Ch. 44: Hitojichi no jōkyō part 5
The remaining terrorists then boarded the helicopter, and as the pilot is getting the helicopter ready to fly, Kibo and Naegi arrived, seeing that the terrorists are about to make an escape, and looking around, he saw a long chain and he grabbed it, where he uses it like a rope and threw it towards the helicopter, wrapping it around the foot of the helicopter, which began to go airborne, and as the helicopter flew, Kibo and Naegi grabbed hold of the rope, and held on as they are being dragged in the air as the helicopter flew away from the tower.
The Shade squad leader gave instructions to his remaining men to find another guinea pig who has no family member or contact, so that he can be brainwashed easily and be easy to control, and vowed that they will liberate the Shade leader and take over Japan stealthily, which his remaining men nodded in acknowledgement.

The scene shifts at the ground in front of the crime scene, where police are sending their men along with the SWAT teams to secure the building, unaware that the remaining terrorists have already fled whilst Naegi and Kibo are after the helicopter that carries the remaining terrorists.
As the scene shows that the corpses of the slain hostages are placed inside body bags before being loaded inside the ambulances, you can see that the remaining hostages who were saved by Naegi and Kibo are showing signs of trauma, wailing that they thought that they are going to die as many of the hostages killed were women, including a few pregnant women, and berated the police for not doing anything to save the hostages.
"You idiots!"
"Where were you?"
"Why didn't you rescue us?"
"We could've been killed!"
"Idiot!"
"Useless assholes!"
"You ought to be killed instead of us!"
"Morons!"
The police had to put up with the criticisms as they are unwilling to take responsibility as they were instructed by their superiors to let Naegi and Kibo handle the terrorists while also told earlier not to do anything, and now the cops are taking the verbal brunt of the criticisms that the surviving hostages hurled against them.

At Hope's Peak Superhero Academy, Kizakura adjusted his Fedora hat as Jin Kirigiri is on the phone, where the Shibuya mayor berated the headmaster for sending in only two student-heroes, reiterating that had Jin sent more, there would have been leaser casualties and that the terrorists would have been apprehended immediately.
However, Jin reiterated that he made the right decision as it would be impractical to send more students if the curriculum doesn't see anything justifiable, and said that Naegi and Kibo are enough, yet the Shibuya mayor criticized Jin for a supposed failure in helping in mitigating the hostage situation.
"How outrageous! In should've known better!"
"Sir, please calm down…"
"The way you ran Hope's Peak Superhero Academy is as bad as those terrorists!"
"No, you got…"
"This is unacceptable! I will sue you for negligence!"
"Wait, sir…"
"My decision is final!"
"…"
By then Kizakura interjected and asked the Shibuya mayor why is he insistent in asking so many student-heroes as if he were that desperate, and began insinuating that there appeared to be a reason why he is making such suspicious requests like DEMANDING an army of student-heroes when Naegi and Kibo are enough.
Upon hearing this the Shibuya mayor abruptly ended the call, and Jin asked why Kizakura made that comment, and Kizakura said that this kind of vibe that the Shibuya mayor made is the reason why Kizakura sensed something is amiss, and this fuels his suspicions that the Shibuya mayor has an ulterior motive in wanting the terrorists taken down.
"What…?"
"You heard me, Jin. I smell something cooking here…"
"…"
"It looks like the Shibuya mayor is hiding something…"
"You can't be serious, Kizakura…"
"Well, that's what my gut feeling tells me…"
"…"
"…"
Jin's daughter, Kyoko, came in, having overheard the conversation and said that she agreed with Kizakura, saying that the Shibuya mayor is making such requests in a demanding manner, which she also made her believe that the Shibuya mayor has a hidden motive in wanting the terrorists groups taken down at all costs.
"Kyoko…are you…?"
"You heard me,dad. Kizakura is right. There is something suspicious going on there…"
"…"
"And my instincts tell me that the Shibuya mayor has a motive in wanting the terrorists taken down while insisting that you send more student-heroes…"
"You can't be serious, Kyoko…"
"That is what my reasoning suggest, dad…"
"…"
"…"
Suddenly the members of the Steering Committee of Hope's Peak Superhero Academy came barging in, and told Jin that they received a complaint from the Shibuya mayor, saying that Naegi and Kibo's actions towards the terrorists were inadequate, resulting in more deaths of the hostages, and blamed Jin for his decision to send Naegi, saying that Naegi is still considered a reserve course student, hence Jin should have sent someone else to assist Kibo instead of sending Naegi.
"You made a huge blunder, Jin! You should have do what the Shibuya mayor asked! You should have sent more student-heroes! But what's worse…you sent a reserve course student instead of a main course student! Makoto Naegi is indeed a bad choice! And it is all your fault!"

Kyoko stepped forward and asked why the Shibuya mayor contacted the Steering Committee members after he spoke to the headmaster. She said that this is unusual as situations pertaining to the student-heroes lies within the headmaster and the Steering Committee has no jurisdiction on any matter, and thus she now has a reason to suspect that the Shibuya mayor is hiding something from the media.
Moreover, she insinuated that she suspected that the Shibuya mayor SECRETLY contacted the Steering Committee members to deal with Jin as a way to get back at the headmaster for not giving in to the Shibuya mayor's unreasonable request.
This caught the Steering Committee members by surprise, as it is revealed in a brief flashback that the Shibuya mayor SECRETLY contacted the Steering Committee members and requested to them to find a way to get Jin kicked out of Hope's Peak Superhero Academy because of his ALLEGED lapse in judgement by sending Naegi whom the Shibuya mayor deems him unreliable.
"So I was right then…the Shibuya mayor contacted you to deal with my father, the headmaster…all because he refused to give in to the selfish demand since it is impractical and immoral. What do you Steering Committee members have to say…?"
"…"
"…"
"…"
"Well…? Do you have any alibi or arguments…?"
"…"
"…"
"…"
Embarrassed, the Steering Committee members abruptly left the headmaster's office and there Kyoko stared in suspicion whilst Kizakura just smirked whilst adjusting his Fedora hat in amusement.

Meanwhile the helicopter is flying over the metropolis as the Shade squad leader is making plans on how to RECRUIT ANOTHER HUMAN WEAPON, as the pressure is on after their current plans went awry due to the interference of Kibo, unaware that Naegi also played a part in thwarting Shade's plans.
The helicopter pilot tells the Shade squad leader that if he is planning to create another guinea pig he should choose a method where the subject is submissive to him and input more powerful weapons, which the Shade squad leader acknowledge the fact.
He then tells his remaining henchmen that they are starting over and make some modifications to their plans, which they nodded in acknowledgement.
"Yes sir!"
"Yes sir!"

"Yes sir!"
However, one of the remaining terrorists felt something is adding weight to the helicopter, and asked the pilot about it, which the pilot deny it saying that the helicopter is well enough and the current capacity is enough, but then another of the remaining terrorists saw Kibo and Naegi outside, and are now swinging the chain and realizes that the two teen student-heroes are aiming for the helicopter tail.
The Shade squad leader was surprised to see this and realized that two stowaways are planning to sabotage the helicopter, and told his men to open fire, which the remaining terrorists nodded in acknowledgement, as they too panicked for they have no intention of surrendering to the two student-heroes who foiled their plans.
"Yes sir!"

However, it was too late as Naegi threw the chain and it fastened onto the propeller of the helicopter tail, which in turn damaged the propeller of the helicopter tail, and moments later the pilot told his passengers that the helicopter has been compromised and now they are going to make an emergency landing, which the remaining terrorists shrieked in a panic.
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
"WWWWAAAAAHHHH!"
The cyborg Kibo told Naegi to hold on as the helicopter started to descend after the helicopter tail malfunctioned, and the pilot struggles to land it safely without crashing, and the helicopter heads out towards a forest park, and thankfully managed to land it safely, and there the remaining terrorists got out, and drew their weapons, with the irate squad leader ordering his men to shoot Kibo and Naegi to death, which his men nodded in acknowledgement.

Hope you liked this chapter, in which Naegi and Kibo finally got into action as they began to face off against the terrorists, and now they are going after the remaining terrorists as they left the tower and into the skies…which led them towards the city before forcing the helicopter to make a forced landing.
Now the two Hope's Peak Superhero Academy students are now dealing with the remaining terrorists…
