Kohl Abernathy walked through the halls of the prison he called his home. It was all he ever knew, they were bland and bleak, just concrete halls and a cold tile floor. It was spring, so it was still a little chilly and he regretted only wearing his issued t-shirt, he should have worn sleeves or a sweater, but it was too late for that. There was one peacekeeper in front of him and one trailing behind him. It was overkill, he had never tried to run, and he knew the way to the Director's office. He knew why he had been summoned, sure he tried to keep his head down and do as he was told, but he was growing tired of everything. Tired of the routine life he lived, everyday the same, and most importantly he was tired of sending letters to a man who he knew didn't give a damn about him. Other kids got letters back, sometimes even gifts depending on their behaviour, but Kohl never got such a luxury. On the occasions where he was forced to see his father, well, not much was said by the man if anything at all. It used to hurt, but Kohl eventually numbed himself to the pain. They stopped outside of the office and the peacekeeper opened the door for Kohl, who reluctantly stepped inside. The Director's office was the nicest room in the place, with a soft carpet with various portraits and pictures lining the walls. At the large desk sat Director Hesperus, he was pudgy with greying hair. He glanced at Kohl through his grey eyes and beckoned him closer. Kohl crossed the room and stood in front of the man, knowing better than to sit without explicit permission.
"Abernathy," Director Hesperus began as he leaned back in his chair. "Is there a reason you haven't written to your father? Letters were due yesterday and yet yours is nowhere to be seen."
Some father he is, Kohl thought as he mulled over his response. His father was Haymitch Abernathy, the winner of the fiftieth Hunger Games, while his mother was Koelle Snow, daughter of President Snow. Though he had never met his mother, at least not that he could remember. He lived in this…place filled with children of both Victors and Capitolites, raised by Overseers and forced to attempt to forge meaningful relationships with their Victor parents, so any missteps on their part could be taken out on them. It was only recently that Kohl came to realise just how messed up it all was.
"I don't know, sir…" Kohl eventually replied.
"You don't know?" Hesperus repeated, as he raised an eyebrow. "Now, now, Abernathy, you can do better than that. Did you simply forget? Or are you being defiant again?"
Kohl swallowed a lump in his throat, he really didn't want to face another punishment. His bright grey eyes flickered down. "I don't know what to write, sir." He admitted. It's not like he got a letter back, he wasn't entirely sure that Haymitch even got his letters or even read them if he did.
"You will come up with something by dinner tonight, in fact, to help you with this task you will be sent to reflection until this task is completed. If I do not have this letter on my desk by the time I leave today, well, there will be consequences." Hesperus said matter-of-factly.
Kohl squeezed his eyes shut, he hated reflection. It was a windowless white room, where they stayed to reflect on their mistakes. Sometimes they had to write out lines or an apology letter. It was always a miserable experience, but at least Hesperus had given him a ticket out, his damn letter.
Kohl nodded his understanding, and immediately two sets of hands were on his arms. It was unnecessary, he wouldn't have fought, he would have gone willingly, he really wasn't in the mood for a beating.
"I look forward to seeing what you come up with." Hesperus said with a wave of his hand. And just like that, Kohl was dragged away. He supposed he had gotten off easy, but still, he didn't want to do this. It was pointless, but he ultimately knew he didn't have a choice, and the sooner he got it done the sooner he'd be able to rejoin his peers.

This is an AU, in which Victors were forced to have children with prominent capitolites, as a means of further control, especially for those whose loved ones have been killed or are no longer living. Victors would continue to live in their districts, with their offspring being raised in an isolated facility in the capitol. Victors would receive regular updates on said children, including photos and letters. If the Victors step a foot out of line, well, their offspring pay the price and the Victors are sent videos of said suffering as well as photos of any damage done and a letter from their child pleading them to stop their "bad" behaviour.
I know this isn't a typical Hunger Games SYOC, but I thought it would be a really interesting idea, so I've decided to put it in writing. This will probably follow the events of the books/movies, but show these children's perspectives and how the rebellion affects them.

Hello everyone,
There's a few things I'd like to clear up about this fic, since there have been some issues with submissions, which is maybe my fault for not elaborating a bit more in my author's note at the end of the first chapter.
Firstly, if you want to make a main character (Victor's kid) they need to be around the age of 15 - Kohl's age. Kohl will be the protagonist, the story is tailored to him. Therefore, you need to think of ways to work your character into that plot. This does, unfortunately mean, that the most popular Victors and the ones you might want to make children for would not be age appropriate. However, there are many Victors to choose from.
Secondly, when making a character, keep in mind that they have been institutionalized their entire lives. Overly unruly children would not be tolerated. For a couple of reasons:
A) This is their normal, the facility is all they know, they would be used to the structure, the rules, and the expectations put upon them. Rebellion/resistance is punished harshly and obedience is instilled into them. That is not to say that rebellious characters won't be accepted, they just need to be playing the long game.
B) Overly unruly children would be removed from the facility, so as not to inspire rebellion in others. Look at the Hunger Games itself, they were all miserable, but they stayed under the radar and didn't really cause big waves - yes, there were riots and so on, but for the most part they understood that it would not get them very far as it would need to be a coordinated approach. Also, look at how those riots ended - in defeat. Except for when the Mockingjay Rebellion began because it was the right circumstance and a coordinated approach.
Thirdly, please be flexible when creating characters. I understand everyone wants the best for their character and have expectations when submitting, however, I do have to be picky about who I accept to make it work for the story. You only have your character to worry about, I have to balance a story and make it work with canon. So if I am turning down ideas, or offering alternatives, it is not to discourage you, rather it is to try to work with you to help you make the best character you can make.
