Wielder: Makoto Niijima, AKA Queen
As the strategist and most studious of the Phantom LP Thieves Makoto Niijima is often expected to to be calm, collected, and often pensive.
As the martial artist hardcore biker of the Phantom Thieves, Queen is often expected to kick some serious ass, and her quirk is always ready to do just that.
Queen's quirk, Torque, is a fantastic example of a multifaceted, flashy, and layered quirk. If she wanted to be a hero, Makoto would have an easy time showing off her skills and making a recognizable brand. Torque is able to expel then coalesce a huge amount of energy and stamina into the form of a semi-real motorcycle she calls "Johanna." This bike is capable of moving at a blistering maximum speed of 40 miles per hour or 64 kilometers an hour, though even that is only after some acceleration. While its speed isn't terribly impressive when compared to actual vehicles or even speed focused quirks, its ability to pull or push objects is more in line with what is expected of the beastly looking machine; its tow load is roughly that of a medium sized but well made pickup truck. This pulling power is seemingly contradictory to its incredibly light weight and floaty tendencies, which allow it to (some great difficulty and for a very short time) be fully lifted above the head of an average adult.
It's clear that its use as a vehicle is not the primary purpose of Torque. Instead, it's maneuverability, light weight, and energy-based construction means it functions incredibly well as a rideable weapon, one Makoto is frequent to show off in battle. Most criminals that have felt Johanna's tires burnout on their bodies or felt its chassis slam into them at 30 mph have not wanted a rematch with the biker-strategist, and the few that have never went up against Torque's true power.
Johanna feeds directly off of Makoto's stamina and energy as fuel, but Makoto has long since noticed that it takes a lot more than it actually needs. The excess energy that Johanna consumes does not go to improve its speed or pull, but is insyead transformed into something more dangerous that Makoto can utilize in her crashes, attacks, and various martial arts. The longer, harder, and faster Johanna rides, the stronger and more explosive Makoto's subsequent attacks become, leading to a viscous and destructive cycle of ever increasing strength. Makoto works to avoid overreliance on her quirk due to its intense stamina drain, so she also trains constantly in various forms of martial arts such as aikido and karate. While martial arts were supposed to be a way for her to fight without her quirk, they've also (again recursively) empowered her most destructive attacks even more. One of Skull's favorite pastimes is watching a villain underestimate the young vigilante before being blown away by a flurry of explosive yet extremely intentioned strikes.
Torque is not without its flaws, however. Its biggest and most obvious limitation is just how much energy it uses. To fully understand one must look at an average battle between Queen and an enemy. She must expend a large amount of energy to even form Johanna, then even more to subsequently fuel it for as long as the battle goes on. If Johanna is damaged or destroyed she must conjure another or only have whatever leftover energy is in her to fight. In addition to all of that, while this energy is being transformed into pure power, Makoto must also get up close and personal with villains. Dodging, punching, kicking, and swinging Johanna - it's exhausting for any normal person, much less one with a magical bike energy parasite. This leads Makoto to burning out extremely quickly if she's not careful and frugal with how she approaches combat. Makoto is also not able to efficiently store the energy produced by Johanna, and must "use it or lose it." It begins dissipating and losing potency immediately upon being created at an extremely consistent pace, meaning that withheld energy will only last for about an 30 minutes before becoming too weak to use.
The other great weakness of Torque is its absolute reliance on Johanna. Without her bike Makoto cannot even convert energy into kinetic strikes, leaving her dependent entirely on her pure physical power. If stuck in a situation where the area she's fighting in is too small for Johanna, or the enemy is specialized in destroying vehicles, or she's trying to converse energy, or many other undesirable circumstances, Makoto can find herself almost quirkless.
Despite these drawbacks and the intense focus required to not overdo things, every Phantom Thief agrees that Makoto holds the most potential destructive power, is the most capable in hand-to-hand combat, and is impressively strategic and cautious. No one would deny that she is a force to be reckoned with.
