With Hellhound turns out to be alive, and is plotting something, Mineta will still be the center focus for this chapter as he displays his "magical talent" to show everyone that he has the MAGIC, and at the same time to show Midoriya that he now has the means to become the Wizard's "apprentice", that is…if Midoriya sees it with his own eyes.
Will he be able to see this feat and reconsider making Mineta his "assistant wizard"?

At an abandoned garage, Medusa, in her human guise, sat on a couch as Phoenix, in his human guise, thrashes anything he sees, pissed off that Midoriya has thwarted their plans on spawning a Phantom and Hellhound's apparent death, and he is now really mad at the turn of events, and is now wanting to vent his frustrations out on Midoriya once he gets the chance to do so, yet Medusa seemed to be calm despite the tantrum her comrade is throwing.
"Damn that Hellhound!"
"You sound like you're infuriated..."
"Isn't it obvious?!"
"Well..."
"We failed to spawn a new Phantom!"
"..."
"And he couldn't even stand up to one puny human-wielding magic! He's really useless!"
"I wouldn't call him "useless" just yet..."
"Eh?"
Phoenix is baffled at Medusa's comments in regards to defending Hellhound, and there a sinister laughter is heard around, as Phoenix looked around, Medusa smirked, just as Hellhound appeared from behind the other male Phantom, and Phoenix is surprised to see Hellhound, and there it is shown that the Phantom has survived the Wizard's attacks, and Phoenix began to "compliment" his comrade to save face and spare any embarrassing remarks from Medusa.
"Thank you for the compliments, mistress Medusa..."
"Eh? You're alive?"
"Of course..."
"Ah...ha-ha-ha! Impressive!"
"Really...?"
"Of course! I knew it from the start! Am I right, Medusa?"
"The ring-bearing wizard thinks I'm dead...because of my abilities..."
"Neat trick!"
Hellhound reveals that aside from possessing pyrokinesis, he also has the ability to blend within the shadows, and Phoenix "compliments" him again, and there Medusa asked how things are going as far as the "Gate" is concerned, and there Hellhound gave his reply.
"Good. At least you gave that wizard a slip."
"Hey, Medusa! let's change the topic a bit...!"
"I believe Phoenix is right. How are things going, Hellhound?"
"Excuse me?"
"The Gate...what has become of him? You still haven't..."
"That has been taken cared of. I have already sowed the seeds...you will have your results by tomorrow, which by then a new Phantom would be sired."
"Good to hear. I will expect that by then."
"Make sure that the idiotic wizard doesn't show up. You hear?"
"Yes, sir...mistress..."
Medusa smirked seeing that their current mission is making progress and hoped that a new Phantom would be spawned by tomorrow.

Back at the park, Mineta was seating on a bench, and is recalling about what he did earlier, recalling the scene where he emitted a trail of fire that struck a Ghoul, which caused the "minor Phantom" to stagger back. And now that he possesses magic, he decided to see how to use it to benefit everyone, and hoped that this would attract Midoriya's attention so he too would be amazed and might reconsider accepting the offer of becoming the Wizard's apprentice.
"Okay...think...what's the best way to promote my new-found ability...?"
The young boy glanced at his finger and pointed it at the opposite direction and chanted a "spell" to see if he is if he really possesses "magic".
"Chi-pui-pui!"
A trail of flame came out from his fingertip and Mineta saw it, and realized that he is not seeing things, amazed that he now possesses REAL magic.
"Alright!"
Mineta's action slowly caught the attention of some passerby and approached the young boy asking if what he did just now is a magic trick or not, and seeing this gave Mineta a "sense of hope" as he decided to oblige them by showcasing his "new talent" and hope thgis would attract Midoriya's attention and with this the Wizard would be impressed enough to accept the young boy as his "apprentice" which the young boy hoped this scenario would come true.
"Hey, kid!"
"Is that magic?"
"Neat trick!"
"Amazing!"
"Do it again!"
"We want to see more!"
"Me too!"
"Please…?"

Ch. 16: Mineta no Majikkushō
At the highway, police are gathered at the road where Wizard and Hellhound earlier fought, several agents from the NSA's "Section-Zero" are still maintaining the traffic as the "evidences of the battle" are slowly being cleaned up and within a few more minutes the section of the road would soon be open again to traffic, and the motorists remain oblivious to the fact that what happened earlier. Some are irritated at the slow-paced traffic which the Section-Zero agents had to put up just to keep the public from finding out what just happened.
"HEY!"
"WHAT THE HELL IS GOING ON?!"
"THE TRAFFIC'S TOO SLOW!"
"I'LL BE LATE!"
"DIRECT THE TRAFFIC!"
"MY CAR'S OVERHEATING!"
"I NEED TO HEAD HOME AND GO TO THE BATHROOM!"
"I'M ABOUT TO MISS MY FAVORITE SOAP OPERA!"
"I'LL SUE YOU FOR OBSTRUCTION OF TRAFFIC!"
"GO WHACK OFF!"
Within a few more minutes the obstruction was cleared and traffic has been restored, which the Section-Zero agents finally relinquished their "jurisdiction" to the local police and traffic enforcers, having successfully covered up the incident regarding Hellhound rampage from the public eye.

The scene shifts back to the park where some passerby happened to see this and approached Mineta, asking him if what he just did was a trick or not, and the young boy grinned as he realized that this is his first step to showcase "his newly-acquired talent" and let them see that it is PURE MAGIC. He then stood up and showcase his "talents" by making a larger version of his trick and slowly attracted more and more viewers, and soon more have flocked to get a glimpse of a "young magician" in plain view.
"Ch-pui-pui!"
Pointing his finger in the air, Mineta produced a rather larger line of flame emanating from his fingertip and the flame he produced was real, and people were clapping at the "magic show" they are witnessing and are clamoring for more, and the young boy obliges, hoping the attract more people to appreciate his "talents" and hoped that Midoriya would notice it and be impressed enough to accept him as his "apprentice", which he hoped that this would happen the moment the Wizard sees this with his own two eyes.
"Wow!"
"That's amazing!"
"Real flame!"
"Now that's magic!"
"Even David Blane can't stack up to this one!"
"Eat that, Houdini!"
"I bet David Copperfield is jealous..."
"Show more magic!"
As the people clapped their hands in applause, someone approached the boy and the person appeared to be a business executive and made contact with Mineta, offering him a proposition which the young boy finds it hard to resist, in which it made him excited even more, and raised both his spirits and morale upon hearing the man's offer.
"Hello, young lad..."
"Yes...?"
"Sorry to interrupt..."
"What can I do for you...?"
"I'm from TV Nippon...and..."
"The TV studio?"
"Yes...and I would like to get a scoop for you doing magic..."
"REALLY?"

At NSA's Section-Zero HQ, Kizaki is listening on the telephone being told that the road has been cleared and that none of the motorists are aware of what happened earlier, and after telling the agents to resume their patrolling for anything related to the Phantoms, Kizaki's assistant came and told him about Makoto Tsukauchi being aware of Midoriya being a Wizard and is now in communication with him after one of their agents followed the two and even traced where Midoriya is staying and where his "base of operations" is, and who his "comrades" are.
"Sir Kizaki...you were right..."
"About what?"
"Detective Tsukauchi knows about the "wizard"..."
"I knew that..."
"And we traced the wizard's base of operation."
"Good."
"What about the detective?"
"Keep an eye on her for now."
After telling his assistant to keep an eye on Makoto, another Section-Zero agent came and informed him about "another possible wizard" as he showed him a cellphone video about Mineta doing a "magical exhibition", and though Kizaki looked concerned for a moment, he keeps his composure and tells the agent to keep an eye on the boy and report back every half-an-hour for any development to see if Mineta posses a threat to national security or not, so that he can make a decision if the need arises depending on the situation.
"Sir...look at this..."
"This can't be..."
"It appeared that this boy is also a wizard...just like the other teen..."
"He's the one that those Phantoms that are chasing him..."
"What do we do? He might be a threat..."
"Just keep an eye on him for now...and watch. See if he intends to cause trouble or not..."
"Yes, sir."
"Dismiss."
As he is alone in his office again, Kizaki adjusts his shades and went in to deep thinking, wondering on what steps he should take if Mineta turns out to be a wizard, and if the boy is, what would or should he do? Will Section-Zero deal with him? Or will Kizaki make contact with Mineta and asks if he is interested in becoming an agent so as to enlists his services to deal with the Phantom threat? He also wondered if Mineta turns down the offer and commits crime, then that would mean he would be a threat that must be dealt accordingly, for the sake of protecting the public.
All Kizaki needs now is to wait for the next 30 minutes to see what his agent has to report with, in order to determine his next steps of action.

Back at the park, the man in a businessman attire turns out to be a TV host and executive producer and is now standing in front of a cameraman doing a "report" about a "young magician", and the footage from the camera shows Mineta doing his "magic trick" in front of so many observers, marveling at the feat the young boy has displayed, and as the minutes passed by, more and more watchers flocked the scene and Mineta is pleased to share his "talents" and is hoping that this would make Midoriya noticed him.
After 30 minutes, it was over as Mineta is taking a rest, and the TV host and producer approached him and gave him a rather "lucrative" offer which made the young boy beamed with excitement.
"Thank you, Mr. Mineta..."
"Ahh...sure."
"You surely brought hope to everyone..."
"It's nothing...really..."
"Then I have an offer for you..."
"An offer?"
"Yes, an offer."
"Really?"
When told that he is to appear on live TV to display his "magical talents", Mineta eagerly agreed and was given a card where the TV station is located, and as the TV host thanked him for the response, he seem to act oddly upon seeing Midoriya on sight, and left abruptly along with the cameraman, and there Midoriya found Mineta being flocked by a lot of spectators and decided to approach him to see how he is doing after nearly got hurt by Hellhound and his minions, seeing that the young boy appearing to be in high spirits.
Likewise, Mineta saw Midoriya approaching and is overjoyed, as he now gets the chance to show him that he has magic powers, and is hoping that Midoriya would see this and accept his request to make him his apprentice so that he too would become a "wizard", and the next several moments will decide the outcome of the upcoming conversation between the two.

Hope you like this chapter, even though it focused much on Mineta doing a lot of "magical exhibition", it did show Midoriya getting some screen time at the end of this chapter and has found Mineta. There the suspense builds up to see what Midoriya's reaction be like once he sees Mineta doing magic. While this chapter lacked some action scenes, the character development makes up for it before the MAIN SCENE comes under way.
Speaking of Mineta, the youngster, who now possess magic, finally meets up with Midoriya, and what would Midoriya's reaction be if he sees this? Will he be forced to accept him as an apprentice? Will there be two "wizards" defending Musutafu?
Looks like Mineta is being offered to appear live on TV so as to showcase his "talents", but why did the host leave abruptly upon seeing Midoriya on sight? Something's fishy here...

The next chapter will conclude this arc as it show Mineta doing a "magic show" on live TV, and Midoriya sensed that something is amiss and attempts to intervene. What will become of this eventual encounter? Will Hellhound be shown crashing in? or has he already been there and ready to strike? The showdown between the Wizard and the phantom will be shown as the conclusion comes in on the next chapter...
