Ch. 40: Hitojichi no jōkyō part 1
The scene shifts inside the establishment, where armed men are aiming their weapons at the hostages, who became terrified after the hostage-takers ruthlessly executed another hostage just to pressure the authorities to give in to the hostage-takers' demands. The hostages were terrified as they were forced to recall how the ordeal started.
-FLASHBACK-
An hour ago…
As more people flock Shibuya Sky, one of the customers glanced at the display of wines and other cocktail that are being displayed, and she could only feel giddy as she looked forward to an exciting event, but then her musings were interrupted when screams of terror are heard, where armed men, dressed in brown SWAT gears and black vests entered Shibuya Sky and surrounded the entrance and exit areas.
Armed with high-powered weapons, they aimed it at the terrified visitors and told them to stay where they are as they are now hostages and will be used as ransom which the hostages offered their valuables in exchange for their freedom, as they believed that the hostage-takers are after money and nothing more, as they brought out their gadgets, money and jewelry.
"Here!"
"Take this!"
"Its brand new!"
"Take my credit card!"
"My ring is worth over a million Yen..."
"Just don't kill us!"
"We'll give you anything!"
"So please…"
One of the hostages observe the situation calmly but her eyes went wide-eyed as one of the hostage-takers came and said that money is not what they are after, and threatened to shoot them if they do not shut up, pushing the machine gun's nozzle onto one of the wealthy visitors, which she was in a state of disbelief as the hostage-taker in question, appeared indifferent and aimed his weapon towards the hostages.
"Keep it to yourself."
"Huh?"
"Eh?"
"What?"
"Utter a single letter and I'll shoot you on the spot…"
"Huh?"
"Eh?"
"What?"
The hostages were shocked at what they are seeing, as the hostage-taker appeared that he is not after the hostages' valuables, and he is holding a high-powered weapon aiming at the hostages, and what's more, he appeared to be a member of a group as other hostage-takers surrounded the place and the leader gives the member instructions which he obliged without question.
"You know the drill?"
"Yes."
"If anyone makes an attempt to escape, kill."
"Yes."
"Be it a man, woman or child. If there is an escape attempt, take no prisoners."
"Yes."
"So do it accordingly."
"Yes."
The leader of the hostage-takers then brought out a smartphone and contacted the mayor of Tokyo and Shibuya via ZOOM, where he told them that they are holding hostages and made a demand, in which they are to secure the release of a dangerous terrorist leader and told the two mayors that if they are not going to give in to the demands they are going to execute a hostage in every 10 minutes until no one is left.
The mayors were rebuked the demands and called them idiots, saying that they won't get anything from the authorities of Tokyo and Shibuya, as they believed that the hostage-takers are merely bluffing, and told them to take their STUNTS elsewhere, and instead told them that the police will capture them in no time.
"Get lost!"
"Put an egg on your shoe!"
"You idiot!"
"This isn't a charity show!"
"Jerk off!"
"Don't waste our time!"
"Find a hooker!"
"Yeah!"
Anticipating this, the leader of the hostage-takers aimed the live footage at the hostages, where one of the gunmen grabbed a female hostage, a woman who is eight months pregnant, and there they made her stand outside the establishment before one of the hostage-takers brought out an RPG and fired a shell, hitting and killing the pregnant woman while her remains were splattered towards the ground below, causing the other hostages to scream in terror.
"EEEEEEKKKK!"
"KKKKKKKYYYYYYAAAAHHHH!"
"WWWWWWAAAAAHHHH!"
"HHHHHHEEEEELLLPPPPP!"
"EEEEEEKKKK!"

Outside the tower, the officer told Naegi and Kibo about what the hostage-takers demanded, and this made the two teens stare at each other, seeing that the situation is serious than expected, and the teen cyborg said that it is likely that they are glancing at the windows via binoculars, said that to infiltrate it, they would have to sneak around out of the hostage-takers' sights, which Naegi agreed.
"Naegi-sensei…we should plan this out carefully."
"Yeah."
"I suggest that we sneak around where the hostage-takers can't see us."
"I see. That's a viable option."
"Yes. We can't go to the main entrance. The hostage-takers would see us and it would prompt them to sacrifice another hostage just to keep everyone back."
"Understood. We should figure out where to enter the establishment."
"Indeed."
"…"
Kibo and Naegi glanced at each other, and recognize the severity of the situation, and both agreed that they need to infiltrate the tower as soon as possible before another victim gets unreasonably executed, and Kibo whispered to Naegi, asking if he could move at fast speed so as to get inside the tower faster, which Naegi nodded.
"Naegi-sensei…can you move a bit faster once we're inside…?"
"Yeah, I suppose…"
"You're speed might be the deciding factor in order to defeat the hostage-takers…"
"I see…"
"I am suggesting that we do a divide and conquer plan…"
"I get the drift…I'm in."
"Really, sensei…?"
"Yes."
As the two hero course students are strategizing, another body was thrown out, which another pregnant woman landed on the ground, which it bore two gunshot wounds from a shotgun, one on the head and the other on her stomach, killing the unborn child inside, shocking the policemen as they realize that another deadlock has passed and this puts more pressure to the policemen.
Naegi and Kibo decided to make their move and leaves the scene and decided to go around where none of the hostage-takers could see them, and there they met up with the maintenance worker of the tower and asked if there is an alternate way to get inside without going to the main entrance.
The maintenance worker nodded and said that they can go behind since there is no windows on the back of the 30th floor, and this gives Kibo the motivation to commence the rescue operation, and there Kibo tells Naegi to head towards the 30th floor via the fire exit, saying that this would catch the hostage-takers unaware as the teen cyborg will pass by the main hallway so as to distract the hostage-takers.
"Are you sure about this, Kibo?"
"Yes."
"But…"
"My body is bulletproof…so I can withstand enemy blasts…you should sneak your way up via the fire exit…"
"I see…"
"We shouldn't waste time, Naegi-sensei."
"Okay. It's decided."
"Okay."
Nodding in agreement, both Naegi and Kibo went behind the tower and entered the tower via the alternate entrance and began to split up, with Kibo taking the main hallway and went via the main stairway while Naegi went inside the fire exit, and sweat-dropped as he saw the stairs, realizing that he would have to climb his way up to the 30th floor, and guessed that Kibo would get there first given his cybernetic components.
"I wonder if Kibo has more LUCK than mine…"

At the Diet building, various Diet officials are scrambling as they are facing a dilemma as the hostage-takers demanded that they release a criminal identified as Seizan Tokugawa, in which the Diet officials realized that the hostage-takers turn out to be Shade, which the Diet officials became worried and are now more than determined to either capture them or eliminate them discreetly and secretly as much as possible.
As it turns out, originally an anti-terrorist unit which deals with eliminating dangerous terrorists on behalf of the Japanese diet, it was a huge asset in keeping the peace and order situation within Japan until Shade was eventually disbanded when its acts of human experimentation were publicly revealed with its leader Seizan Tokugawa arrested.
This happened just roughly two months before current situation, which the Shade members were making plans to secure Tokugawa's release and to try an experiment to keep the police and possible soldiers at bay if things went SOUTH, and seeing that a hostage situation is feasible, Shade members came up with an idea and planned the hostage-taking situation after getting Intel about the inauguration of the Shibuya Sky.
In retaliation, the remaining rogue Shade operators seized the Shibuya Sky building and made threats of a live broadcast for a single hostage to be killed every minute if their leader isn't released within two hours. And the murder of the pregnant woman is just the start, and now the Diet officials are making steps to stop Shade, secure the hostages and to keep the secrets a secret before Shade attempted to expose the Diet's involvement.
"We got to do something!"
"Shade must be stopped!"
"I agree! We can't let them expose the secret!"
"We should kill them!"
"But what about the hostages?"
"We should sacrifice them! Our priority now is to eliminate Shade no matter what!"
"You can't be serious!"
"Do you know what you're saying?"
By then one of the officials came and said that two students from Hope's Peak Superhero Academy arrived and are tasked to assist the police in solving the hostage crisis, only for the rest of the Diet officials gawking when told that only Naegi and Kibo arrived, and wondered why Hope's Peak Superhero Academy sent only two, as it would be better to send at least a dozen hero course students given the number of Shade members inside the Shibuya Sky.
"What was that?"
"Just two?"
"Damn it! It's not enough! We're talking about a dozen hostage-takers!"
"Is Hope's Peak that cheap?"
"How would that solve the crisis if Hope's Peak sent only two hero brats?"
"Damn it!"
"This just got complicated!"
"What now?"
One of the Diet officials then suggested that they contact Hope's Peak Superhero Academy and demanded to the headmaster to send more hero course students to Shibuya to solve the hostage crisis, hoping that it would resolve the matter quickly before things spiral out of control, which the others quickly agreed to the suggestion.
"I say we call Hope's Peak…demand to the headmaster to send more hero students! We will have to be demanding before we get inadvertently exposed!"
"Okay!"
"Okay!"
