Hello again my readers! I'm on Christmas break right now, so hopefully I'll be able to crank out a couple of chapters before I have to go back to school. Without further ado, let's get into the last prologue before I start on the reaping chapters.

Naiser knew that his plan was risky, but it wasn't as risky as not doing anything at all. He had been warned with the consequences of either event by numerous advisors, and he felt like the benefits outweighed the risks of the particular plan he was about to carry out.
Technically speaking, nobody outside of the organization he was a part of knew about his role in the rebellion, but he couldn't be too safe. Just simply being spotted once could mean the difference between staying the secret leader of the rebellion and being exposed and pushed into the limelight by supporters of President Coin and District 13.
Even if he hailed from one of the most armored districts in all of Panem, nothing could stop the force of people who believe to have been wronged. The Career districts had banded together before, but they had experienced nothing like this in the era of the Hunger Games. Both One and Four brought their strongest who favored the pageantry of the Games, and all who joined the rebellion wanted to keep it the way it was before the Mockingjay decided to disturb their way of showing off their finest trained young adults.
They met in Two, due to the fact that it was located in an advantageous position that was adjacent to their allies and the Capitol. To top it off, Two had the most useful stores of rations, weapons, and the rebels were even able to occupy a bunker in the western sector of the district without much disturbance at all.
It was truly rather strange to Naiser to be considered the one in charge. As a teen, he had trained among many strong potential volunteers but he had never been good enough to even be considered somewhat important. Only a few people knew who he was, and those who knew him were nobodies too. He was told that he was too soft to be a leader, that he needed to stop letting the other trainees push him around.
To be fair, Naiser focused more on academically inclined things in his adolescence instead of trying to learn to fight and wield weapons. It was the real reason he was chosen to be the leader of the rebellion instead of a war general or someone of that aptitude and nature. He was the skinny kid with no muscles except for his brain, and he was made fun of for it often.
A banging on his door startled him out of his thoughts and he called out, "I'm on my way, just give me a quick moment to gather what I need."
What he said seemed to have done the trick when the loud noise stopped and he heard footsteps retreating down the hall. Knowing that he only had a couple of minutes before he would receive the same reminder again, he took a moment to look at his reflection and make sure he looked at least somewhat decent before grabbing his coat and yanking the door open so that he could make it to his desired destination on time.
He didn't look back at the door, knowing it had closed and locked due to a sharp sound he was rather familiar with. Naiser was only just slightly walking faster than a normal pace, and that was because of his nerves and instinctual punctuality. He hated being late to anything and was more than often there over half an hour early to ease his anxiousness about being late somehow. His brain tended to start imagining up situations where something went wrong and prevented him from attending whatever event he was needed at, and it just made him even more nervous in prospect.
Naiser shook his head, shaking himself out of the anxious daze he had accidentally put himself in. The words of his favorite counselor growing up echoed in his head, telling him to take deep breaths and count his heartbeat in order to calm himself down. He was going to be giving a speech to pretty much all of Panem, so he needed to appear like he was in control and confident in himself.
His rather fast walking pace made it so that he was almost to his destination without even realizing. As he turned the corner and walked into the conference room (or the press room as they had dubbed it), he let out a sigh of relief, grateful that nothing had gone wrong so far.
It had been about two months since their inside operative successfully completed her assignment to destroy District 13 from within, and now the pressure was on Naiser to finally reveal the group and their plan. He was about to become the face of the revolution, in a way similar to the Mockingjay, although he hoped their fates would ultimately be different.
The concept of being in the limelight was rather odd to Naiser, but he understood why. He was considered the most intelligent of the group of rebels and he was at a lower risk of suddenly dying because he wasn't out performing the duties of a soldier. He was well spoken when he did choose to talk to the public, and that was the final attribute that got him the position. Although, if you asked him, he believes that he only got the job because he was the most level-headed person involved in the operation.
It seemed like he was only able to stand in the room in his own space for a second, and then his space was invaded by several prep team members trying to powder his face. They kept claiming that he was always too shiny on camera, and Naiser didn't really care, but he allowed the onslaught of powdery dust to be packed onto his face before shooing them out of his space. At least he wasn't like some of the rebel generals who demanded a full face of makeup every time they had to be seen by more than fifteen people.
The room had become increasingly chaotic since his arrival, and the technology folks were scrambling around the room whilst setting up Naiser's podium and microphone, plus arranging all of the camera angles. The media person in charge entered the room with her clipboard and suddenly started barking orders at her lackeys, and it startled Naiser for a moment. He still wasn't used to people yelling random orders at people. Yet another thing to add to his to do list for living in the bunker.
Her next order was directed at him. She wanted him to go ahead and position himself behind the podium so they could do a final camera and audio check before they started rolling. He took a deep, calming breath and strode over to where she was standing and allowed her to move him at her liberty. He wasn't about to argue with someone who intimidated him, even if it was just slightly.
Once she was finished with what she wanted from him for now, she let him go back over to his spot leaning against the wall since they still had thirty minutes before Naiser was due to be on air. He blinked rapidly for a moment to clear his head and settle his breathing, yet his stomach still turned at the thought of being on live television. He still had some time, he decided. He could use the restroom and calm himself down a bit more before he had to be in his position.
A couple of heads turned in his direction as he walked out of the room, but nobody questioned where he was going outright. He was glad for that bonus from being the face of this new rebellion. The walk was short, he only had to go a few doors down to get to the men's restroom. Luckily for him, it was absent of people, so he wouldn't have anyone trying to get all up in his business for needing to go to the bathroom to calm himself down.
He was quick to do his business and flush the toilet; however, it took a few moments more to get his stomach to stop roiling with deep breaths and closed eyes. After opening the stall door, he scrubbed his hands clean with soap and dried them in the creaky old air dryer that acted like it had existed for more than a century.
Naiser would believe it if he didn't know more about the bunker, but he knew it had only been built fifty years ago by a strange billionaire who was paranoid that any bad situation would happen while he was alive and an occupant of the district. The man spent millions trying to prevent any terrible disasters from coming upon him, but he didn't expect what actually would come to take his life years later. It was a rather morbid story, and even Naiser didn't know all of the details. He was just thankful to the old man for ultimately providing a safe place for the rebels.
He glanced down at his watch and realized that he only had a quarter of an hour before he would be in front of a camera, speaking to an entire country and explaining their new situation to them. The thought was almost as scary as the media lady, but he would rather anger a bunch of strangers than somebody who at least knew who he was beforehand.
His nerves caused him to rush rather quickly back to the media room, which did indeed raise some heads in alarm. He turned back and gave the concerned rebels a smile, relieving them of their worry.
Once he was back in the media room, he was handed a stack of note cards, which contained his speech for today's aired event. Naiser had helped to write it, but half of it had been done by one of the most intelligent generals in their cause and the scary media lady, so he knew that it was going to be a good speech. All Naiser had to do was read it out loud and not screw anything up.
The room had quieted down by now, most eyes on him as he swallowed nervously and walked behind the podium to his designated spot. It was nerve-wracking with all eyes on him, but he knew that what he was about to do was very important and needed to be absolutely perfect in order to succeed.
Naiser saw the countdown before he heard it, but the reality of his situation set in for real this time. He took a deep breath in and looked down at his note cards for a moment before the blinking red light turned on and he saw his cue to start.
"Greetings ladies and gentlemen of Panem. I am from a group of people who have decided that Panem needs to return to how it was before the Mockingjay and the interference of District 13. We are restoring the Capitol with its governing power and announcing that the reapings for the 77th Hunger Games will take place in a month's time. Thank you and good day."
So now we see how the Hunger Games came back after the Mockingjay Rebellion. This is going to be the last prologue before the reaping chapters start, so soon we will be seeing some tributes! I also wanted to add how grateful I am for everyone who has submitted a tribute or reserved a slot. I was not expecting to only have five spots left after such a short amount of time!
