Chapter 1

A New Genesis


"Not all men are created equal."

A harsh truth Izuku Midoriya learned at 4 years old.

"Can someone without a quirk become a hero like you?"

Atop a rooftop in Mustafu Japan. A teen asks the towering man opposite, a man the teen idolised, a question. Something he desperately wanted, no, needed to ask. How often are you given a chance to meet the number one hero after all.

Standing on the opposite side of the roof in a cloud of steam steadily losing mass, almost as if watching someone deflate, stood All Might, symbol of peace and the Number 1 hero in the world.

After calming the kid in front of him, Toshinori Yagi considered the question before breaking the news that would unfortunately ruin any chance of the greenette pursuing any career in heroics, it would crush him but it could also save his life.

"A pro should always be ready to risk his life. Without power, can one become a hero? No, I should think not." All Might could tell his words where crushing him, wobbling over to the roof exit he gave one last piece of advice surely it was the least he could do. "It's not wrong to dream. However… you need to be realistic, kid" with those parting words he closed the door feeling a part deep inside him ache, remembering decades ago of a similar situation, but he couldn't put that upon him.

Taking the stairway down he headed to take the slime villain into police custody, checking the plastic bottles were still in his cargo trousers pocket only to grasp air. Looking down only to hear a loud Explosion in the distance "Shit".

As the number one hero ran to action he didn't notice a pale purple orb staying behind floating in midair where he had been standing. No one witnessed it float back up the stairs before passing through the roof door.

The devastated child crying on the roof gave it no notice as it gently made its way to him before passing into his chest where it stayed. All the child felt through the sadness and emotional pain was an enveloping motherly hug. "It's going to be alright" echoed in his mind before the world around him faded to black.

A darkened gale blew but much gentler than what she had seen before. Nana Shimura was accustomed to trying to converse with holders of the One For All quirk. Speaking with the vestiges inside was easy but speaking with the one who held the power was something different. Over the last 40 years, trying to commune with Toshinori never did bear much fruit. But maybe this time it would be different.

The power of One For All was known to be influenced by one's desire, usually that meant trying to save someone, then BOOM, near unbeatable power. But what Nana was trying was different. Separating herself from the core of One For All, to breakaway, it was a big risk.

While contained within, the past vestiges once fully formed would always be able to see what the current weirder could, to see what the next user would add to their 200 year old legacy.

The eighth wielder was her choice, someone Nana was and would always be proud of. But to see what he said, to see history play out so similarly to their own meeting but to see it end so differently. This was something unlikely to be forgiven, let alone forgotten.

Unlike within Toshinori, what was once black near uncontrollable gales had lessened to a gentle breeze, "good it's accepting him". What the seventh user had attempted defied all logic or sense, but then again when had quirks ever followed logic. By breaking away and merging with the greenette she had taken what portion of One For All she had amassed over her term as its user. Her turn may have been long compared to some of the others, but between receiving it from En and passing it to Toshinori, only 12 years had passed. But still, it would be enough.

There was no telling just how this was going to end, "we'll just have to wait and see". Before her stood the form of the child she had merged with and although standing he showed no form of consciousness. Between them was the same purple orb she had travelled in, her amassed power within the legacy quirk, but now it was gently merging with the green haired child.

Only here could she have form, standing before him in the hero suit she had loved, cape and all.

Gently she brought him into a gentle embrace, something she had dearly missed since being in One For All. She missed the few days of holding her own child. How old would he be now, does he have children of his own. 'Maybe when I can commune with my new holder, I can ask him to find Kotaro'.

A pulse broke her from her musings; the last energies merged with the child before the orb itself moved to hover over his chest. Then something unexpected happened, from each hand a new silver orb emerged before rising to join hers gently circling each other. There was something different about them, almost artificial but no less real. The two together began to gently grow an emerald green then slowly began to sink into his chest, eventually her orb gently moved into his chest like the two before and a feeling of acceptance washed over Nana. Like being welcomed home. "Perhaps, what I have given you, should give you the chance he wouldn't".

"Oi kid, wake up"

Izuku woke up with a start, the man standing next to him looked a bit peeved, not that he knew why. "Listen kid, you've been up here an hour, it's time you get on home".

His name tag read Takao, with the bear-like mutation it was quite fitting. "The guy who told me you were up here said to give you your space, but the building needs shutting up and you shouldn't be here on your own with all these villains attacks today, it's not like all might is gonna be around the corner to save ya".

That last sentence was like a bucket of cold water was poured over his head. The reminder that All Might was right here and crushed him, nearly had him in tears again, but he held it in. Putting on an awkward smile he replied "yeah chances of running into the number 1 hero must be pretty slim" picking up his dropped notebook as he moved to retrieve his things.

The autograph from all might opening first before he quickly closed it, shoving it into his bag as Mr Takao led him out of the building. By the time they had descended the mere 9 floors to the ground floor and left the building did izuku realise how late it was. The sky darkening to an evening red he began to make his way home after seeing some familiar locations although a completely different route to what he was used to.

15 minutes can seem like either a long time or no time at all. 15 minutes into his walk home, is all it took for more trouble to show up or rather for him to walk into it. As izuku passed a dark alley, he could hear muffled cries coming within before a scream broke out.

"Please, somebody help-" the scream cut short but it was enough for Izuku to take stock, an unfamiliar street with no heroes and his phone was dead after getting drenched by that slime villain. Could he do this, flashes of his conversation with all might flashing through his mind. "Those without power-"

'NO', he couldn't think like that. Then a new voice resonated in his mind.

"No matter how scary it gets, you must always wear a smile that says, I'm fine". Where did he hear that, it wasn't a hero he knew. Never mind whoever said it, it still raises a point.

Almost on instinct his hands rise to either side of his mouth, lifting the corners in what seemed like a well practised movement. As if he had done it hundreds of times. Putting one foot in front of the other, he charged into the alley.

As he got closer to the muffling he could see more clearly. A woman pressed up against the wall, her coat in pieces on the floor, her remaining clothes in tatters and a man holding her up with a knife against her throat.

As Izuku continued to approach he noticed that the villain was almost covered in knives. But while entranced, assessing the possibilities of the man's quirk. He didn't notice the man turn or throw the blade at Izuku, grazing his cheek, letting a little trickle of blood seep out. "Hey kid, this really isn't the time to play hero, so get lost".

The resulting increase in adrenaline snapped Izuku out of his shock, "No, I won't let you do this. I …" .

Whatever he thought he was gonna say was cut off when the villain growled "I'm not playing around kid" producing another blade and throwing it, this time aiming straight for Izuku's head.

Izuku's hand flailed up to defend as a howl of pain filled the alleyway.

But the cry wasn't his, in fact the knife was nowhere to be seen.

The only sound in the alleyway following the pained howl was the sound of the knife villain falling to the ground clutching his shoulder in pain. A closer look would reveal the lack of knives that had previously covered his shoulder.

The woman was the first to regain her senses as she took shaky breaths as her airways were no longer in risk of getting cut. Immediately she made a call to the police and an ambulance. She looked to the kid who had come to her rescue but he was unresponsive.

Inside his mind his brain was asking what felt like a dozen questions a minute. Did he do this? What was it he had even done? Was he holding some sort of weapon that had gone flying when he flailed about.

Izuku remained frozen through what happened around him for the next fifteen minutes. During that time a local hero had arrived at the scene ensuring that the villain wouldn't be escaping or suffer too much from the wound that izuku had somehow inflicted. Villain they may be, but they were still people.

Two police cars ended up at the scene along with an ambulance. The woman was taken away in the ambulance along with the hero to see to the injuries inflicted in the assault. The knife villain was taken away in the back of the police vehicle that was more suited to containment being taken to the station for processing. The last car was where izuku found himself, sitting in the backseat. "So you're finally with us then kid" spoke the uniformed officer who looked back at him in the rearview mirror.

"um, eh " was all he could reply. The officer in the driver's seat gave him a reassuring smile.

"Don't worry, we're not arresting you so you can relax. Also because you weren't responding at all, I took a look through your bag to find your student card. I didn't know how long you were going to remain out of it, so, sorry for doing that".

"Oh, er that's fine, I was probably just getting in the way"

"Actually, I might have saved you some hassle, I'm sure I don't need to remind you about non-licensed quirk usage laws do I" at Izuku's negative, the officer continued. "Well because you had your student card, I could look you up in our database, so when the information came back saying you didn't have a quirk, well, that's an entirely different story. Despite the rarity of such an event happening, there is a procedure in place for when a quirk is awakened later during someone's life"

Thus new information picked Izuku's interest. "If late awakenings happen enough to have a procedure how come there aren't more reports on such events".

"Well, a lot of the hire ups don't exactly want it spread around. As small a population as the quirless are. If we had people taking extreme measures to try and achieve an awakening, it would put a lot of people in danger. Usually in most cases an awakening results in a fairly dangerous or rather powerful quirk. The last one I witnessed was almost two years ago, I believe they had an electricity quirk, they nearly took out the entire grid".

Izuku mulled over the officers statement as he gazed out the window, they were just outside the apartment complex. Pulling to a stop, the officer got out before opening the rear door to let izuku out.

It was a ling walk up the few flights of stairs, or at least that's what it felt like for the teen, his mind trying to process everything that had happened in the last hour, but the information seemed to turn into a blur.

His mind only putting the attempt to rest when his mother pulled him into a hug

"-and that's the situation, I will be back tomorrow morning to pick both you and your son up so he can give a proper statement. I will see you both tomorrow" the officer said as his mother waved him goodbye.

Izuku quickly went inside, oblivious to the questions and worries of his mother before crashing face first into the sheets of his bed.

Both Greenettes were awake early the next morning, ready and waiting for their ride to arrive. Izuku had finally started talking again, explaining what the policeman from the night before had already told Inko.

By the time they had left the apartment complex officer Mouri had pulled up to drive them. What they weren't expecting was that instead of heading to one of the local police offices they were to be taken to the Mustafu police headquarters, a building both had only seen but never even stepped foot inside.

Officer Mouri noticed the panic generated on his passengers' faces. "Relax, this is part of the procedure I told you about yesterday izuku, while normally the questioning could be done at the local police station but you will be needing a proper check up and evaluation now that you have a quirk. The equipment we have here is beyond what you would see at a local institute. One of our recent employees is a graduate from I-island, so everything is the latest tech".

After parking in the buildings underground parking the Midoriyas are taken to reception to receive their visitors passes and then taken up to the division dealing in assault and illegal quirk usage.

After arriving at their destination Officer Mouri introduces their legal consultant for Izuku's interview and statement as well as the following appointments that would come up while in the building.

The consultant was a well dressed lady in her late thirties who introduces herself as Law Attorney, Eri Kisaki before leading them into the interview room, where izuku took the seat in the middle with attorney Kisaki and his mother on either side.

While the three settle down, Miss Kisaki runs over the established facts with the Midoriyas to see if she had everything. "So to clarify, prior to the assault on Miss Suzuki, you, Izuku Midoriya, had no knowledge of your recently awakened quirk. Your only actions were to approach and gauge the situation at hand, having no charge on your phone and no nearby law enforcement or heroes."

"That's correct" izuku tired not to let how his voice squeaked stop him "though as soon as I realised what quirk the suspect had I completely froze, if he had had a less dangerous quirk I might have tried to drive him off but the moment he threw one of his knives at me I completely locked up, when he went to attack again I reacted trying to block it, next thing I know there's screaming and the guys on the floor and he's bleeding, after that it blurs until I'm in the car with Officer Mouri". What had started to become a jumbled mess of a statement he'd managed to straighten out by the end.

"I see. Given your previous quirkless status and clean record, I would imagine if this does come to court, chances are you shouldn't face any repercussions. You can hardly be held accountable for usage of a quirk you had just awakened and any issues they may have will be solved with what we already have planned for you anyway" Kisaki reassured him

At this point the door opens to reveal a man in a tan trench coat. He introduces himself as Detective Tsukauchi and would be handling his case.

The interview passes by quickly once the questions start, beginning with an overview of the lead up to the assault as well as confirming files as proof that prior to the incident, izuku was actually quirkless.

When asked if anything had happened earlier in the day that could act as a trigger, Izuku thought of two major events, namely bakugos remark and his meeting all might and the ensuing conversation.

Izuku would only bring up the encounter with all might as far as what happened up to him leaping away leaving out his hitch-flying and subsequent talk on the roof.

Happy with the report, Detective Tsukauchi thanked the Midoriyas for their cooperation, before collecting his files and leaving the room.

A few minutes later after calming down, officer Mouri returns to lead them to their next destination, the quirk registration and assessment department.

Arriving in the department, izuku was blown away by the advanced technology covering the huge range of offices. Officer Mouri leads them over to a particularly large office that when they enter has a higher ceiling then the rest of the department.

Several scientists rush about adjusting various devices in preparation for izuku's examination, while the department head approaches the group. "Ah, you must be Izuku Midoriya, nice to meet the young man who's whipped my department into a flurry".

"I'm sorry for causing everyone trouble", izuku says meekly, slowly shrinking into himself.

"On the contrary Mr Midoriya. It's very rare we get the opportunity to perform an examination on a late bloomer. I had to limit the amount of assistants for the assessment. Although with your permission I would like to use the data for educating some of our students and junior assistants, it's a rare occurrence after all".

After being poked and prodded for what felt like hours, izuku was finally allowed to move onto the practical tests.

A few sensory devices were attached to his wrists and Head, and the scientist along with his mother took a spot behind a wall of plexi glass.

An intercom buzzed and the voice of the head scientist came over the speakers. "Okay, izuku. When you're ready, I want you to do what feels natural. Just go at it"

It was a simple instruction but to izuku it was begining to feel like an impossible challenge.

The wall in front of him was covered in a number of targets that had already appeared to have been used, coated with a few blast and impact marks.

Taking a moment to breathe he put those thoughts aside and reached within. Not that he was sure how that would help.

Then he felt something, like a small spark. His hand raised on its own, almost on instinct. His fingers outstretched towards the target, a warm glow surrounded him as he let out a small breath.

When he opened his eyes he wasn't really sure what to make of what lay before him.

One of the smaller targets before him looked like a huge chunk had been taken out of it. A closer look would reveal that some of the outer edges were still turning to finer materials.

A look to the side revealed faces of excitement as well as animated scribbling of notes.

"Excellent Mr Midoriya. Now once again with feeling".

"Now you'll feel a little prick, izuku"

The extensive battery of tests had concluded for the day, or rather night as the sun had begun to set outside the windows of the building.

His mind felt frazzled after a great amount of mental exertion. And his quirk as it turned out was a lot more fatiguing than everyone else made it seem.

Now the tests were more of what he'd expect of a medical facility, he was currently undergoing a blood sample.

"-HEY WATCH OUT". One of the other doctors was not looking where they were going and knocked over a tray next to him. Almost in slow motion a scalpel flew through the air grazing against his still outstretched wrist.

A graze however was all it took for the incredibly sharp tool to leave a long cut.

"Oh my god, hang on let me get some-" his nurse said panicked, reaching around to grab sterile gauze but froze upon turning back to him.

Izuku had already frozen at the sight, his eyes glowing ever so slightly but locked onto his wrist. A wrist that no longer had a deep cut in it, that had while the nurse had turned her head, had repaired itself within seconds.

"I'll just, Err…Get the head doctor a second he's going to want to see this".

His long day was going to get even longer.

Late that night after being officially diagnosed as a quirked individual, izuku was researching for names for his quirk.

He had been given a few days to come up with a suitable name. There were some restrictions and guidelines when naming your quirk. His original plan to name it Shiva or one of his names after the hindu god for their relation to both the destructive and healing. However, naming your quirk no matter how accurate, after the name of a religious figure was against a number of regulations.

Almost 3 hours into his searches with about as many possible names he came across an old light novel series. It was about a magician at the end of the 21st century. A magician who is perceived as weak by the rest of his peers for his inability to use magic the same way as everyone else. The standout was his specialty magic, an eerily similar ability to deconstruct and reconstruct structures.

Pending permission from the novel's owner, izuku had found the name. It could take a few days to get a response but he was hopeful, for the first time in a long time.

A different form lay on his desk from the day before. A future career form that had been handed out to each of those in his year. Taking his pen he filled in the top choice option filling in three words
