genjutsu."
Three months later...
Spending three months away from the Uchiha clan was treacherous to his heart. As a clan head, nothing could have been more horrifying, especially under the circumstances. The days away from home had been hellish. His only sense of comfort was that he could trust Shisui and that little Sasuke was safe. He wouldn't readily do anything that put his brother in danger.
Being away was a necessity. It had been a hard decision, but it was necessary if he was to protect the clan and ensure its influence in the future wouldn't be questioned. He hadn't disappeared without a word. A week into his search, he'd sent a letter. He didn't want anyone panicking over his disappearance; his clan was already at a loss—it couldn't afford to lose its greatest love as well.
The large gates of the Leaf weren't daunting anymore, like they were some years ago when he was just a little boy. He'd never been ignorant. Fugaku had dismantled those demons before they took a foothold in his mind.
The guards stood ready to welcome him.
"Welcome back, Naruto-sama." They bowed with respect; there was no mocking tone.
Naruto thought he was seeing an illusion but his Sharingan was active. There was only one reason they would speak to him in such a manner—someone had announced he'd succeeded Fugaku as clan head.
He furrowed his brow in deep thought.
"Did your training go well?"
Training? What training? Had the village leaders made up stories about his disappearance? Then again, training seemed a plausible explanation.
"Yes. Very successful."
One of the guards seemed to be thrilled by his response. "Konoha is blessed. We heard about your feats in Kirigakure. Konoha's enemies know the Uchiha clan remains powerful!"
The guards heard everything. Travelers gossiped in the streets. Merchants spoke of the events in the shinobi world in loud tones. Guards interacted with these people every day.
Naruto just nodded his head and then jumped away, leaping into the rooftops. He stared at the Hokage Monument, and spat. It was truly a travesty that there was still no Uchiha mounted on that face. In fact, the only faces that should be molded on that monument are those of Hashirama and Madara.
As one of his acts when in power, Naruto would have those things destroyed. And the statues of Madara and Hashirama would be built. The Hokage's could have their Monuments elsewhere. Memories of the Uchiha couldn't be discarded like that. The founded this village for the sake of their peace, not to oppressed and ridiculed by the students of the Senju clan.
Without another thought, Naruto burst into a fiery blur.
He appeared in front of the Uchiha clan compound. He could sense chakra signatures and life forms; everyone was fine. Lady death was not hovering about the clan while she savored the souls of his clansmen. The letters he received were not lies.
A smile broke across his lips, and he happily marched into the clan grounds.
The market was bustling as usual. It wasn't like a ghost town. Children ran around the wide street, while grandparents and mothers yelled from a distance. As soon as his presence was noticed, he was welcomed.
Their leader had returned.
Naruto felt at home. He felt happy. Nothing, not even the face of Danzo, could wipe the smile from his face.
His only pain was that Fugaku was not around. There was no Izanagi. How he wished the man had employed the jutsu. He wouldn't suffer this much. But he knew Fugaku, he wouldn't do it. Death was eternal.
Naruto visited Mikoto. She was surrounded by children. The young Uchiha, who had lost their fathers, were the future of the clan. He announced his return and then went to the Naka shrine.
He sat there alone, thinking about how Fugaku had died. He remembered the meetings they once held. With sadness and bitterness, he reminisced everything.
The dark clouds began to disperse as Shisui's creeping footsteps caught his attention. Naruto didn't turn, but remained silent.
Shisui sat down behind him.
"You've returned safely."
"It is good to see you too, Shisui." Naruto said in a warm tone.
Shisui blinked and then smiled. "You missed me that much?"
Naruto replied, "You're my brother." He continued, "How are things? What has been happening with the clan and the village Council?"
Of course, Naruto would run straight to those questions. "There hasn't been anything. We've gathered a few men to carry out Military Police duties and Itachi has been busy as ever with Anbu duties."
"Without both of us and Kakashi, the Anbu would have lost their heavy artillery," Naruto replied as if it were obvious, like the sun setting. "And you?"
"There are no pressures. We're just trying to be normal," he said. "Things are returning to normal. Understandably, what happened has left a huge scar on the clan."
Naruto didn't want the scars to disappear. They were part of his past. "I suppose I must face the village Council," he said. "We will see if they will still hold the rebellion over our heads. I would rather not even hear that word, once this meeting is dealt with."
"Were you successful?"
"Very," said Naruto, turning around to face Shisui. He wore an expressionless mask across his face, and his voice was equally emotionless as he spoke. "I am proud of what I have accomplished, but I also realize that I am not invincible. I am human, just like everyone else. I have three lives, but I could still die after living only one. Humans are so fragile; they can die at any moment. We have weaknesses – it may not be in battle that we perish, but through poison or illness."
"Having regard to this, I have decided to share something with you. It is not going to be a secret for long but for now, it is something only I know." Naruto took out a unique scroll and placed it in front of him. "The night the Kyubi attacked Konoha, the Yondaime came to Fugaku-sama, having fought and killed the man who unleashed it. The Yondaime sought to keep a secret, but also protect the Uchiha.
"He decided to separate the Kyubi into two halves. Then, he sealed the other half into a Jinchuriki. The other half was sealed into a temporary object. Fugaku-sama gave the Jinchuriki to the Sandaime and kept the other half. Don't ask for further details; I won't tell you. But, this," he pointed at the scroll, "is a contract scroll. It holds the key to summoning the Kyubi. This is an important contract. If it gets lost, the Kyubi will be released."
Shisui remained silent. In his wildest dreams, he never thought that Naruto possessed such power. Worse, that Fugaku had kept it in reserve and only entrusted it to Naruto. But then again, Naruto loved the Uchiha more than anything.
"With that power, you could have forced Konoha's leaders to relinquish control, and then taken over the village without bloodshed," Shisui said with a stare.
"Would you have agreed to such a plan?"
"No."
"Of course, I wouldn't have used such methods. But Fugaku-sama made me understand how people think. Working in Military Police taught me as much, among other things," Naruto smiled thinly. "The reason Konoha cannot know about this is obvious."
"If they know, they'll demand you hand it over. But that is something you'd refuse. You're waiting until there is a level of trust or a point where you're so powerful, they can't make that demand," Shisui replied. He fell silent, thinking. "My respect for you has grown. The mere fact that you've had this power and not used it, not once and even while watching as our clan members died, tells me you truly are worthy of being clan head. You're proud and arrogant, and think we Uchiha are superior to all other humans, but you show wisdom beyond your years. For that, you have my respect…" he said earnestly. "Of course, you're still prone to merciless actions, especially if it doesn't involve your clan."
Shisui saw what the Kyubi was capable of doing. That beast could have destroyed Konoha. No Jutsu worked against it. The powers of Anbu, and regular shinobi were useless against its might. Its very presence had brought experienced men to their knees, and held the majority in a chokehold of unexplainable fear.
With that power unleashed, they could have brought even the Sandaime to his knees. If Naruto thought only of power, he could have used it. The Jinchuriki the village held couldn't unleash the powers of the Kyubi. And yet, here he was.
So, it was indeed true; Naruto did love Konoha. It was refreshing. It made Shisui's heart feel relief.
"I will keep the secret," Shisui said, nodding his head.
"Good."
"Say a crime you consider heinous occurs. Three people are responsible but only one is hanged. You think it is treachery. The two are being sent away. You've been working in Anbu, you know where bandits are camped within the Fire Country. You send a clone to the bandits, and disguise yourself among them because you want to ensure those two pay for thie sins.
"Hypothetically, you're unforgiving and cannot possibly allow them to live. So, what do you do? You send a clone to pay bandits. But bandits can't deal with Anbu. You're unforgiving and even if they are comrades, if they are in the way, you'd get rid of them as well. The clone you send deals with the Anbu, and you burn their bodies to avoid leaving a trace—"
Naruto spoke in a warning tone, cutting off Shisui. "Is there something you wish to tell me?"
"Homaru is dead and Koharu is crippled."
"Does the village suspect we did it? Otherwise, there is no need for this."
"They don't have answers; the people who did it are dead."
"If there is something, I'll no doubt hear about it from the Council," Naruto replied. "I should see the Sandaime soon…"
"And those two?"
"They are worthless to Konoha. Nothing more than trouble. Without them stirring things, we should be fine." Naruto waved his right hand in a dismissive manner. "What is important for now is doing our duties."
Shisui was silent for a couple of moments. "What is your vision for the clan?"
"Weren't you just praising me moments ago?" Naruto asked with a raised eyebrow, his lips curling slightly in amusement.
"You're still Naruto."
"I just want the clan to return to its rightful place. And to ensure those who died can welcome us in the afterlife with open eyes. I believe they are awaiting us, patiently waiting to hear the good news before passing on."
"I'm surprised you believe in that." Shisui said. "But, for things to work out for us, there has to be a willingness to work with the Council. With how things are positioned, you won't be dragged into politics. In my duties, I'll probably play that role."
"It matters not. I'm not greedy for the power to be in my heads. As long as the Uchiha's future can be secured, and we're not staring down at the jaws of a beast, I'll be satisfied."
Kumogakure
A lifted his weights with bubbling frustrations. He'd already hurled two through the wall. Mabui had yelled some unpleasant words. He'd ignored them, and the gaping hole on the wall. It would be fixed. They always fixed it.
His frustration did not subside.
Since becoming Raikage, things have moved rather smoothly. Each day reminds him that power is everything. Strength is politics. Without strength, nothing is achieved or gained.
And yet, here he was, his temper boiling to the bubbling degree. His brain would be fried already if it were filled with hot steam.
Just thinking about his frustrations made him hurl the weight be held through the wall once more. It broke through it, leaving another hole. Mabui didn't comment, but just sighed.
He walked over to his desk and threw himself into his chair, then tossed a sharp glare at the other person in the office—Yugito.
"You didn't tell me he had the Mangekyo!"
Yugito didn't know who, but by the question, it was obvious he meant Naruto. He was the only Uchiha Yugito had faced in battle.
"He didn't show it then."
"Three Mangekyo users! Three!" he shouted. Really, it wasn't the prospect of their power that made him angry. His buttons were pushed because of what they had accomplished in Kirigakure. Or, better put, what they had stopped him from accomplishing.
"Konoha has always had that," Mabui pointed out. "It doesn't change much. The village has lost much of its military strength and now relies on just a handful of fine shinobi."
"A single shinobi can fight ten thousand men!"
Yugito wondered how Mabui remained so calm. She seemed almost nonchalant to the Raikage's spitting. Perhaps she was just used to it. But most shinobi would be squirming in fear of having their heads bitten off and ear drums burst by the loudness of their leader.
"Sandaime-sama is an exception," Mabui replied calmly. "But it isn't taking away Konoha's strength. But none of them can come close to achieving what he achieved."
A ignored Mabui and turned his eyes to Yugito once more. "I'll be sending you to Konohagakure."
"Is that wise?" Mabui asked.
"A show of force," he replied with steel in his voice. "Kirigakure isn't budging and we can't do anything about it. I'm not looking to start a needless war."
"You certainly seemed way too eager to go to war when the Head Ninja was killed."
"That was only because I knew they wouldn't be reckless!" His voice was loud again, but he quickly calmed himself. "Anyway, they got us. And have foiled our plans again. We can't gain anything from Kiri without going to war." He tapped his fingers on his desk, thinking. "We can only try to see if Konoha really is trying to stand in our way."
"And here I thought you wanted to salvage things." Mabui shook her head, but there was no disappointment in her face nor her tone. "What do you hope the visit will achieve?"
"Just to get them to know their place. And we need to he ahead of them. They can"/ always get their way," A said. "At least, without the majority of the Uchiha, Konoha is in a much weaker position than it was a year ago."
"And we're back in square one. We do not have the Byakugan, or one of Kiri's rare bloodlines."
"Don't remind me," he grumbled with contempt. "You and your team should head to Konoha tomorrow. The reaction of the village will dictate our next course of action."
"Hai."
Mabui watched Yugito leave and shut the door behind her before speaking. "What about Kirigakure?"
"You'll go to the Feudal Lord and ask him to talk to his counterpart in the Water Country about Kiri's independence. We'll also send a team to investigate. That will also be something I mention in my letter to Konoha. However, knowing Konoha, it is unlikely they are controlling Kirigakure. The Sandaime Hokage is too kind for that," he said, sneering at the thought.
"The Tsuchikage has been rather quiet about this."
"Who knows what he is thinking?" A shrugged. "It isn't even our concern."
Council Chambers
The Uchiha clan head — it had to be the most prestigious and important position one could ever hold in the entire shinobi world. That was Naruto's position. He didn't feel giddy. But his shoulders were burdened. The clan was a giant, and it required a giant to hold it together. Past clan heads had been giants. He was but a small boy. To command respect, he had to become a giant. At least, with the power Fugaku left behind for him, he could stand tall.
It was in this position as clan head, that Naruto found himself stepping into the Council chambers. It was different from before. Then he was but a subordinate, an Anbu who wore a mask in the night and during day.
The circumstances were different now. He walked with his chest puffed out, sharingan glowing with menace. There would be no bowing. He would sit down like the rest of them.
They were already gathered and seated, arranged in a way that ensured they could all face him. What was this? Cats watching a rat squirm as it was cornered. Despicable creatures enjoyed toying with their prey. But Naruto was not the hunted; he was the hunter.
He settled down without a word, his face devoid of any emotion.
"Thank you for coming here, Naruto-san," the Sandaime said with a small smile. "You've been summoned before the Council as the head of the Uchiha clan, one of the village's noble clans. There are a few things we would like to discuss with you…" the Third paused for a moment before continuing. "Congratulations on becoming clan head. We hope we can work well with you, just as we did with your predecessor. Fugaku led by example, and we can all agree he was a loyal shinobi who stuck to his principles. It is only a pity that due to certain circumstances, we had to lose him."
Naruto placed his hands on the table, displaying a rather relaxed posture. His expression still didn't display any emotion.
"It would be great if we could start off well. However, the village council doesn't seem to trust me. Additionally, I've gotten the impression that some might not have wanted me to become clan head."
Those words were spoken without any hint of anger or suspicion. He spoke them in a casual manner. They should've lightened the mood, but a thick tension gathered. The silence that welcomed his words only sharpened it.
"Can we be blamed for not trusting you?" The Anbu commander asked the question, his eyes staring deeply into Naruto's. "And I request you deactivate your Sharingan when speaking to us."
Naruto raised an eyebrow. He'd never actually dealt with the Anbu commander in his time at Anbu. He didn't need to and didn't care to know. In a few years, Itachi would replace him. He could allow a dying dog to have its last bark.
He didn't deactivate his Sharingan.
Silence settled. The Anbu seemed to want to say something but the Sandaime shushed him.
"What do you mean can you be blamed for not trusting me?"
"Did you forget what you said before this Council?"
"I have a long memory... A very long one," he repeated for emphasis. "But, I believe I made it clear the rebellion was wrong. I did nothing as my clan members were led into a slaughter house. And I am still here. Is that not enough?"
"We never spoke to you about what was to happen. But, now that it has happened, what are your views?" The Sandaime asked with genuine curiosity.
"It was a catastrophe, but there was nothing that could be done about it. Inabi had gone too far that words couldn't convince him otherwise. I'd failed. I was silent for too long, and when I tried to intervene, I jumped in the wrong way..." Naruto said bitterly. "The village decided what needed to be done. Fugaku-sama accepted it. And I can only abide by it, and try to uplift the clan."
"Do you hate us for ordering members of your clan to be killed?" Chouza asked.
Naruto shook his head. "No."
"Really?" Hiashi said skeptically. "Whether we were right or wrong, the reality is that we gave Fugaku-san an order to kill members of his clan. Uchiha blood was shed. That is a fact."
"I'm not going to give you a diplomatic answer."
"But do you understand why the village did what it did?" Shikaku asked.
"I understand," Naruto said. "It's maddening, but I understand. To be honest, I'd have ended up doing it myself. If you ask Itachi, he'll tell you I'd already threatened to kill anyone who would put the entire clan in danger." Naruto smiled slightly, and for the first time, his lips curved upward. He shook his head, readjusting his mask.
"Then you'll be cooperating with us," Shibi said. "We want to ensure the Uchiha have a future in the Leaf and restore it to its former glory. A clan leader, but I understand the power of the Uchiha is needed to keep Konoha safe. To ensure history doesn't repeat itself, there needs to be greater cooperation and transparency," he continued. "Draconian rules without proper explanations will only cause a rift and things won't improve. We want them to improve."
"It's a little hard to believe when the Uchiha have been kicked out of the Council. We've become the only noble clan without any power. The Military Police has been stripped from us..."
"It has nothing to do with the Uchiha in general. If it had been Itachi or Shisui who succeeded Fugaku-sama, the Uchiha would have a seat," the Anbu commander explained in a flat tone. "You are correct, we don't trust you."
"But we want to trust you," the Third Hokage interjected before those words could settle in Naruto's head. "We want to trust you. If we cannot trust each other, there can be no moving forward. We will always be suspicious of what the other is doing."
"I see. As long as you're fair to us, and do not treat us in the same manner as Danzo, we shall have no complaints. We will serve until we too join our fellow Uchiha in the afterlife." Naruto said, his eyes glancing around the chamber. "But, I need to be helped with answers. Cooperation cannot happen when past differences have not been resolved. Does the village accept that it dropped the ball? We were not treated in the right way. Of course, when we feel we're being circled, we will become defensive. If the village cannot accept its part, then cooperation is going to be very difficult."
"Why is that important? You've already said the idea of rebelling was wrong."
"People don't just wake up and decide to revolt," he said. "There are systematic issues. If those issues remain in place, we'll have the same situation again. You're all experienced shinobi; you should know that unless the root of the problem is dealt with, there can be no progress."
Hiruzen said in a bitter tone. "The village didn't handle things properly." He continued, "This Council is not guilty of anything. They can only acknowledge. But the former Council made decisions. I made decisions. For too long, I allowed Danzo's fears to influence me. I was at fault. But Danzo is dead. There is a new Council. That settles the matter, doesn't it?"
Naruto simply nodded and said nothing.
"Since we have settled this part, we must now discuss the Uchiha's role moving forward," Hiruzen said in a mild tone. "You've stated we've removed the Uchiha from the Council and taken the Military Police from you, which is true in some sense.
"The Uchiha will remain in control of the Military Police, but there will be changes. The Military Police will have greater duties to free the Anbu to handle what they are supposed to do – covert operations and other high-risk missions outside the village. I want the Anbu to remain in the shadows to protect Konoha from outside threats. The Military Police will handle internal security and remain as Konoha's defensive unit in times of war.
"I've not discussed this with anyone. This means, the Military Police will take charge of all Konoha's points of entry, guard the walls, and enforce the law. If we employ the abilities of the Noble and other clans, it will be possible to handle these jobs.
"Of course, this gives the Military greater power. This is why it cannot be under the control of a single clan. I will create a new body that will supervise the Military Police. There will be a council, which will have oversight and will be able to issue orders to the Military Police. This council will consist of the Jonin Commander, Anbu Commander, and the head of the Military Police."
There was silence as members of the Council and Naruto, pondered on what the Sandaime had said.
"The Military Police will indeed become more powerful," Chouza said with concern. "But if it includes other clans and there is supervision by different divisions, it means no clan assumes itself to be the master. And there'll be less room for corruption."
"But it will need to be staffed heavily," Hiashi said. "More members of our clans have to go in there."
"Hence the need for a Military Police Academy," Shikaku said. "There can be different divisions and each with its head. We can have the Guard Division, which is in charge of entry points and manning the walls… I assume all important facilities will still be protected by the Anbu?" He asked the Sandaime. The old man nodded his head to confirm. "Then there will be the division in charge of enforcement of law."
"Sandaime-sama, I do suggest we relocate the prison and delegate its management to Anbu or another unit. The Military Police will still, of course, have access to it."
"Acceptable," Hiruzen said. "That should also please, you, yes?" He asked Naruto.
"Yes."
The Uchiha clan head would still be sidelined. It was a temporary measure that would exist as long as he was clan head.
But it didn't disturb Naruto. He had time to apply his mind to the circumstances. True control, he believed, was being in charge without actually holding any real power. At the end of it, he wanted the Uchiha to be able to influence Konoha, and there were various ways to go about it.
"But I do worry that the revolt be held against my clan," Naruto said with concern. "It is a shameful memory for my clan and I hope it isn't something we aren't reminded of again."
"After this meeting, no Council member will be permitted to utter another word. They are not even permitted to tell their successors. The person who will succeed me will not be told either. Should anyone break the rule and tell someone, it will be considered a high crime."
"That is no different than treason," said Hiashi. He wasn't pleased. "We can't be held at ransom like that."
"It is a decision I have taken as Hokage. It will not change."
"What of Ne?" Naruto asked, ignoring the displeasure being displayed by some of the Council members.
"What of it?"
"He is worried that there may be remnants of the organization, and there might be a leak." Shibi said. An outcome that would be catastrophic for the Leaf. This is something that cannot be leaked.
"We have taken care of things with regards to Ne." The Anbu commander replied. "You need not worry about them."
"That eases my worries." Naruto said. "As Shibi-san said, if the truth were to ever come to light, it would be disastrous, not just for the Leaf but for the Uchiha as well. We would not be welcome here. Despite contrary opinions, we love Konoha and do not wish it harm."
"I'm sure that was also the thinking when you decided to revolt." Hiashi could help himself.
Naruto ignored the Hyuga. "Most things are set. Though, the fact that the Uchiha are not part of the Council bothers me a little, I'll live with it. My concern for the moment is Tsunade. I asked the question if we were being foolish for feeling slighted when she was elected as the successor. There was no answer. But I'm still here. And I demand that all shinobi be treated fairly."
"Past actions should mean nothing. She has served Konoha, that is undeniable. But everybody has served Konoha and has made sacrifices. Fugaku-sama served Konoha and made sacrifices for the sake of this village. He is dead now. Tsunade roams free. Her mere presence in Konoha solidified our Military strength. She is still a Kunoichi of the Leaf, refusal to return is insubordination. She must be given a choice; she returns willingly, gets dragged back, or Konoha brands her a rogue shinobi. It is simple."
There was silence with others not wanting to say anything because she was the Sandaime's student.
"He's right. We all make sacrifices for Konoha. I have lost my brothers and other clan members for the sake of Konoha. Who here hasn't lost something? She has been given time to get over her thoughts. Konoha finds itself in a dangerous position at the moment; we must take a stand."
"That is a matter I will discuss with Shikaku. But it is indeed time she returns home," The Sandaime conceded. "Wait for me in my office, Naruto-san."
Naruto nodded and slowly stood up, leaving the chamber without another word.
"I consider the matter with the Uchiha closed. It shall never be spoken about again. You all will die with the secret." Hiruzen spoke in a dead serious tone. "I want to thank you for your service. You have helped me in this difficult time. Without you, the entire Uchiha clan may have been eradicated. It would have been a great loss for Konoha.
"We have gathered a lot and you have made some important decisions. However, as I enter my last days as Hokage, I want you to remember that this Council only functions as the Hokage wills it. Remember this, when in the future, my successor does not consult with you as much as I have done."
Hokage Office
Hiruzen dropped into his chair, and wished Naruto wasn't waiting for him. He needed to rest, to massage his temples and ponder deeply about the future.
Hiruzen asked curiously, "How were your travels?"
"Fruitful." It was apparent the Council hadn't asked him anything because the Third had most likely told them not to.
"I hope Konoha benefits greatly from it." Hiruzen said. "I must admit, I was a little surprised that you'd leave your clan for this long, considering the circumstances."
"It wasn't an easy decision. While I desired to be with them, I also realized the situation wasn't desirable. We are weak. Konoha could be invaded. Without power, we will be crushed. I chose the future over my desire to be around my clansmen." He suppressed the urge to frown at the admission he was about to make. "I also trusted your nature in that nothing would happen to my clan while I was away."
The Sandaime Hokage chuckled at the admission. "I see," he said, staring at the young Uchiha. "Your actions in the Mist are spreading. You'll become known. The more fearsome batch of shinobi we have, the likelier it becomes that our security interests will be secured."
"Of course."
An awkward silence followed.
"I wished to speak with you regarding Military Academy. And Police Force. I made the decision to expand the Police Force knowing that we would have the shinobi trained for this role. Having an academy ensures there is a constant supply of capable shinobi.
"Your ideas are good. I have spoken with Shikaku-san, and we have agreed to allow you to run the Academy. Over the past months, we've had negotiations with the Feudal Lord, and he has agreed to increase the funding for Konoha, provided the Military Police also guards the Fire Capital.
"Nothing has picked up steam yet. The next couple of years will be laying the groundwork and framework for everything to work out. You'll be busy with the academy. I've already prepared all the paperwork. The clans will provide the bulk of your students, and you'll have permission to choose students from the academy."
"I sense there is a 'but' coming..."
Hiruzen smiled. "Yes," he said. "Sasuke can't be kept in Military Police. We need another Uchiha to be available all times for Konoha. You can take him away from the academy and train him. But once he is done, he will become a normal shinobi.
"Military Police will keep the Uchiha crest, in honour of its roots and the Uchiha's role. We still wear the Uzumaki family crest." Hiruzen paused, allowing Naruto to digest everything. "I've had time to consider things. I understand it wouldn't be proper to give Itachi your seat. After two years, trust should have returned with the rest of the Council. If they have no problem with it, I'll allow you to return."
A day later
Kakashi stepped into Naruto's house with Shisui. The house appeared to be going some renovations. The builders were being loud about their business.
Naruto wasn't at the house; Shisui seemed to go into one of the rooms to pick up something before leaving the house.
The Uchiha clan was completely separated from the Leaf. The streets had their own atmosphere. The doom and gloom that once hovered over the grounds had disappeared in the setting sun. What remained were happy children, but fewer of the powerful shinobi that once made the Uchiha Konoha's most powerful clan.
Non-Uchiha were not always welcomed; hell, if a woman married outside of the clan, she was most likely to live outside. Izumi was an example of this. The Uchiha really loved their bloodline and cared for one another.
They found Naruto by the Naka River. He was standing by the edge, hands folded across his back. He didn't even react to their presence.
"Don't take too long. We need pass by the academy before meeting the Sandaime."
"Of course," Naruto said quietly. "Won't you follow me, Kakashi-san?" he asked in a measured tone as he jumped down into the river.
Kakashi felt he wasn't really being given an option. He followed the Uchiha clan head without any worries about his own life.
He landed with a splash in the rough waters. The water's movement made it difficult for him to stand still. However, Naruto remained unbothered and stood still.
"It is a good place to learn chakra control," Naruto said. "I won't keep you waiting for long. I wish to talk to you about your Sharingan. And don't worry, I don't want to take it. If you brought shame to us, then yes. But you've made a name for yourself, and I respect that."
Kakashi wasn't sure what to say, and so, he kept quiet.
"You only have one eye from Obito, and thus, cannot access all of his abilities. I have been told that you have access to a unique ability called Kamui. A space-time ninjutsu that allows you to warp things into a different dimension. Do you have access to this dimension?"
Kakashi shook his head.
"It must be an ability of the other eye. Then again, only when two eyes are used together, can they bring out the best abilities of the Sharingan." Naruto said. "On that note; who else have you told about the blindness caused by the Mangekyo?"
"No one."
I'd like you to keep it that way. People can be ignorant, but that's fine.
A normal childhood? Naruto didn't know the meaning. He'd never had time to play tag with other children or even walk through the entrance of a class. The experience was foreign to him and it was by design. Fugaku demanded more from him. And Naruto didn't have regrets. Even as he watched the academy students play in the playgrounds, he didn't feel envious.
"A little bit of effort, and you can become the top of your class," Naruto said to Shisui. He was sitting on the rooftop of the academy, watching the children.
"It isn't a little bit of effort."
"What I see here, any Uchiha who comes out on top of this place shouldn't be praised."
"You have high expectations."
"Tell me the academy encourages top students."
"It functions as intended."
"Which is why top students leave. Military Academy students cannot leave. They are expected to be exceptional. Failure to meet standards or improve, they'll be removed."
"I'm glad I wont be in the academy. But you must be careful. Not everyone is like us. Some shinobi are born with a limited skillset. There are levels they cannot reach no matter how hard they try."
"I've seen Gai train, Shisui. And believe me, I know we have limits. But there must be a bare minimum a person can achieve." He said, standing up. "Picking from them is going to be troublesome. But this is a task I must take with both hands."
"There is no other choice."
"Indeed."
They hopped through rooftops, and showed up at a training field. There were about fifty Chunin stationed there. The Sandaime Hokage stood in front of the group, addressing them.
"Hokage-sama." Both Naruto and Shisui greeted Hiruzen.
The Third smiled as he acknowledged them. "You stopped by the academy?" he asked.
"Yes."
"Anything you liked?"
"No."
Hiruzen chuckled. "I see," he said and then folded his hands on his back. "Hiashi-san is still choosing. But he informed me that he plans to give you his nephew. He is considered a prodigy within the Hyuga clan. For now, this will be your team. For the next year, you'll train them and hopefully, they'll be Jonin. You'll still have to train other kids. This is just to ensure we have necessary tools in the immediate future."
"They will be ready."
"I'm sure they will," Hiruzen said, pitying the Chunins. He was certain Naruto was going to put them through a hellish training. Hiruzen would allow it. Sentiments would only cripple the village.
Hiruzen then turned around to face the Chunin once more.
"I'm sure you all know these two; Naruto is the head of the Uchiha and will be in charge of your training for the next year. Once you complete your training, you'll be handed over to Shisui, who is the head of Military Police Force." Hiruzen said and then turned to Shisui. "Come with me."
Naruto gazed into the sky.
This was the beginning of his journey within the village. The journey to bring the Uchiha into the pinnacle of power, and to reclaim its rightful place within the Leaf. But also, to ensure Konoha remained as the strongest. Without capable shinobi, others would walk over them.
He faced the shinobi; they looked nervous.
"You've been chosen to become elite shinobi of the Leaf. Mediocrity is not acceptable. You're expected to become elite and handle tasks that will be assigned to you. The Uchiha have handled this job since the creation of the Military Police. And we have done so without failure.
"In this job, you'll sometimes be tasked with arresting Jonin-level shinobi, and sometimes, even Anbu. That is why you must be elite. You must be above Jonin.
"Over the next year, I will break you, instill discipline in you, and make you into elite shinobi," he said, pausing to allow them to absorb his words. "Now, you're all going to attack me with every intention of killing me. Work together, use any means necessary. Give it your best. The outcome will be the same; you'll fail and I will crush you.
"As you head home, I want you to have this picture. Imagine I am wanted in Konoha, for killing Anbu, and stealing valuable Intel that, if it fell into the wrong hands, would cause Konoha to go to war. Or simply, imagine I'm wanted for kidnapping women and children, your sisters, and selling them to criminals in the underworld for sexual trade or organ harvesting, or slavery.
"Imagine you have failed to defeat me. The man who sold your sisters will escape, along with information that could lead to their rescue. The man who stole vital intel has escaped, and Konoha will head into war. When you return home, think about this, and know, this is why you must be elite; for if you fail, you could very well have condemned this village."
