A few days later, the scene shifts at the outside of a prestigious academy, which is said to be on the same level as Shiketsu High, where it is revealed to be UA Academy, and there it is shown that Midoriya is standing outside, as he thought of checking it out if he could enroll there as Daiji, Sakura, Genta and Yukimi urged him to check out various high schools so that he won't be left behind academically.
As Midoriya stared at the school, Vice appeared and asked him if he is sure about checking it out, reasoning that it might be the same as Shiketsu High, and cautions him to be on guard, reminding him that when Midoriya checked Shiketsu High, several students were staring at him in contempt, though Midoriya said that it's fine as long as he did not provoke anyone, which Vice just nodded.
"You sure about this, Izu-chan?"
"Yeah."
"Think you can keep your cool this time?"
"Yeah, I'm sure."
"Oh, be on your guard. You might encounter a hot girl like what happened at Shiketsu…she might pull you towards her BOOBS…"
"Knock it off, Vice..."
"Hee-hee-hee…"
"…"
As Midoriya went inside UA, he began to brace himself as he wondered what to expect here, and whether the students here would be accommodating like what Yoarashi and Camie did when they gave him a tour during his visit to Shiketsu High.

Ch. 28: Yūei haipasufiruta de no gakkō no teisatsu
The scene shifts inside the campus area of UA Academy, where Midoriya looked around, and checking his smartphone, he got some information regarding UA, and there he learned some info regarding the school, which Vice took a peek, and whistled as he commented that at least UA is quite different from Shiketsu High, which Midoriya blinked his eyes in bafflement at what Vice said.
"Quite different…?"
"Yeah, Izu-chan…"
"How so?"
"You can tell from what you're seeing. I'm sure you can figure it out."
"Really?"
"Yup. You can check your smartphone…"
"Oh."
"…"
Checking his smartphone, Midoriya read and learned something about UA Academy. There it is said that U.A. is the #1 ranked high school for heroics and is considered as the top Hero Academy in Japan. Students are separated based on their abilities into specific Departments and Classes - A, B, C, D, E, F, G, H, I, J, and K.
As stated, U.A. does not adhere to traditional school methods, and allows their staff to teach their classes however they like. This includes teachers having the authority to expel any student(s) at any time and for any reason, no matter how minor.
Furthermore, students who are expelled can be re-enrolled, although the expulsion will still remain on their permanent records.
U.A. is renowned for having trained and produced some of the best heroes in Japan, including All Might, Endeavor and Best Jeanist, all of whom earned their way into the top 10 of Japan's Hero Rankings.
Once a year, U.A. holds a tournament called the U.A. Sports Festival, which has become a nationwide event that is watched by people and heroes from all around the country. Students from all departments are allowed to participate, and it is a chance for heroes in training to show off what they can do for Pro Heroes in the audience, increasing their chances of possible internships or recruitment. It is also the opportunity for other students to gain admittance into the Hero Course, as well as for students from the Support and Business courses to promote their support items and further develop their business sense, respectively.
U.A. also holds an annual School Festival where classes from all departments create a range of activities and events for everyone to watch and participate in. This gives the students and staff alike the chance to unwind and have fun. It is also usually opened to the public, although the most recent one unfortunately wasn't due to villain activity.
Like many schools, each class in U.A. has a class representative and vice class representative. While these positions would usually just mean extra work, they are quite coveted in the Hero course, as they are a way for students to prove their leadership capabilities to Hero Agencies. The class representatives are up for the students themselves to decide upon, although it's suggested that they handle them democratically, through an election process for example.
U.A. was originally a day school, but it was later turned into a boarding school.
U.A. executes a six-day school week where the only day off is Sunday.
Midoriya was taken aback by what he discovered, and there Vice asked Midoriya if he is sure about checking this school out, as the Akuma said that Midoriya might have some difficulty in adjusting given how things work here at UA, such as having only one day off which is Sunday.
Midoriya thought about it and said that he'll just check it out and would give it a careful thought before making a decision, seeing that this won't be as simple as he thought.
"You sure about this, Izu-chan?"
"Yeah."
"Think you can decide after checking this school out?"
"Yeah, I'm sure."
"Oh, be on your guard. You might also encounter a hot female teacher...and the scenario might be the same like what happened at Shiketsu…she might pull you towards her BOOBS…"
"Knock it off, Vice..."
"Hee-hee-hee…"
"…"
And so Midoriya began touring around the campus, with Vice following, yet he seemingly did not notice that some UA students staring at him and Vice, showing their dislike due to believing that he is a threat due to him having an Akuma and doesn't believe that his actions during the press conference incident was heroic, assuming that he is just showing off so as to attract attention.
"Look…"
"Its that kid at the press conference…"
"So he came to check UA?"
"Is he serious?"
"I saw that he has an Akuma…and now he thinks that he has a Quirk…"
"Better stay away from him…he could be bad news…"
"Is he planning to enroll here…? He better not…"
"He sure has the gall…"
As Midoriya and Vice are looking around, they came across another applicant who is also checking out UA Academy, who is identified as Fumikage Tokoyami, and there his Quirk, Dark Shadow, came out, surprised to see Vice, and in response, Vice was surprised, and mistakenly assume that Dark Shadow is an Akuma, sparking a hilarious argument between the two of them.
"Huh? Who are you calling an Akuma?"
"You are!"
"Do I look like one?"
"Obviously you are!"
"Are you looking for a fight?"
"Huh? Are you? You look like a monster if you ask me!"
"What was that? Want me to kill you?"
"Come get some!"
Midoriya sweat-dropped at this and held Vice, urging him to calm down, reasoning that it is wrong to assume things without proof, while Tokoyami told Dark Shadow simmer down, though the sentient Quirk was unwilling to relent reasoning that being called an Akuma is very insulting.
"Dark Shadow…calm down…!"
"How can I? He called me a monster! He even had the gall to call me an Akuma!"
"Just ignore him."
"But…"
"Its okay. Just forget what he said."
"You sure about this?"
"Yes."
"Hmph. Whatever."
Midoriya bowed a few times at Tokoyami before dragging Vice away, and there he discreetly told his Akuma stop making unnecessary comments as that would land them in trouble even though Vice tried to justify his actions, yet he wasn't able to win the argument and the two continue their tour around UA Academy, whereas Midoriya innocently looked around, Vice noticed that several UA students are whispering behind Midoriya's back.
He can tell that the comments he heard are not complimentary, as the tone are filled with suspicions and contempt, and there he whispered to Midoriya, telling him what he just heard, though Midoriya said that he had a feeling that something like this would happen, yet he told Vice to ignore them for now, which the latter asked if he is sure.
"You sure about this, Izu-chan?"
"Yeah."
"Think you can keep your cool this time?"
"Yeah, I'm sure."
"Oh, fine…just be on your guard. You might get into a scuffle if those idiots try to provoke you…"
"I'll be fine, Vice..."
"Really…?"
"Yeah…"
As Midoriya kept walking, he came across with an unexpected person, who turn out to be All Might, and there the latter expressed surprise as he did not expect that he would see Midoriya here, and seeing that there is no one around at this time, save for Vice, All Might led Midoriya at a vacant room and spoke to him in private, asking what is he doing here, in which Midoriya explained, which All Might appeared to be conflicted.
He told Midoriya that applying as a student in UA Academy is no easy feat, and said that having an inner Akuma like Vice doesn't count as having a Quirk, though Midoriya told All Might that he is just looking around, and he hasn't decided yet on whether to attend high school or not given his current situation, which All Might is taken aback, seeing that Midoriya is having a conflict on his private life and his current circumstances.
There Vice showed up and told All Might to stop discouraging Midoriya as the younger boy is struggling on whether to attend high school or not, revealing the younger boy's tragic childhood, being discriminated for being Quirkless, and recently being targeted by rogue members of the Hero Public Safety Commission, and a few days ago and just now, students from Shiketsu High and UA Academy are staring at Midoriya with contempt due to seeing him saving lives at the press conference incident, and chastised All Might for being an unwarranted critic instead of encouraging Midoriya on doing the right thing.
"The way I see it you're not fit to be a role model!"
"Wh-what…?"
"What you said just now is really uncalled for!"
"That's..."
"Instead of encouraging him to attend school you're just pushing him away!"
"I was only…"
"You think that because he has an Akuma like me makes you think that he would act like a delinquent?"
"!"
All Might was taken aback by what Vice said, and Midoriya just stared at the floor, feeling his morale decreasing as he felt that All Might is discouraging him because of the belief that having an INNER Akuma poses a risk and he lost interest wanting to check out the rest of UA Academy, and he tells Vice that they are leaving, which Vice was surprised, and became worried at seeing his host feeling down and depressed.
As Midoriya left, Vice grabbed All Might by his collar and berated him, asking if All Might is really a pro hero or a plain bully, telling him that what he did just now would make Midoriya decide to forego high school and look for odd jobs, which would be difficult as one has to have a high school diploma and stuff in order to gain an employment.
"Hope you're happy now that Izu-chan decided to not attend high school!"
"That's not my…"
"Oh yeah? Then explain what you told him a while ago!"
"I…"
"The kid had a rough childhood…he risked his life saving lives during the press conference incident! Then he became a target by the Hero Public Safety Commission…and now you're discouraging him from applying to this school?"
"I was only…"
"Screw it! Izu-chan looked up to you because he admired you…and now he's regretting it!"
"…"
As Vice storms off to go after Midoriya, All Might stood there and wondered if he made a bad decision, but then the principal of UA Academy, identified as Nezu, came and cheered All Might up, saying that it is natural for him to try discouraging Midoriya because of what he believe, but also pointed out that it is up to Midoriya to decide, and there he told All Might that he would have a talk with Midoriya and see if he is worthy of becoming a student at UA Academy.
"Now, now…you sit back…I'll talk to Midoriya."
"But Nezu…"
"It'll be okay. Just leave things to me."
"Really…?"
"Yes."
"Very well."
"Now relax. Let me handle that boy."
"…"
As Midoriya sullenly walked towards the exit door of the school building, he nearly bumped into someone and that someone was startled, and Midoriya apologize, which the other person regain his composure as he adjusted his eyeglasses, revealing that the person is also an applicant of UA Academy, identified as Tenya Iida, and there Iida stared wide-eyed as he saw Vice approaching Midoriya, and the Akuma told Midoriya not to sulk and just ignore what All Might said.
Iida wrongly assume that Vice is badmouthing All Might due to Vice being an Akuma, and this resulted in Iida and Vice arguing, with the former defending All Might while the latter reiterated that All Might is a STUCK-IN-THE-MUD.
"How dare you! All Might is a very respectable hero!"
"You listen here, four-eyes…"
"Wha…? Four-eyes?"
"What? Do you prefer to be called Cyclops?"
"Why you…!"
"All Might is a jerk…a STUCK-IN-THE-MUD…so do some research before doing some hero-worshipping…"
"Coming from someone like you…!"
"Got a problem…?"
Midoriya urged Vice to stop as he tells him that they are leaving, then Midoriya bowed to Iida in an apologetic gesture before taking Vice as the two left, leaving Iida baffled as to why a boy his age have an Akuma, which made Iida feel like distancing himself from Midoriya.

Several minutes later, a still-sullen Midoriya is walking the streets as he feels emotionally down after being talked down by All Might, as his words were discouraging him from applying at UA Academy because of two factors:
- Being Quirkless from the start; the Hero course of UA Academy are only for those having a Quirk
- Having an Akuma doesn't count as a Quirk, and All Might believe that Midoriya wanted to study at UA because he believe that Vice is a Quirk, and feared that Midoriya might go out of control if Vice manipulate him and such
Vice, now intangible, mentally tried to cheer his partner up, and tells him that he can consider applying at Shiketsu High as the two students he met, Yoarashi and Camie, are accommodating, and even warmed up to him, though Midoriya admitted that he is also unsure as he felt that the Shiketsu High students are wary towards him because of his connection to Vice.
"I don't know, Vice..."
"Come on, Izu-chan…"
"But those Shiketsu students…"
"Just ignore them…all you need to do…"
"I…"
"Come on…I think it's better…at least Shiketsu High doesn't have an idiot like All Might…"
"Really…?"
"Uh-huh…"
As Midoriya passed by a park, there he saw a street band is performing, and the lead singer is ready to sing a song as some audience members are watching as they find the singer singing some songs appeared to be soothing and relieve them of stress, and there the band members began playing their instruments, ranging from saxophones, trombones, guitar and drums, as the singer began singing his next song as Midoriya stopped to listen what song the singer is singing.

Midoriya finds the song somewhat of a stress-reliever, as it slowly help cheer him up whilst the small audience clapped their hands as they placed money and coins on a box near the stage, and the band thanked the audience for the GENEROUS DONATION, and said that they are going to sing the next song, which the audience clapped and are clamoring for another performance, which the singer and his bandmates glanced at each other before proceeding to sing their next number.

As the audience cheered, Midoriya donated a few amount of money onto the box before taking his leave, as he pondered on where to go next, not noticing that a few men wearing hats and trench coats are secretly eyeing Midoriya, and began to stealthily follow him, making sure that Midoriya doesn't suspect them of following him wherever he goes.

Hope you liked this chapter, as this acted as an aftermath following several chapters of hard-hitting action…in which he decided to tour around UA Academy, where he get to encounter two fellow applicants in the form of Fumikage Tokoyami and Tenya Iida, who appeared to be wary towards Midoriya due to his connection with Vice.
Perhaps one of the highlights of this chapter is that Midoriya gets to meet All Might again, who turn out that he is working in UA Academy as a teacher, and once more the encounter wasn't as friendly as their last meeting as All is trying to discourage the younger boy out of concern that Midoriya might go over his head under the belief that having an INNER Akuma would give him a reason to apply as a student in UA Academy, only to be given a dressing down by Vice, who berated the pro hero for trying to discourage Midoriya…
Perhaps what captured this chapter is Midoriya's unexpected visit at a park where a band is singing a pair of familiar songs, which would foreshadow an upcoming story arc…
