On the edge of Qing Qing City's biggest reservoir, a man grunted as he rolled a barrel. The night sky was filled with the sounds of police sirens, though none of them sounded like they were getting closer.
"Last one." He said. Taking a military-style knife out of his pocket, the man stabbed the barrel, allowing a yellowish fluid to flow into the same water millions of people drink. Nearby were a few other empty barrels.
"Tao?" Surprised, he quickly turned around. There, standing with a horrified look on her face, was his heavily pregnant wife wearing a thick coat. "Tao? What did you do?"
"I did what I had to do Shu. My magnum opus. The Foundation wanted it destroyed, but I cannot allow that to happen. Instead, I'm gifting it to all Humanity."
"But the consequences, Tao! If it does spread, many will die! That kind of power will hurt people! What about our daughter? How am I supposed to explain her father's deeds?
Tao turned and looked at the reservoir. The fluid was mixing with the water well, making it seem like just regular water.
"Our daughter, will be the first." He said. "She will be the symbol of a new era."
"W-what?" Shu placed her hand on her pregnant belly. "Tao, why?"
"I don't know what kind of powers she'll have, but I trust you to watch her."
The police sirens got closer and closer and a helicopter appeared above them. Its searchlights zeroed in on Tao, leading the authorities to his location. A trio of black SUVs pulled up with police cars not far behind. Heavily armed man jumped out of their vehicles and pointed their guns at Tao.
"Dr. Tao Meng." A man in a black business suit stepped out of one of the SUVs. He glanced at the empty barrel and sighed. "You shouldn't have to do that. A brilliant mind like yours could have done more, without the risk of many lives."
"It is my greatest creation." Said the doctor. "I've managed to defy all laws of physics and nature. I created something only the divine could do. And the Foundation wanted to destroy it?"
"Having such powers be given to the masses would have disastrous effects. You said so yourself, it will get more powerful as time goes on. At one point, they would become so dangerous that Humanity will destroy itself." The man said. "Please come with us and help reverse the effects. It's not too late."
Dr. Meng had no such desire to reverse his creation. Using his tongue, the man dislodged a capsule hidden in his mouth. Before anyone could do anything, he bit down.
Sumatra, Indonesia
Year 2080
Camp Toba #4
Despite what Dr. Tao Meng believed, it did bring death and destruction to Earth. We couldn't punish him for his foolishness, so the Foundation wiped out all records of his existence. Nobody outside of us knows who he is, what he did and that was enough for a dead man. It doesn't change the fact that we're cursed with his creation. What is now called "Quirks" started as a small phenomenon, but the more people were born with them, the more powerful they became. Governments fall, new powers rise. The Great Quirk War cost all of Humanity nearly 150 million souls. Now there might be a new war coming within a decade or two. Behind the scenes, The Shiloh Foundation is in full retreat as The Vatican makes gains. Because of that, I'm stranded here, forced to work for a bunch of dogs that want me to experiment on the Quirkless.
Southeast Asia became No Man's Land, where neither the Vatican nor the Foundation had any influence. President Wibowo filled the government with religious fanatics and Quirkists. They first went after the Communists and Socialists. Then they went after the Educators. Finally, they came for the Quirkless. It was due to my studies on Quirks they forced this job upon me. Every day, I'm forced to watch lines of Quirkless people of all ages march to their deaths. However, a select group would be spared to be used as my test subjects. They don't last long, unfortunately, as the guards usually give the subjects 5 weeks to develop a Quirk I created or they would be killed. My efforts have been futile so far, and I could only watch helplessly every month as the people I tried to save were hauled away.
The old scientist stopped writing. From the desk of his personal office, he looked at the boy sleeping on a bed in the corner of his room. A warm smile graced his face before he returned to his journal.
I took a risk, nearly exposing my ideals by choosing this little Quirkless boy as my personal assistant. He has been a joy to be around and he always brings the spirits up of the patients I'm working with. It's a tragedy to see such innocence exposed to this much evil. I lost my wife and he lost his parents. Perhaps it was a divine being that brought us together. At this point, he's like a son to me. At that time, I just didn't know what pushed me to save him of all people. My legs just started moving and I couldn't bear watching a crying, helpless, and tired little boy veer off from the marching Quirkless be executed by one of the guards. Now I know why and even if I get caught one day, I won't regret it as long as he lives. As whoever saves one life, saves the world entire."
Middle of Nowhere, Japan
Year 2135

On a long, empty road, an expensive convertible roared by its lonesome surrounded by tall grass on both sides. The only occupants of the car were bobbing their heads as they listened to an old American rock song from long ago.
"Goin' down

My friends are gonna be there too, yeah"
"Can't believe the fucking rat didn't notice!" The driver yelled out in joy.
"Hey, we're not home front until we get back. We still don't know if he alerted anyone when he got poisoned." The passenger said. In the distance, they see a group of cars with a few people hanging around

They slowed to a stop in the middle of the road right before the group of cars.
"Hey!" The driver yelled out to the men and women. "We got the rat to drink some of that special tea! We ain't gonna hear from him ever again."
Both hopped out of their cars and walked up to the gathering group.
"You sure?" A woman asked. "And you're positive you weren't followed? One wrong move and our Pro-Hero careers are over."
"Eh if they were tailing us, the HPSC or GUARD operatives would've domed us on the way here."
Things fell into an awkward silence between them before it was broken up by one of the civilian-dressed Pro-Heroes.
"So uh, nice place you picked for our gathering I guess?"
"I didn't choose it." Said a tall Pro-Hero with a deep voice. "Re-Destro did. He said he wanted to congratulate us personally in private."
"Wait." One of the women spoke up. "You didn't choose this spot? Re-Destro did?"
"Yes, that is correct."
Her eyes widened in realization and her skin went pale.
"Re-Destro isn't even in Japan. He went on a business trip to the US yesterday."
They stood in shock as dread overcame them. None of them wanted to move, not even when the tall grass started moving. All around them, men in advanced armor emerged with their guns pointed at the Heroes.
"All of you! Down on the ground!" One of the men commanded. Some of the Heroes snapped out of it and prepare to fight. That is, until a pair of VTOLs with turbofan thrusters on each wing appeared and circled them. Inside the cabin on each VTOL were a pair of snipers plus one crewmember manning a Tri-Barreled minigun. Seeing this show of force, the Pro-Heroes decided resistence was futile and laid on the ground face down.
"Yeah, we got them." The Heroes looked up, seeing one of the GUARD operatives with a black, one-shoulder cape and a black insignia on the shoulder guard depicting an old MAS-38 submachine gun crossed with a hammer and a beret above them. He was talking into their coms, relaying their operation success. They immediately identified the GUARD operatives as members of the Valerio Brigade, responsible for exterior threats and the ones utilized the most in clandestine operations. "Positive ID. Two UA teachers, two from Shiketsu, one from Ketsubusu, one from Seiai, and one from Seijin. Yes sir…that is correct."
All seven Pro-Heroes became increasingly nervous as the commanding officer continued speaking.
"And this was approved by Nezu and the HPSC sir? I see. And you?" There was silence as it seemed the officer was receiving long instructions. "Understood sir, Enoch out."
"So what's the word?" One of the GUARD operatives asked as they stood over the surrendered Heroes.
"We are to leave a scene. Pigs will be arriving in ten mikes so we gotta be gone by then." Enoch answered.
"And the Heroes?"
There was no answer the Heroes could hear. Just then, they heard shifting by the Operatives and then they felt hands grabbing their hair. None of them were prepared when the operatives put bags over their heads and their nostrils were then filled with a sweet smell. The Heroes struggled, but then felt the bags get tightened while other operatives placed cuffs on them. Some tried screaming while others thrashed violently to try to escape. They resisted as they started feeling sleepy, but it was all for naught when their bodies fell into slumber.
On this day, the "Gang of Seven" which consisted of corrupt teachers from Hero Academies were known to have been killed in a shootout with GUARD Operatives. Nobody questioned what happened because the GUARDs were well-respected. Not even the families of those Pro-Heroes found out what truly happened that day.
Tokyo
Year 2135
The young woman gazed at her home from the front yard one last time. It was designed to look like a traditional Japanese home. Both front and backyards are gorgeous and pristine with shining grass, a cherry blossom tree, and bonsai trees. Years of hard work from her mother before her father took it over. She remembers all the good times growing up here and bad memories. Regardless, it was her home and she was about to leave it all behind.
"Are you ready?"
She turned around towards the front gate. There, an aging man stood in his black business suit, black button-up inside, blue tie, and shiny black shoes. He had short, graying brown hair that was slicked back. His face showed clear indications of wrinkles, but the man still gave the woman a warm smile.
"I'm ready." The woman said with a bit of hesitation in her voice. In response, the man gave her a reassuring smile and approached her. She wore a green sweater, black sweatpants, and white sneakers.
"Look at you, all grown up now. You definitely have your mother's looks, but your father's stubbornness of course." He grunted when the woman socked him on the shoulder and then laughed. "You hit hard just like her too."
There was no malice and the young woman gave a sad smile.
"What do you think about all this? You never really told me."
He shrugged.
"Well, you got married without notifying me or your father until after the ceremony which he's still angry about, with a man neither of us approved. I'm sure your mother would say the same too, Inko."
"Look, I know it was wrong, but Uncle Moses, you guys left us with no choice!"
Moses gave her a wide smile and grabbed both of her shoulders.
"Believe me, behind this smile, I'm very fucking furious." He then gave her a bone-crushing hug. "But, I still love you nonetheless. Just remember that if anything happens, don't hesitate to call me."
"*Sniff* I know." Inko started crying as she returned the hug. "Just wish dad would understand."
"You're a big girl now, I understand. But going behind our backs made him irate, to say the least. We needed the whole agency to get him to calm down. However, he's still your father. He loves you no matter what."
"He has a weird way of showing it."
The man pulled back and looked at her with a serious expression.
"Don't disrespect him. Your father has done so much to keep you out of prison and risked everything for you. You have no idea."
Outside the gate, they heard a car pull up, followed by its horn. Inko and Moses pulled apart, with the girl giving her uncle a soft smile.
"I'll see you around uncle." She said before walking past him. Moses stood silently, staring at the ground she was standing on with a look of displeasure on his face.
"That girl is too much trouble." He looked up at the house where a figure looked down from the second-story window. "Well, the ball's in her court. Let's see how she handles it."
6 years later
Year 2141
Inko's hands shook as she held her phone with both hands. Her thumb hovered over the name she wanted to call, but couldn't. Her body won't let her even though her mind told her it was for the best.
Izuku was sleeping in his room, but the television was still on, and she was watching from the sofa. It featured an interview with the very man she was hesitant to contact.
"You were a General correct?"
"That is correct Mrs. Lavender. I enlisted when I was 18 and fought many insurrections in Indonesia. Due to the lack of flag officers, I found myself rising through the ranks quickly before reaching the rank of Lieutenant General."
"Did you ever experience loss and defeat? How did you cope with it?"
He looked down and took a deep breath before looking back up at the interviewer.
"I lost my family, I've lost many men and women who served under me. In response, I became angry and strived to do better. Protect those I love and those I command. During an uprising at Sulawesi, I was hesitant to quell the uprising there because some of the officers in my command were from there and knew some of the leaders of the uprising personally. Do you know what they told me? They told me it's a bitter pill to swallow, but for the greater good, they must suppress the uprising. I was amazed of course, because these men and women knew they could end up killing their own families, but they chose to fight for the greater good. From that day on, I understood that even if the choice is personally not desirable, one must take it anyway if the results are worth it. We suppressed the rebellion and some of my officers did lose people they loved, and it hurt them deeply, but they carried on. No matter how much pain you're feeling, how many times you're pushed down, how much you've lost, if you keep getting up and work towards your goal, you will achieve it."
"Someone raised this question a month ago. As a General, did you participate in the coup that ousted President Muhammad Baswedan. Did you participate in it?"
"I was approached by Admiral Margono concerning President Baswedan's reign of terror. At that time, I was still mourning the death of my wife and daughter so I shut the door on him. There was no way I wanted to participate in anything that could risk my country's unity. However, I understood that President Baswedan himself was tearing the country apart with his corruption and incompetence. After a few days, I agreed. I was tasked with securing Jakarta, Surabaya, and Southern Sulawesi which I did. The only resistance my troops faced was members of the Islamic Defenders Front who attempted to protect President Baswedan. Well-trained troops versus a militia who were used as religious police, it wasn't hard to put them down. In the end, it worked and our country remained unified after a year of war. Risky, but it worked."
"Sounds like you've taken a lot of risks. Just like during the Battle of Madiun. You led an army of around 50,000 troops where almost all of them were part of factions fighting each other the month before, and destroyed an army of 80,000 consisting of Americans, British, and Australians. Nobody believed it until nearly 80,000 soldiers never returned. People started calling you the 'Hannibal of the East'."
"Well I did have the Navy to thank for keeping the AUKUS Fleet busy and it was a painful task to prevent a balkanization and get everyone to get along again. And I've also had to swallow my pride a lot for others, especially when I had to help mend relations with the AUKUS countries. Other than that, I used to be taken advantage of a lot when I was younger, but I wisened up. Probably the worst was when I agreed to wear a princess dress and play tea time with my daughter."
The woman laughed at his statement.
"That's called being a good parent."
Inko frowned, annoyed that fate would throw that at her. At the same time, she felt shame for being hesitant. This was for Izuku. She would only end up punishing Izuku for her mistakes by doing nothing.
Her eyes landed on the contact on her phone. This time, she pressed call.
Yoroi Musha Agency
The Swiss Army Knife of Agencies. The most desirable Pro-Hero Agency in the world. The Pro-Hero Hotel. The most powerful Pro-Hero Agency and the unofficially the headquarters of Japan's Pro-Hero society. All of this described the Yoroi Musha agency.
In the years before All Might rose to prominence, the Yoroi Musha Agency stood as a beacon of hope, a fortress of solitude no villain has ever successfully taken down. When criminals ran rampant with heroes outnumbered and law enforcement unsuccessfully protecting the public, Yoroi Musha and his manager created a force of ex-military personnel from all over the world called the Ground, Underwater, Aerial, Raider Division (GUARD). At first, they were met with hostility from the Pro-Heroes, government, and law enforcement. This all changed when multiple S-tier villains assaulted the Imperial Palace in an effort to take the Imperial family hostage.
When the Pro-Heroes, police, and Imperial Guards failed, it was the GUARD teams that freed the Imperial Family and neutralized the villains. Ever since then, the Emperor proclaimed that he was forever in debt to the Yoroi Musha Agency and allowed GUARD to continue operating in Japan. Even so, this was still met with opposition from government and law enforcement elements. As a compromise, the GUARD teams could only be deployed in high-stakes missions accompanied by Yoroi Musha's sidekicks, and the National Police Agency is to be notified about the mission beforehand.
Izuku understood why they were needed back then, but he disagreed with how they were still around when all they needed was All Might. At this point, they just looked like mercenaries in the eyes of the common civilian. Just more heavily armed than most soldiers in the world with unique weaponry and tech seen nowhere else but in the hands of GUARD.
That is why the little boy stared intently at the GUARD operative before him. The man wore a black bodysuit with gray armor covering the front and rear of his torso, his shoulders, and his biceps. On both the front and back of the armor on his torso said "GUARD" in white lettering. His leg area was protected by knee guards with shin protectors while the boots looked to be steel-toed. Every single part of the body was covered including the neck area where Izuku could see the fabric of a balaclava mask. Covering the entirety of the man's head was a helmet with no visible visor making Izuku wonder how could the man see where he was going. Izuku's eyes landed on the submachine gun on the man's gloved hands. It was sleek, looked more advanced than most firearms, and was definitely a very rare weapon designed and built for GUARD.
"What do you want child? Something wrong?" The man asked in a very accented voice.
"Hey, Ruskie?" Another female GUARD operative called out. She was inspecting a box sent to the office building via mail delivery. "Kid got lost or something?"
"Da. Little one has done nothing but stare at me."
"Izuku!" They heard a yell and looked to see the green-haired woman walking towards them with a very tall woman with a fox quirk trailing her. "Stay close Izuku. I don't want you getting lost in here."
"Ok, mom," Izuku said as he grasped her hand. She dragged him away from the curious GUARD operatives and towards a set of elevators. As they waited, Izuku glanced around the lobby of the agency. He could see various employees walking around to complete their tasks. Some GUARD operatives were also around, but mostly as security details. There were also a few sidekicks passing through the lobby and he recognized all of them, but the boy was currently experiencing an excitement overload at just being here.
"Come on Izuku." Inko said, lightly pulling Izuku towards the waiting elevator. The very tall fox lady continued to follow them. He deduced that she was an employee who was helping them. As the doors closed, Izuku stared into the reflection of them. They both were wearing their best with his mom wearing a black blazer with a white shirt underneath as well as a black skirt and black high heels. Meanwhile, the boy wore a white and green plaid shirt, blue jeans, and his favorite red sneakers. Izuku knew they had to look proper as a sign of respect, but there was just one thing about his mom that bothered him.
She didn't smile, and he had never seen her so serious. Not even angry or sad, just emotionless. It honestly worried Izuku.
"I hope the GUARD Operatives weren't too much trouble ma'am." The giant fox lady said.
"They weren't," Inko said dismissively. "They know who I am."
Silence fell between the trio in the elevator as it climbed the 70-floor tower whose design was based on the Autograph Tower in Jakarta. Izuku shifted nervously as the elevator slowed to a stop on one of the highest floors of the skyscraper.
"Vulcan, please report to Hanger B for Enforcer maintenance. Vulcan, please report to Hanger B for Enforcer maintenance. Thank you." The PA speakers announced, calling for one of Yoroi Musha's sidekicks whose name Izuku instantly recognized. He stood silently, but his mind moved at lightspeed, thinking about all of Vulcan's abilities and his history. Unfortunately, before he could even speak up, the elevator doors opened up, revealing a lavish waiting area complete with sofas, a table in the middle of the room, clean and expensive carpets, and a large painting above a flatscreen television completed the room.
Izuku ran out of the elevator and checked out the room. It was lavish, one only the rich and powerful could afford. His eyes wandered to the giant painting hanging above the television. Painted in all his glory stood the legendary Yoroi Musha, waving a bullet-ridden flag of Japan with his sidekicks charging behind him.
While most of the youth idolized and focused on All Might, Izuku studied the feats of other Pro-Heroes. He understood the importance of those who paved the way for All Might's rise. While watching videos about All Might, Izuku stumbled upon a video about a Yoroi Musha interview and he was questioned as to why he continued being a Pro-Hero despite getting older. It made Izuku sad to know that Yoroi Musha never retired because he believed that as long as he breathed, it was his duty to continue serving the people.
Seeing a legend like him still roaming around is awesome, but Izuku wished he would retire and live peacefully as he deserved.
"The Manager is currently in a meeting with some of the sidekicks." The giant fox woman said as she approached the door of his office. "I'll notify him of your arrival."
With that, the Midoriyas were left to explore the lavish room. While Izuku ran around to explore, Inko walked to a window and stared out at the rest of the Yoroi Musha Agency.
While officially it's an agency, it looked and operated more like a military base. In the past, this was a bustling airport called Tokyo Haneda Airport, one of the two massive airports that serviced Tokyo. However, before All Might's rise, Ota City became lawless and was ruled by villains with the abandoned Haneda Airport used as their personal base. Due to its range to the American military installations on Yokohama and Yokosuka, the US Government offered to assist Japanese authorities in retaking Ota City.
The villains learned of this when it was leaked to the media and they understood that they would not survive such an onslaught, so they decided to strike first. Hordes of villains descended on the Imperial Palace, the US Embassy, and the nearby US Military installations. Yoroi Musha and Moses realized that this many villains could not have cooperated so well without a leading figure, so they decided to attack Haneda. With his sidekicks and GUARD Commandos by his side, Yoroi Musha liberated Haneda and eliminated the villains' leadership. American reinforcements soon arrived to secure their bases, so Moses directed the Heroes and Commandos to save the Imperial Palace. It was a hard-fought battle, but they defeated the villains and rescued the Imperial Family. In one night, the Yoroi Musha Agency's popularity skyrocketed around the world.
As a reward, Haneda was handed over to Yoroi Musha with all repairs at the expense of the government. However, Moses took it a step further. He used their popularity to increase recruitment for the GUARD Commandos from men and women all over the world and invited people to come to live in Ota City under the protection of the Yoroi Musha Agency. Most notably, it was the Quirkless and those impoverished that moved there. Using their fortune from their many investments, both Yoroi Musha and Moses set the foundations of what Ota City will become. People would come but never leave. The best educators were hired for the four universities that call Ota their home, the world's largest robotics factory was built, various businesses were set up which attracted tourism, crime was the lowest in all of Japan, it had the most educated population, the happiest, and the most advanced.
Quirkless activists pointed out how Ota City was the ideal environment for Humanity. It was visited and praised by high-level delegates, but of course, it came with criticism from within Japan. There are those who saw Ota City as not part of Japan and run like it's own separate country. This was of course, rebuked with how the citizens still paid their taxes and there's no restrictions on its borders.
Most criticism however was thrown towards the GUARD Commandos who patrolled Ota City and were not under the jurisdiction of the National Police Agency. With Ota City thriving, Moses separated the GUARD Commandos into different groups. The normal day-to-day commandos who patrolled the streets in lighter armor were formed into the GUARD Peacekeepers. They handled low-level threats and were the ones seen driving in their Interceptor Patrol cars.
GUARD Commandos were their standard troops who were typically called in to tackle higher-level threats, including villains and Pro-Heroes who were caught attempting to operate in Ota City without notifying the Yoroi Musha Agency. In one incident where a group of villains being chased by Pro-Heroes led them to Ota City where they were apprehended by GUARD Commandos, the Pro-Heroes attempted to take the villains themselves from the non-compliant Commandos. In return, the Commandos reacted with hostility and the clash resulted in 2 Commandos injured and 4 Pro-Heroes injured. This taught many Pro-Heroes that there is a firm boundary that is meant for Heroes only. Not only that, but GUARD was more of a militarized force with advanced equipment most could only dream of. The 2 Commandos were only injured because one of the Pro-Heroes fired the first shots and took them by surprise.
Then there are some specialized GUARD units, such as the GUARD Skirmishers, GUARD Angels, and GUARD Hydras. Overall, there are a total of 20,000 GUARD operatives in Haneda and Ota City with a mixture of Japanese and foreigners. The question people always wonder is where does the Yoroi Musha Agency house these many people. Even despite Inko's connections, she never did find out but she did have theories.
*BOOM*
"YAHOOOO!"
Inko and Izuku jumped in surprise from the sudden noise of the doors being kicked open. Izuku gasped in surprise when his eyes laid on one of Yoroi Musha's best sidekicks. She stood in all her 5'2" glory, holding a black briefcase in the air.
"I FINALLY GOT MY OWN AGENCY!" The Rabbit Hero shouted for all to hear. In the blink of an eye, she dashed towards the elevator and began pushing the button furiously.
"Oh my gosh! It's Mirko, the Rabbit Hero!" Izuku squealed. His mother quickly rushed behind Izuku and put her hands on his shoulders before his mouth could run in lightspeed.
"Izuku honey? Please, this is not the time and place." She said, quickly calming her son down.
"Rumi, you'll just end up breaking the button if you keep doing that." Another sidekick exited the offense, this one a sidekick in a shinobi-themed costume.
"EDGESHOT-mmmph!" Inko quickly covered Izuku's mouth before he could continue shouting. The Pro-Hero paid them no mind and was more concerned with Mirko smashing the elevator button furiously.
"Attention all security personnel, please keep Mirko away from the Enforcers for the love of God. Especially Musketeer. I will not explain to the government why we have an Enforcer hopping on rooftops and damaging property again. That will be all, Moses out." Announced the PA speakers.
Another two sidekicks walked out of the office deep in conversation. One of them was clearly cowboy-themed with a giant S on his hat and wore a gas mask, while the other wore a tan cloak with a black bodysuit and a black helmet. They then noticed Inko and stopped their conversation while Edgeshot went ahead to calm Mirko down.
"Lord above, is that you Inko?" Snipe asked as they stepped closer to the mother and son. "And who's this lil fella?"
"That's…um…my son." She said nervously. This caused Snipe to step back in shock.
"So that's why he was so angry that day." The other sidekick commented, which made Inko even more worried.
"Ah don't make her worry Ectoplasm." Snipe scolded his comrade and then turned back to the Midoriyas. "Look, Inko, that was years ago. Ignore Ectoplasm. It's just that…you really did kinda mess up by ignoring everyone."
"I know what I did was wrong!" She snapped. Inko took a big breath to calm herself. "That's why I'm here to correct them."
"You hear my announcement Mirko? I shit you not, you're leaving this agency a vegetable if you mess with the Enforcers again!" A man shouted from the office. Mirko stopped smashing the elevator button to look towards the office.
"Try me old man!" The Rabbit Hero shouted back. Before she could even react, a book was thrown out of the office in mach speed and nailed the short woman right on her forehead.
"Lil shit rabbit. She doesn't shit everywhere like a real rabbit but she just doesn't know when to stop does she?"
Edgeshot sighed and kneeled down. He checked out Mirko and concluded she was fine, just a victim of their Manager's throwing arm…again.
"I'll take her to the infirmary." He looked at the Midoriyas. "Don't take it the wrong way. Our Manager actually does like Mirko. This is just how they…express their friendship."
"I understand," Inko commented. "It's just that I didn't expect him to still have this kind of energy these days."
"Trust me," Snipe said. "He barely changed a damn thing. The crazy old man still packs a punch."
Inko was nervous. She really couldn't tell how Moses would react to her return. Then again, if she backed out now, she may end up sentencing Izuku to a harsher life unnecessarily.
"He's not going to beat you up or anything. Fortunately, he's in a very good mood." Ectoplasm assured her. "I would say, perhaps he knew you were coming and that's why he's in a good mood?"
"I sure hope so." She said worryingly. Peeking from behind the office doors, their guide beckoned for the Midoriyas to follow her. "Excuse me boys and rabbit, I have a meeting with this fossil."
"Good luck." Edgeshot heaved the unconscious Mirko over his shoulder and gave Inko the thumbs up. "Trust me, he won't do anything to you."
Both Izuku and Inko entered the office together. Behind them, their guide shut the doors to avoid anyone from overhearing. The Midoriyas scanned the office they entered. It was an astounding sight for Izuku, being in the office of perhaps the most accomplished Pro-Hero Agency Manager in the world.
To their left were multiple displays. The displays closest to the door included many trophies and awards, Pro-Hero magazines that had the manager on the front cover, an Honorary International Pro-Hero License, Honorary Degrees from the University of Southern California, Gadjah Mada University, and the University of Tokyo, and a single Grand Cordon of the Supreme Order of the Chrysanthemum. These were all just his accomplishments as a manager.
The other display contained his accomplishments from before he became a manager. There was a mannequin with the ceremonial uniform of an Indonesian Army Officer with many ribbons and medals. On each shoulder was an epaulet with three stars on them. Nearby the mannequin was a weird insignia foreign to Japan. Above it were the words "Kostrad-Army Strategic Reserves Command" and below the insignia were displayed words that said "Yudha Nirbaya Bhakti". Izuku didn't know what that meant but he guessed it was something significant. There was more to the display with pictures from his time in the Army along with some guns he hoped were empty.
Meanwhile, Inko glanced to the right at the long bookshelf along with the busts of some famous people. There were many kinds of books in the office, from religious texts to controversial books banned in some places. From the last time she visited this office many years ago, the busts were of very different people. In fact, it seemed like he always changed them. This time, it was Napoleon Bonaparte, Edward Snowden, Benazir Bhutto, Leon Trotsky, and Albert Einstein. She always did wonder why he always changed them and understood that it must have a meaning. Everything Moses did had a purpose.
Speaking of the man, he stood behind his mahogany desk, back towards them, and looking out the window which showed a view of Ota City. He still wore his usual black business suit just like the last time she saw him.
"So you're finally coming home, Inko. I was expecting a few years earlier," He turned around. To Inko, Moses looked older but at the same time, livelier. "But better late than never I suppose."
They stared at each other, almost awkwardly. Izuku looked at Moses, then back to his mom.
"Mom? You know him?"
His mother smiled and kneeled in front of him.
"Izuku, honey? Do you know who this is?"
He nodded frantically.
"Yeah! He's Moses Sinaga! Yoroi Musha's long-time Manager and is considered the best Pro-Hero Manager in the world!"
"You're correct." Inko booped Izuku's nose, much to his embarrassment. "He's also you're Great-Uncle."
Instantly, the child's brain froze. He stood still, his mouth agape in shock. His mother looked him over worryingly.
"Izuku?"
She received no response and became increasingly worried.
"Eh, give him a few minutes." Moses dismissed Inko's worries. "Your Mother was like that when your father proposed to her."
"Should I bring him outside and wait until he snaps out of it sir?" The Fox lady asked.
"Yes please, Miss Josei. I would like to speak with his mother privately."
She nodded, and gently pulled the boy out of the office. Izuku's body complied, but his face was still in shock which was pretty amusing for his mother. As the doors closed behind her son, the office all of a sudden felt cooler and uneasy. Turning back to her Uncle, she found Moses on her side, leaning on a desk with his arms crossed. His smile was gone and his eyes bore deep into Inko's. Moses had a rare birth defect known as Heterochromia where a person would have two different eye colors. His right eye was green and his left eye was dark brown. It was a defining feature that people always recognized him by.
"Do I need to say it?" Moses asked. Inko was silent and continued to stare at him with shame on her face. "You know, I did my best to learn everything about this Hisashi Midoriya when you first told me about him. An address that led to nowhere and an employer that does not recognize that name. I told you he was hiding something, but you insisted that you like it when men are 'dark and mysterious'. He gave you a son, and left you both behind."
"He gave me Izuku." Inko spoke up. "Regardless of what Hisashi did, he gave me my son. That, I'm forever thankful for."
"Good for him. If only that waste would stay to be a good father. But," Moses sighed. "The innocent child should not be punished for the sins of their parents. I'm assuming you're here for help after Hisashi left?"
She silently nodded.
"Don't be ashamed. You're doing this for your son. I do need a personal secretary and someone to help teach Miss Josei. Very nice girl, just a little clumsy and still learning. Would never hurt a fly. 12 million Yen annually, more than enough for you and Izuku. You also have free access to our fitness and training facilities, healthcare, cafeterias, and other benefits. If needed, we could also provide free housing."
"Is…there a catch?"
Moses snorted in amusement.
"You know what it is. Your choice is either here or take your chances with that record of yours. I know damn well you don't want the latter."
"I know, it's just that…"
"You're afraid of him." Moses approached her and put a hand on her shoulder. "I'm happy that you've grown up and come back. You don't have to worry, I'll protect you."
*SLAM*
"WHERE IS SHE?"
Inko instantly froze in place, refusing to turn around. Moses patted her shoulder again in assurance.
"Calm down Isuke. She just came back for work-"
"NOT NOW!" Massive hands grabbed Inko's sides and she felt herself being forcefully turned around. Looking down at her was a large man in black, samurai armor. His pale orange eyes with black sclerae had tears appearing. Meanwhile, the man's long white beard looked unkempt and dirty. "DO YOU KNOW HOW LONG I SPENT AGONIZING ABOUT YOUR SAFETY INKO? HOW MUCH I PRAYED TO ANY DEITY TO KEEP YOU SAFE? HOW ANGRY I WAS WHEN YOU DIDN'T TELL ME I WAS A GRANDFATHER?"
She said nothing, but every word he said was a stab to her heart. The greenette had tears forming in her own eyes.
"D-Dad. I-"
Then, the man unexpectedly brought Inko closer and hugged her tightly. Inko felt tears falling on the top of her head.
"My child…you are home and safe. I was so worried that I would lose you too."
In all her life, Inko has never seen her father look so emotional. The only other time he had was when he cried when her mother died but other than that, the great Yoroi Musha would never reveal himself in such a compromised state. Gingerly, she hugged her father back. Her heart felt warm and she felt protected, not since she left her home.
"So…is that little boy who passed out outside the office after seeing me, my grandson?" Yoroi Musha commented.
"OH MY GOSH! IZUKU!" Panicked, Inko let go of her father and made a mad dash outside the office.
1 Hour Later
"Mr. Midoriya only experienced shock but otherwise he is fine. We've arranged a room for him and his mother to stay overnight along with transportation for tomorrow."
Moses looked at the holograms of two people on his table. The one he was talking to was a young Cuban woman in a doctor's outfit.
"Thank you, Dr. Torres. You may end your shift for today." He said. The doctor's hologram vanished, leaving behind the hologram of a man in GUARD Commando armor with a black one-shoulder cape over his right shoulder. He was a short Japanese man with blue hair and held his helmet tucked underneath his left arm. "Commander Mineta, anything to report?"
"We had a ruckus in the dining area of the hotel sir. Specifically, Endeavor had to be held back by security after an argument with Gran Torino. Both were given warnings."
GUARD Commander Masa Mineta was one of Moses' 5 Commanders who oversaw operations in and around Haneda with his Pavlov Brigade. The other 4 commanders watched over North, South, East, and West Ota. Between the 5 of them, Moses viewed Commander Mineta as his most trusted and even proved himself worthy multiple times.
"Very good, anything else?"
"You should know sir, Pro-Heroes Midnight, Present Mic, and Eraserhead booked rooms for this weekend." The Commander looked troubled. "Do you believe the rat sent them?"
Moses thought for a moment but decided against it. He knew the Principal of UA personally and having his staff spy on the agency would only ruin their relationship and give the HPSC some ammo.
"Negative, however, Eraserhead could do some intelligence-gathering of his own volition. Keep an eye on him. He didn't strike me as a very logical person when I met him."
Commander Mineta nodded.
"Very good sir. Anything else you would like me to do?"
"What is the status of our ships?"
"The Karaboudjan left port a few hours ago. Reports from Israel and Palestine are…not good. Out of around 200 Quirkless men, women, and children, they were only able to save 15 and are heading home as we speak. Sirius is currently docked at Mobile Bay and are currently searching for any more Quirkless in that area. Ramona and El Impoluto managed to intercept a cargo ship off Somalia with around 40 Quirkless women and girls. They rescued them and sank the ship. Aquila, Bonaventure, Emerald Princess, Pandora, Haymarket, Rainbow Warrior, and Blair Mountain are occupied with humanitarian aid with areas affected by Hurricane Valerie."
"I see. What did the Americans conclude about where the hurricane came from? From what the public knew, it just appeared out of nowhere."
"Indeed. The Americans believe the hurricane was created with some type of hurricane Quirk. It appeared right off the coast of the Dominican Republic, reinforcing the rumors of a child awakening their Quirk was affecting the weather. As of now, nearly 30,000 are dead, and many more missing."
"Tell the teams on station to do what they can. Prioritize saving all lives at this time."
"At once sir. Will there be anything else?"
"That would be all Commander. I hear your son developed his Quirk. End your shift and go celebrate with your family. A joyous occasion for a child should have their father present no?"
"Thank you very much, sir." He bowed towards Moses. "Have a good evening then."
"To you as well, Commander."
The hologram disconnected, leaving Moses all alone in his quiet office.
"What a day, what a day. No matter what I do, it seems it's never enough." Moses stretched his back until he heard them pop and let out a sigh of relief. Reaching into a drawer on his desk, Moses took out a book, a glass cup, and a bottle of apple juice. "Think positive. At least I finally have time to read one of Mainstay's depraved books alone."
The book in question was titled "Ninjas of Love". Coming to terms that he's about to read something absolutely disgusting, the Manager poured whiskey into his glass. He turned around and looked at Ota City from his window which was being pelted by heavy rain. Once merely a special ward in Tokyo, turned into a jewel, a haven for the Quirkless, and the most thriving part of Japan's capital city. All this, he led the effort to create and was proud of it. However, it came at a cost by placing a huge target on his back ranging from villains, the HPSC, Quirkists, and even at one point, foreign intelligence agents. Let's just say he isn't very well-received in the Baltic states. However, he couldn't care less. Using all of his money and power, Moses rescued as many Quirkless as he could from discrimination and death to be relocated to Ota City where they could have a new life. Finding Quirkless people in a world population of billions was a herculean task, but Ota now has a population of around 45% Quirkless from all corners of the globe. It didn't go unnoticed by certain groups of people which made the target on his back grow by the day.
It's been a while since someone tried their luck to take him out. While it was nice to have some peace, it's a little weird for him not to be on edge. He just wondered when the next attempt on his life would be.
As if fate heard his thoughts, a high-caliber bullet exploded in a flash right outside of his window. A wall of holographic blue hexagons appeared in thin air where the bullet impacted and quickly disappeared.
"Oh, now that's adorable."
Downtown Ota City
"Damn."
On the roof of one of Ota City's skyscrapers was a wanted woman, looking through the scope of her sniper rifle. Her eyes were one of shock and disbelief. She didn't know the response time of the GUARD units but decided to make her escape before she found out. The sniper rifle retracted back into her arm and she ran off.
Unfortunately for her, the response was much quicker than she thought. Quicker than even she could react, a blue flash flew past her and she felt extreme pain in her right arm. Instinctively, she held her arm and inspected the wound, finding a slash mark right at her elbow.
"Lady Nagant."
The woman turned to find one of Yoroi Musha's trusted sidekicks pointing a sword at her. She inspected the man's costume. He wore a black rice hat with a blue rim, a balaclava that covered his head except for his eyes, a black combat vest over a black bodysuit with metallic kneepads, elbow guards, and steel boots. A dark cloak protected the man's body from the elements. Nagant noted that his arms were emitting electricity.
"Raijin." She hissed. He was the last person she wanted to run into. A former Captain in the Japanese Special Operations Group, the son of the Prime Minister, and Yoroi Musha's first sidekick, he has the ability to not just slow her down, but also defeat her by himself. Any more delays and the entire Agency will be right on top of her. "Of course, you showed up first."
"Last chance to surrender, Lady Nagant." Raijin demanded. "You shouldn't have betrayed us, but we can and will protect you if you come with us quietly."
"And let myself become another pawn in another war? Fat chance Raijin."
Raijin's eyes narrowed, and gripped his sword with both hands. At the same time, Lady Nagant reached behind her and took out a pair of tantos, one she pointed at him from the waist level, and the other held up high above her head. Both warriors started circling each other while the rain continued to pour around them.
"HA!" Raijin leaped forward while twirling his body around with his katana. In response, Lady Nagant raised both of her tantos to block the strike, but she underestimated the man's strength. Swinging down with all his might, Raijin's sword broke both of Lady Nagant's blades in a shower of sparks.
With her mind in overdrive, Lady Nagant dodged and weaved as Raijin slashed masterfully with his sword at inhuman speeds. The man was a formidable warrior and he allowed no room for counter-attacks, but she realized that he could've killed her the moment he broke her tantos.
He wants me alive. She thought.
Sensing an opportunity, she ducked under one of his swings and grabbed his wrist. Raijin hissed when Lady Nagant twisted his wrist, forcing him to drop his sword. The fugitive grabbed the sword before it could hit the ground and pointed the sword at its owner. She smirked, using his beloved sword to maintain the distance between them.
"Not so tough without your katana huh?" She mocked. Her smirk disappeared when blue electricity started appearing all over Raijin's body.
"That, was unwise."
In the blink of an eye, before her brain could even process it, Raijin landed a flying kick right on her temple. The sword left her hands, and the notorious Lady Nagant found herself over the edge of the roof and falling.
Shit, what the hell was that? She thought as she was falling. Doesn't matter.
In a move Raijin thought was impossible, Lady Nagant began to actually run mid-air. He gripped his sword tightly and opened up his coms.
"This is Raijin, suspect identified as Kaina Tsutsumi aka Lady Nagant. She is heading in the Southwestern direction towards the Tama River. I am declaring an S-class Emergency. All Pro-Heroes and GUARD units in and around Ota City are to be deployed immediately."
Behind the sidekick, a pair of VTOLS flew past. Immediately, alarms blared from Haneda Airport with many personnel running to their aircraft and vehicles.
Not far away
"Hello ladies." Five half-naked women on the giant bed in their luxurious room looked at the man who walked in with lust in their eyes. The man flexed, showing off his muscles, much to the joy of the women present. "So, who wants to end up walking funny in the morning?"
There was a beeping sound in his pocket, causing him to sigh in disappointment. He took out his communicator and activated it, revealing the hologram of a dark-skinned man wearing a cloak covering his entire body.
"Snipe? Are you in a love hotel again?" The man questioned.
"Give me a break Prophet. No way will I be able to do any of this as a UA teacher." Snipe responded.
Prophet frowned.
"Do you know how much money we've spent curing you of STDs because you went to town with multiple women?"
"And it was worth it every time." The cowboy-themed Hero rolled his eyes underneath his gas mask. "Anyways, I know you didn't call me just for that, especially in the middle of your shift at the Staghaus."
"Raijin came into contact with Lady Nagant. She apparently has a second Quirk allowing her to run on air. Should be within sight of your window in 10 seconds."
"You didn't think to tell me first!?" Snipe yelled at Prophet. Grabbing his customized leveler-action rifle from a chair, the Hero ran towards the hotel window, ignoring the panicking women who gathered their belongings to leave the room.
Snipe opened the window and scanned the rainy skies for his target. His eyes landed on a figure who looked as if they were running on air.
"Well, I'll be damned." He muttered. The marksman took aim with his rifle and fired.
With Lady Nagant
"Kurogiri! Primary exfil is a bust! I'm making my way to the Secondary exfil." She yelled into her earpiece.
"Copy that Lady Nagant."
Lady Nagant thought she was home free. The skyscraper under construction looms ahead of her, where Kurogiri will warp her into safety. With her peripheral vision, the marksman noticed a figure leaning out of a hotel's window. Her eyes landed on a very familiar cowboy hat.
SHI-
At first, she didn't feel any pain, but she looked down at one of her legs. It could've been worse. Merely a graze but then the pain came rushing in like a storm. It was only then that she noticed that she was tumbling out of the sky from the force of the bullet.
"Aw hell."
The woman crashed through the construction site, her body tumbling through plywood and construction equipment. Her body screamed in pain before her back hit a table, causing a pile of blankets to fall on top of her. She took a moment to gather herself and took off the blankets covering her. Silently, she cursed and swore that she was going to make Snipe suffer.
Outside, a pair of VTOLs approached the building, with one depositing a squad via rope near the front door, while the other the other inserted GUARD Commandos on the roof. Nagant thought of her situation. Commandos on the roof, more on the floor. With VTOLs in the area, it meant that extraction was impossible.
"Kurogiri do you copy?"
"Affirmative Lady Nagant. Are you alright? Every news channel is talking about GUARD deployments all around Ota. Even Pro-Heroes are responding."
"Yeah, Secondary Extraction is also a no-go. I need to think of a new plan. Do you know any coordinates from the top of your head?"
"I do, but nearly all of them are very public or secured locations. The only one I can think of where you may have the slightest chance is the Daishi Bridge over the Tama River South Southwest of your location. Very high traffic, and you may end up sandwiching yourself between GUARD units on one side, and Police on the other."
"I've overcome worse." She shrugged.
"Very well. I will keep monitoring the news channels as well as the police coms."
"Not the GUARDs?"
"I'm good, but not suicidal. There's a 90% chance trying to hack them will only reveal my location. I knew multiple hackers that tried and-"
*Thump*
She heard a pair of boots land on the wooden floors above her. Knowing her time was running out, she began scanning for anything of use. The wanted villain spotted a harness and then her eyes glanced to the center of the room where an elevator shaft stood. Her mind got to work, thinking of a way out.
Snipe POV
Snipe unhooked himself from his harness with a revolver in one hand, scanning the area. A concrete pillar next to him was damaged from a steel arrow attached to a steel cable he fired from his hotel window. He tugged the cable several times, satisfied that the arrow didn't budge.
"Support Department strikes gold again." He said to himself, appreciating his equipment.
"Scaler 1, inserting first Strike Team on the roof."
"Scaler 2, inserting second Strike Team on the ground level."
"Outlaw, this is Disciple 1. What are your orders?"
The gunslinger looked around the floor he landed at. According to the trajectory from Lady Nagant tumbled out of the sky, she should've been on this floor. However, she was nowhere in sight.
"Disciple 1, stay on the roof. Watch for any entry points. Disciple 2, stay on the ground floor in case the suspect attempts to escape from there. Watch all exits."
"Copy that Snipe. Be advised, Thunder 2-1 will be available for tasking in 3 mikes."
"Solid copy."
Cautiously, Snipe began walking while he scanned the room with his revolver. As he got closer to the elevator, the Pro-Hero heard something that made him pause.
"Disciple elements. Is anyone using the elevator?"
"Negative."
"Shit. All units, suspect is in the elevator!" He approached the elevator doors and pried them open. Snipe looked up to see the bottom of the elevator as it was rising towards the roof. "Disciple 1, watch the elevator. Disciple 2, stay on the ground floor."
He looked down and saw the faint color of purple descending using the elevator's steel cables.
"Disciple 2, the target is making her way down. I'm making my way down."
Then his coms burst to life, this time with a newcomer.
"This is Thunder 2-1 ready for tasking."
With Lady Nagant
Lady Nagant unclipped herself and stepped onto the 3rd floor from the elevator shaft. Hopefully, that distracted Snipe and he was on his way to the roof. She looked at herself. Bruised, scratched, and bleeding from a grazed bullet wound on her right thigh. For now, she tied a rag to cover up the wound.
Looking around, Lady Nagant felt she was clear. The 3rd floor isn't too high up but she needed to be careful in case GUARD personnel are outside. Nagant limped to the window to find a way down.
Then she felt the building shook as she got closer. Loud engine noises filled her ears. A flash of light from one of the windows then blinded her. Taking no chances, the villain spotted a steel crate and dove behind it. Not a moment too soon, cannon fire began bombarding the 3rd floor. She covered her head with her arms as sparks and debris fell everywhere. Eyes shut, Lady Nagant let out a whimper as the sounds of rounds flying all around her brought back some awful memories.
As quickly as it started, the barrage stopped. The VTOL outside the 3rd floor merely hovered while keeping its spotlight on her location. Opening her eyes, Lady Nagant peeked over quickly to see the VTOL still there. Gathering her thoughts as she sat behind the crate, the villain began dissecting her situation.
"Ok ok, it knows where I am. If I can somehow jump on it, maybe I can hijack it. At worst, I can disable one of its engines to prevent it from pursuing me. Why would it stop firing though? It can definitely pulverize my cover which means-"
*THUMP*
She looked up, instantly recognizing the sound.
"Crap."
The wooden ceiling exploded downwards. As the debris fell, a familiar cowboy jumped down with two revolvers in his hands aiming at her. Her body and mind on autopilot, Lady Nagant rolled out of the way just as two bullets slammed into where her feet were.
An idea came up in Nagant's mind. She rushed Snipe, and slapped the revolver on his right hand away just as he pulled the trigger. Using her strength, she lifted the bigger man as much as possible, much to the cowboy's surprise. Her legs struggled but she ran forward, still carrying the cowboy who attempted to free himself from Nagant's grasp. He looked back and his eyes widened at the approaching open window.
"Wait wait WAIT!"
Snipe felt nothing but air as the duo fell out of the third floor of the building. Lady Nagant held Snipe tightly, making sure he was at the bottom. In a stroke of luck, they fell on the roof of a parked car with Snipe cushioning Nagant's fall. A gasp escaped the cowboy's mouth. Lady Nagant, also finding her breath, rolled off the roof of the car and into the road.
A motorcycle stopped before her.
"Hey lady, are you okay?" Called out the motorcyclist. Bleeding and bruised, she pushed herself up and looked around. The road was busy but slowed due to drivers rubbernecking to see the commotion.
Wordlessly, Nagant pushed the motorcyclist off his ride and hopped on.
"Hey! That's my bike!" The motorcyclist loudly complained but could only watch as she sped off, dodging and weaving through the traffic.
By this time, Snipe got off the damaged car while holding his chest in pain. Some GUARD Commandos ran out and started aiming their guns at Nagant.
"Don't!" Snipe ordered. "Too many civvies in the way. Don't risk it. Thunder 2-1, pursue the suspect but do not fire."
"Solid copy." The pilot of the Gunship VTOL responded. "Mosin 2-5 is also on station. We'll corner her."
Down the road, Lady Nagant struggled to concentrate due to the pain and almost clipped a few cars. She cursed at how busy it was. Her initial backup plan as she escaped to the secondary exfil was to have the traffic and city nightlife used as cover if needed, but it quickly became a hindrance.
"Kurogiri! I'm heading to the Daishi Bridge! Be advised, it will be a hot exfil!"
"Copy that. I'm watching you via the news channels.
With Snipe
Snipe hung from the side of an armored car as they sped down the road with alarms blaring. Civilians in cars got out of the way to avoid any incidents.
"Meat! Royce! Cut her off!" Snipe yelled into the coms.
"Roger that. We have a few Peacekeepers with us."
"Mosin 2-5. Be ready at the Daishi Bridge. We'll corner her there!"
"Copy that. Be advised that we have Law Enforcement and Pro-Heroes already blocking the bridge. Warhorse 5-2 have inserted Commandos along with Longstreet and Bulldog at the South end of the bridge."
"All units be advised, this is Kaisar 1 Actual. As per requests from the HPSC, suspect is to be taken alive. Unless absolutely necessary, only non-lethal methods are permitted."
"Moses, you've gotta be shitting me! This is Lady Nagant we're talking about here." Snipe complained.
"As long as she's within Japanese boundaries, we are subject to their rules as per our agreement. Do I make myself clear Outlaw?"
"Crystal." With his free hand, Snipe punched the side of the vehicle. "Fucking bullshit."
"Cheer up Outlaw. He didn't say we couldn't break a few bones."
"Shut it Gettysburg. When you say 'we', you mean just you and Bulldog."
"This is Canine. Both of you shut up. News choppers are indicating y'all are getting close."
Snipe looked ahead at an approaching major intersection. A couple of armored cars and patrol vehicles are heading in their direction. No doubt, Lady Nagant realized this and made a left turn, just as even more vehicles appeared from the right.
Now approaching the Daishi Bridge, Lady Nagant noticed that the bridge was empty and she could see why. On the other end of the bridge, it was completely blocked off with GUARD Commandos, police, and Pro-Heroes waiting for her. Her eyes landed on a pair of Pro-Heroes standing on her path. One of them crouched and placed their hands on the road. Her eyes widened, realizing who was waiting for her.
Meanwhile, on the lead armored vehicle, Snipe aimed his revolver with one hand.
"Bye Miss Laura."
He pulled the trigger, his revolver letting out a loud boom that could be heard far even with all the commotion going on. His bullet flew straight and true, striking the rear tire of Lady Nagant's stolen motorcycle.
Lady Nagant was surprised by the sudden tire explosion and struggled to keep her bike straight. She slowed to avoid crashing, until she literally saw a wave of granite and asphalt rise up and head straight for her. Her eyes widened and she attempted to stop her bike to no avail. The wave threw her and the bike up the air for all the news choppers to see. For the people watching, it would seem like this would be the end of Lady Nagant.
The villain landed hard on the road with the bike smashing down nearby. Her entire body ached and protested when she quickly got up. Looking to her left, she could see the sidekicks Bulldog and Longstreet running to her. On her right, Snipe got off his armored car and ran to her along with some other sidekicks and GUARD Commandos.
"Lady Nagant, are you well?"
"A portal would be nice right now Kurogiri!" She hopped over a barrier and put herself in front of the railings. There was a loud engine noise and rising in front of her, another VTOL showed up. Not just any VTOL, but one that looked and armed like a military jet fighter. Worse of all, standing on top of it was Raijin who stared at her with murderous intent. "You've gotta be shitting me."
"I would advise that you jump."
"What?" She asked, confused.
"I said jump right now!"
Without a second of thought, Lady Nagant hopped over the railing, just as Bulldog punched where she was, emitting a shockwave that destroyed the railings and the pavement she once stood on. Falling from the bridge, she could see boats full of GUARD Commandos and even more sidekicks waiting for her. However, a black purplish cloud appeared before the falling villain. Her body entered the cloud, but did not exit from the other side. The cloud disappeared, leaving people confused and bewildered.
"What?" Snipe looked over the railing, confused at where Lady Nagant could've disappeared to. "She has a 3rd Quirk?"
A large, armored hand was placed on the cowboy's shoulder. He didn't turn around, knowing who it was.
"Not hers." Yoroi Musha said. "She has an accomplice."
The old Pro-Hero looked down at the Tama River with a troubled look on his face.
"Sir? What are your orders?" To his left, Commander Mineta in full gear stood by him. "I know Kaisar 1 Actual isn't going to be happy, but should we spread out to search for her?"
"Tch. Doubt it. She's long gone by now and will remain hidden." He turned to the GUARD Commander. "Return to your family and have everyone return to whatever they're doing, but have the city on Level 5 Alert."
As the Commander walked off to relay orders, Yoroi Musha turned back to where Lady Nagant disappeared. His hands clenched in anger, but calmed himself down knowing that the news choppers were still watching and providing Japan with a live feed. He walked off, doing his best to make sure this incident didn't dampen his reunion.
Author's Notes: Been very busy with a lot of things, but finally got this done. This is based on my other story "Prometheus" but more refined. Thought "Prometheus" had too many mistakes and this is me rewriting and fixing it. Anyway, let me know what you think and please comment.
