That is right. But they can be modified for the strength of the quirk of the person. However they are usually put at the level of at least middle class power quirks. So most people with weak quirks will be canceled without need to be changed on power levels.

They will use the body heat of the person it is on. So as long as they are on someone the longer the battery will last.
