Tomomi is a very creative, intelligent, precocious, and driven girl. Despite her cold aura, she is actually one of the nicest students in U.A. Academy, according to other students.
She comes off as intimidating and stoic when you first meet her but she is very caring and welcome to everyone.
She has motherly instincts for those who are younger than her ( Midoriya, Tsuyu, Kota, Eri etc. ) and is protective of all of her friends.

Tomomi knows how to utilize her quirk and expand her powers by learning different techniques. Making her a multi-dimensional fighter. She's quick on her feet, executes strategies perfectly and is known to be a trickster during combat.

Tomomi has the ability to freeze any form of liquids, unfreeze liquids, cause cold weather, emit cold air from her body, weaponize her ice and manipulate ice.
As of recently, it is said that she has a rare evolution cell attached to her dna, which only a very small percentage of people with quirks have. it means her quirk has not fully matured yet.

Probably the best description for Shoto and Tomomi. It was as if God split them into two people instead of making one person.
Shoto and Tomomi Todoroki were the youngest in the Todoroki family. They were the children of Endeavor, the second best hero in the world. And with all of that fame, came a broken family.
The twins lost a brother, their mother was mentally not well, and their father only wanted them because of their quirks.
While Shoto inherited both their parents quirks, Tomomi only inherited their mothers quirk, which was ice.
While Shoto's hair was half red and half white, Tomomi's hair was pure white with a single red streak.
While Shoto was great at controlling his ice, Tomomi was a little bit better at it than him. And that was only because that was her only quirk. And even then, their father favored Shoto over her.
But that didn't mean he was any less harsh to either of them. He prohibited them from ever having a normal childhood, they couldn't be normal kids growing up because they were forced to train and become the perfect heroes and beat All Might.
And for a while, that was all the two knew. They had to beat All Might and be the best.
And they can't do that if they don't train harder.
But despite that, Shoto and Tomomi hated their father with a shared burning passion.
They hated him for what happened to their mother, they hated him for how he treated them and they hated him for how he treated their siblings.
In fact, Shoto often rebelled against him. Tomomi, as quiet as she was, just often spoke sarcastically towards him.
Which was why they were close. Shoto and Tomomi were like Yin and Yang. Perfectly balanced together, but are in disarray when separated.
One would say that they were inseparable. Shoto and Tomomi only ever had each other ( excluding Fuyumi ) to rely on and it was enough for them.
Shoto was always protective of Tomomi and she was the same. They were siblings and best friends. They shared some of the same personality traits but are still different.
Tomomi was always the curious one while her brother often couldn't care less about most anything.
But be that as it may, the twins were super close. And it continued through their attendance to U.A.

The day had been bright when Shoto and Tomomi found out that they would be attending U.A. An academy for up and coming heroes. A prestigious academy, nonetheless.
It housed some of the most famous heroes in the world. Such as All Might, the number one hero right now. And Endeavor, the second most famous. Which was not good enough for him, making him despise All Might.
The whole purpose of the twins existence were to attend the school and beat All Might to become the best. And that was exactly what they want. But Shoto, rebelling against him, decided that he would not be using his fire side to win. Because he knows how egotistical their father is and how mad it would make him if he refused to do so.
Tomomi, however, wanted to be the best but she also was curious with the high school experience. Growing up without a proper childhood, she never had friends. She never got to be a girl. All she had were Shoto, Fuyumi and their older brother, Natsuo. If the circumstances were different, she would be a lot more excited about attending high school.
Maybe she could make friends along the way. Who knows?
The twins arrived to their new school. Tomomi looked at the different students as they walked through the crowds. Each one had different and unique qualities to them. Even in physicality.
She was at awe at what she saw but no one would ever know because she tends to keep her face emotionless or calm. Which makes her and Shoto more identical than she thinks.
She could hear whispers going on from students who knew of their names.
" they are the children of Endeavor!"
" wow, she's pretty!"
" I wonder what their quirks are."
" they're twins, alright. They make the same faces, it's kind of creepy."
Shoto, growing tired of the whispers already, grabbed his sisters hand and picked up his walking a little.
"What's the matter, Shoto?" Tomomi asked, as serene as always.
"I got annoyed with the chatting." He simply stated as they entered the school.
Tomomi didn't question him anymore, seeing as how he wasn't in the mood to talk much right now. So she followed along, keeping to herself.
Shoto and Tomomi made it to their designated classroom. Class 1-A. And already, a few students looked right at them. But the twins paid them no mind as they looked for their assigned seats.
Tomomi saw that she sat upfront next to someone named Bakugou Katsuki. Shrugging, she walked over to her seat, separating herself from her brother's grasp on her hand.
Tomomi kept to herself as she began to draw in her sketchbook. She wanted a few minutes of peace before class started, so she kept to herself and finished a half drawn picture of a detailed cat.
Suddenly, a huge slam brought her back to reality as she looked up to see some blonde boy, tallish, and he held an angry look on his face.
Tomomi watched as he strides over to the empty desk next to her, completely ignoring everyone else in the room. As soon as he sat down, he placed his feet on the desk, leaning back on his chair.
She didn't realize that she was staring until he said something to her. Well, more like grunted like an angry bull.
"What are you looking at, Weirdo?" The tone of his voice made her jump slightly but she regained her stoicism.
"I am just observing." She said, turning back to her sketchbook.
He scoffed, grinning with self pride. His ego was big enough to cover this entire school. He seemed like a loudmouth and an aggressor rather than tactical. His quirk must match his personality.
"Observing, huh? You're probably thinking I'm already the greatest, huh?"
"No," she said, shading in her picture. "Just observing the competition. Which I don't see much of."
That line angered him. She could tell. She could feel the heat radiating off of his body, meaning her theory was right. He was a angry loudmouth aggressor.
"What did you say, dumb ass?!" Bakugou growled at her, already not liking her. "You think you're better than me?!"
"I think you should relax sometime." Tomomi said, coolly. "It is not good to carry around that much anger in you."
" You don't know a thing about me, so you can just shut the hell up!" He growled again, sounded angrier this time.
But because Tomomi sometimes don't grasp the concept of basic human emotions, she calmly continued onto her next drawing and spoke again. "I never claimed to know you. I'm calling it how I see it."
"Why, you-"
"Mister, you do not talk to a lady like that!" Someone interrupted their banter attacks. Tomomi looked up to see a tall student, navy blue hair and a pair of specs on the bridge of his nose.
He sure likes to wave his hands around, huh? How interesting and. . . . . . weird?
" And please get your foot down from the desk! You are disrespecting all the students before us and the makers of this beautiful piece of work."
He spoke faster than she could listen. But nevertheless, she looked on blankly and a bit curiously.
"Tch, Did your old school put a stick up your ass or were you born with it that way?" Bakugou rudely said, ignoring his wishes and keeping his foot there.
"HOW RUDE! MY NAME IS TENYA IIDA FROM SOUMEI ACADEMY!"
His name made her even more curious. She has heard his name before. Or his family name. Her father has mentioned them only a few times.
"From the Iida family?" She asked, gaining both of their attention.
Iida pushed up his glasses with a prideful smile. "Why yes, I am. And may I ask for your name?"
"My name is Tomomi Todoroki, I am pleased to meet you." Tomomi said, politely with a smile. A sight that caught both students off guard. Given the cold aura she radiates, no one really expects her to smile.
"N-Nice to meet you, Todoroki." Iida stumbled a little, hiding his pink face.
Todoroki, huh? So she's Endeavor's kid Bakugou thought, narrowing his eyes at her. Tch no matter, that makes it all the better when I beat everyone. Including that half and half of weirdo.
Tomomi jumped once Iida averted his attention to some green haired kid, who was absolutely adorable to her eyes. But she simply went back to her drawing, losing interest already.
"If you're here to make friends, get out."
Tomomi looked up, thinking the teacher was here. But all she saw was a banana on the desk. That was it. . . . just a banana. Was that potassium filled fruit talking?
She narrowed her eyes at it as the entire class looked on with a weired our expression. The banana unzipped itself like a sleeping bag and it revealed a tall, black haired man who's neck was wrapped in a thick scarf. He looked like he hadn't slept in years and his face was scruffy.
He also looked very uninterested in everyone in front of him. He was holding a stack of what it looked like the school's sports uniform.
"Hurry up and out these on, then meet me in the field."
Tomomi, very much confused by the teacher, turned to her brother, whom looked right at her with the same expression. They both agreed that this teacher is very weird. And slightly creepy.
