The scene commences at the grand edifice known as 'The World Heroes Experiment Lab', abbreviated as 'WHE'.
Scientist Kuma stands in front of a projected wall, addressing the top heroes and underground heroes gathered in the vast hall. "We have accomplished our project on Meta Humans. What are your thoughts, esteemed heroes?"
Eraser Head, irritated due to lack of sleep, interjects with a curt question. "What do you mean by Meta Human? Keep it brief."
With an elated smile on his face, Kuma responds to Eraser Head's inquiry about Meta Humans. "Meta Humans are individuals who have transcended and surpassed the limitations of normal humans through rigorous training since childhood. Even those without quirks can become perfect beings under our tutelage."
All Might expresses his interest in their success by asking where they could find these exceptional beings.
Man B signals for a single child to come forward onto the stage while Kum boasts about their creation's abilities. "This kid has broken beyond human limits! If you want proof, try him!"
Annoyed by this display of arrogance from The World Heroes Experiment Lab's scientists and researchers, Eraserhead uses his quirk on the young boy but is surprised when it doesn't work.
Everyone was looking at this green-haired boy when suddenly a rat-like creature stepped forward and asked if he may ask some questions.
Kuma gives permission for Mr Principal to proceed with questioning after which he poses two complex queries related to biology and fiscal policy respectively that leave all present impressed with how quickly and accurately the child answers them.
Mr Principal then asks whether this special creation is only intelligent or strong too?
Kuma responds with an ear-to-ear smile: "He has surpassed everyone here; if you want proof All Might can try hitting him."
All Might takes up Kuma's challenge but is shocked when Izuku remains motionless even though All Might used very little power against him before backing off incredulously wondering whether Izuku was still even human at that point.
Impressed by Izuku's outstanding performance during questioning earlier Nezu invites him into UA High School so that he might train there until he qualifies for his hero license; however given that neither intelligence nor physical prowess will be an issue for him there other than getting licensed itself.
Izuku agrees after some hesitation but requests permission first to explore around town before starting school since he had never had such freedoms before now having spent most (if not all) of his life being researched upon within WHE walls.
Upon leaving WHE premises Eraser Head asks one last question: "For how many years have you been here?"
"From my earliest memories," replies Izuku emotionlessly prompting silence from all present including Nezu who later confronts Kuma privately regarding certain concerns they harbor over what they just witnessed transpiring within WHE walls insisting upon full disclosure lest actions must be taken accordingly based upon what is revealed during any such conversation between them going forward henceforth.
