Watts can't say that he's surprised that he's once again stuck cleaning up after one of Cinder Fall's messes. Even now that she's dead he finds himself unable to escape the consequences of her mistakes.

This time, the Lamp of Knowledge has gone missing, most likely stolen by one of Cinder's associates. Either Emerald, the girl who had a habit of following Cinder around like a lost puppy, or Neapolitan, who had tagged along with Cinder when she'd brought the Lamp of Knowledge and had gone along with Cinder's foolish plan to take on the Winter Maiden, is the culprit. Between the two of them, he's leaning more towards Neapolitan, since her previous involvement with Salem had resulted in her associate, Roman Torchwick, meeting his end, and she seems like the type to still want revenge for that.

It doesn't matter who took it, so long as the lamp is returned to Salem and the thief is appropriately punished. So Watts is covering all of his bases, keeping an eye out for both of the suspects. The search for the lamp would go a lot more quickly if the camera grid in Atlas was still functional, since Watts can still access the technological infrastructure of the city, but the grid has been down due to Salem's direct assault on the city. The same malfunctioning equipment that had allowed him to make his escape from imprisonment by Ironwood means that he's forced to search the old-fashioned way: slowly and painstakingly.

Fortunately, Watts is very familiar with the layout of Atlas, even with the changes that have happened over the years. He knows every nook and cranny and tiny back-alley where someone who has something to hide would hole up. Add in the situation with the refugees from Mantle and the people taking shelter from the rampaging Grimm and that narrows down the list of possibilities quite a bit.

There's no way that either Neapolitan or Emerald would have been able to leave the city, after all, even to make their way down to Mantle. They simply don't have access to the resources that Salem had provided the rest of them, with the state that Atlas is in, taking shelter in the shadow of the city would be tantamount to trying to get themselves killed.

No, both of them are still here in Atlas, and Watts is going to track them down and return the lamp to Salem, just as she'd asked. Unlike Cinder, he won't fail her.
