"She has killed Konoha citizens!"

"In a clear case of defense of herself, her property, and the child under her care," the Hokage replied disinterestedly.

"But she can't-"

"Domasu-san," Sarutobi sighed, enjoying every moment of sarcastically exaggerating how very, very sorry he was, "I'm afraid that this is very much a civilian matter. In the same way that your right to refuse service and have your own opinions of people (however grossly misguided or willfully ignorant), it is also your gods blessed right to stupidly antagonize someone who is capable of retaliation. I'm afraid that, until you can produce evidence of some kind, my hands are tied."

"She killed four innocent people!"

"No, she has killed twenty-seven people," Sarutobi informed the portly man with a cool smile that showed more teeth than the fat merchant was comfortable with. "Nine of which were my shinobi and I was forced to rule their deaths as justified because of the exceptionally clear circumstances of defending herself and Naruto. Two of them were Jounin. Rather inconvenient, but such is life, I'm afraid."

Domasu started to sweat, staring at the Sandaime in horror as the scope of the situation finally started to sink in. This wasn't just some vigilante gennin that had taken a shine to the Kyuubi Jinchuuriki. This was someone capable of killing seasoned ninja and willing to do so. This girl, whoever she was, was dangerous.

"Now then," the Sandaime continued, pasting on a genial smile that turned to poison as it reached his eyes. "At the moment, these are simple cases. Breaking and entering. A mugging gone wrong. A hate crime that ended in tragedy. Unfortunate events that can be swept under the rug because the young miss is currently a civilian."

Domasu sighed in relief.

"However…"

Domasu went stiff.

"As soon as her petition to reform the Uzumaki Clan passes, and it will," the Sandaime informed him with a smile that showed just a few too many teeth, "any further incidents could be considered acts of espionage."

Domasu broke into a cold sweat.

"Espionage, as I'm sure you are aware, would make this a military matter regardless of the parties involved, circumstances of the incident, or motives of the antagonists," Sarutobi explained conversationally. "And, seeing as our original treaty Uzumaki was never dissolved, I am inclined to allow Naruto's sister to handle any such incidents… personally. To save on costs of course. We can't waste resources on a couple of children, right?"

"We're already stretched thin! We can't waste resources on a single child!"

Domasu quavered, his careless words ringing ominously in his ears as the Sandaime spoke, the old Hokage's meaning became clear. There would be no help, no interference. The Hokage was going to use the precedents that they themselves had set in the last few years to unleash the Jinchuuriki's protector on them.


Complaints Department

"You're its sister then, are you?"

"Yes," Aki replied evenly.

Smack!

Mr. Odeis smirked in victory as the girl's head snapped to the side, but it evaporated not a second later as he noticed something that chilled him to the bone. She was smiling. No, she was baring her teeth like a wolf as she stared back at him with a single, catlike blue eye that reminded him of ice.

Zip!

"Gurk!" Mr. Odeis gasped, struggling to breathe as a string of ninja wire cinched itself around his throat.

"That was unwise," Aki mused as she casually flicked her fingers, winding the wire round and round like she was playing cat's cradle and lifting Mr. Odeis slowly off his feet. "That makes this a clear case of self-defense, wouldn't you agree?"

Mr. Odeis was unable to respond as he struggled to breathe, his toes just barely able to touch the ground and offer any kind of relief.


Sometime Later…

"Good afternoon, I'd like to lodge a complaint," Aki greeted the chunnin on duty with a bland smile.

"And what is the nature of this complaint?" the chunnin responded boredly, not even looking up from his paperwork.

"Unlawful business practices, gross discriminations, assault of a minor, battery of a minor, and treason," Aki replied in kind.

The entire room went silent as those present all turned to stare at her.

Aki's smile turned sharp as the chunnin in front of her seemed to come to his senses, eyes falling to the three whisker-like marks on each of her cheeks. "I have everything detailed here in my incident report if you-"

"You're the one who put Mr. Odeis in the hospital?" the desk chunnin interrupted, his eyes narrowed.

Aki paused, her smile never wavering. "I am the one who performed the arrest, yes," she answered simply. "Which is why I'm here to process-"

"You nearly killed him!"

"I didn't even come close to killing him," Aki replied without concern even as her smile widened ever so slightly, showing her fangs. "Though, it might have been kinder if I had. Torture involving a noose is bad enough on its own. Using ninja wire makes it… excruciating."

"You assaulted-"

"Self-defense," Aki corrected boredly. "He struck me first after several minutes of verbal abuse and threats of bodily harm to myself and Naruto. I will, of course, be pressing charges."

"We will not-"

"Are you refusing to execute your duty to the letter of the law, sir?" Aki asked with a smile that was all teeth. "Because that would be treason."

The chunnin glared at her mutinously. "I don't take orders from you," he snarled.

"No, we both take orders from the Hokage," Aki acknowledged. "And under the Hokage's laws, my actions were not only justified but merciful. As a citizen of Konoha, it would be my right to slit his throat on the spot for speaking of Naruto's status as anything but a normal human. That I didn't, shows clear restraint in the face of overwhelming hostility while he has demonstrated that he is a criminally abusive disturber of the peace and a traitor. If you refuse to acknowledge this, I can arrest you for dereliction of duty. If you resist, since you are a chunnin and I am a gennin, I am not required to show any sort of restraint, meaning I can and will use lethal force."

"Are you threatening me, brat?"

Aki's smile widened ever so slightly. "Not at all!" she chirped. "I'm promising that, if you refuse to do your duty… I will do mine."

"Psht, you really think you can take me, girly?"

"I could smear your guts across this office without taking a single step from this spot," Aki demured, her smile never faltering as she stared the man down.

"Um, Ichiru?" one of the other chunnin began, sensing danger. "I don't think-"

Ichiru either didn't hear the warning or didn't care as he lunged.

Aki smiled, "Rasengan," she growled, an orb of spiraling charka howling to life in her palm as she swung it toward the unfortunate young man.

"Gurk!" the chunnin managed before his entire abdominal cavity explode out his back, spraying over the entire office behind him as his coworkers screamed in horror.

Aki didn't even acknowledge her enemy as he fell to the ground with a wet slap before she moved to the next deck. "Good afternoon," she greeted the quivering chunnin with a genial smile. "I'd like to lodge a complaint."
