While house elves are not capable of doing construction work in this story, the house elves contingent working at Skyward School of Practical Sorcery does include a number of former Hogwarts house elves. And I can only think of arguments against Time Turners instead of for them.
I have edited chapter 74 to change Alexander's last name to Ivanoff. I did not know Russian surnames and had simply picked the name after looking up a list of Russian surnames.
While Heather Abbott's dreams of owning and running her own school were coming true, Lord Voldemort's hopes of making a comeback were being shattered.
Voldemort had felt extremely nervous when he had never heard back from Barty Crouch Jr. after their face to face meeting in Voldemort's Albanian forest hideout.
That meeting had brought so much hope to Voldemort that he had felt a happy balloon swelling up inside him. The lack of response from Barty Crouch after that had given that happy balloon a giant puncture.
While Barty Crouch Jr. had in fact carried his invisibility cloak back home with him, in his excitement at the prospect of killing his father to ensure the continued rise of the Dark, he hadn't put it on but had apparated into the house straight away. This was a costly blunder for the younger Crouch.
Barty Crouch Sr, who had realized his son's escape, had stayed with his wand at the ready awaiting his son's return and stunned him when he entered the house and put his invisibility cloak beck on him.
Instead of sacking Winky, as Voldemort had anticipated, Barty Crouch Sr. had taken an entirely different approach. He had kept Winky and given her three prominent orders: make sure Barty Crouch Jr. never leaves the house, make sure he never takes off his invisibility cloak, and make sure he never sends anyone messages. These orders were intended to make sure no one knew that Barty Crouch Jr. was still alive, lest anyone wish to help him try to return to his master.
Barty Crouch sr. had feared that if he had sacked Winky that she might be so distressed about her dismissal that she might let something slip. Furthermore, even in an even keeled state, Barty Crouch sr. did not trust Winky. He knew in his heart of hearts that she was more loyal to his son than she was to him. Thus, the only way he could retain any control at all over Winky, especially when it came to what came out of her mouth, was to remain her master. In addition to the prominent orders, he had given Winky to keep a nonstop eye on his son, he had also given Winky an order restricting her to the inside of the house, barring her from leaving at any time for any reason unless he ordered her to.
Winky may not have felt much affection for the older Crouch, but fear and shame caused her to keep following orders.
She feared the punishments she might receive if her master caught her disobeying orders and she also feared that he might also punish and blame the younger Crouch if she didn't follow orders. She also knew that the threat of clothes loomed if she disobeyed her master, and she couldn't bear the thought of the shame of being sacked.
As much as she hated what she was doing and hated herself for doing it, Winky believed that the best way to protect herself and her preferred Crouch was in fact to follow her master's orders.
Winky did her job so well that Barty Crouch Jr. didn't have another chance to meet or message Voldemort.
After a while, Voldemort worked out the truth, or at least, part of the truth. He wasn't sure what had happened with Winky, but he had correctly guessed that Barty Crouch Jr. had been captured by his father before he had been able to kill him.
Voldemort didn't dare try apparating into the Crouch's house. he knew apparition into it would be restricted to those explicitly granted permission to enter.
Voldemort also realized that if all his Horcruxes were destroyed before he could get a body that he would die without being able to return.
He did not know that all but one Horcrux had been destroyed. In fact, he didn't know that any of them had been destroyed. He intuitively sensed with the way things were going for Dark Witches and Wizards recently that it was a matter of time before his secret was discovered.
Voldemort desperately wanted to check the hiding spots of all of hos Horcruxes to make sure they were still there.
But he couldn't. He was shadow and vapor. Far too physically weak to do one piece of grueling travel, let alone multiple pieces of grueling travel.
A sense of hopelessness came over Voldemort as he pondered everything that had happened or not happened over the past three months.
His normal attitude that fate would always favor Lord Voldemort had melted away like an ice cube on an Arizona sidewalk on a hot July day.
"Will I ever rise again?" Voldemort asked himself quietly, pessimism consuming him.
