"I can't believe you allowed this to happen."
To say Toshinori Yagi was mentally kicking himself all over the place would be an understatement.
Here was, in the office or his soon to be boss; the smartest creature alive: A mouse…rodent…bear…A mamal of some kind called Nedzu, who for once in his life was NOT smiling.
NEVER a good sign,
"Let's see…." The principal of UA High looked over the reports and video. "Backdraft focused on putting out the fires, as he should…And Kamui Woods, despite being at a massive disadvantage and risking catching flame, did jump in to save civilians in the inferno. All involved also did respond quickly…"
His mood then soured. Never a good thing.
"Sadly, that's all most of them did. None of them aimed for the villain's eye. Mount Lady, on grounds of having to make 'a big entrance', don't you dare giggle, remained on standby when she could've shrank and then attacked. These are all established Pros with proper Hero education and training…and they did so poorly that a Quirkless boy stepped in and saved the hostage before you came in. I believe that is all, correct?"
"That is correct sir." Toshinori said. "I-I was going to tell him he did a good job...but then all my fans crowded me."
"Still, you should have done a better job with handling the situation." A reluctant Nedzu pointed out, before composing himself. "Toshinori, look at me."
The man did not.
"Look at me, Toshinori Yagi."
Now seen the risen head of one of the people he respected more than anyone else, Nedzu began to speak.
"Never let it be said you did not earn the title 'Symbol of Peace.' You have gone above and beyond, saved countless civilians and averted disasters, inspired so many to follow in your ways, even in your crippled state…But despite all the good, you've also harmed Hero Society just as much."
Before a confused All Might could ask what he meant, Nedzu held up a paw and continued.
"People EXPECT you or someone like you to handle problems: To show up when needed and make it look easy. As today's incident shows, many Pros lack the ability to think beyond Quirks. And as a cherry to top the cake, they have taught themselves to care less about the lives of civilians in danger: To WAIT for someone else. I repeat…if they cannot handle a problem, they are willing to wait and watch lives be snuffed out."
The more Nedzu spoke, the more his words made absolute sense to Toshinori. He'd have to be a blind idiot to not see what was in front of him; society was stagnating because of him and he had done nothing to try and change that.
"And this Quirkless boy did better than the ten Pro Heroes who were there, only to be berated just for doing the right thing."
The bestial creature helped himself to some tea, leaving Toshinori to stew in his sadness and shame. It was true, heck, that was why he was so determined to make the boy his successor….
"You would not believe the amount of convincing it took for me to keep Hell Blizzard from cutting her Hero Study to aid the boy." Nedzu sighed.
The blonde was brought out of his musings by that reveal.
"Blizzard of the second years? " He asked, getting a nod. "The girl whose all but united her year under her thumb? Why would she care about….?"
"The boy Death Arms and Chivalrous Visor berated? Turns out, he's her little brother."
A hush fell over the room.
"And by extension, he's also Tatsumaki's younger brother. And yes, I do mean the S-ranker Tatsumaki.:"
The S-Rankers. Ten incredibly powerful heroes, most on par with All Might at his peak in some manner. Most where hero school graduates, but a few where just so good they were handed a license and well, the results spoke for themselves.
And Tatsumaki was, without a doubt, one of, if not THE strongest member: Even as a little girl she'd eclipsed most tele-quirk users…
Wait.
'As a child…'
Tatsumaki and Fubuki where the boy's sisters…. Siblings. Which left the question:
'Who the hell are their parents?!'
Then, as if to milk this shock for all it was worth, Nedzu then added one last point:
"The sole son of Omni Man and Quatro; Izuku Midoriya."
"You know he hates that name." Toshinori said on reflex, making the Prinicpal chuckle. "Hisashi, I mean."
"Ah yes, the 'Ryusei' incident that made my predecessor retire." Nedzu chuckled; how silly those two boys had been; nearly destroying UA over a hero-name….
As the rodent reminisced and dreamed, so did Toshinori; recalling his mentor's daughter, the heroine now known as Quatro, bringing them lunches and lecturing Gran Torino on being too rough on him. Inko had seemed too kind to be a heroine, he'd always mused…But then again, losing first your father and then your mother changes a woman.
The blonde man's memories then turned to 'Omni Man', or as he'd have liked to have been called before another blonde hunk 'stole' that title, 'Ryusei.' A strange young man with a plethora of powers who eventually became a good friend and one of the few Heroes NOT limited to his nation.
A chuckle escaped Toshinori. With a family like that and showing like today? He KNEW he'd made the right choice.
"Well, as soon as I find him, I was going to offer Izuku my Quirk."
"…Toshinori, I hope this is not out of pity for crushing his dream." Nedzu mused. "Which, while I understand your message…"
"No! Not at all!" The blonde tried to assure his boss, before buckling under his unamused gaze. "Okay, a little…But you said so yourself! He's an ideal hero candidate, he just needs a boost! And, if mine and David's research into One for All is correct…his Quirklessness may be a boon to him."
This got Nedzu's attention.
"Really? How so?"
"David thinks, and I'm inclined to agree, that because I didn't have a Quirk when Nana-sensei gave me the power, it worked so well with me and allowed me to reach this ripe ol' age with no health problems beyond what All for One's final blow caused."
"Then why not offer your Quirk to Mumen Rider?" Nedzu asked, a smile on his face when he saw Toshinori stumble and then smack himself on the forehead. "In all seriousness, I understand your reasoning, Toshi. I really do. But if you're absolutely positive that he is the one worthy of passing One For All down to, he'll need time...and I refuse to let history repeat itself."
"Repeat…? Nedzu, I have done so much, you said so yourself!"
"And imagine how much more you could've done WITH help!" Nedzu snapped back, slamming his hands on his desk and making the man back away in slight fear. "And I'm not just talking about Sorahiko, Mirai, David and your agency, no. I'm talking about but an actual support group!? A group that knew your burden and helped you shoulder and carry the world. A group who'd have your back and let you rest when you needed it?"
Taking a few breathes, Nedzu recomposed himself as he reached into his desk.
"Apologies, Toshinori. Perhaps, seeing you like this; an old tiger eagerly awaiting to go down fighting? Resonates with me and reminds me of the bigger picture….But enough. I would not call you in just to lecture you. After all, you are the symbol peace, the #1 hero of our Japan and in some peoples' eyes, the world. You are, as I said before, extraordinary and deserving of all your praise. But you're the only you. At least…that's what I thought."
Pulling out several folders, he allowed his newest hire to read them.
"I've found several students very much like Izuku: Truly kind and understanding what heroes do with little care for reward…but all disadvantaged in some manner, be it Quirk, background or other."
All Might scanned through some of the potential students: He spied a few disadvantages; not 'human' in the eyes of some, momentary lapses in bad situations, wrong place at the wrong time…
"And there's just enough of them to warrant a new, slightly smaller class of freshmen…. YOUR class of freshmen." Nedzu said.
For the umpteenth time, Toshinori clammed up. An entire class?! On top of Hero Studies?! That alone was daunting; public speechs aside, he'd never taught anyone!
"Good, you're worried." Nedzu mused. "Shows you know how important this is and are taking it seriously. If needed, look at it this way; your successor while have what you should've; a true circle of companions who also trained under you. Take it or leave it, All Might. All or none."
"I understand." Toshinori sighed. "I'll do my best to also train the rest of these children as well.
"As long as we're in agreement," Nedzu said. "I don't want any room for argument... And don't worry about heckling from Aizawa, he'll learn your circumstances by week's end."
MHA
After a shouting from Katsuki on top f the reprimand he'd gotten from Death Arm and Chivalrous Visor, Izuku sighed as he trudged back home, just wanting this day to end.
The house was empty when he got in, making him sigh.
"Guess they must be busy."
He quickly opened his phone and saw that, yup, they were busy.
See, as we read above, Izuku Midoriya wasn't your average Quirkless teenage boy in a world full of superpowers; He was also the son of two very prominent Pro Heroes; Hisashi and Inko Midoriya, known to the public as Omni-Man and Quatro. And it wasn't just them, he was also the younger brother of up-and-rising stars, Terrible Tornado AKA Tatsumaki Midoriya, and Hell Blizzard AKA Fubuki Midoriya.
You can imagine being the only child in your family without powers can be a challenge, but Izuku was blessed with loving and understanding siblings and parents. They always encouraged him, telling him to shoot for the stars and always pursue his dreams, even when the rest of the world tried putting him down.
That and…helpi ng his mother keep his father and sisters from rampaging at any perceived slight towards him.
Speaking of which, a ringing from the telephone got his attention as he went to answer it.
"Hello?"
"Izuku!" His younger older sister, Fubuki beamed. "Thank goodness, was afraid you were in a station! So, to be clear…Sis andIknow about the Sludge Villain….
Izuku winced, preparing for yet ANOTHER lecture; honestly, this one would be far, FAR worse: Bullies, Quirkists and Pros were one thing, but from his family?
"And we AND ma and pa are so proud of you!"
This shocked the young boy…but it also brightened Izuku's day considerably.
"I mean, you really shouldn't have run in, but with nothing but a backpack and grit? That right there PROVES you got more hero chops than anyone in your dump of a school…Not that me and sis are surprised…."
"Wait, how do mom and dad know?" Izuku suddenly realized. "Last I heard, dad was helping NASA around Saturn, mom was searching for a Weather Quirk user and Four Kind doesn't let you carry your phone on the clock."
"..I…Miiiiiight've bent that rule to text mom and dad…." Fubuki confessed. "And come on, with all the techies in the S-Rankers, you think Tatsu wouldn't find out? On that note, she's already putting a call for the Pros who berated you, so…well, can't say I'm sorry they'll have a mark on their records."
An explosion was suddenly heard on the other end, followed by Fubuki groaning in frustration.
"Ugh, sorry Izuku! This stupid mosquito bitch is giving me and my team trouble. See you soon! Love you with all my heart, stay safe until I get…DAMMIT BOYS STOP STARING AT HER, SHE'S A VILLAIN!"
As Fubuki hung up, Izuku, now much happier, decided to head out to stretch his legs and pick up some dinner for himself tonight. Thankfully, his family was very well off so he didn't have to worry about finances or anything.

Dust 'Till Dawn was a nice little family-owned convenience store that sold just about anything that people needed. The kindly old man who ran the shop, Jiji, was a friend of Hisashi and always gave Izuku and his sisters discounts on his products, so the Midoriya family never went anywhere else.
The door was within his eyesight when he spied a yellow motorcycle pulling up to the shop, one of the riders getting off and taking off their helmet.
"Stay safe, Yang!" She asked. "And TRY not to demolish another club."
"No promises, Rubes. Pick you up in an hour, tops." The rider teased under their helmet as they drove away.
Izuku, now at the door, finally realized 'Rubes' wanted to go in as well and, being a gentleman, opened the door for them.
"After you." He smiled, only to freeze when he got a good look at her.
Yes. Her. She was his age; paler skin like ivory, contrasted by the red and black hair on her eyes and complimented by her silver eyes.
In other words? Very cute and, dare Izuku say it? Pretty.
"Oh thanks! See you inside!" She beamed as she walked on in, leaving Izuku frozen in place as he realized:
'HOLY COW! I JUST TALKED TO A GIRL! THAT I'M NOT RELATED TOO! AND SHE'S CUTE!"
'You didn't really talk, you just opened the door and ushered…'
'SHUT UP AND LET ME HAVE THIS, GODDAMIT!"
Composing himself, Izuku walked on inside, waving to Jiji as he entered and made his way to the microwaveable foods: Ramen, Teriyaki…Ah! There was the Katsudon bento! Grabbing his favorite dinner and a pop, izuku began to make his way over to pay
"Oh, Izu! The latest issues came in. I put them on display an hour ago." Jiji smiled as he pointed to the magazine section. Izuku put his meal down and marched forward, only to pause when he saw the girl was there too, reading the 'Support Shadow' magazine with an issue of 'Weapons Weekly' gently under her arm, all while balancing a bag of cookies and a ramen bowl.
Gulping and shooting a now whistling Jiji a light glare, Izuku made his way over and tried to be as little in the girl's way as possible.
"Pardon me. S-sorry!" he managed with a meek smile as he reached beside her. He paused ever so briefly as he could make out some of the music playing on her headphones. "Williams?"
The girl looked confused, so izuku pointed to her headphones and asked again:
"Jeff Williams?"
She nodded, a hopeful smile on her face.
"That sounds like one of his older ones. I've just started listening to him…" Izuku admitted.
"Yup. This'll be the Day; my all time fave. What was your first song?" the girl asked.
"…His crossover with Caleb Hyles." Izuku admitted.
"Hero?! Oh, I loved that one!"
"R-really? Everyone else said it was…not him."
"He was experimenting, and I'd say it worked." The girl responded. "Plus, Caleb Hyles makes everything great!"
Izuku smiled as he finally grabbed the latest issues of 'Analysis Annual', 'Super Scope' and 'Hero Weekly.'
"Wait, you read Analysis Annual too?" The girl asked, in shock.
Izuku nodded, musing she wasn't holding a copy because it was…pricey.
"You read it?" he asked.
"Yeah, at the library." She admitted. "Sucks; the articles are great, but they only come out once a year and they cost about the same…"
"As a dinner for six at a Chinese resteraunt?' Izuku finished, unknowinyly saying the same as the girl. They chuckled nervously. "Y-you know? If you want, I could get another copy."
"You'd do that? No way! That'll wipe out your allowance for a month I bet! Sides, you don't…! Oh sweet Monty! I don't even know your name!"
Realzing this and mentally slapping himself for not introducing himself, izuku let out a hand:
"Izuku Midoriya at your service."
The girl smiled and offered her own hand.
"Ruby. Ruby Rose."
As the two shook hands, they didn't notice a small gang of well dressed men walk into the store and level blades at Jiji.
"Do you have any idea how hard it is to find a store like this not under…?"
"There's a reason for that." Jiji said, opening the cashier. "Take it and leave if you know what's good for you."
",,,You're surprisingly cooperative yet snarky." The leader mused.
"Sorry, but it takes either big stones or planetary levels of stupidity to stir up trouble in Omni and Quatro's neighborhood." Jiji said.
"Fair point and agreed." The man said with a shrug, then spying the two teens. "Well, if you don't care for your money…which we're not here for…Perhaps you care about those two?"
Jiji's eyes widened as a thug marched closer to the kids. But not out of fear; his face was screaming 'ARE YOU SUICIDAL?!'
The reason for that came soon:
"Alright kids. Hands were I can see em!" One of the thugs demanded.
He went ignored.
"Drive Knight may be more experienced, but his tech is lower and he looks scary." Ruby pointed out.
"Fair point." Izuku said. "And Genos IS constantly getting upgraded…Still, shouldn't downplay cybernetics."
"Eh, good point." Ruby mused.
"Hey brats! I said; 'hands where I can see them!'" the thug repeated himself. Again he went ignored.
"Okay, the civilian fandom idea that All Might and King are related, yeah or nay?" Izuku asked.
"Nay! And as someone with a half sister, I'd know." Ruby retorted.
"And as someone with two sisters who are very different looking…I must say I agree with you." Izuku replied.
"Thank you."
"YOU BRATS GOT A DEATH WISH?!" The thug roared, grabbing them by the shoulder and turning them around.
"…Yes?" Ruby asked.
"Can we help you, Yakuza-wannabe san?" Izuku asked, getting a laugh from Jiji.
"I said…'Hands. Where. I. Can. See. Them!'" The Thug repeated himself.
"Wait…are you…? Threatening us?" Ruby asked.
"YES!" The thug roared.
"…Oh."
And then she kicked him out of the store and raced towards most of the group, a torrent of…red petals?
'Must be part of her quirk; to break down her body so she can go fast.' Izuku mused as he then saw Ruby outside the store…wielding what looked like a red scythe with some parts of a rifle and looking as cool and confident as she could be. 'Holy cow, she is amazing.'
"…Get her!" The leader moaned to his henchmen, save for two on the rgound. "Not you! Help the old man…remember his role in a robbery."
Not at this point, Izuku had a choice: Call for a nearby the cops or a nearby Pro and hope Ruby could handle it (which she could, judging by how quick the thugs were falling) while risk letting Jiji get hurt. Or…?
"Well, I've already gotten in trouble once today. What's one more?" Izuku shrugged.
And with that he slammed into two of the thugs and kicked another in the shins before tossing their blades as far as he could. Taking advantage of their disorientation, he knocked some candy aisles on top of them,
"Sorry Jiji!"
"No worries!" The old man assured him before the leader pushed him aside and grabbed something under the counter before running. "Don't let him get away with those!"
Izuku helped Jiji upwards before racing after the theif, seeing Ruby right behind. When they reached a rooftop, they saw him about to enter a helicopter being driven by a lovely woman in a red dress.
"Well, Red. Green. You've made this evening far more interesting, but in the immortal words of Bernold Schwartz-and-Jeager…"
He then took out a dart and inserted it into his cane, which he leveled like a rilfe.
"Hasta la visita, babies!"
He then fired, Izuku leaping to push Ruby aside and to the ground, waii ng for the dart to hit…
"Stay down."
The dart was floating in place and a tall, blonde, bespecled woman in a short cape that screamed 'Teacher' stood between the two teens and the copter, pushing her glasses upwards and sending the dart back to the villain, who barely dodged and got inside.
"We got a hero!" he snapped at his pilot.
"Then take over, Roman." The woman snapped as she made her way over. "Really? Its Goodwitch that has you scared?"
Telekinetic Hero Goodwitch! Ranked 44 on the Hero Board. Her Quirk, Telekinesis! She can left and blend anything with her mind!
The woman began to move her arms, summoning glass shards she fired at her opponent. Said opponent delfected easily and sent some back.
"Yes I'm worried! Just be glad its not Hell Blizzard or Terrible Tornado?" Roman snapped at his arrogant partner.
"Tatsumaki?" Roman's accomplice said as she began to mix fire into her glass. "HA! That overglorified, lolicon-causing strumpet who needed mommy and daddy to bail her out of the HPSC, only to grovel back and join their S-Rankers? The only way could stop us would be if she used the 'puppy eyes'…and I've killed puppies for less. Besides, what could she do with a Tele-kill helicopter? Her Quirk…"
Said helicopter suddenly ceased in motion and was covered by a green glow…as the wall behind the villainess was ripped off and crushed.
The woman shielding Izuku and Ruby smirked and placed her wand down.
"…She's behind me, isn't she?" Roman's accomplice managed.
Indeed. There was Tatsumaki herself. And she was NOT amused, to say the least.
Now to her credit, the villainess DID attempt to fight back. Pity Tornado's barrier was so strong that glass and fire did nothing to it….Not that the villainess could, agfter her wrists were menbatlly snapped and she found herself being mentally lifted towards the S-Ranker.
"…Did you graze my precious baby brother?" Tatsumaki asked.
"Um, Miss Tornado?" Roman butted in. "I would just like to say.,…I had nothing to do with this and tried to amscray, but you know multi-power havers…"
"Shut up."
"Yes ma'am."
The s-ranker then turned her attention back to her target and smiled evilly.
"Oh., the HPSC AND UN have been looking for you, Cinder….Your mistress done goofed sending you into MY nieghborhood…where MY little brother is….and expecting me to let you leave in one piece."
"Well…" Roman said, abandoning the pilot seat. "You two seem to have some issues to work out, so in the immortal words of a certain Beligum detective…ALLONSY!"
And this, he leapt out of the cockpit, a slide of wax giving him a bridge to flee.
Ruby leveled her weapon and readied to shoot, while Izuku picked up a pebble and shot it beside the heroine who had saved him and Ruby.
The two shots hit; Ruby's shattereing the image of a fleeing Roman and Izuku;s pebble angering a girl of mismatched eyes and hair that reminded him of Neopolition Ice cream.
Roman stood at the girls side and with a bow from both, they vanished.
Tatsumaki then knocked out 'Cinder' and leveled down to her brother.
"IZU! Are you okay? Are you hurt? I swear…!"
"Ahem."
She remembered she wasn't alone.
"Thank you, for protecting him, Glynda."
"You're a hero…Can I have your autograph?!" Both Izuku and Ruby, seemingly not at all traumitzed or bothered, asked the two in giddy, hopeful voices.
INHERANT
"…Oh that boy of yours cannot stay out of trouble…" Nedzu sighed as he and Toshinori drove to a police station. "…And yet I adore him already."

So, here we are; an inverse and lighter/softer version of Class Sanctuary thought up by Mrotrax! Not much I can say here, this is mostly his brainchild, but I'll try my best to help out with spelling corrections and stuff.
Also, yes, Hisashi Midoriya is named after Omni-Man from Invincible, you can probably guess what me and Mrotrax are planning on doing with him here.

Along with a lighter and brighter 'Sancutary', this story is partly also a redo of KL's first attempt at his 'Devil Fruit Hero' story, which was posted on my profile before we deleted it due to a better version…and my own sense of over perfectionism delaying the chapters.
Now, this will NOT be a complete retread of Sancutary! Different cast and different stories, but much lighter and softer.
Also, this is an Emerald Rose/ Izuku x Ruby story. No like? No read.
