I really appreciated it and this gave me inspiration to work on the next chapter and here, first part of the current story arc is about to commence, as a MAJOR villain from One Punch Man appeared and is about to cause trouble for the My Hero Academia characters who have the ability to FLY, hence the title of this story arc…

Ch. 55: Tsubasa no aru senshi no sensō part 1
A few days ago…
The scene shifts somewhere at another part of the city, where an individual is standing on the rooftop of a skyscraper, in which his costume resembles a suit of bird-like armor and took on a more humanoid form. In this form, he gained an extra pair of wings, armor-like scales across his body, a large avian eye in the center of his chest, and a helmet-shaped as the head of a phoenix. His human face was also now visible, residing within the beak of the phoenix head, though it was mostly obscured by shadow save for his piercing, glowing eyes.
This individual is clearly a villain, and is identified as Phoenix Man, and there he is plotting something that would show chaos in the city, and there he is eyeing someone at the ground as he perceive someone as a threat to him, where the scene shifts below where pro hero Ryukyu is seen assisting the police in rounding up some low-key criminals, and Phoenix Man is determined to put Ryukyu out of the way due to the nature of her powers.
He then brought out what appeared to be a small flute, and there Phoenix Man played a tune, where moments later several birds are seen convening before traveling in a flock as the flock flew downward, heading straight towards Ryukyu, and the seemingly-possessed flock of birds attacked the cops and the apprehended crooks, which caused injuries as the cops and the crooks screamed out in pain as they were pecked relentlessly and being scratched viciously by their talons.
"KKKKYYYYAAAHHH!"
"AAAAAAIIIIIEEEEEE!"
"GGGGGGYYYYYAAAAAHHHH!"
"WWWWWWWAAAAAAHHHH!"
"AAAAAAAAHHHHH!"
"AAAAAAARRGGGGHHH!"
"GGGGGGGAAAAAHHHHH!"
"EEEEEEEEYYYYYYAAAAAAHHHHH!"
"EEEEEEEEEKKKKK!"
Ryukyu saw this and is surprised, prompting her to use her Quirk and assume her dragon form and tried to disperse the possessed flock but had difficulty as the birds moved around quite fast, and as more possessed birds arrived and attempted to attack the Dragoon Hero, Nejire Hado arrived and is surprised to see this, as Ochako Uraraka and Tsuyu Asui arrived as well, and the three girls are baffled as the birds, mostly crows, are attacking the police and the apprehended crooks relentlessly.
"Ne-ne…what's going on here?"
"Why are there so many crows?"
"Kero…this is strange…!"
"Feels like I've seen this scenario before…like I watched a scene from a classic movie from the 70s…about birds attacking people for no reason…"
"Lets not talk about HORROR movies right now, Hado-senpai!"
"Kero…Ochako-chan is right…Ryukyu needs help…"
"Oh, that's right!"
"We better do something!"
"Kero…"
Seeing that Ryukyu is being overwhelmed, Hado went to work and uses her Quirk to strike the maddened birds and managed to give Ryukyu some space and allowed her to fight back, while Asui uses her tongue to whip some birds and knock them out, whilst Uraraka had to grab a metal pipe and swings around, managing to knock down some birds, yet the Ryukyu Hero Agency are still outnumbered and are being overwhelmed by superior number of crows appearing.
Suddenly, Hawks and Fumikage Tokoyami appeared, where the latter summoned Dark Shadow and assisted in swatting the birds which knocked them out, while Hawks uses his Firece Wings Quirk to disperse several feathers and went after several more birds, while telling Tokoyami to keep swatting the birds, which the latter nodded in acknowledgement.
"Keep it up, Tsukuyomi!"
"Okay!"
"If the situation calls for it, kill the crows…but only as a last resort!"
"Got it!"
"Protect yourself as well…they are going to target you as well!"
"Understood!"
"Good! Now go!"
"Okay!"
Phoenix Man watched the scene unfold, and noticed that Hawks is more versatile and saw how the winged pro hero managed to knock down several crows, and yet he is intrigued, finds interest in Hawks, and decided to retreat for now as he flew away from the scene, vowing that one day he would meet Hawks and decide on what to do with him.
"Hmm…the Winged Hero…Hawks…we'll meet again…soon…"
Soon the Hawks and Ryukyu Hero Teams were able to disable the crows and several ambulances arrived, where they tend to the injured yet there were casualties as half of the apprehended crooks and cops were killed on the spot, which made Hawks and Ryukyu feel apprehensive as they suspect that this may not be a random attack as they initially suspect, feeling that something triggered this situation to happen.
"This is suspicious…"
"I agree…"
"Looks to me that this might not be a random attack…"
"Maybe the villain wanted to show how superior he is…"
"Could be…he even attacked the crooks that were apprehended."
"We should be careful. There's no telling when he would strike next."
"Yeah. It could be anytime, anywhere…"
"I concur."
The present time…
At a police headquarters within Musutafu, Hawks and Ryukyu reported to Yokumiru Mera, the current acting commissioner of the Hero Public Safety Commission, about the incident that happened a few days ago, and said that they suspect that someone has the means or ability to control birds and use them for sudden attacks, and there Mera said that he would consider any possibilities and would look into the Commission records to see if there are individuals who may possess a Quirk that control birds.
"I'll see if I could find a match. For now…Hawks and Ryukyu…be on the lookout."
"Okay."
"Okay."
"I'll let you know if I find anything."
"Okay."
"Okay."
"Just be ready for anything."
"Okay."
"Okay."
Suddenly, Tokoyami barges in and grabbed Mera by his collar and angrily shook him, alarming Hawks and tried to calm his intern down, as two of Hawks' sidekicks came and tried to calm Tokoyami down while Ryukyu watched on as she is surprised to see a UA Academy student lay a hand on the acting commissioner of the Hero Public Safety Commission.
There the sidekicks of Hawks revealed that Tokoyami is pissed as agents of the Hero Public Safety Commission UNJUSTLY arrested Koji Koda while using Quirk-blocking devices before arresting Koda, surprising Hawks whilst Mera was taken aback as he was not informed about this as he did not gave such orders, and there Tokoyami angrily demanded to know if Mera is not involved in this.
"Tell me…did you give the order to arrest my classmate without due process?!"
"No, I didn't…!"
"Are you sure?! You better not…"
"I'm telling the truth! I'm unaware of what you…"
"Don't lie to me!"
"I'm not!"
"Damn you…!"
"Please calm down!"
As Hawks and his sidekicks managed to calm Tokoyami down, Mera took out his smartphone and contacted headquarters, and asked for detailed descriptions on the agents involved in the sudden arrest of Koda as he said that he has never issued such orders and the dispatcher told Mera what she knows, and where the agents are at this time.
"…and that's the info I got…"
"Really?"
"Yes…"
"Can you use the GPS to track the agents involved?"
"Give me a moment…"
"Tell me their exact location…"
"Working on it…"
"Please hurry…"

The scene shifts at a safehouse where Koda is tied up while a Quirk-blocking device, resembling dog collar, is still attached on his neck, and there agents of the Hero Public Safety Commission are interrogating him and demanded to know if he is behind the bird attacks, saying that their records shows that Koda's Quirk includes communicating and commanding animals, which includes birds, and demanded that Koda admit to the crimes, which Koda shook his head and reiterated that he did not commit those crimes.
"Alright…stop stalling us!"
"Admit that you caused the bird attacks!"
"You're the only one who has a Quirk that command birds!"
"But…I didn't do those things!"
"Stop screwing with us!"
"We know you did it!"
"Just admit that you committed the crime and everything will be over!"
"I told you it wasn't me!"
The agents began slapping and punching Koda on his face and demanded that Koda admit his CRIMES, yet he maintained that he did not commit those crimes as he was with pro hero Wash during that incident, which the agents refuse to believe that continue with the harsh interrogation on Koda while further punching and slapping him, showing clear disregard to his basic human rights.
"Damn you, you blasted Heteromorph!"
"Just admit that you commanded the birds! Do it! Admit it!"
"Admit it!"
"Admit it!"
"Admit it!"
"Admit it!"
"Admit it!"
"Admit it!"
At this point, Mera came barging in, and with him are pro hero Wash, and fellow UA Academy student and intern Manga Fukidashi, and there Mera saw what just happened, and is infuriated at what the agents did to Koda, and ordered his subordinates to stand down which the surprised agents were forced to comply as Wash and Fukidashi tried to remove the Quirk-blocking device from Koda's neck.
There Mera demanded an explanation on why the agents unjustly arrested Koda without informing him, and as the agents maintained that Koda is the only one whose Quirk is capable of controlling birds, Mera said that the agents must gather proof first and confirm, and he angrily told the rogue agents that they committed RED-TAGGING, and there he summoned other agents to arrest the rogue agents, and the rogue agents pleaded for mercy, which Mera denied their pleading.
"Wwwwaaahhh! No! Please don't!"
"We were just doing our jobs!"
"Don't arrest us!"
"We'll do anything!"
"Please!"
"Please!"
"Please!"
"Please!"
Suddenly, birds, this time in a flock, arrived, and in greater numbers, which appeared to be pet birds, and the type of birds include the following, which are:

Mera stared wide-eyed as he didn't expect something like this to happen, and as the rogue agents said that this is proof, Wash said that the Quirk-blocking device on Koda is still activated, and thus Koda did not summoned the birds, but Fukidashi said that they are in trouble as they are outnumbered and they need to remove the Quirk-blocking device from Koda as his Quirk might save them from the bird attacks.
Outside the safehouse, Phoenix Man is lurking nearby, holding a flute as he is stealthily playing a tune as he is revealed to be the one controlling the birds, and is now instructing the birds to attack everyone inside the safehouse and make sure no one escape alive.

Hope you liked this chapter, as things got a little violent due to the bird attacks, and here Koda gets dragged in due to the nature of his Quirk which led to the unjust arrest and illegal interrogation, prompting Wash and Fukidashi to get involved.
But things got more frantic as Phoenix Man strikes again and commanding more birds to attack.
