Freedom: The 50th Hunger Games
Chapter One: Prologue
President Snow walked onstage, prepared to read out loud the next Reaping card to the nation. He was excited for this one, for he was sure the Games to come were to be particularly horrific. Besides the spider mutts his Gamemakers had dreamed up, the Quell twist was delightful.
"Hello, citizens of Panem," he began. "It is my pleasure on this beautiful morning to speak to you. I hope you are all doing well and looking forward to the next Hunger Games. As you all know, when this truly innovative concept of national unity was dreamed up by the Capitol many years ago," he had, of course, been there, "they included a twist every year to keep the Games fresh and exciting, as well as remind the Districts of all the specific ways they had transgressed against the Capitol, all the suffering we had to endure because of their barbarism during the Dark Days. You also all know that, in their infinite wisdom, they decreed that once every twenty-five years, there would be an extra-special twist, in a Games known as a Quarter Quell. And seeing as it has been fifty years since they declared that, we are blessed this year with another Quarter Quell. I have the twist card here, and I shall read it to you now."
At this, Snow paused, clearing his throat for dramatic effect. "This year, the normal number of male and female Tributes shall be Reaped from the Districts. However, each Tribute shall be randomly assigned a partner from another District. These two Tributes will be linked together and unable to harm each other in any way unless they are the last two Tributes left alive. The Tributes may make other alliances as normal, however, they may not break or supersede this alliance, and any active act that could cause harm to their partner, including causing another Tribute to kill them, will not be allowed. This is to emphasize that during those dark times, we were often forced to make alliances with those we would not otherwise, giving up our freedom with regards to who to spend time with and in many ways, what to do with our time and our lives. And of course, many noble Peacekeepers gave their lives during the Dark Days. That is all. Thank you for your time, May The Odds be Ever in Your Favor, and Happy Hunger Games!" With that, he strode offstage to the flashing of camera bulbs.
A/N: Short intro this time, but when you go back in time 25 years, that tends to happen! Anyway, this story is mostly because I wanted to write another SYOT, but given the story of Breaking Point… that can't really happen, heh. Or, maybe it could, but that'd be major spoilers if I were to write it or even say it could happen. So we go back twenty-five years to another Quell! Speaking of Quells, you'll again have to submit two Tributes so that we get interesting partnerships (I imagine some will get along well, some really well, and some will try to murder each other), but they have to be from different Districts. Apart from that, no limits as long as they follow the normal 12-18 age range. Also, to note for backgrounds, my Panem is technologically stagnant, more or less, so the same tech that exists in Love and Rebellion exists in this story, even if there are no Rebels to get people access to the restricted stuff.
