Torchwood existed not just to protect the humans from the sundry items and aliens that fell through the Rift, but also to protect the aliens from the humans.
That wasn't how it had been when Torchwood One was in charge, with its signature phrase of 'If it's alien, it's ours'. Back then, anything alien was mercilessly exploited for whatever benefit humanity could get from it. Intelligent and peaceful aliens had their possessions confiscated, and were then subjected to interrogation and experimentation, but when Torchwood One had fallen, Jack, already in charge of Torchwood Three, had taken over and made a few changes.
Anything alien was still Torchwood's responsibility, but that meant keeping tech out of the hands of those who would misuse it, and doing whatever was possible for the lifeforms, whether sentient being, animal, or other, that became stranded on earth.
While Gwen and Owen dealt with retconning a gang of drunken youths, Jack crouched before their victim, a slender, pale, elflike being, a member of a race known as the Vrissa.
"It's alright," he said in Galactic Standard. "You're safe now. I promise we'll do everything we can to help you. You're under Torchwood's protection."
"I thank you."
