I am really happy and this inspired me to bring in the next chapter, and here the story picks up where the last chapter left, as Hawks and Best Jeanist are about to encounter more problems with the Hero Public Safety Commission…whilst Midoriya faces a similar situation as more unexpected complications have intensified…

The scene shifts at the Hero Public Safety Commission, where the next scene shifts at Makima's office, where the terrified secretary stood and watched in utter worry, as the next scene shows that Mirko stood there, as the agents are sprawled on the floor, beaten up to a rather bloody pulp, and there she glared at Makima, asking her if she is ready to cooperate and answer some questions on why is she ordering her agents in capturing Izuku Midoriya even though he poses no threat due to him being Quirkless.
Makima smirked while remaining calm and collected, and yet she maintain that it is a classified information, hence she will not answer that question, further irking the Rabbit Hero, seeing that she may have to do this the hard way if she is going to expose the corruption within the Hero Public Safety Commission.
"So you're not going to explain yourself…?"
"…"
"You got nothing to say?"
"Classified information."
"Don't give me that bullshit!"
"Classified information. No comment."
"FUCK YOU!"
"…"
Terrified after seeing Mirko beating up the HPSC agents single-handedly, the secretary attempted to flee from the office but Mirko grabbed her by her collar, telling her that she is not going anywhere and that she is needed as a witness in order to expose Makima, but the secretary begged Mirko to let her go, saying that she is not involved in this yet the Rabbit Hero says that the secretary is already an accomplice to Makima's suspicious activities.
"Sorry. But you're staying."
"But…but…"
"You're needed here."
"I'm not involved in this! This is between you and the commissioner!"
"But you carry her orders without question. That makes you guilty as charged."
"But…but…"
"So stay here and watch."
"SOMEONE SAVE ME!"

Ch. 24: Yori ōku no iinkai no warufuzake
Makima sipped her cup of coffee as she watched Mirko threatening the secretary, and the secretary begged the Rabbit Hero to spare her, saying that she is not involved in this yet Mirko said that the secretary is involved since she is carrying out some of Makima's orders, hence she is just as guilty as charged.
"Like I said…you're going nowhere. So sorry about that. But like I said…you're staying here."
"But…but…"
"You're needed here. As my witness."
"No way! Don't drag me here! I'm not involved in this! This is between you and the commissioner!"
"But you carry her orders without question. That makes you guilty as charged."
"But…but…"
"So stay here and watch."
"HELP! HELP! SOMEONE SAVE ME!"
Seeing that the agents are no match for Mirko, Makima decided to do a different approach and discreetly pressed a button hidden inside her pocket, where she summoned two local pro heroes, and there they entered the office, surprised to see that the HPSC agents, about two dozens of them, are sprawled on the floor, while Makima's table was wrecked.
Then they saw Mirko holding the secretary by her collar and this baffled the two local heroes, as they have no idea what was going on here, until the secretary shrieked and claims that Mirko is out of control and is attempting to kill Makima, surprising the two local pro heroes, as they know that Mirko is a respectable pro hero.
"HELP! HELP! SOMEONE SAVE ME! MIRKO IS OUT OF LINE! HELP!"
"Eh?"
"What?"
"She is going to harm me and the commissioner if we do not give in to her blackmailing schemes!"
"No way!"
"Seriously?"
"SO PLEASE SAVE ME!"
"This is unbelievable…"
"The Rabbit Hero..."
Makima then glanced at the two local pro heroes, and tells them to subdue Mirko, saying that the Rabbit Hero is acting out of line and intend to take over the Hero Public Safety Commission in a coup d'etat fashion, and said that if the two local pro heroes manage to subdue Mirko, they would be rewarded and get a promotion, which enticed the two local pro heroes.
"So…what do you say…? You can climb up the rankings in no time…"
"Wow…sounds good…"
"Me too…"
"So would you accept…?"
"Yeah!"
"Count me in!"
"Good. So if you please…?"
"Heh-heh…"
"Ha-ha…"
The two local pro heroes are revealed to be rookies and just started their careers as pro heroes. Their rankings are somewhat low yet they managed to be recognized and earned support from the public, as they were shown to have defeated some criminal groups involved in the drug trade, and even solved cases like gang wars.
The two local pro heroes are identified as Pineapple Man and Ichigo Man, and there they activated their Quirks, which Pineapple Man has a Quirk that turns his body into a pineapple armor, while Ichigo Man has a Quirk that summons several strawberries that are as big as shurikens, and the two local pro heroes charged towards Mirko, intending to take her down as they are attracted by the prospect of getting a promotion and to climb up the rankings to become more popular.
"Here we come!"
"We're going to make rabbit stew out of you!"
"Damn it…you two sold yourselves out!"
"Who cares? We want to climb up the rankings!"
"And we'll be famous!"
"You called yourselves heroes?"
"Watch out, you rabbit-bitch!"
"We'll skin you alive!"
"YOU MOTHERFUCKERS!"
Although smirking, Mirko is internally pissed as she saw the true colors of Pineapple Man and Ichigo Man, as the two showed that they became pro heroes just for the fame and monetary gain, and at the same time they are willing to obey Makima just because of some empty promises, and she shoved the secretary towards the sofa as she went on a defensive stance as Ichigo Man uses his Quirk and summoned several strawberries that are as big as shurikens, and threw them towards Mirko.
While Mirko uses her forearms to shield herself, she winced in pain as the strawberries struck her arms, and are revealed to have sharp edges, and her arms began to bleed and she realized that Ichigo Man is not quite a pushover, and she grabbed a steel chair to shield herself, managing the deflect the thrown strawberries, yet she could feel them trying to penetrate the steel chair.
Pineapple Man told Ichigo Man to keep throwing the strawberries as he would try to get closer and punch the lights out of Mirko so that they can get the promotion and rise up in the rankings, which Ichigo Man nodded in acknowledgement.
"Keep firing those strawberries, Ichigo Man!"
"Okay!"
"A few moments is all I need! Once I get closer I'm going to jab her!"
"Okay!"
"If we beat her we'll get the promotion and climb up the rankings!"
"Okay!"
"So let's do this!"
"Okay!"
The secretary approached Makima and urged her to use this opportunity to get out, reasoning that Mirko is really out of line and out of control, and feared that the Rabbit Hero might turn Makima into a punching bag, but the acting commissioner of the Hero Public Safety Commission sipped her cup of coffee and calmly assured to the secretary that everything is under control and that there is nothing to worry about.
"Relax."
"Huh?"
"Everything is under control."
"Eh?"
"There is no need to panic."
"But…are you sure…?"
"Yes."
"…"
Thinking fast, Mirko waited for Pineapple Man to come closer, and once within range, she stomped on his foot, causing him to shriek and hop in pain before using the steel chair by slamming it on his face and head, which knocked him out, and this caused Ichigo Man to stare wide-eyed at this and increases the use of his Quirk to shoot out more shuriken-like strawberries at her.
"Damn you!"
"Whoa!"
"I'm going to beat you!"
"Tch…!"
"Go down, you rabbit-bitch!"
"Damn sell-out hero…"
"I'm going to get that promotion and climb the rankings!"
"You damn idiot…!"
Mirko uses the chair as a shield and ran towards her opponent before doing a CHAIR SHOT on his face, causing Ichigo Man to halt his assault as he clutch his face in pain before smacking him on the head with the chair a few times before he gets knocked out from the repeated attacks.
The secretary was horrified by what she just saw and urged Makima to make an escape before it is too late, but the acting commissioner just sighed, seeing that she expected too much, yet she didn't mind it as she get to see what Pineapple Man and Ichigo Man are capable of, and seeing that Mirko is indeed a threat, she now knows what kind of approach she would do and told the secretary to calm down.
"Relax. Calm yourself."
"Huh? But...she…"
"Fear not. Everything is under control."
"Eh?"
"There is no need to panic."
"But…are you sure…? Mirko just…"
"Yes. I am sure."
"…"
By then Mirko approached Makima and there she gave the acting commissioner an ultimatum, threatening to expose her to the public about her secret plans in abducting Midoriya behind the government's backs if she doesn't tell her agents to stop, and demanded that Makima leave Midoriya and the Igarashi family alone, which Makima smirked and says that it is still a classified information.
"What? You're still not going to stop harassing that boy…?"
"Classified information…"
"That's all you got to say?"
"Classified information."
"Don't give me that bullshit!"
"Classified information. No comment."
"FUCK YOU!"
"…"
Suddenly, someone came in, which Mirko glanced at the new entrant, which she raised her eyebrow as that someone grabbed her attention, as this person appeared to be a grizzled man with scraggly facial hair and a stitched scar running across his left cheek from his mouth.
At 194 cm (6'4"), he is quite tall. Sporting two piercings on his left ear and one on his right ear, this person appeared to be an executive within the Hero Public Safety Commission as he is seen wearing the standard HPSC uniform and not a costume, showing that he is not a pro hero. Though he is wearing a large overcoat.
The man appeared to be an acquaintance of Makima as he raised a hand to greet her and she nodded her head in acknowledgement, and there he noticed the unconscious agents whilst Pineapple Man and Ichigo Man are sprawled on the floor, moaning in pain, and he sighed as he tells Makima that the agents here need some serious overhaul in training and that she should approve the hero licenses of pro heroes that are exceptionally strong and not a punching bag-like weaklings like what happened to Pineapple Man and Ichigo Man.
"Goodness, Makima. You got a lot on your hands."
"Not at all."
"You need to overhaul the qualifications of appointing pro heroes and agents. Look at this mess."
"Its perfectly fine."
"Guess I'm going to stick around here and see what I can do to contribute…"
"Be my guest."
"No need to be modest, Makima..."
"…"
The man is identified as Kishibe, and he appeared to be a stoic, straightforward individual. Due to his immense strength and skill, he often undertakes his work with a calm formality, displaying little emotion as he does so. Though he tends to speak in a relaxed, polite manner, his actions often showcase an immense brutality garnered through many years of hunting down supervillains.
Though he sometimes expresses emotions such as surprise and sadness at certain events, his face and voice remain entirely neutral. Despite this stoicism, Kishibe has proven on numerous occasions to be something of a sentimental and emotional individual.
A brief flashback shows that Kishibe has been hunting supervillains for a long time, making him somewhat insane. He espouses a belief that the most fearsome pro heroes to supervillains isn't the brave or the strong, but the craziest as they are the ones without fear.
Mirko glanced at Kishibe, and she mentally sensed that he is someone not to be taken lightly as he appeared to be calm and collected after seeing the mess here, as well as mentioning how weak the agents and the two pro heroes are, and there Makima requested that he DISCIPLINE Mirko, saying that she is acting OUT OF LINE, which Kishibe calmly obliges, saying that instilling discipline is his specialty.
"So, can you make this person learn to respect her superiors?"
"Why not?"
"She let's her success get to her head…"
"I get the gist. No problem."
"Think you could handle a problem hero like her?"
"Piece of cake. Instilling discipline is my specialty."
"Good luck, Kishibe."
"Thanks, Makima. Now then, Miss Mirko...time for some disciplinary action…"

Hope you liked this chapter, as things are escalating out of control here…as another character from Chainsaw Man appeared and this puts more pressure as Mirko sensed that Kishibe is more than she deduced and is now willing to take more risks just to get them to stop picking on Midoriya…
Meanwhile an Easter egg here as I came up with using DISPOSABLE pro heroes in this story, inspired from seeing corrupt pro heroes like Slidin' Go, but since he is the only VILLAINOUS pro hero shown in the manga and anime, I decided to make my own VILLAINOUS pro heroes by introducing two, based on a Kamen Rider show that has fruit motif that aired way back in 2013…
