President Snow is a cruel man, we know that, but his cruelty has reached a new low. Victors, when of age, are forced to procreate with Capitolites to give Snow even more leverage over them and ensure good behaviour. These children are raised in an isolated facility in the Capitol, where their lives are abysmal and they are nothing more than puppets for President Snow. (SYOC open!)

2. Author's Note (Do not review)

Hello everyone,

There's a few things I'd like to clear up about this fic, since there have been some issues with submissions, which is maybe my fault for not elaborating a bit more in my author's note at the end of the first chapter.

Firstly, if you want to make a main character (Victor's kid) they need to be around the age of 15 - Kohl's age. Kohl will be the protagonist, the story is tailored to him. Therefore, you need to think of ways to work your character into that plot. This does, unfortunately mean, that the most popular Victors and the ones you might want to make children for would not be age appropriate. However, there are many Victors to choose from.

Secondly, when making a character, keep in mind that they have been institutionalized their entire lives. Overly unruly children would not be tolerated. For a couple of reasons:

A) This is their normal, the facility is all they know, they would be used to the structure, the rules, and the expectations put upon them. Rebellion/resistance is punished harshly and obedience is instilled into them. That is not to say that rebellious characters won't be accepted, they just need to be playing the long game.

B) Overly unruly children would be removed from the facility, so as not to inspire rebellion in others. Look at the Hunger Games itself, they were all miserable, but they stayed under the radar and didn't really cause big waves - yes, there were riots and so on, but for the most part they understood that it would not get them very far as it would need to be a coordinated approach. Also, look at how those riots ended - in defeat. Except for when the Mockingjay Rebellion began because it was the right circumstance and a coordinated approach.

Thirdly, please be flexible when creating characters. I understand everyone wants the best for their character and have expectations when submitting, however, I do have to be picky about who I accept to make it work for the story. You only have your character to worry about, I have to balance a story and make it work with canon. So if I am turning down ideas, or offering alternatives, it is not to discourage you, rather it is to try to work with you to help you make the best character you can make.
