Powers/Abilities: Burnside was a superb athlete, his body having been enhanced by the Super Soldier formula. His strength is superhuman level, able to lift roughly one ton. His shield, shaped like Captain America's is steel.

History: William was ten years old in 1945 when Steve Rogers vanished. Obsessed with Captain America, the man devoted his life to his idol and ideals behind him. In 1953 he traveled to West Germany and found a copy of Dr. Erskine's super soldier hidden away in a warehouse.

He approached the government with the formula and offered it, on the condition that he become the next official Captain America. They agreed and Burnside even underwent plastic surgery to better resemble his idol.

By the time he was ready the Korean War was over and the whole experiment was deemed a failure. Burnside, as Steve Rogers, was placed at the Lee School for Boys and more or less forgotten about. When the new Red Skull attacked the United Nations, Burnside and one of his students, Jack Monroe, took the formula and became the new Captain America and Bucky.

The process wasn't perfect, however, and without the Vita-Rays to stabilize the formula both men slowly went mad.

By 1954 Captain America had getting more publicity, mostly from his random attacks then any actual heroism. The government stepped in and put both Burnside and Monroe in suspended animation.

By the late 70's an agent for the National Force found both men and unthawed them. They were quickly put to work, with Burnside at first attacking Steve Rogers and Sam Wilson. He was captured and turned over to SHEILD, but he was quickly spirited away by Dr. Faustus and reforged into the Grand Dictator.

As the Grand Dictator he launched a series of attacks against America, ending with his death at the hand of Captain America Steve Rogers.
