Many thanks to those who read and reviewed this fic. I am really happy and this inspired me to bring in the next chapter, and here an aftermath from the previous story arc takes place…where someone unexpected appeared…

A few days later, the scene shifts at the meeting room inside the headquarters of the Hero Public Safety Commission, where several executive members are having a meeting, in which they were able to gather some intel regarding the Phantoms, which the executive members wrongly assume that they are Nomu, and as the discussion further progressed, the topic of the subject shifts towards Izuku Midoriya.

There one of the executive members brought out a video that he secretly took after a brief flashback scene revealed that he accidentally came across Midoriya as he faced the Catsith Phantom, and saw the younger boy transforming into Kamen Rider Wizard, and proceeded to defeat and destroy the Phantom, and the executive member told his fellow executive members that he feared that he could be a vigilante and might earn admiration from the public.

This didn't sit well with the rest of the executive members as they too are apprehensive about Midoriya's activities, as they realize that if kept unchecked, the moment people who witnessed Midoriya's exploits would support him and might bypass the legitimate pro heroes in public.

"We can't let this happen!"

"Indeed! The public must embrace the pro heroes and not some wannabe!"

"That kid is stealing the pro heroes' thunder! We must not let that happen"

"We got to make the public realize that the kid is just wanting to steal the adulation from the pro heroes!"

"Then we should announce to the public that the kid is a villain!"

"We can't! we need to prove to the public that he is! We need to sow evidence that he is a villain!"

"So what should we do?"

"Let me think, damn it!"

This is because of the fact that although the Safety Commission had been trusted by society to keep the peace, in actuality, the organization had an underlying corruptness in its acts to protect society's image of heroes in order to maintain the status quo. It is revealed that previously, the original President of the Commission always treated their workers as disposable assets, primarily using people from the underside of society to do their dirty work. However, when Pro Heroes committing crimes increased and became more organized, the Commission was no longer able to deal with them, and so, turned to recruiting and using Pro Heroes so that they could freely move when going against other Heroes in public.

The executive members then discussed on what to do, as they suspect that Midoriya possess a strong Quirk, unaware of the fact that Midoriya is Quirkless and only possess MAGICAL ABILITIES due to having an INNER PHANTOM inside his body, and by then one of the executive members came up with a suggestion, which somewhat made the others feel conflicted at what their fellow member is suggesting.

"Huh?"

"What?"

"Are you serious?"

"That's crazy!"

"Do you know what you're saying?"

"Isn't that too risky?"

"No way!"

"That's way too…"

The other executive members glanced at each other before voicing their doubts as they felt that this might be a little too much, yet the executive member reiterated that this is the only way to maintain the status quo and to prevent the public from finding out the existence of a VIGILANTE, thus it is imperative that public opinion should be positively be made only through pro heroes and not the vigilante and wannabe heroes, which slowly swayed the other executive members of the Hero Public Safety Commission.

Ch. 26: Tairitsu e no jokyoku

Several minutes later, the scene shifts at Antique Shop Omokagedo, where Wajima is preparing breakfast as Midoriya and Eri came down, and there Wajima glanced at the calendar, and he tells Midoriya that he should go check out various high school institutions and inquire, reasoning that Midoriya needs to attend high school, though Midoriya appeared reluctant as he voiced various reasons for having such hesitations.

- no tuition payment

- no parents or guardians

- hunting Phantoms and protect the potential Gates

- keeping the fact that he is a wizard a secret and thus he cannot let other students and teachers find out that instead of having a Quirk he has an INNER PHANTOM inside him

Wajima sighed and urged Midoriya to at least have a try and check out the various schools before deciding, saying that Midoriya might have difficulties if he forego his secondary education, which Midoriya said that once all of the Phantoms are eradicated and no longer a threat to the public, then he would go check out the various high school institutions.

"Huh? You serious, Izuku?"

"Yeah."

"But…"

"With the way I am now…I don't have time for school and stuff. It would put me in a lot of pressure and the like…"

"Come on now…"

"Sorry…that's all I can do at this time. Once all of the Phantoms are gone, then I'll entertain the idea of pursuing high school…"

"Izuku…"

"…"

As breakfast is ready, Wajima prepared the food and there Midoriya began eating while Eri looks on, and as she stared at the crystal ball, Midoriya has a lot on his mind, as he recalled the incident where a Gate fell to despair and a Phantom was spawned, which made Midoriya more determined to protect life, and now he has to find and defeat the Phantoms no matter what it takes.

After that, Midoriya leaves the antique shop and narrowly failed to notice that Mineta passed by, and there he boarded his motorcycle and left, which Mineta noticed that Midoriya had a serious look on his face and entered the antique shop, and asked Wajima what happened, which Wajima told Mineta about Midoriya feeling reluctant about inquiring about high school and the such.

"Huh? Seriously?"

"Yeah. Izuku is really hesitant about going to high school just because of the Phantoms…"

"Hmm…I think Midoriya has a point. With Phantoms out there he would have a hard time sneaking out of school without arousing suspicion…"

"I suppose…"

"Well, maybe its for the best that Midoriya should focus on the Phantoms first before…"

"Hmm…I guess you're right, Mineta."

"Well, I'm sure that Midoriya will be able to finish off the Phantoms within this year…"

"I hope you're right…"

The scene shifts to what appeared to be cave, which is located at a forested area at the outskirts that is somewhat at the far-end of the Musutafu border, where both Medusa and Phoenix are recovering after getting injured by the White Wizard, and there Phoenix is pissed as he couldn't believe that he got bested by someone besides Midoriya, while Medusa appeared to be alarmed by the fact that there is another wizard.

While at it, she urged Phoenix to calm down as she has a feeling that something unexpected is about to happen which Phoenix is reluctant to oblige.

"Calm yourself, Phoenix."

"How the heck can I calm down?!"

"Be patient and…"

"The ring-bearing wizard interfering is one thing…but a white-garbed clown blowing us up and sent us somewhere else is another!"

"You may be right…I find it baffling that there is another wizard…who appeared out of nowhere…"

"If I see that white-garbed clown…I'll kill him!"

"Calm yourself…"

"The heck I am!"

By then someone came and stood before the two Phantoms, which Medusa politely and obediently bowed, while Phoenix reluctantly did the same, as the entrant stood before the two, who appeared to be a Phantom, which he resembled a humanoid carbuncle, and the way Medusa and Phoenix showing respect towards him, it appeared that this Phantom has the HIGHEST AUTHORITY, and it is revealed that he is the leader of the Phantoms.

This Carbuncle Phantom nodded and both Medusa and Phoenix, who assumed their human guises, stood up and addressed him as Wiseman, and there Medusa apologize for their PATHETIC STATE, though Phoenix reasoned that they were ambushed by the White Wizard, which Wiseman nodded and assured to his two subordinates that it is alright, saying that he is looking into the matter.

"No need to fret. You did nothing wrong."

"Thank you, Wiseman…"

"Really? You're not upset at us? I mean…we got waylaid by some…"

"Not at all. So another wizard appeared, I believe. I find it quite alarming that this White Wizard is quite strong. So for now, you two should prioritize in finding Gates. I will deal with this White Wizard."

"Are you sure, sir? His magic is quite strong."

"If you like…I would volunteer in…"

"No need. I will deal with him. Do what I ask you to do."

"Yes sir "

"Fine."

Wiseman then told Medusa and Phoenix to focus on finding more Gates and make them despair so that they would spawn more Phantoms, and once the quota is made the Sabbath would take place, where the Phantoms would rule Japan and the rest of the world, which the two Phantoms nodded in acknowledgement .

"Now then…the plan remained the same, and you know what it is."

"Yes, Wiseman…"

"Really? You sure about us doing the usual even though that white-garbed clown is somewhere out there…?"

"Yes. You must keep on finding Gates and make them despair, so that more Phantoms would be born…and the Sabbath will rise again. Do not concern yourselves about this White Wizard. I will deal with him personally."

"Are you sure, sir? I must remind you that his magic is quite strong."

"You sure you can handle that guy…?"

"No need to worry. I will deal with him. Do what I ask you to do."

"Yes sir "

"Fine."

After that, Medusa and Phoenix left the cave, and there she tells Phoenix that they must find more Gates and make them despair, so that the Wiseman would be pleased as he is raring to begin the Sabbath, which Phoenix just nodded as he is putting this up, as he really wanted to fight Midoriya, as well as face the White Wizard again.

"You know what to do, Phoenix."

"Yeah, yeah…"

"We must find more Gates and make them despair…"

"I got the memo already…"

"Then we got to work double-time…"

"As long as that wizard and the white one don't get in my way…"

"I'm sure that they won't…"

"Hmph."

At the Hero Public Safety Commission, one of the executive members is seen inside the meeting room, where he summoned a pro hero as he appeared to have an ulterior motive, and moments later someone came in, and there it is shown that the pro hero who entered turn out to be All Might himself, and there he greeted the executive member in his usual, jolly self, which the executive member waved and greeted All Might as well.

"Yo!"

"Greetings, All Might."

"Good day to you!"

"Yes…thank you for answering my summons…"

"No problem!"

"Now then…"

"What is the matter…in which you say it is something important…?"

"About that…"

As All Might took a seat, the executive member is acting polite before he started to act serious and said that he received reports that a TEENAGE VIGILANTE is MAKING ROUNDS and is trying to sway public opinion and make it appear that vigilantism is better than LEGAL pro heroes protecting the peace, and there the executive member showed All Might the picture of Midoriya.

All Might stared at the picture, his usual smiling and jolly self was replaced with a look of concern and disbelief, as he recognized Midoriya as the boy he met several months ago, and there he asked the executive member if he is sure, saying that he met Midoriya before and that the boy is Quirkless, but the executive member showed another picture, where Midoriya is in his ALTER EGO, which All Might saw the picture of Midoriya in his jewel-themed armored appearance as Kamen Rider Wizard, and there the executive member claimed that if Midoriya is Quirkless, then there is a possibility that Midoriya may have ILLEGALLY acquired a Quirk and is using it to discredit the legitimate pro heroes by besmirching their image, thus making the public patronize and support vigilantism.

"You…can't be serious…"

"I'm afraid so…"

"How…?"

"Perhaps this boy was driven by envy…and somehow used questionable means to get a Quirk, and is now flaunting around like he owned the country…"

"Is this really possible…? I met that boy before…he's not the kind who…"

"Well…he is now."

"…"

"And thus the reason why I summoned you here…"

There the executive member urged All Might to find Midoriya and bring him in, reasoning that if left unchecked, he might cause disorder and disrupt the peace and order of society, which made All Might feel conflicted, as he feels that something is off, as he believe that Midoriya doesn't appeared to be a menace to anyone, and there he tells the executive member that he would look into it and see for himself if Midoriya poses a threat to public safety or not, which the executive member was not quite pleased as he is expecting that All Might would agree and take down Midoriya.

Tartarus.

Also known as Special Prison For Villain Criminals – Tartarus, is a prison extremely distanced from civilization where extremely dangerous villains are imprisoned and interrogated under the highest security standards possible.

The high-security prison appears to be located on an island about five kilometers from the mainland, surrounded by giant walls. The only access to the prison is a long bridge connected to a city with the entrance guarded by two or more guards that check every vehicle going in. The gate that stands in front of the mainland side of the bridge is known as "The Bronze Gate".

Tartarus' interior is heavily armored with blast doors lining narrow, steel-plated hallways. Prisoners incarcerated inside Tartarus are heavily restrained, sitting down restrained on a large, high-tech chair with a full-body straitjacket. Though nominally a prison, the facility effectively serves as a dumping ground for individuals who threaten or have threatened public safety to a drastic extent. Regardless of sentencing status, these individuals are incarcerated and heavily monitored in Tartarus.

This place currently hold several high-profile and dangerous individuals whose Quirks are deemed very dangerous to people and the prisoners are constantly being monitored in order to prevent them from attempting to use their Quirks to mount an escape or jailbreak.

The scene shows that Kaina Tsutsumi, aka Lady Nagant, is sitting inside her cell, staring at the wall as she had a cynical look on life, and in her depressed state she wishes to see the downfall of Hero Society, knowing just how corrupt it is underneath and stated that the Symbol of Evil's rule would be preferable over the corrupt system she spent years serving under. She also shows pity to the victims of the heroic society, which made her recall her past.

It is revealed that Tsutsumi used to be a pro hero and worked under the Hero Public Safety Commission, had an optimistic outlook in her desire to be a great hero but was led down a dark path by her superiors; having been trained to kill villains and corrupt heroes, sometimes unjustly, who were threatening to disrupt the order in society.

The then-commissioner of the Hero Public Safety Commission assured to Tsutsumi that she is doing the right thing and that she has nothing to worry about, but the repeated killings resulted in her becoming disillusioned, and she soon fell into a depressive state upon realizing that the Hero Commission maintains a fragile and hollow peace at the expense of others, while hypocritically justifying that their actions are for the good of everyone.

This made her realized that she wanted out and not get involved, but the then-commissioner threatened her with an unspecified warning, which caused her to snap and kill him, but was captured, though the new commissioner is merciful and disapprove her predecessor's method and actions while sympathetic towards Tsutsumi, as she arranged to have her incarcerated at Tartarus, but she also used dubious means to explain why Tsutsumi was imprisoned.

Suddenly, her musing was interrupted when a guard came and said that she got a visitor, and there she was escorted at a special room where she can safely speak to the visitor, in which it is a man in his mid-40s, and introduced himself as Dogurasu Rakuero, the vice-commissioner of the Hero Public Safety Commission, and there he greeted her in a kind and sympathetic manner, telling her that he checked her background and offered to get her out of Tartarus and find a way to clear her name and restore her faith in the current system.

"…and so, Miss Tsutsumi…I truly want to help you as well as to restore your trust in…"

"You're not planning on making me do the DIRTY DEEDS and…"

"No…I'm not like the previous commissioner. I intend to come up with a way to clear your name and admit to the public that you were framed…as well as to restore your trust to the system. The Minister of Justice specifically requested me to find a way to get you out of here, and to CLEAN your records and to avoid putting you in a scandal…"

"The Minister of Justice...? He is aware of what I went through…?

"Yes. He approached me in secret and we discussed this matter in private…that's why I'm having a conversation with you alone. We don't want some CORRUPT BUREAUCRAT guys getting in the way."

"…"

"It's the truth. Believe me."

Tsutsumi stared suspiciously at Rakuero, as she knows how corrupt the system is, yet she yearned to get out of Tartarus, as well as to clear her name and she asked him what does he want and why would he want to help her, which Rakuero said that he too didn't like the previous administration's method and sought to change it in a benevolent way, and wanted Tsutsumi to get her life back, resume a normal life and become the pro hero she is known for.

"…and there you have it. I explained the reasons why I set this private meeting with you alone. I truly believe that you were wronged and that you don't deserve to be treated like this."

"Are you sure you're telling me the truth?"

"I do."

"…"

"Otherwise I wouldn't be speaking to you in private. I am pretty sure many would oppose in giving you a chance to start anew due to believing what the previous commission administration said about you and the reason why they locked you here."

"So what do you want from me?"

"The Minister of Justice will meet with me, and I would do the necessary paperwork…and in the case that the other commission members oppose, the Minister of Justice would step in and vouch for you. All in all, you would be walking out of Tartarus probably…within this month. What do you say, Miss Tsutsumi? It'll be in your favor…"

Hope you liked this chapter, and while there's no action involved, it served as a prelude to what's coming…as the Hero Public Safety Commission is hatching a plot as they got wind of what Midoriya is doing and are not pleased that he is doing vigilante deeds, hence each one tried doing an approach…one attempting to coax All Might to take down Midoriya while the other approached an incarcerated Lady Nagant…
