(RCPD)

As the sun rises and starts to shine, a group of armed individuals land on the roof of the RCPD, securing some rope, and start descending the building as some enter through the roof entrance with a Shadow Kommo-o leading them. Meanwhile, in the Pokémon containment unit, the room with the Shadow Eevee gets flooded with a foot of surgery stardust. Leo and Grace watch through the glass as the slime detaches from the Eevee and turns into a Ditto-like creature; it attempts to escape the chamber but dissolves, giving off a high-pitched scream. The fluid drains and Eva in Sylveon form enters the chamber while keeping an eye on what's left of the creature, she picks up the Eevee with the ribbons and carefully removes the necklace before taking him out of the room, locking it behind her.

Grace: "Now what?"

Leo: "I thought it was my turn to ask that question."

Grace: "Weren't you the one who got the Shadow sample from the sanctuary?"

Leo: "Says the person whose Eevee brought in a Bug-type Eeveelution. I still don't know what to call it, maybe Locusteon?"

Grace: "You're telling me there's a name for it now."

Leo: "Well many people have thought about what the other eeveelutions could be, but to see it here in real life, it's kinda frightening if you think about it. Anyway to answer your question, my best guess is that the people in the lab are going to have a lot of work figuring this out."

Grace: "And the Eevee?"

Leo: "Probably be brought in for questioning, after that I don't really know."

Eva places the Eevee on a bed, letting him rest for the time being. Looking at the Eevee reminds Grace of how she found Eva, hidden under a tree from some of the Gym members that she got assigned to; a scared and confused puppy, but now a fierce and confident Eevee with a powerful weapon around her neck.

Grace: "We'll take care of him."

Leo: "You sure."

Grace: "Well Eva thinks he could be useful in rescuing the other Shadow Pokémon. Chances are that Eevee knows about the layout of Team Rocket in detail and knows more about their secrets than any of us combined. But we need to gain his trust before we can do that."

Leo: "Another rescue operation? That'll be twice in one week."

Leo takes a sip of his coffee when suddenly, the lights go out along with any form of technology around them; they wait for the emergency lights to come on but the only light source that shows up is Eva, who evolved into a Flareon.

(Francisco's House)

Francisco and Goodra get home from the hospital, Goodra makes sure to not get jumped on again, but Francisco reassures him. They walk in and one of them switches on the lights but nothing happens; as Goodra gets settled, Francisco goes to the basement where Max and Velvet are sleeping together. He opens the power box, flipping some switches only to realize that they're in a complete blackout. He picks up the phone and Eclipsa, but the phone and internet services are down too.

Francisco: "Hey, guys get up. What happened to the power?"

He shakes them up as he asks and the two look at each other, slightly confused but figuring out what is happening. "Goodra." He called them to the backyard. They walk outside to see that most of the skylines have been put in a blackout as well.

(Eclipsa's Apartment)

Eclipsa tries to call Francisco again and again, but nothing happens. Snivy meanwhile was opening up the windows to let the sunlight in so they could see what they were doing. "Snivy" She said to Eclipsa.

Eclipsa: "Yeah it does remind me of that; now I think about it, it's exactly that. There was no internet, phone, or electricity, and it all happened as RCPD was being stormed."

"Sniv?"

Eclipsa: "I wouldn't doubt that it's happening again, we need to get to the others now."

(Martin's Apartment)

Martin wakes Ampharos up, shaking him a bit. Ampharos gets up and sees that the power is out, he uses Electric Terrain which brings electricity back to the apartment.

Martin: "Don't be using that move now, remember the last time when a blackout happened?"

(RCPD)

In the armory, the mechanical doors get pushed open by Leo and Grace; Leo looks through the armory, taking a rifle with two modes.

Grace: "You said this happened before, what exactly happened?"

Leo: "We were attacked by an unknown group, after the incident of the Pokémon Festival, we've been investigating Clifford Howard and all of his assets, someone discovered something about Team Rocket's involvement with what happened but we were attacked and Clifford Howard along with anyone involved was murdered."

Grace: "How exactly was Team Rocket involved with the incident?"

Leo: "No one knows, whoever attacked us knew what they were doing and how to erase their tracks."

Leo loads the rifle and walks over to grab a vest. Grace grabs a vest as well and turns to Eva.

Grace: "Take the Eevee and get him out of here, hide somewhere, and remain hidden until the power goes back on."

"Flareon" Eva said while nodding, she ran back to the Eevee, waking the guy up. "Eevee?" She helped him up and they began making their way to the nearest exit. Meanwhile, members of the Forensic Lab are barricading the doors with cabinets and tables as Team Cipher attempts to break in; Shadow Kommo-o uses Headbutt and the door breaks off the hinges and the barriers start to crack. A few officers and their Pokémon get ready to fight as the scientist goes into hiding, Kommo-o uses Headbutt again and breaks through the barrier. Swanna uses Hurricane to push him out of the room and Cipher members begin firing their lasers in, the Hurricane causes the sound vibrations of the laser to get absorbed. Kommo-o uses Iron Defense and runs full speed into the room, he then uses Close Combat on Swanna, knocking him out completely; Passimian uses Focus Blast and Kommo-o uses Outrage, blocking Passimian's punches while biting and scratching. Passimian backs off with a gouge across the eye, the officers start firing their dart guns but Cipher returns fired, killing most of them. They grab the Ditto sample and a Shadow Slugma uses Lava Plume, setting fire to the Lab. Meanwhile, Leo and Grace walk down the hallway, using a map of the building to get to the generator.

Leo: "There, the generators should be this way. Once we get there, we still need an electric type Pokémon to turn it on."

Grace: "Ok, but where would we find an electric type Pokémon?"

Leo: "Along the way there, if we're lucky."

Grace: "Are you sure this is the best plan?"

Leo: "It's the best we got."

Suddenly, people and Pokémon passed by them, running from the fire down the hall. They watch on and Leo grabs the fire extinguisher, as he uses it the foam touches the lava on the floor; it bubbles up and bursts, spreading the fire more. He gets pushed down by the wave of heat, seeing Swanna in there, he gets up and tries to go in but Grace stops him as the floor starts to crack.

Leo: "Swanna! You need to get up and use Aqua Ring! Get up Swanna!"

As the lava melts through to the next floor, the cracks grow and the Forensic Lab collapses, killing anyone left alive. Grace and Leo ducked for cover, holding their hands over their heads for protection.

(Team Rocket Laboratories.)

Simon takes a sip of his drink, watching over the control room monitoring Team Cipher; they get to the Pokémon containment unit to find a weakened Shadow Ditto and the eeveelution necklace.

Cipher member: "No sign of the Eevee yet, but we've recovered the Shadow Ditto."

Simon: "Slugma, use Lava Plume on everything in that room. Find that Eevee as soon as possible and make sure you transfer all cases involving Team Rocket to us."

A man in the room stands up, bowing his head before continuing to speak. Lucario looks on, in fear for the man's safety.

Man: "Not to question your judgment sir, but why are we burning down the building?"

Mienshao: "RCPD has gotten in our way far too many times, plus the higher-ups were just as sick of them as we are."

Simon: "Does this mean Project Transfer is back on track?"

Mienshao: "I hope so. How many RCPD units are currently outside the building?"

Man: "75 units, 5 being flying type."

Mienshao: "Good, put out an alert about the burning building to them and tell them to be on the lookout for 2 Charizards with our logo attached to the wing, and charge them for arson."

(RCPD)

On the lower levels of the PD, Eva carries the Eevee on her back, she finds an officer on one of the floors, foaming in the mouth. Burn marks suggest that an Electric Type Pokémon killed him, so she lowered the Eevee down.

"Ep-Eevee?" The guy said, still disoriented and exhausted; He tries to get up despite the pain he's in and Eva tries to let him down easily.

"Flareon." She said, trying to explain to him what happened; Eevee flopped down onto the floor of the staircase as Eva investigated the halls. She looks down to see officers and their Pokémon lying on the ground as Cipher members are just outside the server rooms, with them was a Shadow Magnezone that was hovering over a Poliwag. Poliwag was defeated and his human appeared not to be moving, Magnezone used Steel Beam, killing Poliwag instantly. Eva forces herself to turn away and is about to go back to the staircase, but Eevee slams the door open and Magnezone turns its attention to them. One of the Cipher members turns on his radio.

"We've located 2 Eevees, one of them wearing the Eeveelution Necklace."

Magnezone floats towards them rather quickly, Eva uses Fire Blast and runs under Eevee, lifting him onto her back and down the hall. Explosives were used to destroy the server room as the team split up to corner them. Magnezone used Electro Ball and Eva dodged to a nearby escalator, going to the main level. Before getting to the entrance, they are surrounded by Team Cipher. "FLAR!" swearing to herself in anger, she lays Eevee down and uses Fire Spin forcing Shadow Magnezone to back off, but the suits of the Cipher members use Endure. Eva's ears folded down as they fired their weapons which were set to stun and both of them fainted; they picked them up and a fire engine entered the garage of the PD, opening its doors for them to escape.

(Outside Eclipsa's Apartment)

As Eclipse and Snivy walk down the sidewalk, Martin pulls up, flashing the lights of the car to get their attention.

Eclipsa: "What's happening?"

Martin: "The PD is on fire, and those Charizards of yours are being framed for it, get in."

They get in and Martin drives off to the Dialga Hotel.

Martin: "I'm taking you to a safe house where you guys can remain for the time being. Ampharos should be getting them there too."

Eclipsa: "How is Ampharos going to get the Charizards there undetected?"

Martin: "Actually, They're going to the PD. I'm sorry."

Eclipsa: "What?… Why would you send them there?"

Martin: "My job is to protect this city, and I can't do that if they kill everyone in there."

Eclipsa: "Then why aren't you sending in water-type Pokémon."

Martin: "Because the PD is no longer safe, we need to go into hiding. I don't know where Max and Velvet came from but I'm hoping that maybe they'll let everyone

(RCPD)

As the building started to sway in the wind due to the weakened support beams, a few members of Team Cipher stood guard at the garage entrance; explosives were set up in key points, ready to collapse everything. Max and Velvet are following a map of the maintenance tunnels, Velvet uses Dragon Claw to break open the door into the garage. They watch as Cipher gets ready to leave in some of the fire engines there, on one of them is Eva along with the other Eevee. Meanwhile, Ampharos enters through one of the emergency exits with the Firefighters, they go several floors up, and the Firefighters go down one hall as he splits off down another. Leo and Grace climb through the rubble finally getting to the generators, Leo blows some dust to read over the instructions as Grace shuts the door and covers the frame to keep the smoke out.

Grace: "How is that thing going to power the building?"

Leo: "Don't worry, it only needs to be on long enough for the fire suppression systems to do its job; hopefully."

In the garage, Max attempts to make his way behind the truck but one of the Cipher members notices him. The member fires and Max quickly dodges, the vibrations of the blast hits one of the explosives, causing part of the garage to cave in; the PD's entrance above collapses in, catching the attention of those in the evacuation zone. The building shifts and the hallway near the generators gets caved in, Leo and Grace hold onto the walls and Ampharos falls from the sudden shaking. The team yells at the one who fired his laser as police officers begin entering the garage, the 2 groups start to exchange fire through the entrance with Team Cipher having the advantage of not needing to worry about hitting any explosives. Magnezone and Kommo-o go after Max and Velvet hides behind a pillar, Max runs past her and she uses Iron Tail, hitting the 2 behind him. Kommo-o gets knocked out cold but Magnezone is only pushed back a bit before using Electroweb on Velvet, the web sticks her to a vehicle and Max tries to get it off her. Magnezone uses Heavy Slam on Max, pushing him to a wall; it pins him there by the neck and attempts to choke him, the metal arms barely budged from Max trying to push it. Seeing the pipe above him, Max pushes his tail down and slips his wing behind it; with a single flap, the pipe snaps towards Magnezone, the white gas irritates the Shadow substance and it detaches from Magnezone immediately. Magnezone lets Max's neck go, it looks confused as the Shadow Ditto rolls away. Velvet uses Dragon Claw on the Electroweb holding her, hurt badly by the electricity, Shadow Ditto sees her as a new potential host; it jumps and latches on to her, Velvet frantically tries to get it off but it begins to spread. Meanwhile, Grace and Leo push the other door, a metal beam keeping them trapped in, Grace starts coughing due to the smoke filling the room and they take a break.

Grace: "Leo don't you have Lapras with you."

Leo: "Well, yes, but I can't summon her here in such a small space. Besides, she'll have a better chance at survival in her Pokéball than out of it."

Grace: "So we're stuck here then."

Leo starts coughing too, then in the heat of anger shouts and kicks the generators, causing a dent in the machine. Ampharos gets up as his right conical ear starts to swell, he touches his ear and he flinches; still, he continues making his way, finally reaching the generators only to find a metal beam blocking the door. He looks through the small window and sees Leo and Grace, he knocks on it and they turn to him.

Grace: "Ampharos, just the electric type we need." She said with excitement in her voice.

Ampharos pulls while the other two push, the beam moves several centimeters but stops, Ampharos still pulls but an explosion down a hall catches his attention; a Shadow Slugma, seemingly left behind to burn everything down, uses Fire Blast in a random direction. She turns to face him and uses Lava Plume towards him, Ampharos runs away and the Lava bends the beam in seconds, allowing Leo and Grace to push open the door. Ampharos uses Electro Ball, catching Slugma off guard as he enters a break room, taking a sink hose and some Occa Berries; Slugma enters and uses Incinerate to which Ampharos eats the Occa Berries to not get burnt. Ampharos squeezes the nozzle and uses Discharge, the water cools Slugma down as the electricity causes her to spasm; she faints as Ampharos walks out of the room and runs back to the generators. Leo gets the system's setup while Grace has started to pour fuel into an empty tank, Ampharos puts his flippers onto a conductor as they back away. Grace walks over to the lever on the wall.

Leo: "Alright, say here that you have to use Charge for 10 seconds then Discharge; and Grace, you need to pull the lever the moment he Discharge."

They both nod and Ampharos uses Charge, Leo counts down from 10, looking at the small green lights. After 10 seconds, Ampharos uses Discharge at the same time Grace pulls the lever, the sound of old metal clinking indicates that it's working as the power goes back on. In the control room, a computer system turns on and detects multiple fires; the fire suppression systems activate throughout all floors of the building, including the garage. Max, recovering from being choked, runs to Velvet who is getting covered, the sprinklers start spraying, forcing Max to cover his tail. Velvet on the other hand had her tail get soaked and the flame at the end almost gets taken out; the explosives also get wet, rendering them useless. "Charizard!" She shouted in pain, her strength weakened and the Shadow Ditto covered her completely. "Char!" Max calls out but the Charizard he knew is now a Shadow Charizard, she gets up and turns to face him. Her eyes filled with horror and pain, almost like she was still in there but was no longer in control; some of the Cipher members walked up to them and took the Kommo-o while Velvet followed them without hesitation, her flame now completely gone. As they leave, Max walks over to a nearby vehicle, carefully protecting his tail as he tries to open the door; seeing this, Magnezone uses Magnet Pull to rip the door off the van, allowing Max to save his flame. As the fire engines rolled out, Velvet used Acrobatics and Air Cutter against the police and their Pokémon, killing some in the process. The generators eventually stop due to their age and so do the sprinklers too; Max gets out to find the police entering and pointing their dart guns at him, he tries to turn away but a Luxray blocks his path. He gets shot by the darts several times causing Max to faint; outside Leo and Grace get out and towards the evacuation zone. Ampharos on the other hand leaves in a hurry, driving off in an SUV.

(Dialga Hotel Towers)

Eclipsa watches from the window as the smoke from the RCPD starts to slow to a stop, the wind clears it out to reveal the damages; a door opens and Martin walks in.

Martin: "I'm going to be leaving soon. I just thought you should know."

Eclipsa: "You sent them to a trap, do they know that they're the fall guys?"

Martin: "Actually yes."

Eclipsa: "So they chose to go. Why?"

Martin: "Well Ampharos was the translator, he told them that we hated Team Rocket more than anyone else. The only problem is, we need more information and more resources to take them down."

Eclipsa: "And what do you want me to do?"

Martin: "I want you to find Team Plasma, join them, and help them. Leo will help you as well."

Eclipsa: "And you?"

Martin doesn't say as he looks away. Eclipsa faces him as curiosity comes to her mind.

Martin: "I'm… Afraid I won't be able to help you… no one else other than me and Leo knows about the generators, and the only reason Leo even knows is because he found out about it, and I told Ampharos where to find it before sending him.

Eclipsa: "And what exactly does that mean?"

Martin: "You'll figure that out soon, goodbye."

Eclipsa: "Thanks, I'll see you soon ok."

(Martin's Apartment)

The front door gets blown open by the shriek of a Shadow Psyduck, members of Team Cipher enter as Martin sits on the couch watching a Pokémon Battle from the TV. The Cipher leader points his gun at Martin's head which he ignores and takes a drink of champagne out of the bottle.

Leader: "Why did you do it?"

Martin: "Because you people were trying to wipe out the PD. So, what exactly is Team Rocket planning?"

Leader: "You've broken our deal…"

Martin: "Team Rocket broke the deal first. I was promised that if I help them, then they'll save Jen and her Ampharos. I am done being a puppet for them, so either help them or I quit."

Leader: "Where is your Ampharos?"

Martin says nothing and looks back to the TV, the leader shakes his head, realizing his answer.

Leader: "You're a fool if you think they'll get away from this city."

He fires his laser, blood splattered onto the carpet and the bottle of champion shatters as it hits the floor.

(Ryme City Trauma Center)

As members of Team Cipher surround the hospital just outside the city, they wait near the parked SUV that Ampharos used while checking every vehicle going in and out, including the ambulances. One ambulance in particular gets stopped, they thoroughly check the ambulance but the only people in it are Nurse Joy and Audino; they pass the inspection and start going with their sirens on. After leaving the city limits, Audino goes to the back and opens 2 Pokéballs to release them; "Ampharos." He said, thanking them. He then hugs Ampharet dearly, kissing her on the cheek as Audino grabs some bandages for his ear.
