As the next day passed, an international summit was called. In each village, important people sat in a room with Sasuke's Rinnegan puppets. In the Hidden Leaf Village, Shikamaru, Hiashi Hyuga, several Anbu, and heads of all the other clans gathered. Hanabi listened from behind closed doors, as requested by Lord Sasuke.
"Thank you all for coming on such short notice. Today, I would like to speak to you all about the reforms of the shinobi system. One of the most fundamental reasons for war is separatism. People naturally form independent groups, and they inevitably put themselves in a mentality of 'us vs. them.' I would like to present to you all an elemental union."
"And what is that?" Shikamaru asked.
"As it stands now, the feudal lords own the majority of the Land of Fire, and that is also the case in most of the other great nations. They share a portion of their income with the Hidden Leaf Village and set up the Hidden Leaf's spending budget. I say no more of that. I set out to execute every daemon."
Far away from the meeting room, Suigetsu burst through the gates of a mansion that looked more like a castle. He plowed through the shinobi who served as personal bodyguards with ease. He kept them alive, as Sasuke ordered him only to kill the target.
"Ah, what a pain in the ass," he thought. It would be easier and more fun to just kill everyone, but orders are orders.
Suigetsu made his way through the mega mansion to the master bedroom. The wealthy man inside the bedroom heard the screams of men and went to hide under his bed like a pathetic little scared kid.
Suigetsu opened the door to the master bedroom and found no one.
"Oh, we are playing hide and seek? Ok then!" Suigetsu started swinging his blade violently, slicing his possible hiding spots in half. He cut the closet in half with one swing.
"Not here either, huh?"
Suigetsu looked over to the bed and lifted that up. "Found you."
"Please wait, I'll give you anything, women, power, money, anything you want!" The man pleaded with tears in his eyes.
"Sorry, but I don't care about any of that. I hold no grudge against you, but orders are orders."
Suigetsu sliced the man in half.
"Ah, nothing better than slicing things in half. Still, though, that Sasuke making me prove my loyalty to him, have I not proven my loyalty enough already? Jeez."
Sasuke gave him a very short time window to execute his mission, and the target was very far away, making Suigetsu cover a lot of ground. It was to test Suigetsu on how reliable he is for assassinations and if he'll go through unreasonable requests.
Back in the meeting room, Tsume Inuzuka said, "Execute the feudal lords? Who will handle the village's funds then? And also, who will fund the Leaf Village?" To everyone in the room, except for Sasuke, even touching the feudal lords was something completely unthinkable.
"And that brings me to my point, the elemental union. All nations will share their resources with each other and become dependent on resource trading with each other. That would make waging war economically unthinkable."
"That's a pretty solid idea, but that could give resource-rich nations a hold over nations who are low on resources by purposely withholding from trading with them. That could lead to an economic crisis," Shikamaru pointed out a potential risk in this idea.
"You're right, Shikamaru, but I will never allow that to happen. I am in control of all the 5 great nations. Also, by having open trade between nations, it would make the nations richer, thus improving the standard of living."
"But what about small nations that have nothing to offer resource-wise? Also, what about currency exchange rates? Wouldn't that make trading not worth it in some cases?" Some guy from seemingly the Sarutobi clan, whose name Sasuke didn't bother learning, pointed out.
(These people are a lot smarter than I thought; I underestimated them) Sasuke noted to himself.
"That brings me to my next point, the world will use 1 universal currency." Everyone listened intently because a world universal currency was a concept that wasn't thought of yet.
"A global currency would further disincentivize war and further intertwine the economy of all nations and make trading much easier and more affordable. The currency should be backed by a valuable resource to give the currency a universally accepted value. The currency is going to be backed by vast reserves of gold."
"What if new vast reserves of gold are found? That would devalue the price of that currency," Shikamaru pointed out.
Sasuke pondered for a bit and said, "I don't know; we'll have to wait and see."
"Moving on, I would like to talk about the future of shinobi. In this new era of peace, shinobi will become respectfully useless."
"But missions are a main source of income for the village," someone pointed out.
"Yes, that's why military-grade technology should be shared with private companies and the public. There are plenty of talented people in the general public. Moving on from the system where everything was owned and controlled by the government and giving room for self-development to the public, I believe the world as we know it would change. New jobs would be created in the civilian sector from private companies being allowed to expand more. With more jobs and more income, we could implement the system of taxation."
"Taxation? What's that?"
"When a civilian earns money, they will give a small portion of their income to the nation they live in. This will create an annual stream of income for the government to spend. This is very important to preserve the existence of shinobi."

"Even if you eliminate the possibility of international war, humanity is doomed to discontent and conflict. Crime will always exist, and wars will be replaced by terrorism. Someone has to uphold the peace and protect the civilians; only Shinobi can do that."
"I see, you want to turn shinobi into policemen patrolling and fighting crime instead of doing contract missions. But simply just protecting the village doesn't pay anything, so for protection, the shinobi provide for the civilians you want to tax people to have a pool of money to pay the shinobi with for their services, isn't that right? Sasuke," Shikamaru dissected Sasuke's mind.
"You're exactly right."
"Did you think all of that by yourself? Shikamaru inquired.
"Half the credit goes to Orochimaru." That name shocked everyone in the room; not only were they being dictated by the rogue ninja Sasuke, but they apparently were also being ordered around by Orochimaru, who killed the third Hokage and tried to destroy the village. This made them really bitter.
(Man, this is so boring. Why do I have to listen to all of this?) Hanabi thought, bored out of her mind, not understanding only some of the things said in the room.
Sasuke turned his head to Iruka sensei, who was there against his will. He was looking at Tsunade Rinnegan puppet with disbelief; he could not believe that was the same Sasuke he taught back at the academy, he knew what happened to him back at the academy but never paid any special attention to him, never tried to comfort him, never talked to him about it. Maybe if he reached out to the young Uchiha, he could guide him towards the right path instead of letting him drown in darkness. If he never showed affection to Naruto, he would have gone down a dark road of carnage and revenge. Maybe it was the same case with Sasuke; because Iruka didn't reach out to him, Sasuke went down a dark path, and the result was this. Naruto & the 5 Kage were dead, and Iruka could only ask himself: (Is it all my fault?) Iruka drowned in self-pity, imagining his "what if" story, not listening to the conversation anymore.
"Iruka, Iruka!" Sasuke shouted the second time.
"Ah, yes?" Iruka snapped out of it.
"I need you to reform the academy training program to reflect the shinobi's new role of protecting civilians and investigating crime."
"Okay, but why me? I'm sure there are more suitable people for that role."
"It was you, wasn't it? Naruto became who he was because of you. If that's the case, you can be trusted to guide the new generation to the new era." When Sasuke collapsed after killing Naruto, they shared their memories with each other. Sasuke saw how much of an impact Iruka had on Naruto.
"Furthermore, it is now forbidden to teach about the previous Kage."
"What? But the previous Hokage were a pivotal part of history. How can we just erase history?" Iruka retorted.
"The previous Hokage were nothing but failures who fell short of achieving their dreams. They should not be taken as an example of how to be a shinobi or a leader. They need to be erased from history to paint a new, white future. So every historic record of them will be burned now. Every photograph, every book."
"But it's impossible to get rid of every historic record there is! People are going to pass down their knowledge by word to their children. And besides, what are we supposed to tell the children about the past if we can't mention the Hokage?"
"That it was me. I have always been and always will be. That I am a forever alluring presence in the shadows. I will tell you the details later." Sasuke used the Sharingan on Iruka to ensure obedience, as this was a task he could not afford a failure in.
"Hiashi, how many clan members does the Hyuga clan have?" Hearing the Hyuga name mentioned sparked an interest in Hanabi, who now listened very intently.
"96, counting everyone, even the children."
"Double it."
"What?" (Did he just ask us to breed more?) "The Byakugan is perfect for crime investigation, and it grants the user immense power. I want the Hyuga clan to become the international leader of the police force, something like the Uchiha used to be."
"What do you mean by international?"
"I want the Hyuga clan to split into all 5 great nations and uphold the peace there. The knowledge that the civilians are being protected by a powerful clan with a strong dojutsu could put them at ease. Also, criminals knowing they are under surveillance of the Byakugan could deter some potential criminals, and in the more places the Hyuga are stationed, the more crime they can stop."
"But that will eventually weaken the clan's solidarity and could even cause the clan to die out just like the Senju. Also, doubling our size on such a short notice is not easy. Each person would need to have and raise more children than they could possibly handle or afford."
"Each Hyuga that will have more than 2 children will be financially rewarded; the more you make, the larger the reward will be, and all of their child's needs will be covered by the tax money. Furthermore, you'll immediately remove the caged bird seal from the side branch family."
"What? But that will make the side branch members revolt; also, by that, we would risk the Byakugan dying out!"
Sasuke got pensive in sentimentality. The Hyuga clan was possessed by hatred just like the Uchiha, though for different reasons. "That's also part of the reason I want to split you up in the 5 great nations, to avoid just that." Sasuke had no answer for the side branch's hatred, but that's why-
"May I ask what is your intent with Hanabi, Lord Sasuke?"
Sasuke remembered the last words Itachi said to him (If I looked straight into your eyes and told you the truth, maybe you could have changed the clan.)
"Maybe she can change the clan."
(What is that supposed to mean?) Hanabi thought to herself.
And now for the last topic. The Hidden Leaf Village will pay war reparations to the Hidden Rain Village.
"What? Why should we pay money to some foreigners?"
This pissed Sasuke off, and he wanted to burn the man that asked this with Amaterasu, but he held himself back.
"The Leaf Village waged war with other nations on its land, causing mass death and destruction on the innocent native inhabitants. Tell me, if the Hidden Leaf was destroyed right now for no reason by another nation, would you want reparations for that? If your answer is yes, then you're a hypocrite."
This made the man shut up.
"Of course, other nations that waged war there will pay the cost too. That is all; thank you all for coming."
