Shadow Joestar: Like I said, it won't be the first, and won't be the last, either. In the canon, yeah, Izuku would get involved along with Shoto. And to answer your question, Shigaraki is worse than the Joker.

Hero Killer: Stain
After Deadshot killed the Nomu with only one shot to the head, Gran Torino left the train to go help the Pro Heroes while Izuku was left behind. Izuku was wondering if it was Delta who fired the sniper, which it wasn't. The conductor had arrived to tend the wound Pro Hero while instructed the civilians.
"Everyone, please! I need for everyone to make their way to the second car! The villain is no longer here! More heroes will arrive soon, I'm sure!"
"Keep them calm!" Izuku instructed, earned his attention. "I'm going after'em!"
With that, Izuku jumped off of the train and started running to Hosu City.
"Hey, are you nuts?! It's way too dangerous out there!"
Izuku just ignored the warning while keep on running down the railway line.
'He looked different, but there can't be that many people with wild eyes and brain spilling out. Maybe Nomu's brother? What is he doing in the city?' Izuku mentally questions, remembering the previous Nomu the group of vigilantes encountered back at USJ. 'No time for detours or stares! Gotta put my training to the test! One For All: Full Cowling'
Activating his One For All, Izuku jumped up onto the railway wall and launched himself towards the city. Jumping onto the roof of a building where he rolled upon landing, before getting up and running towards the edge and leaping off again.
While at the city, both Batgirl, Dabi, and Red Robin are evacuating the civilians to get them to safety when Gran Torino arrives and noticed them helping the civilians leave the scene.
'Huh, so these young whippersnappers are Batgirl and Red Robin? And from the looks of it, they're helping the civilians get to safety.' Gran Torino mentally thought, watching the three getting the people to safety which it got him impressed.
"Get safety! The police will arrive in 15 minutes!" Batgirl suggests.
"They'll be bringing the firefighters along the way once Shoto extinguishes the flame!" Red Robin adds.
The civilians were thankful for the two and Dabi when Endeavor arrives, which it got the first eldest son of the Pro Hero turns to him with anger in his eyes.
"I know the two of you, but not the other two. However, I'm gonna handle this from here on out." Endeavor said with a smirk, walking towards them. "Batgirl, Red Robin, you two are under arrest for vigilantism."
"You picked a bad timing to come here, hot-head." Red Robin said. "We're taking care of the civilians, the same as everyone else."
"Maybe so, but that don't mean I'm gonna overlook at your crimes." Endeavor points out. "So, what'll it be. Either come quiet or this fight is gonna get ugly?"
Batgirl and Red Robin knows that Endeavor is an experienced Pro Hero and a formidable opponent to fight, but they won't be backing down that easily. Just as the Gordon siblings were out to get ready for a fight, Dabi rushes to his father and delivering a superman punch to the jaw, causing the Flame Hero to stumble back a bit.
"If you want them, you're gonna have to get through to me, Endeavor, or should I say...father." Dabi growled in anger. "For the past 10 years, I've been overlooked by you, Mom, Fuyumi, Natsuo, and even Shoto after you stop training me because of my powers that burns my body whenever I used it.
Endeavor then gasped in shock with his eyes widen along with Gran Torino. They never knew that Dabi called Endeavor, 'father', but both Batgirl and Red Robin are aware of his backgrounds and his Quirk. Dabi raises his arm to the Gordon siblings.
"You two better go and help the civilians, I'll deal with him." Dabi suggested. "I'm dealing with the old man myself...personally."
Batgirl and Red Robin knew what he means as they left the scene while helping the civilians until help arrives.
"What are you doing?! Why are you..."
"Shut up!" Dabi shouts. "You're dealing with me father! Or have you forgotten your own first son, 'Toya Todoroki'! You and Mom gave me that name a long time ago!"
Endeavor was now even more shock in horror and disbelief, couldn't believe that Dabi, known as Toya Todoroki, somehow survived for the past 10 years. He thought that his own son was dead when he saw the fire at the Sekoto Peak.
"After I caused the wildfire and my body was almost burned while in the brink of death, Doctor Fate and J'onn saved me. They took me in and having Zatanna healed my body while Doctor Fate and Spectre altered my DNA. With that, I can resist to fire and cold alike, meaning I can use my flames without getting burned. But I wouldn't be surprised that you didn't recognize me after the past a decade, which it kinda crappy and depressing." Dabi continues. "I even visit to my so-called home, telling my siblings that I'm alive and kicking while learning about what you did to Mom while I was away. They act like they've seen a ghost at first, but I even give them a full story of how I survived and having to turn myself into a new leaf, I gave up on being a Pro Hero a long time ago. But it won't stop me for being a Hero on my own terms by joining the independent heroes and try to become a team player to others."
'Toya Todoroki, I never knew that Endeavor would overlook his own flesh and blood, but still, after learning about it, there's no excuse about his actions and the way he treated his own family.' Gran Torino mentally thought, turning to Endeavor with a glare.
"Though, I don't play well with others and doing most of my solo missions while try to hone my powers and skills, I've been picking up a few things, here and there." Dabi said. "But after the past years, I've been questioning myself, why do I even existed? I've been clinging to Natsuo and bawling my eyes out while resenting my Mom and Fuyumi, and getting jealous that you're favoring Shoto over me! At first, when I realized your little so-called training method went to the point of having our family fallen apart, I was no better because of how I treated them and how I act! While it's true I have no excuse for the way I've treated her, but I've got help! And for that, I've changed into a better person, a better man, and a better human being who I wanted to be! Thanks to them, I was able to make amends with my family while keeping it a secret from you, old man! I still loathed you because of how you've treated my family, while choosing your fame and glory over them after so long, it really disgusts me!"
Dabi then readied his flames from his flames. But unknown to them, the bystanders were recording the scene while learning about Dabi which it got them shocked.
"Everything about I've learned from them, the world has gone to shit!" Dabi growled angrily. "Most of the Pro Heroes only cared about money, fame, and glory...while the independent heroes...only save lives and they don't even care about any of that crap...not even money or any of the BS! So, father, how long are you gonna keep this charade when the people is starting to lose trust thanks to the Riddler and the Court of Owls? How long are you gonna continue to become an asshole to your family? And most importantly, how long are you going to keep your career as a Pro Hero when it's holding by a thread?"
Endeavor gasp in dread with his jaw dropped and began to realize what he's telling him, remembered the incident and the time when he trains with Toya.
'I remember a cold and windy day...the air...was dry...Toya and I often trained on Sekoto Peak. And that's where he's consumed by fire...The flames raged at over 2,000 degrees Celsius. We were told that his bones must've turned to ash, scattered far and wide in the updraft...No body was found...' Endeavor mentally thought, remembered of his past with Toya. 'I could see that Toya's fire power held greater potential than my own, but he wasn't born with my wife's frost Quirk. This posed a problem since he couldn't keep himself from overheating. Despite that, I wanted to raise him to be a Hero, but at the same time, I continued to hope for a child who can harness both fire and ice. My wife wanted Toya to have siblings as well, that's how our family grew. Fuyumi only had Rei's frost power, another Todoroki who wasn't my ideal. Though at the time, I was fine with that. Toya continued to show more raw talent than I ever had. So, I placed my hopes and ambitions on his shoulders. I was certain...that you can find a success I've always wanted. My frustration and jealousy, my disgrace, I thought you could smash through every one of my failures and be the best of the best...'
"...My son is dead...These are disgusting lies..." Endeavor muttered, but Dabi delivers a flaming elbow right in the stomach, causing him to cough in blood and sent him flying against the building.
"Is that how you react to your son when he's right in front of you?!" Dabi yelled angrily. "I've got news flash for you, I'm still alive! You're just a stubborn, selfish, pathetic, ambitious old man who just couldn't even accept the truth and face reality! How could you not recognize me?! Was it because my powers our similar to yours, there's nothing special about someone who has one?!"
'Dabi...you've been dealing a lot of hardships due to the negligence and being overlooked...That boy and his family...have been through that because of Endeavor...' Gran Torino mentally thought in shock.
"If you still doubt in my words, I've already had proof of the medical records of my DNA that I'm related to you and Mom!" Dabi continued, conjuring a flaming katana. "While you were busy creating your so-called masterpiece and your ambitions, I secretly trained Shoto, Fuyumi, and Natsuo on combat prowess and their superpowers so they can defend themselves. After that, I've extended further of my training to get better at it with my superpowers and thinking outside of the box by using something new."
Endeavor was just looking at Dabi, who's slowly walking to him with pure anger. Dabi then points his flaming katana at him while Gran Torino watched, getting ready to intervene in case if he's planning to kill him. Dabi just narrowed his eyes, thinking about ending him, but sighed as he spoke while lowering his blade.
"I would kill you right here on the spot, but if I do that, then I'm no better than those scumbags. You're still my father and family." Dabi said, then extinguishes the flame. "Which is why I've decided to let you live and think about your consequences. Whatever you decided that you accept or not, it's on you. But, if you ever try to harm my family, including Shoto, then I won't be forgiven the next time I see you."
And with that, Dabi then used his flames to take flight to catch up with his fellow vigilantes. Gran Torino and Endeavor watches him left the scene.
While at the streets, the Pro Heroes were having trouble on fighting against the two Nomus. With Vigilante (Aiden), Peacekeeper, Savant, And Rick were evacuating the civilians because the traffics were backed up pretty bad after the drivers and occupants abandoned them. Shoto was able to extingush the flames with his Ice Quirk by turning it into a blizzard snow.
'They're probably at the center of craziness.' Izuku mentally thought, running towards the direction of the chaos while passing through the civilians. 'I don't get it, why do that guy look like Nomu? If he's got the same power like the one Batman fought at the USJ, this could be really bad. It won't be just Gran Torino in trouble, but the entire city! That includes Iida! He's interning here! Crap, what do I do?! Come on, think! How do I be the best possible hero right now?!'
"Tenya! Tensei!"
Izuku snapped out of his thoughts and stops, turned to the alleyway.
"Where are you, Tenya?! Tensei?!"
This surprised Izuku and he started to run down the alleyway before coming to the end of it. When he got out of the alleyway, Izuku turned to see the bus had been thrown in the air before landing on a car in the middle of the street. It exploded and Izuku shielded his face for the blast. When he lowered his arms and gasped, seeing a Pro Hero crashed on the ground next to him.
A strange cry was heard when the muscular Nomu was about to sweep its arm, but blocked by King Shark. The one was similar to the Nomu back in USJ, but lacked in the eyes, wearing a pair of beaten pants and shin guards.
Delta and Red Hood fired their sniper at the muscular Nomu in the brain, killing it in the process.
However, the second Nomu was pale-yellow with bat-like wings, talons, and two eyes on each side of the brain, wearing a gas mask. The flying Nomu grabbed a Pro Hero when Bloodsport turned his high-caliber pistol into a high-powered shotgun, firing the bullets at the Nomu in the head and killing it in the process.
Shoto then uses his Ice Quirk to extinguish the flames.
Once the situation dies down, the Pro Heroes turned to the vigilantes.
"We appreciate the help against the Nomus, but we're still gonna arrest you for vigilantism." The horned Hero told them.
"We've got other priorities than beating each other's bullocks." Bloodsport remarked. "There are still civilians that are need to be evacuated and the criminals to capture."
"Maybe so, but..."
"But nothing, Stain is still at large and all you care about is us getting caught by you guys?!" Red Hood interrupts. "Like Bloodsport said, we've got other priorities! So, how about you do us a favor and let us do our thing, like getting the civilians evacuated until the police arrives!"
The Pro Heroes didn't like the remark as they and the group of vigilantes charge against each other.
The blonde Pro Hero was about to deliver a right hook, but Delta blocked and counter by punching her in the rib while delivering a shoulder throw, tossed her down to the ground. Delta quickly draws out her Desert Eagle Mark XIX and fires at the leg, making the blonde Hero scream in pain.
The horned Hero was trying to charge after King Shark, but the shark metahuman made a quick work when he grabs hold of him and delivers a piledriver, knocking him down.
Nightwing pulls out his escrima sticks when the Pro Hero was about to deliver a punch, causing him to block and counter by swinging his stick in the jaw. It got the Pro Hero stumbled when Nightwing stunned him by turning one of his sticks into a taser, knocking the Hero down.
Bloodsport was able to knock one of the Pro Hero with his meteor hammer when the second Pro Hero charges and about to punch him, but the British mercenary blocks that attack and counter by punching him in the jaw, followed by swinging his meteor hammer right in the face. Bloodsport then delivers a spinning heel kick to the third Pro Hero, causing the hero to stumble back while the British mercenary kicks him in the shin and delivers a headbutt to the nose, knocking him out.
Manual was about to intervene when Red Hood aims his pistols at him.
"I'd stand down if I were you." Red Hood warned him, causing Manual to raise his hands in surrender. "Now I'm gonna ask you one question, where can we find Stain?"
"I don't know, all I know is that Tenya and Tensei were running off somewhere in order to find Stain in Hosu!" Manual told him when Delta and Bloodsport tied the Pro Heroes with a rope while Shoto uses his Fire Quirk, burning two Nomus. "But these things, we have no idea where they came from either!"
"Well, what you guys need to know is that those Nomus were similar back at USJ." Delta told him. "It would've been easy for you guys if you aim at their heads. They're basically like zombies and it's the only weak spot. You aim at the head and it'll kill them in the process."
"And luckily for me, I don't have to hold back on using the killing methods against them, either." Red Hood adds.
"Guys, the police have arrived. You might wanna get out of here while the police handle the civilians." Batgirl informed them with her communicator.
"Was Dabi with you?" Shoto questions.
"He was until he's having issues with Endeavor." Red Robin answered. "I don't know what's up with him, but it's not my business to say about it."
Shoto wasn't surprised about it since he and Dabi has strong hatred against Endeavor because of the way he treated his sons and his family. Also, he had a pretty good idea of what Dabi did to the Flame Hero.
Izuku was shocked that they made a quick work on the Pro Heroes and the Nomus, but couldn't that Tensei and Tenya would run off on such chaos right in front of them. If got Izuku realizes the reason why Tensei and Tenya left the scene while patrolling at Hosu City, they're going after the Hero Killer. Izuku was about to leave when Nightwing grabbed his arm.
"Where do you think you're going?" Nightwing questions.
"Both Tenya and Tensei are going after the Hero Killer! I'm going after them and try to help them!" Izuku protests.
"Kid, calm down. You forget, Batman and Robin are looking for them." Nightwing assures him.
"But I don't think they'll stand a chance against the Hero Killer!" Izuku argued. "And there might be more of those Nomus!"
"There were only three, kid. And we know who sent those undead buggers to cause wreak of havoc here." Bloodsport states. "And from what we've learned, the League of Villains and Stain we're on agreeable terms."
"And as far as we can see, neither does the Pro Heroes." Delta adds. "Guess not all of the Pros were on agreeable terms about working with us, either."
Izuku was about to ask, but Red Hood beat him to it.
"It's not as simple as you think, kid. You see, not many of the Pros see us as heroes." Red Hood points out. "But in my opinion, many of the Pro Heroes are a bunch of twits and the world has gone to shit because of some B.S. opinions about being a hero."
Izuku begins to understand what Red Hood is telling him since them and the Pro Heroes weren't on good terms ever since the Bat Family, Catwoman, and Delta started saving lives and taking down criminals years ago.
While at the water tower, both Shigaraki and Kurogiri were watching the chaos they unleashed on the city with glee, but it was short lived when the group of vigilantes were able to stop the Nomus and the civilains evacuated before the police arrived.
"The Nomu were easily beaten! I bet it was Batman and his group causing it!" Shigaraki growled in anger, scratching his neck.
Until, Shigaraki was shot in his shoulders from Deadshot's sniper bullet and Ronin's arrow, causing him to scream in pain. Kurogiri groans in pain when Red X and Katana threw their shurikens at the back of his neck.
"Long time no see, boys." The voice of Catwoman said as she revealed herself with a smirk on her face. "Seems your plan has failed, again."
Red X and Katana then revealed themselves with their katanas ready.
"Two choices: Are you gonna come quietly and give yourselves up?" Catwoman asks.
"Or this is going to get ugly?" Red X adds with a question.
Kurogiri then used his Quirk, teleported him and Shigaraki away from them.
"Damn! They got away!" Deadshot growled.
"It's fine, we'll get them." Katana assures him, using her communicator and turns to Catwoman. "Should we go after Stain?"
"Batman and Robin are working on that." Catwoman told her. "And apparently, Deathstroke is also after him. If nothing else, we should get the civilians evacuated while keeping an eye on the city in case the criminals are gonna strike."
And with that, Catwoman, Red X, the Yamashiro siblings, and Deadshot were heading out to help their fellow heroes having the civilians evacuated while keeping an eye on the city.
In the dark alleyway from the city with the fires and smoke from the attack, Turbo Enforcer and Ingenium were able to find Stain. But, they were able to stop Stain before he could kill Native with one hand pinning the wounded Hero to the wall by his face, the Hero Killer used his sword to block an attack from Tenya. Knocking off his helmet and sending him to the ground.
"A child wearing a suit. Who are you?" Stain asked after Tenya's failed attack.
Ingenium rushed to his brother before he and Tenya glared at Stain.
"Run, run away from here." Stain warned him. "This is not a place for children."
Tenya can only sat up, staring at Stain.
"You're carrying blades all over your body and you're wearing a bloody red scarf. You must be the Hero Killer, Stain!" Tenya said, glaring at him. "It's you, right?! Ingenium and I have been looking for you, but I didn't think we find you so soon."
Stain narrowed his eyes and saw Tenya's eyes filled with hatred.
"I am..."
Tenya was cut when Stain pointed his sword at his face.
"Your eyes are searing with vengeance and hate. Be careful what you do next." Stain warned him. "If need be, even someone your age can be my target."
Until, both Batman and Robin throw their batarangs at the sword, knocking it out of Stain's hand. Stain turns and noticed Batman and Robin revealing themselves from the shadows.
"This ends tonight...all of it." Batman said with a brooding glare.
"Batman...We finally meet, but I didn't expect to meet you so suddenly." Stain said with a smirk. "I've been watching you, saving lives, taking down criminals, and making a name for yourself along with the other group. I have high respects for you...you and the others are true heroes in my eyes. We share similar beliefs about the society and the government."
"With you using your intimidation and murder, you're nothing but a criminal and a psychopath." Batman remarked.
Stain couldn't help but growl with his narrowed eyes and a glare.
"Just like that Knuckleduster, he said similar things the way you said to me. And like him, you're in the way." Stain said, grabs his sword. "I'll be sure to kill you and your sidekick, and I'll finish what I've started."
And just as Stain was about to charge after them while ready his sword, Deathstroke quickly blocks that strike with the sword of his own.
"I don't think you'll be getting what you wished for, because you're outnumbered." Deathstroke said as he kicked him in the gut, making Stain stumble back.
"Who the hell are you?" Stain groaned.
"I'm called Deathstroke, the member of the Task Force X." Deathstroke told him, readied his fighting stance. "Hero Killer: Stain, you're under arrest for murder."
And with that, they charge each other when Deathstroke and Stain exchange blows with their sword, blocking and parrying each others attacks. Batman carries Native and dragging him to the Iida brothers.
"Take Native to the infirmary, he's in a state of paralysis because of the Hero Killer's Quirk." Batman told them. "We'll handle this."
"Batman, please! Don't get involved." Tenya pleads, causing Batman and Robin glaring at him. "This doesn't have anything to do with any of you!"
"You're wrong! This does have something to do with us!" Robin remarked. "We know there's hatred and vengeance on your eyes."
"Do you really think killing Stain would solve anything? Do you really think it's easy on killing those villains?" Batman questions, leaving Tenya glaring at him. "Because if you're going down to that road, then you're a criminal, just like the League of Villains and the Hero Killer."
"And I'm gonna have to arrest you for killing Stain if you do that." Ingenium adds, leaving Tenya shocked. "I already know what you're thinking when I offered you an internship so we can patrol this city, but with that look, you accept with no hesitation. It's hard for me to arrest you because you're my brother, but even if you kill a criminal, I have no choice."
Back at the fight, both Stain and Deathstroke kept blocking and parrying each others attack which apparently, they're evenly matched.
"From what I can tell, you're experienced when it comes to using the blades." Deathstroke said.
"And you're just like Batman and Robin, a praiseworthy as a true Hero. But with the look in those eyes, you've had the eyes of a soldier." Stain states with an impressed smirk. "You see, there are countless false Heroes around here who are all talk, but think you and the other group of vigilantes are worthy of staying alive."
Ingenium then grabs Native, then turns to Tenya.
"Tenya, get your glasses and your helmet on." Ingenium told his brother. "Once we take Native to the hospital, we're gonna have a very serious talk. You hear me?"
Tenya replied with a nod while getting his glasses and his helmet on as the Iida brothers quickly left the alleyway. Batman and Robin then charges after Stain.
Deathstroke and Stain continued to struggle by trying to push each other with their blades when Robin kicks the Hero Killer hard in the jaw while Batman punches him right in the gut, causing him to cough out of his blood. After that, Deathstroke hit him right in the sternum with the pommel of the blade before delivering a spinning hook kick in the face. Robin follows it up by kicking him hard in the shin while Batman delivers 2 punches in the jaw. Batman, Robin, and Deathstroke just keep tag teaming Stain, hitting him over and over. Deathstorke then delivers a flying knee to the jaw, Batman delivers a hard kick to the sternum, and Robin then delivers a hard kick to the head.
Stain stumbled as he then draws out his knife and about to charge after them when the Dark Knight threw the bombs in the ground, making him stop.
"Crap!" Stain said with his eyes widen, causing the bombs explode and sent him flying as he crashed against the ground while losing his sword and his knife.
Batman grabs Stain and lifted him up in the air, before bringing him down with one knee, breaking his back. The crack is heard by Robin and Deathstroke as the Hero Killer screams in pain. Batman then knocked him out by punching him in the face.
"Help me get him to the police." Batman said.
Robin and Deathstroke nods as they tied up the Hero Killer, taken him to the Batmobile and take him to the police station.
