Cloud
"Everything worked out well?" Ai had asked as soon as Mabui entered the office with Yugito.
Mabui didn't immediately respond. She wasn't the least bit surprised the Raikage wasn't even asking about their health. She slouched in the chair in front of the desk and released a long breath. Home once more. She didn't like traveling this much. But she was doing it—for the sake of a happy relationship with Konoha.
"You can go home and rest, Yugito. I'll take care of things."
"Hai." Yugito departed after a bow of her head.
"Are you going to keep me waiting?" Ai said with impatience, a hint of frustration creeping into his voice.
"You didn't have this much energy when you said we should halt talks with Konoha." Mabui said with a stare. "And they were fully aware of our schemes anyway. They just didn't care about it. They seemed willing to enter into an alliance. With their power, I wouldn't have thought about it. But they did it. I suppose it is the nature of the Sandaime."
She'd thought everything was because of the war. Konoha hadn't been desperate before. But they had expressed a keen willingness to form a friendship with Kumo. It was apparent, it wasn't out of weakness or the lack of power. They had power. Power that not even the Raikage possessed.
"He has always been someone who loves peace," Ai said, scoffing at the idea. "Things went well, then."
"Yes. We will have to select the best of our shinobi for the games Konoha will host to signal a new chapter in our relations."
"Yugito and Bee will do, of course. They are the best the Cloud has to offer." Ai said in a stern tone.
"I wouldn't recommend that."
"You just said we have to select the best."
"But not the best of the best. There will be people watching. If Bee loses a battle in Konoha, what will people think of our village?"
Ai frowned. He'd hate for people to think the Cloud was a much weaker village. He'd hate for anyone to even look down on the Cloud. Ai was certain he'd jump into battle if Bee was losing, just to ensure he didn't lose face. He couldn't really underestimate the Leaf anymore.
"No Jinchuriki. We can send Darui to represent the Jonin. And we ensure Konoha doesn't select any of the Uchiha we know." Mabui said.
"They'll just select Kakashi." Ai said flatly. "But Darui is more than a match for him."
"It is possible Kiri will be present. We could take advantage of this. We really don't want to fight Konoha; it's better to take advantage of their kindness and agree to the alliance." She was phrasing it in that manner because, if the Cloud were in the same position, they wouldn't be going about making friends. They would proudly display their strength for all to see and then try to recruit those who were powerful from their rivals, knowing they couldn't do anything.
"Well, they are too kind and naïve." Ai said with contempt. "I thought they'd keep the Bijuu they captured, but they just gave them away."
"They've never needed them."
"They've always needed them." Ai retorted. "During the Third War, Iwa's Jinchuriki wrecked havoc in battle, destroying enemies. Konoha was losing the war. It lost too many shinobi during the war. If not for the rise of Minato, they would have lost the war."
"But that is what I'm saying, Konoha has always had a shinobi who stands above everyone else." Mabui said. "The Sandaime Hokage was also still able during that time. He is nick named the God of Shinobi for a reason."
"He is old." Ai dismissed the Sandaime Hokage's strength. "We'll just have to be watchful of Iwagakure. They are not in a better situation and could try to sabotage things."
"If they try to join the alliance?"
"Only to destroy it from within. It doesn't benefit Iwagakure when Konoha remains powerful. We've always craved bloodlines and were willing to steal. Iwagakure has always felt spooked by anyone it deemed too powerful. Nothing has changed."
"Are just playing the long game, Raikage-sama?"
"We're looking for an alliance. I'd rather not have war. If we can gain someone from an alliance that strengthens the Cloud, why not?"
Meetings about Naruto were a norm. But Itachi really didn't understand why they needed to happen at times. Naruto was a simple person. He wasn't a conniving person like Danzo. He didn't go around using people and abetting others for his own sake. Itachi was more convinced than ever that Naruto didn't even value his life that much.
Yet, meetings continued to occur.
Perhaps it was the raw power in Naruto that left them with little choice but to walk in eggshells. Worse, his clan head couldn't be controlled. He was amicable enough to do as requested, but the Hokage had no absolute control over him—because Naruto would not do anything wasn't comfortable with.
In the chamber, were the Sandaime Hokage, Anbu commander and Shikaku. As soon as Naruto and Shisui departed, the meeting was called.
Itachi wished life was simple.
"Don't be alarmed, Itachi-kun." The Sandaime Hokage seemed to sense his discomfort even though he'd kept an expressionless mask. "We just want to pave a way for the future. You're going to be Hokage, I don't want you to inherit problems."
"Is it about Naruto-sama?" Itachi asked, his voice barely above a whisper but loud enough for everyone in the chamber to hear him.
He didn't display any of his swelling emotions. Nobody did expect him to suddenly develop a penchant for revealing his faces. He was former Anbu, but even before, he'd always learned to keep a cool face. Perhaps it was very the thing that had made Izumi worry the most.
The Sandaime seemed amused. Perhaps because he didn't usually refer Naruto with such respect. But there was nothing shocking about it. Naruto was still his clan head and he deserved to be spoken of with respect, even though he himself didn't put much emphasis on it, unless it was convenient.
"Yes." Shikaku responded to Itachi in a causal tone. "But in part. It is about the future of Konoha in your hands. We just have to get a few things out of the way."
"Your clan head gave me a proposal. In itself it is nothing alarming. But the second proposal is concerning." The Anbu commander said in a robotic tone, with edges of coldness in it. "He gave the second one to the Sandaime before leaving. We'll discuss it with him on his return. But we want you to clear a few things."
What was there to clear? Did they not understand Naruto wasn't ruled by greed? Nor did he have any interest in usurping the power of the Hokage. Sure, he didn't like them for making a decision to get rid of most of the Uchiha clan members, but that was something he was willing to let slide, for the sake of Konoha and the Uchiha.
This misunderstanding was the reason for such meetings. Would ignorance be the reason the Uchiha were dragged through the mud once more? Itachi wanted to change things. He of course hid his disappointment that even to this day, he still had to answer such questions. Now more than ever, he was glad he was going to become Hokage.
"We know two members of your clan have left for the Fire Capital. It concerns the proposal he has made." The Anbu commander said, his voice creeping with suspicion.
"Naruto-san wants to expand Military Police Force outside of Konoha. If this happens, it would effectively give him an army under his direct control because most of the shinobi will be drafted into Military Police." Shikaku explained with casualness that the Anbu commander didn't possess.
Itachi was thankful Shikaku didn't seem bothered. Then again, the Nara was of reasonable mind and he was one of the few people Naruto didn't spoke ill of. Though, he certainly wouldn't befriend the man, simply because of his intelligence.
Or maybe it was the fact that despite his intelligence, he failed to come to a solution that would have saved the village and protected the Uchiha. Itachi thought this was much more logical than anything else. After all, Naruto knew how to hold grudges against anyone.
"Do you know anything about this?"
Itachi shook his head. "No."
And he didn't necessarily have any desire to know. It was better this way. But of course, he couldn't say so. He simply had to navigate through things cleanly to avoid a collision. He would serve the Leaf, but he didn't want to be a traitor to his clan.
"Is there a reason to worry? Why does Naruto-san want this?" The Anbu commander asked.
Just before Itachi could respond, Hiruzen spoke in a reassuring tone, a small smile on his lips to lighten up the mood. "Just so you know, I know Naruto-san isn't greedy for power. He told me he doesn't want to be Hokage and has no interest in it. I have reasons to believe if I'd not decided he should become Military Head, this wouldn't be happening. But for the benefit of my peace, and those around me, we have to go about this."
Itachi nodded in understanding. The Sandaime was not ordinarily a good judge of character. Perhaps he was, but his willful ignorance and naivety made him ignore glaring res flags. With Naruto, from the beginning, his views have not changed—he has been consistent. His decision has helped save the Leaf. And the Uchiha. They probably wouldn't be where they were without Naruto.
"Shikaku-sama, do you think he has some secret agenda that could see him swallowing the village?"
"No. But he does have an interest in being influential." Shisui spoke with confidence.
Itachi shook his head. "Naruto-sama is only interested in the status of his clan. Not himself That is he has no interest in holding power himself. He wants power to be in the Uchiha clan.
"But this idea of expanding Military Police has to do with his desire to make Konoha economical. We had a conversation and he voiced his disgust at the idea that the Feudal Lord controls Konoha. He wants the Leaf to be fully independent, financially. That means even if there is conflict with the Feudal Lord, the Leaf does not suffer the same fate as Sunagakure.
"He told me that shinobi are not exactly great leaders of villages. If it were purely military, we'd be perfect. But the reason shinobi villages depend on Feudal Lords is because we have no idea about economics."
Itachi had given it some thought, and did indeed realized that his clan head was making sense. Speaking to Shisui about Kiri's attempts to improve its economic situation made him realize just how much he needed to understand about politics.
Hiruzen smiled. "He would have truly made a good Hokage."
"You can still select him." Itachi said with a straight face, but in jest. It wasn't the time, but it sort of slipped through. "To be honest, I prefer working my duties in Anbu than being Hokage. But I understand, this is a role the village gas chosen for me, and I'll accept it."
"He told me he had no interest." Hiruzen said, shaking his head. "But circumstances are different. I have made the right decision. But how does expanding Military Police make Konoha independent?"
"It's quite simple," Shikaku said. "If Military Police is in charge of policing the entire Fire Nation, the nation's towns will become dependent on Military Police for other duties. The Feudal Lord will of course demand greater influence. But that is not a problem. If Military Police becomes entrenched within the Fire Nation, ripping it out will have severe consequences. The Feudal Lord will use Military Police as he uses the Guardian Shinobi. The Fire Nation will become dependent on Military Police Force and without it, it becomes dysfunctional.
"But the goal is that shinobi will have constant jobs. The Feudal Lord won't feel like he is giving away money. He'll understand he is giving money for his country's protection. And if Military Police is everywhere, including the Fire Capital, it becomes difficult for him to interfere."
"I suppose Military Police will also be giving some of the money it gets from Towns to the village. More flow of money means the village is able to take care of its citizens." Itachi added. "But we'd have to make more economic activities to make it worthwhile. Civilians do not generally travel because of the dangers. Military Police probably won't be doing protection duties. The village will still accept those mission requests. But the lesser danger, means Civilians can travel. If they travel to this village, they spend money. Motels earn money, Civilians have money to spend."
Maybe they could fundamentally change how Hidden villages functioned. And as a consequence, they could change how the shinobi world worked. If they could do that, stop wars from happening, Itachi would be more than pleased.
Naruto could potentially be a good Hokage. Itachi had no doubts. But that was entirely for Konoha. The rest of the shinobi world could be plunged into chaos if Naruto so wished.
After all, his clan head no regard for any other lives that were not Uchiha. For Naruto, you were either Uchiha, a friend or someone who could potentially backstab him and there were enemies. He was already an unforgiving person. He didn't negotiate with enemies, he exterminated them.
"Then these are issues we will discuss in detail when he returns." Shikaku said, satisfied. He had some doubts, but he was happy everything was cleared.
"Can members of the Uchiha listen to you?"
Itachi shook his head. "They are absolutely loyal to the clan head…" He allowed a tiny smile. "He has given everything for the clan. He doesn't mind going through fire if the future of the clan can be secured. He won't request clan members to do anything he won't do. If there is a battle, he'll be the first to charge in."
"That was an unnecessary question." The Sandaime said sternly to the Anbu commander. "But I was still interested in your response," he said to the Itachi with a smile. "Who do you want as your advisor?"
"I trust Shisui more than anyone."
"Will you want to change the Anbu commander?"
Although he didn't show it, Makoto was quite taken aback by the question from the Sandaime. He understood, Anbu were absolutely loyal to the Hokage and served directly under him. Itachi could have his own preferences.
"No."
"Jonin Commander?"
"No. I don't think I can change that position. Shikaku-sama has always been a fair person who reasons well."
"But not me, huh?" The Anbu commander said.
Itachi didn't reply. The Third cleared his throat and spoke. "I was asking because I want you to be fully prepared. The people you want to come in with can start taking some roles. Given what we spoke about, I suppose it would be time you started talking to merchants."
"Hai."
"We've always been focused on selling our military services. But it is perhaps time we started selling other things. You'll have to identify those services we can sell to other nations." Shikaku said to Itachi. "We'll start preparations for when you takeover."
"The first would be medical. Konoha has the best Medical nin in the shinobi world. We should have medical squads that work exclusively for selling medical services to other nations." Itachi said something on top of his head from what Shikaku had said.
"I suppose we'll have a market for rare plants used for medicine. With Tsunade-sama's knowledge and Jiraiya-sama's expertise in knowing all corners of the shinobi world, we can have a good market." Shikaku said, smiling at the prospect of Konoha's future. He could see people from all corners flocking into the Leaf for things they couldn't get anywhere.
"I'll speak with Tsunade on this." The Third said. "What will you do about Pakura's village?"
"I don't know."
"She will come in a couple of weeks. She'll have a conversation with you on how we will deal with them. We've already given her the former Kazekage's son. And we'd want to be their main supplier for various goods."
Land of Rivers
Riku stood atop a tree, absorbing the fresh breath of nature. The skies were partly cloudy, making it bearable. It was a day one could win a staring contest with the heavens.
Trees, full of vitality and huge river streams surrounded both him and Kouseki. Birds chirped from the trees and every now and them, frogs sang their melody across the waters. Everything felt natural, and calming. And he'd thought the Land of Fire was beautiful. This was extraordinary.
"For a location to found a Hidden Village, this works better," Riku said, eyes staring into the parted clouds.
"There are not many ways one would enter. It makes it easier to defend," Kouseki agreed. "The River Lord will now surely be able to have a military he can use."
That was the main goal. Small nations always suffered because of Great Nations wars. If there had been a war between Konoha and Suna, the River would have become a battlefield. Their people would have suffered needlessly. Hanzo's power managed to save Amegakure but not the entire country.
"We shouldn't linger about. We should finish and return home before Naruto-sama returns from Kirigakure."
"It's fine being out here." Kouseki said with a smile. "We don't leave the Leaf that often."
"We'll be doing it often if things go smoothly."
"I wonder about that. But perhaps that is why Naruto-sama wants everyone to pull their weight." Kouseki frowned. "We could become targets for the Sharingan. The more power you have, the larger the bounty becomes on your head."
"Bounty hunters are not the most fearsome shinobi." Riku was dismissive. They jumped from the tree, and landed on the ground, and started to walk toward their destination. "I've only heard about the man who supposedly fought the Shodai. But that is all there is to it. Well, if we are fearful of bounty hunters, we've truly fallen."
Kouseki laughed. "Yeah. But I think our reputation will return."
"Not if others remain weak."
"Naruto-sama isn't going to allow that."
They walked for about two hours. The sun was setting. They'd not even noticed because the shades of the trees covered everything. By the time they reached the new village, the clouds were reddish, and dark, looking pregnant with hail.
The village was located next to a large stream of water. There was a bridge already built to cross the river. A few houses were already built. They were nice little structures, made of wood and mud. There could have been over a thousand people in the village. It seemed nice and quiet. There was none of the doom and gloom one would expect from people who'd been displaced from their beloved land and forced to settle in an unfamiliar territory.
As they walked through the unguarded bridge, they were suddenly surrounded by a five shinobi. The hatred, killing intent was visible in their eyes. If glares shot out daggers they reflected, both Uchiha's blood would have been dripping from the bridge into the river.
Riku wasn't receptive to this hostile welcome. That these people wanted to jump on them and murder them right there was clearly evident. Why they were even allowed to form a village when they clearly held this much hatred toward the Leaf was beyond him.
"Uchiha... You're not welcome. Leave or we will not be responsible for whatever happens to you."
Now, that was the joke of the century. What could they possibly do to them? They were a bunch of weaklings who only survived this far because of the mercy of Naruto. Had he not been merciful, they wouldn't even have this village.
"I'd like to see you try something. This trip been disappointing anyway." Kouseki said with a wide grin, seemingly raring to go for a battle.
"We're not here to fight." Riku warned.
"But if they want, we can give it to them."
"We're not bullies, Kouseki." Riku turned to the shinobi. Their headbands had the form of a wave. They had already settled. The Feudal Lord has surely expanded a lot of resources to see this through. "Is that how you greet people? You're alive because of Naruto-sama's mercy."
He was now beginning to think their hatred was not directed toward Konoha but the Uchiha. They would hate Konoha once Itachi became Hokage.
"Should we be grateful?"
"Isn't that logical?" Riku asked. "Naruto-sama gave a warning for Rasa to evacuate the village. Had everyone simply evacuated, you'd not been pursued."
"Piss off, Uchiha!" The man said with pure hatred. "You destroyed our home and you want us to be grateful?"
"We're here to meet Pakura-san." Kouseki said, his voice cold. "We won't go into the village. It's better not to cause trouble. While I'd be happy, we don't want to ruin things for you."
"Pakura-sama has no business with you."
"What the hell are you doing?!" Pakura exclaimed, appearing at the bridge. Her expression was stern, hands folded across her chest. "Is that how you welcome guests to the village?"
"They are Uchiha."
"They are Uchiha who saved my life when your former leader attempted to kill me. He brought this mess!" She said sternly, glaring at them. "Go back, I'll talk to them."
One last contemptuous look, and a spit, the shinobi departed from the bridge.
Pakura sighed deeply and leaned against the bridge. This was tiring. She was happy they had settled. But the hatred within the village was consuming. Some of them blamed Konoha, some blamed Rasa. The children of the Kazekage were also at their mercy. But, she'd calmed things. They were united in rebuilding.
Even when confronted that she didn't blame Konoha because she had been saved by it, she didn't deny it. She admitted it. Konoha would have been in the same position as them if Rasa had gotten his way.
"Please don't take it personally."
Riku shook his head. "It is nothing. They are going through the motions." He said. "My name is Riku, and this is my brother, Kouseki. We're members of the Uchiha clan and have come here on Naruto-sama's command."
He stared her to judge her reaction, but she gave nothing away. She simply nodded her head.
"What is the message?"
"Naruto-sama simply wishes to see how things are flowing and wants to know if he can help. Starting a village is not easy, especially when you have no funds."
"It is going to be difficult to accept help from Konoha."
"Why?"
"The River Lord." She frowned.
The man had been clear. He would offer all help they needed to get starting. They were not to accept any help. If help was to come from the Leaf, it had to go through him. She understood what he was doing. Perhaps an attempt to keep the divide and ensure Konoha didn't control them. She understood the fears, but some of his demands had been ridiculous. She had resented coming here, but she understood, the location was good.
"You're here not for Konoha but the Uchiha?"
"Yes. Naruto-sama isn't indifferent to the sufferings of others." Kouseki tried to keep a straight face, but he failed.
"I know the man." Pakura said flatly. "There isn't anything you can do. We do need someone good with medical skills. Can the Uchiha provide that?"
"We destroy things." Riku managed to say those words with pride. "Your people must be getting sick. This is a great change for them… we will see to it."
"An the Feudal Lord?"
"We'll deal with it before we return to Konoha. Have no fears. We'll just talk to him." Kouseki said. "And how are your shinobi surviving?"
"Merchants are providing us with goods we need. The Feudal Lord is giving us missions. Surprisingly, even the Wind Lord sent us two mission requests," Pakura said with a small smile.
"It seems things have been sorted out for the most part." Riku said. "We'll come again, some time. Once things have settled. Maybe we could form an alliance."
They would not stay in the village. It would have been a risk. Someone could try to assassinate them in their sleep. The village wouldn't even be still in their presence. No doubt these people feared the Uchiha name. They surely had nightmares about them.
Riku and Kouseki departed with haste. Having now added another stop in the River Capital.
"What exactly are we going to say to the Feudal Lord? Will he even welcome us?"
"We could just ask him if he wants to piss off the Uchiha." Riku asked, shrugging a bit. "It's not a threat but a question."
"If he is smart, he'll deny even making the demand and say Pakura-san misunderstood him and he simply wishes to see this through on his own as he has the resources."
Riku managed a small smile. "Politicians."
Kirigakure
Mei was naturally nervous about the fact that Shisui wasn't coming alone—he was coming with his clan head. The letter had left her stunned. Kisame had volunteered to cut the Uchiha in half if he tried something, and he'd meant it. It was good to have loyal shinobi, but that only added to her nervousness. After all, at the first sign of danger, Kisame was going to lunge.
She considered that it might not have been the best idea to bring him to the village entrance to welcome the Uchiha. She'd done it anyway, with a few more shinobi added to the company. They had much to be grateful for.
Her nervousness was due to the kind of person Naruto was. From what Shisui had said, Naruto didn't necessarily trust anyone who was not Uchiha. It appeared that he feared treachery above anything else and would rather be cruel than be betrayed.
Another worrying fact was that the letter did not disclose his reasons for coming. It could be a number of things. He had displayed power beyond wild imaginations. The surviving Swordsmen wouldn't even want to fight him again now that he had become much stronger and more experienced than when he engaged them in battle.
She forced a smile as she watched the Uchiha gracefully walking toward them. Naruto had his hands folded on his back, his lone visible Mangekyo Sharingan fully opened. The eye wasn't trained on them but rather beyond them. He wasn't clothed in his usual weapons but seemed rather casual.
She felt relieved—at least he wasn't here for battle. He glanced around at her men to see if anyone was on edge; they were all calm. It helped ease her worries, and her smile became natural.
While was engrossed in her thoughts, Naruto was the first to speak after stopping two feet away from her company.
"Mei-sama." His voice, quiet, powerful with respect in it. He was smiling at her, a small smile, but visible to all.
"Naruto-san." Mei held out her right hand. He took her hand, it was a gentle touch, warm and soft. It was surprisingly for a shinobi who wielded weapons to have such soft hands.
Naruto raised an eye brow and then glanced at Shisui, while shaking Mei's hand. "Have you been badmouthing me, Shisui?" He asked.
"Why would you say that?" Shisui replied innocently.
"The Mizukage showcases some discomfort. It can only be because you said something nasty about me."
Mei cursed her lack of composure, but it was hard to remain composed in front of a man who could literally destroy Kirigakure within a few minutes.
"Could it be just that you make me uncomfortable?" Mei asked, regaining her composure.
Naruto's eyes fell back on her and then folded his hands on his back once more. "Could be. But I'm certain my general appearance is not intimidating to anyone. In fact, most people are rather surprised when they see me. They don't quite see the monster that is capable of destruction."
"Appearances can be deceiving." Kisame inserted himself, feeling left out. "You haven't changed much from the brat that came here and made a mockery of the Swordsmen." He managed to say that with a grin.
"Have some respect, Kisame." Mei cautioned.
Naruto waved his right hand. "It is a pleasure to meet you again, Mizukage-sama. Last time I was here, I had doubts you'd actually be able to pull things through because I considered you a little too kind. But, Shisui was right. You're not just capable, but a trustworthy person."
"Thank you." Mei said, smiling naturally and regaining her composure. "But it is nothing Shisui has said about you. Your reputation proceeds you."
Naruto smiled. "Well, at least I'm doing something right," he said happily.
Graceful and with a watchful eye of a warlord. He was truly different from Shisui. He was similar to what she'd seen when he was here, just a much more powerful version. He wasn't being modest when he said his presence was welcoming; she thought it was by design. After all, it was all in line with his nature.
But it was obvious he was close to Shisui, given the way they interacted. They acted more like friends than anything. Naruto's voice was even different when he spoke to his fellow Uchiha.
"Thought you'd have come much earlier." Kisame popped up. He seemed to be itching with crossing his sword with Naruto.
"Why?"
"Didn't trust you." Kisame said with a shrug.
Naruto glanced at Kisame and then looked around. The air was light. The presence of the village was refreshed. It no longer felt like a bone yard. The stench of death had been washed away by a sense of peace and prosperity.
It was nothing miraculous, but the change was commendable.
"Are you ignoring me?"
"Shisui," Naruto said in a measured tone. "Would you tell the Sandaime if I killed this man?" He said so in a flat tone.
The shinobi around them heard him, and they seemed to be on edge. Even Mei wanted to jump in but Shisui shushed her. On the other hand, Kisame displayed excitement.
"Why?" Shisui asked, knowing Naruto was dead serious.
"Well, if Zabuza had managed to wound me, this person would have stabbed me in the back. I feel he could do it again. You know my views around such people."
Naruto didn't trust Kisame, not even a little. This was the first person who would oppose to anything that Naruto felt needed to be done. He was almost certain Kisame could disobey Mei if he had to. He was sort of like Itachi. The thought made him smile.
"You're joking, right?" Mei asked.
"Unfortunately, no," Shisui said, and then shot a look at Kisame. It was a warning look that clearly told the man to shut up or he would die. Kisame knew Shisui well enough not to mess with him, and so, he simply snorted, but kept quiet. "If you were to order me, I wouldn't say anything. But if you did so, it would destroy our relationship with Kirigakure."
"I think not. Have I not done enough for this village? I captured their Bijuu and returned them. Killing one shinobi for being contemptuous is nothing." Naruto said and then smiled. "You've truly changed this village. I wanted to come here because I was interested in the change. Shisui has told me so much. Jutsu is not the only thing that makes a village strong, it is also its economy."
He changed the subject just like that. Mei was happy to engage him on this subject. But she needed to have a word with Kisame. She assumed he was simply testing the Uchiha clan head, but Naruto was an unforgiving person who views threats as enemies to be destroyed.
After arriving at the office, Naruto asked to speak to the Mizukage alone. Everyone else left the office.
"Please sit." Mei said, pointing at the chair in front of her desk. This time, she had better composure.
Naruto sat down, and stared at the Mizukage. The air in the office was fresh. The office itself had a theme of blue going about it. It was neat and the desk was just like that of the Sandaime —stacks of papers. She'd obviously scrambled to welcome them while still busy with her work.
"You must have been surprised when you heard I was coming." He didn't hide his smile.
"Yes."
"There is no reason to worry." Naruto said in a reassuring tone.
Mei smiled. "You just threatened to kill Kisame."
Now that he looked at her, the Mizukage was a fine looking woman. She was truly a mature woman. She had the warmth that matched well with Shisui. It was no wonder she got along with him. But pair such idealist person with the Sandaime, and it would be a disaster. Generosity needed to have a balancing act, and unfortunately, Hiruzen was a gift that kept giving.
"I didn't threaten him. I merely asked its feasibility. I don't forget people who threaten me. And I can hold a grudge. But it doesn't necessarily mean I'll kill you for it. I'll rarely act because of anger or hatred. You see, I'm some times perfectly rational in my actions can seem robotic."
Naori had boldly proclaimed it was a flaw, a glitch in his character that meant he couldn't truly be happy. She was reaching, of course. Or maybe she was just poking him, as she usually did. Naruto wasn't as miserable as she liked to suggest.
"If Kisame doesn't like you, and once threatened your life, you'd not want that kind of a person in your corner. It is nothing, but a rational conclusion." Mei finished, speaking without emotion. She then sighed. "Shisui told me you were like that."
Did it mean they always had to tread lightly just not to offend him? Shisui hadn't said it like that, but if you didn't know, you'd act like that because of how he phrased his words.
"My friends have nothing to worry. I allowed the Jinchuriki to be brought here. I could have just killed them. But I wanted you to have them. But it doesn't mean if there are certain things around you that bring me discomfort, I won't eliminate them."
Mei felt like she was speaking to her superior. It rubbed her the wrong way. She was the Mizukage and fell like she had to remind him. But as the saying goes, anyone who had to cry out he was the king, was not truly the king. She just had to find the right balance to deal with someone like him.
As if he could read her mind, Naruto held up his right hand.
He spoke with a smile. "Don't worry. I understand you're the Mizukage. I'm the sort of person who takes action when needs be or my clan is unseasonably threatened. You mustn't take it personally." His voice wasn't cold, it surprisingly was soft, but with a bit of steal in it.
Mei smiled. "Why did you ask Shisui to be outside?" She asked curiously.
"Shisui is my brother. I love him above all other people. But he is very kind hearted. During missions, he'd rather use Genjutsu to disable his opponents than kill them."
"I'm aware of his kindness. It is one reason I have been comfortable with working with him." Mei said with a warm smile. "Does it bother you?"
"His kindness? It annoys me at times, but it is his nature." Naruto shook his head. "He told you about his unique ability, didn't he?" He asked her with an expressionless mask, his voice cold once more.
The mood just flipped upside down. Mei knew what he meant. She could feign ignorance, but she knew that would not be well received. If anything, she felt compelled to tell the truth.
"Yes."
Naruto sighed and his expression softened a bit, his voice gained some emotion. "Well, hardly surprising. Have you told anyone?"
"No."
That was dangerous, Mei thought.
"Well, I wanted to first introduce myself. You know me by now, and what I'm like. We will have a frank conversation later on."
What was there to introduce? Mei thought it was a warning. He didn't even beat around the bush. He spoke his mind bluntly and without care. Shisui could say Naruto was the easiest person to speak with, but she didn't see anything easy about him.
Worse, he didn't seem like someone who could be swayed by any sentiments.
"A frank conversation about?"
"The future." Naruto was already on his feet as he spoke.
As soon as Naruto was out of the office, Mei released a huge sigh of relief. She felt like she'd been holding on her breath, suffocated by the presence and choice of words from the Uchiha clan head.
It was laughable, she was the leader of this nation, and yet, in front of him, she felt like a subordinate he could dismiss and appoint another. She loathed this feeling. She hated feeling like she wasn't in control. This was her beloved village, and she was the Godaime Mizukage. The people of this village had chosen her to lead, and not Konoha.
When Shisui walked into her office, she didn't shower him with the usual warmth. She wanted some reassurance from him. She could take his word. She'd trust him with her life if it came to it. If he said the word, her worries would flow away.
Perhaps he sensed her worries, he looked at her with some sympathy. This didn't make Mei feel any better. In fact, she felt worse.
"Explain." She instructed in a flat tone, her eyes staring deeply into Shisui.
"You seem shaken." Shisui expressed his concern for her.
"Your clan head has a nice way of speaking his mind."
Shisui smiled. "Was he hostile?"
"No. Just made me feel small."
Shisui chuckled. When Mei returned a sharp stare, he stopped and held up both hands apologetically. "I'd love to say don't mind him. But he doesn't joke around in such matters. He only jokes around with members of the Uchiha," he said, shaking his head.
Naruto believed people were more truthful when pressed against the wall. He'd rather not deal with snakes. And so, he always forced the sheep to shed its skin, to reveal its ugly nature Only then, a real conversation could be had. If people are comfortable, they are easily able to lie.
"I considered he enjoys it."
"You'd think he enjoys making others small but no." Shisui said, a small smile on his lips. "He only enjoys himself like that in battle. It is not the joy of seeing others smile, but the rush of blood one experiences in battle." He paused, allowing Mei to settle her thoughts. "I was surprised when he said he was coming along. It wasn't anything planned."
"Do I have any reason to be worried? Does he think Kiri is a vassal of the Leaf?" Mei asked in a serious tone.
Shisui shook his head. He could imagine her love for Kiri being stirred. The fear of her beloved people being used and oppressed to meet some demands of their Lord. Naruto would destroy anyone who made him feel such emotions with regard to his clan. What about Mei? What could she do aside from seeking assurances from him that she was the true leader of this village.
"No. There is no reason to be worried, Mei." He called her by name to emphasize that she could trust him. He was putting her trust in him to a burning inferno stress test. "You can deal with him however you please. He doesn't mind a lot of things. When push came, you stuck with Konoha and sent men. If Naruto didn't trust you, I assure you, things would have been different."
They wouldn't even have gotten the Bijuu. Even if they did because the Sandaime ordered it so, Naruto would have probably manipulated the Bijuu to wreck havoc in this village the moment they arrived. Who would blame Konoha? Kiri's inability to control the beasts would be at fault. Naruto wouldn't have been stupid enough to object. He'd have done what he usually does, accept the decision of the Hokage.
"That I do not doubt. Yet, I can't shake off the feeling."
"I understand. Wait for him to talk to you about the core issues, and you'll be surprised." Shisui said with a smile. "Just be upfront with him and you'll realize you can talk to him. There is one problem though."
Mei narrowed her eyes. "What?"
"He has no tolerance for the unreasonable. I mean, absolutely no tolerance Even if it might make sense in in some ways, if he considers it unfair to him, he'll not tolerate it."
That was one aspect about Naruto that Shisui feared. He wouldn't even spend time to make someone understand. He simply expected everyone to have the same level of reasoning capacity as him. People got emotional at times. Emotional things were not always reasonable. That was an aspect Naruto either couldn't understand or just refused to understand.
"Excellent!" Mei exclaimed with mild sarcasm and then changed the subject. "My meeting with the Sandaime?".
"We'd originally wanted to hold it in the Wave. But the Sandaime wanted to come here. We can however still hold the meeting in the Wave. And he can come here after. Most of the arrangements have been made. There is also the idea of creating a permanent post where someone from the Leaf resides here as a diplomatic resident. The Mist can likewise do the same in the Leaf.
"In terms of security arrangement, nothing much can be done. But if you want to bring the Swordsmen, you're free to do so. We'd rather you only bring two guards. The Sandaime will only bring two guards to the meeting."
Mei nodded. "Well, preliminary issues have been dealt with. It is just a matter of sealing the agreements." She said, and then beamed slightly. "Nothing has been signed, but I feel we're real allies."
"Likewise."
"Who is going to be here? You?"
Shisui smiled. "I'd be happy if it was me. But I do not believe that option is available. I'll come here but can never make a residence here. I'm Uchiha and my clan head likes Uchiha being at one place. Besides, our clan has lost its numbers. We want to ensure we don't go instinct. We also don't want the blood to be diluted."
Mei stared. He'd already told her Naruto didn't want members of the Uchiha to marry outside of the clan. Keep the blood strong and ensure children are able to awaken the Sharingan. Not all born of Uchiha parents are even able to awaken the Doujutsu.
"Whoever Konoha decides to send has to be someone I'll like."
"Of course."
"Are we still proceeding with the trade on sea food?"
"Yes. We might have to increase quantity. But there are no changes."
Mei nodded and then fell into deep silence. This was the first time she was meeting Shisui since Suna was destroyed. To raze an entire village was unimaginable. It had never been done before. The will to even commit such mass murder was something Mei didn't have, even if Kirigakure was being threatened. There was certainly no need to go that far, but the Uchiha did it.
Was it the same fate to those who dared threatened the Leaf? Would it befall on her village if they to betray Konoha?
"Something concerns you?"
"Suna destruction." Mei said in a heavy tone. "I know what I want, but what my successor will do, I do not know. I wish I could have some influence on that. Shinobi forget quickly. In a few years, someone will forget what happened to Suna and poke at Konoha. Or maybe, there might be the fear that the Leaf is growing too powerful."
How Shisui wished the shinobi world didn't operate like that. But, the shinobi world was an unchanging will. History tended to repeat. The same thing occurred over and over again. Even if enemies stopped fighting, there was another enemy that would be spawned to fight.
"Itachi will stop at nothing if Konoha is threatened. He is going to become Hokage. You'll get acquainted with him. But unlike Naruto, he doesn't love violence. If there is a method to solve things without fighting, he'll follow it."
"Did the Sandaime order it?"
Shisui smiled. "The Third wouldn't order something like that. He knew what would happen, but he'd not order it. The two were given discretion."
Mei thought about it and cackled with disbelief. "The Sandaime Raikage fought over thousands of shinobi. He was said to have even fought the Eight-Tails to a stalemate. But he didn't have the destructive power to destroy an entire village in one swing.
"Bijuu have always been powers beyond us. We've always counted on them for an extra edge in battle. But you people deal with them as if they are nothing. And you still have the Kyubi in your possession. How is that any fair?"
"Hasn't it always been like that?" Shisui asked. "The current Konoha is not even more powerful than Konoha was when it was founded."
"That gives me chills thinking about it."
"Well, we had Madara and Hashirama. And Uchiha and Senju at the peak of their powers. But now, the latter is extinct. And former only has a few members." Shisui smiled. "I'm almost blind."
"Saving grace."
"That's cold."
Mei giggled. "Well, nature does find a way to balance things." She said with a wide smile. "But you can see, right? It would be sad if you could no longer tell my face."
"I can see. I'll never be truly blind." Shisui explained. "I've told you so many things, it makes me look like a spy."
"Aren't you just comfortable to share with me?" Mei said, a sly smile spreading across her lips.
"Yeah." He said with a warm smile. "It helps that I trust you. Perhaps more than some people in Konoha," he finished with a chuckle.
A thick fog surrounded the tower. The view below was blurry as a result. Everything was small. The winds could drag even a shinobi to death. Unlike cats, humans didn't always fall on their feet. Those who cowered at the thought of heights couldn't even come this far. Even if they miraculously made it, they'd he trembling with intense fear.
This was a unique thing for the shinobi world. Perhaps even their culture. Only children played around for entertainment. Adults worked, got drunk, visited hot springs and enjoyed meals with their families. For shinobi, it was missions, rest and more missions. But Mei has created things for leisure—things that even shinobi can enjoy.
Jumping off a cliff was a dangerous spot for even a shinobi. Not everyone had the chakra control. They were not even superhuman that they could survive just about anything. For Naruto, he could always activate Susanoo to cushion the fall, but others had to receive the blow.
"Jiraiya is an ideological fool. He dreams of a world where people can truly understand each other. But that is nonsense. Humans survive off conflict. Understanding doesn't mean we can get along. I can very well understand your motives but still kill you.
"Konoha has indulged in some dark arts because of survival. Rather, its need to survive. We'll invade our neighbors if needs be because we do not have economical muscle. Shinobi need missions to survive. The larger the village, the larger its mission demands become. Without mission requests, both the village and shinobi suffer. That is why we sometimes seek conflict.
"But fundamentally changing the way things function mean the villages will no longer be dependent on Feudal Lords. You'll find that even shinobi find it easy to travel to other nations, not for recon or anything bur rather, for leisure.
"I want the Uchiha to change the Fire Nation. To pioneer a new way in which shinobi will live. It doesn't necessarily stop wars but it makes the world a better place. Wars threaten our very existence. We must strive for a system that expands our power, while ensuring we're able to prosper. That is what I want," Naruto glanced at Shisui through the corner of his eyes. "Can you support this?"
Shisui fell on one knee, stared at the steel floor with a hand on his chest. "Yes." He stayed like that for a moment before standing up. "You came here to see if it was possible to create an economical independent shinobi village."
"Among other things." Naruto conceded. "I am more than convinced that we can. It is about finding the right balance and a system that works. You know some shinobi die doing higher ranked missions because they have families to feed. If Military Police is expanded, shinobi will have constant work. Military Police will pay 'taxes' to the village. Shinobi will be able to buy things from civilians. Some are so poor they can't even afford to buy weapons. But with a constant job, and missions availability, they'll be able to buy. Businesses will function.
"The village can introduce a kind of commission system. Something like taxes. Criminals sometimes force business owners to pay 'protection fees'. Villages can create a system that allows the village to receive a certain percentage from the profits businesses make. It could be the same for merchants. With this income, the village is able to handle social programs, like an effective orphanage, support for elderly who have no one to care for them. Konoha has a large population, it will be simple for it to have a functioning economy. I realize that isn't enough. There needs to be certain things the village produces and sells to other villages. Of course, the Uchiha clan has to play a vital role in that. If we can't dominate politics, we will dominate economics and military power."
Naruto was not even against robbing a few gold mines to ensure the Uchiha coffers were always filled up. There were three kings of power he'd come to learn existed; Military power, Economic Power and political power. The Feudal Lords always wielded the latter two. The Uchiha would hold Military and economic power. This way, their influence would reach far into the Fire Nation's Council. If he could achieve this before he even dies, Naruto would die a happy man. Hell, he'd even do away with Izanagi if the Uchiha name could be engraved in history as the most powerful clan.
Naruto was saying Konoha but Shisui knew it was not about the village but the Uchiha. Even if Konoha would benefit, the Uchiha would end up being the greatest beneficiaries.
"You're connected to the Senju, yet you loath them," Shisui chuckled in thought. "Do you really want to get rid of the Nidaime's foot print in Konoha?"
"Of course. Tobirama made some great inventions but I dislike that Konoha as designed according to his blue print. It makes me feel like I'm living under the shadow of a dead man. Its insulting. There is nothing Uchiha about it. That must change. Konoha is ours."
"I hope this entitlement does not cause problems in the future." Shisui said in a worried tone. "Especially because of your lack of tolerance for anything you consider unfairness."
Naruto shrugged. "I'm doing things proper. One mistake and everything goes down the drain. I've always been willing to drag my pride through the mug for the sake of the clan. Nothing will change. I will not be the clan head who leads the Uchiha into doom."
"How have you come to this knowledge?"
"I studied." Naruto spoke with disgust. "I sat down and studied books. Fugaku-sama would laugh…" he shook his head, and then glanced down, hearing gentle footsteps. It was Mei—she was coming up. He figured she wanted to talk here. He'd said be would come to her office.
Shisui put a hand on his shoulder and smiled. "Be nice. She is a good person."
"You should have known if I bothered to come, I was going to be nice."
"She seemed worried over the way you spoke to her."
"Are you a defender now? Is she not the Mizukage?"
"Yeah, and you're you."
"You have nothing to worry about. In fact, you'll probably be happy I actually came here." Naruto said, but there was no happiness in his face. "I'll be nice. Happy now?"
"Yup."
"Kisame."
Shisui emotions drained from his expression. "You've already determined he'll become a problem. He is a man who loved Kiri and will go against the Mizukage if he disagrees with her. He'll not want anything that makes Kiri look subservient." He said, removing his hand from Naruto.
"Then you know what you must do."
"Is it necessary?"
Naruto gave Shisui a stare. "Is it difficult?"
"No." Shisui conceded. "I'll just have to give him suggestions to be absolutely loyal to Mei and never go against you. Well, Kiri will not disintegrate into civil war." He closed his eyes. "It's not worse than what I did with the village Council."
"A necessary action. We couldn't have that stain written anywhere."
Mei arrived and Shisui greeted her. He whispered a few words and then climbed down the long staircase. The Mizukage walked up to Naruto, stood by his right for a moment before sitting on the edges of the tower.
"I must state my admiration for what you have done. This village once stank, but now if is full of life and people are more united than ever. You'd not think this is the bloody Mist."
Mei was truly proud that she had managed to shape this village in form and nature she wanted. The blood that once flowed in academy classes was now a story told by those who witnessed it. Zabuza would have been the one to run such horror stories for his amusement. But he'd been an idiot. One cannot, however, question that he'd loved Kiri wanted it to return to its former glory.
"Konoha gave us a chance and we took it."
"You've shown your willingness to repay the favor. If Shisui hadn't spoken highly of you, I'd have returned here to compel you to become vassals of the Leaf." Naruto said.
Hearing his blunt words, Mei couldn't help but chuckle. It wasn't a sound of happiness, just an empty melody, devoid of any bit of emotion.
"I should be thankful to Shisui then."
"Your character to be precise."
"You value such things?" Mei looked back at him, to see his face. The one visible eye, the Mangekyo Sharingan active, stared down at her with amusement.
"What kind of a person do you think I am?" He asked a rhetoric question. "Just as much as I value such things, I'm also extreme when they are broken."
"Like Suna."
"That was nothing extreme. Suna received what it deserved. It had amassed a large military force to destroy us. Actions have consequences. We dished out the consequence," Naruto said with indifference. "Extreme would have been to take all Bijuu o captured and then knock at Kumo's door, give it the same treatment as Suna it for once threatening to declare war on us foe their own greed."
Many people died. But Mei was now certain Naruto didn't lose sleep about them. He didn't care. As he said, they got what they deserved. Suna hadn't betrayed Konoha. It had threatened it and refused good will from the Sandaime. What kind of fate awaited Kiri if it betrayed the Leaf then? She shuddered at the thought. His extreme thought made her realize just how true Shisui was, about Naruto's love for violence. And his indifference to anyone who is not Uchiha.
He didn't have the same intensity as he did earlier. He seemed much more relaxed. Perhaps they could talk freely. She knew he spent the day looking over the inventions and things she had created with the curiosity of a cat.
"Shisui must have already told you." Naruto restarting the conversation dragged Mei out of her thoughts. "I'm protective when it comes to my clansmen. There are a few of us and the men must start forming relations to give us children. But even then, I have refused anyone from marrying outside of the clan. The Senju didn't care. And their clan is now extinct." He snorted with disdain. "A truly gigantic fall from the grace from one of the most powerful clans.
"Shisui has been dodging the issue. He is rather kind hearted and will not want to marry a girl just to fill her with his sperm. And pop out a couple of Uchiha babies. But I don't have that kindness. We must do what we must to survive. The threat of extinction honestly gives me nightmares. Another nightmare of mine is having Uchiha children who can't awaken the Sharingan. The thought terrifies me…" He balled his fists, and his chakra leaked a little bit.
"But, I'm willing to make some exceptions. Even if I do want the clan to survive, I don't want my people to be miserable. I want them to be happy. They are more productive when they are happy. Miserable people are most likely to seek a destructive path. What is even the use of having a powerful clan when its members are miserable and practice cannibalism?"
His love for his clan was evident. He didn't even speak in voice devoid of any emotion. There was warmth when he spoke of his clan You'd not think he was a person who didn't blink when a village was being destroyed but actually sat down and watched as if he was enjoying a magnificent play. Mei could understand why Shisui even felt the way he did about his clan head. Even if he could be a demon to enemies, Naruto could still be a loving mother to his clan.
"There was talk of a political marriage, and I rejected this from the onset. Even recently, I told Shisui if he doesn't pick a girl, I was going to order him." The clan head sighed. "But if it can make Shisui happy, I'm willing to approve a marriage between him and you. It strengthens the relationship between Konoha and Kiri. But that is a low bar for me. I'll still approve it nonetheless. But on a few conditions. Your children will not be raised in Kiri. In fact, I'd rather they be born in Konoha. It is your choice whether you'd want to quit being Mizukage and raise your children in Konoha."
It became obvious to Mei that he had no interest in even allowing her Uchiha children to live in Kiri and one day succeed her. It appeared for him, Uchiha were supposed to remain in one place. Even if having an Uchiha Kage in Kiri would give them more power, he had no interest in it, as long as it would mean Uchiha were far apart.
"You didn't talk to Shisui about this."
"No."
"You're not willing to deviate from those conditions."
"I'm not even willing to allow Shisui to have a permanent residence here. I have not allowed any Uchiha to do missions outside of Konoha, instead carrying the load myself."
Mei was not desperate for a marriage with Shisui that she'd jump at the opportunity. She liked him. But she loved her village more. She didn't intend to be Mizukage for ten more years. Hell, once she was satisfied all things were functional, she was going to quit.
"I'll talk to Shisui."
"Good. I'll be gone by midnight."
Mei hurried to her feet and stood in front of the Uchiha. "I have a request. I want you to test two of my most trusted men."
"If it is a request from you, I'll amuse you."
The training ground was far from the village. The mist that had been in meeting was dispersed. The terrain was flat, surrounded by boulders. Only the Swordsmen were present. No other shinobi was invited.
Naruto stood with Shisui and Mei, watching the two he was supposed to test. He'd decided not go give everything. Mei didn't even want her people to die. But she wanted for them to be given a stern test.
"It has been a while since I last fought a tactical battle." Naruto said, holding the sword of Kusanagi. He held it in a sheath and placed it on his shoulder. He nodded to himself, thinking he should always carry it like this.
"Will that be fair?" Shisui asked. Naruto has always been able to fight a tactical battle. He trained his students to fight a tactical battle. Then sometimes employed raw power to force them to think out of the box with their tactics.
"No fight is ever fair." Naruto replied with a shrug. "Besides, I've become bored with simply using raw strength. Nobody comes close to challenging me. If I lose the raw strength, It should make things interesting."
Tactics did have a nice ring to it but they were meaningless sometimes. And usually, Naruto didn't want to fight with restraints as his mind would be boggled up by thinking of the next strategy instead of simply enjoying blood being shed in battle and experiencing pain from blows and cuts.
He also wanted these people to know who wielded the power in the group. He didn't want them to do anything in the future that would earn his wrath. For this reason, they needed to be reminded of the power of the Uchiha.
"Take it easy. We don't want to redraw Kiri's landscape."
Naruto smiled. "That would be fun. But, it would be too embarrassing to use my full power against such people. I'm not a bully." Naruto said in a measured tone. "Will that work?"
"As long as they are tested." Mei said. "I simply want them to experience greater power to prepare them for the future. If there is a huge gap, they must know there is room for improvement."
"For those without bloodlines, there are limits to how far a shinobi can go. Even us with bloodlines have limits. You should know that, Mizukage-Sama."
It was always strange when he spoke to her in such a respectful manner. Perhaps he was showing respect to her position and not to the person herself. "I know that," she said in a bitter tone. "But experience teaches new things."
"Indeed." Naruto agreed.
Mei looked at both Kisame and Choujuro. They were her chosen guards. The people she trusted with her life. They had to be better than anyone else among the Swordsmen, for her sake and that of the village.
"Don't disappoint me." She said to them in a serious tone.
"Of course." Choujuro replied while Kisame only grinned.
"We are coming with the intent to kill right? It would be boring otherwise."
Naruto smiled. "You're free to try by all means to kill me. If you succeed, have no worries. While embarrassing to be killed in a sparing session by the likes of you, Shisui will accept it."
Kisame laughed madly while Mei looked Shisui for conformation.
"It is as he says." Shisui said.
Kisame didn't waste time before recklessly lunging at Naruto.
He darted toward the Uchiha and waved Samehada in a swift slash toward Naruto's waist level. The swing was fast as the Kiri nin could master. Naruto blocked the strike with his sword. The swords clashed and Samehada seemed to giggle about something.
"You didn't even move an inch. It seems you do have some raw strength."
"I've been training for as long as I could remember. Physical strength is necessary for stamina. But if you're going to charge at me like this, this will be a snooze fest."
Kisame merely grinned.
Naruto glanced at his right, and Kisame increased his strength pushing. Choujuro burst into the scene on this right, holding his sword with both his hands, and then did a swift twirl, aiming the sword at him. As he did so, Kisame leapt away.
Naruto slammed his right foot onto the ground and while Choujuro was still twisting around, the ground beneath him elevated, lifting him up into the air. This caused his sword to flash just above Naruto, missing him entirely while knocking the Mist nin a little bit off balance.
Kisame was quick to act. The second he sensed Choujuro was missing, he lunged at him once more. Naruto threw a smoke bomb toward Kisame before disappearing in a flash of crimson. Kisame hit the breaks and tried to avoid the smoke bomb.
Naruto flashed above Choujuro, and feigned a downward slash, aimed at his right shoulder. The movement caused Choujuro lift his sword above to act as a shield. The strike from Naruto never came. The Uchiha moved far faster than Choujuro could blink, and slammed an open palm on his chest. This was followed by a roundhouse kick on his shoulder. The kick slammed into him, sending him tumbling away.
While Naruto was still in mid-air, a huge shark showed him its sharp teeth, lunging at him. He grabbed onto his sword tightly, encasing it with wind chakra and slashed it toward the shark. The strike was swift, and cut through the shark, causing it to explode in a cloud of smoke.
Kisame appeared behind Naruto in that moment, swinging his sword in a downward slash. The man was surprised when Naruto managed to disappear from the danger, despite his position in mid-air and the fact that he'd been swinging his sword.
Kisame quickly twisted around while slashing his sword when he sensed movement from behind. Samehada clashed with the sword of Kusanagi to a stalemate.
Naruto nodded with approval, much to Kisame's annoyance. "You have good reactions."
"But nothing." Kisame pushed Naruto back with purely raw strength. He let go of Samehada and lunged toward to grab Naruto by his throat.
"Hiramekarei Unleashing!" Choujuro shouted, floating above both Naruto and Kisame. The bandages around his sword unwrapped as chakra around the sword exploded, forming a hammer. Choujuro slammed the attack toward both Kisame and Naruto. The Former was quick to head-butt Naruto while grabbing Samehada and then leapt away.
Choujuro's jutsu slammed into Naruto from above. The collision caused an explosion of chakra and sent the Uchiha crashing to the ground like a bullet. He crashed onto the ground, causing a large crater to form.
Both Kisame and Choujuro landed at the edge of the crater.
From the crater, a murder of crows burst out, and rushed toward the two. The crows however, seemed to vanish into thin air. When the two looked, there was no crater. They slowly turned around and found Naruto sitting on a small boulder, right knee raised, his right arm resting on it while his left held onto the sword of kusanagi.
Choujuro blinked with confusion and Kisame cackled.
"Genjutsu?" He asked. "Since when?"
"The first action. How does it feel like?"
"You're fooling around with us."
"I don't usually use Genjutsu to this level in battle. But I must admit, that was a little fun." He said with amusement. "I don't think Itachi uses it to toy with opponents but when used right it is quite effective, isn't it?" He asked Shisui.
"You're just showing up."
"Nothing wrong with that. They must know what they are dealing with. We must bring back memories of the old; you don't face an Uchiha in battle alone simply because of Genjutsu. People disrespect the Sharingan because those who wield it have been mediocre shinobi who bring shame to the Uchiha clan." He said in a flat tone and then jumped down from the boulder. "Come," he motioned for Kisame and Choujuro to come. "I shall guide you to what it means to fight against the Mangekyo Sharingan."
Amegakure
It was a number of years ago when Madara showed up. Everything changed. The betrayal by Hanzo. The soul crushing death of Yahiko that released immeasurable hatred within him. He'd wiped out Hanzo. It was brutal and merciless campaign that removed everyone connected to the man. Once he did that, he have birth to a new Akatsuki and took over the Rain.
But 'Madara' disappeared. It was only after a couple of years he realized the man had perished while fighting the Yondaime Hokage. It was then that he reached the conclusion, that man had not been Madara, even if he had sound knowledge of the Rinnegan.
That was not the beginning of his problems. His beloved village was poor. The people might love him for ending the oppressive reign of Hanzo, but they were in another oppressive reign, and the poverty had left many kids in the streets, gasping in hunger and misery. He'd known that pain, the hopelessness that came from being hungry and not knowing if the next meal would come.
It would have been an injustice to his pain and suffering if he allowed his people to suffer. The Akatsuki did missions. Any missions requested of them. The money was used to support Amegakure. It remained closed to outsiders, but missions were still being done. His people were not dying of hunger as he'd nearly did before being saved by Yahiko's hand.
All throughout, Nagato had tried to steer away from conflict with Great Nations. He knew if there was conflict, it would be war. His people would suffer greatly.
But, like mischievous children, Deidara and Sasori went ahead and caught trouble for him. Konoha was sniffing around, looking for them and the Akatsuki. It was no mystery what the village wanted. Given what happened in Suna it was apparent they wielded great power.
"I had told you to never attack the Great Nations. But you did anyway. And now Konoha is hunting both of you down. It is only a matter of time before they arrive in Amegakure."
"We were certain it wouldn't be discovered. Suna had held an upper hand."
"You were wrong and they know what you did."
"Are we going to attack the Leaf?"
"Stay on the low until your next orders." Nagato's hologram disappeared from both Deidara and Sasori's presence.
